General Procedures for Meetings

Use of tape recorders or other means capable of producing verbatim transcriptions of any NFPA Committee Meeting is not permitted.

Attendance at all NFPA Committee Meetings is open. All guests must sign in and identify their affiliation.

Participation in NFPA Committee Meetings is generally limited to committee members and NFPA staff. Participation by guests is limited to individuals, who have received prior approval from the chair to address the committee on a particular item, or who wish to speak regarding public input or comments that they submitted.

The chairman reserves the right to limit the amount of time available for any presentation.

No interviews will be allowed in the meeting room at any time, including breaks.

All attendees are reminded that formal votes of committee members will be secured by letter ballot. Voting at this meeting is used to establish a sense of agreement, but only the results of the formal letter ballot will determine the official action of the committee.

Note to Special Experts: Particular attention is called to Section 3.3(e) of the NFPA Guide for the Conduct of Participants in the NFPA Codes and Standards Development Process in the NFPA Directory. This section requires committee members to declare any interest they may represent, other than their official designation as shown on the committee roster. This typically occurs when a special expert is retained by and represents another interest category on a particular subject. If such a situation exists on a specific issue or issues, the committee member shall declare those interests to the committee and refrain from voting on any action relating to those issues.

Smoking is not permitted at NFPA Committee Meetings.

3.3.10 * Fire Area.

For the purpose of this standard, an area that is physically separated from other areas by space, barriers,walls, or other means in order to contain fire within that area .

Statement of Problem and Substantiation for Public Input

Fire Areas in NFPA 15 are not necessarily meant to contain a fire, but are merely the maximum constraints of a single water spray system. Section 7.1.10.2, specifically (2) and (5), shows that it is not the intent of this standard to limit a fire to a single fire area.

This definition was chosen over the definition of "qualified person" in NFPA 80 because it is simplified, requires acceptance of the AHJ and does not utilize a laundry list more suited for an annex provision. The minimum requirments for drain sizes are given in tabel 6.3.3.7. Due to the fact that these systems normally will not be operated or tested under freezing conditions, there is no need to drain the piping within a couple of minutes. Therefore it is my opinion that a drain of 3/4" will be sufficient at all times. Even when there is an incident and the system will be activated at temperatures far below freezing point, a 3/4" drain will be sufficient to drain the piping in a relativly short time.

Chapter 11 System Inspection, Testing and Maintenance

11.1 General.

11.1.1

A water spray system installed in accordance with this standard shall be properly inspected, tested, andmaintained in accordance with NFPA 25, Standard for the Inspection, Testing, and Maintenance ofWater-Based Fire Protection Systems, and NFPA 72, National Fire Alarm and Signaling Code, to provide atleast the same level of performance and protection as designed.

11.1.2

The owner shall be responsible for conducting system inspection, testing, and maintenance andmaintaining the system in operating condition.

NFPA 25 also addresses inspections and testing of fire protection systems.
