April 10, 2012 ROC Teleconference Meeting

1. Call to Order.

The teleconference meeting was called to order by Chair Paul Jordan at 1:00 p.m. on April 10, 2012.

2. Introduction of Committee Members and Guests.

The minutes of the August 2, 2011 meeting were approved as written and distributed.

4. Review of Report on Proposals (ROP).

The ROP was noted as received for reference purposes only.

5. NFPA 140 ROC Preparation. Each public comment was addressed. See the ROC letter ballot.

6. Other Business.

Staff explained the timeline leading from ROC letter ballot to Standards Council issuance of the new edition of NFPA 140.

7. Future Meetings. NFPA 140 is revised on a 5-year cycle. If no NITMAM (Notice of Intent to Make a Motion) is received, the document will be issued as the 2013 edition. The 2018 edition will be processed in the Fall 2017 cycle. The committee will need to meet to prepare the First Draft (formerly ROP) by June 2016.

Existing soundstages, approved production facilities, and production locations that are in conformance withrequirements of the authority having jurisdiction at the time of the adoption of this standard shall bepermitted to remain in use under the following conditions:

(1) The occupancy classification and use remain the same.

(2) No serious hazards to life safety exist that would constitute an imminent threat unsafe condition inaccordance with NFPA 5000 .

Statement of Problem and Substantiation for Public Input

Unsafe conditions are stipulated in section 1.7.5.3 of NFPA 5000. Imminent threat is not defined and no guidance is identified in any NFPA document.

4.4 Standby Fire Personnel Watch .

4.4.1

Where required by the AHJ, standby fire personnel a fire watch in accordance with NFPA 1 shall beprovided for soundstages and approved production facilities where pyrotechnic special effects are used.

4.4.2 Other Hazards.

Where required by the AHJ, standby fire personnel a fire watch in accordance with NFPA 1 shall beprovided for hazardous operations other than pyrotechnic special effects.

Statement of Problem and Substantiation for Public Input

As written, the text requires that “fire personnel” is required. It cannot be the intent that Fire Department personnel be used. NFPA 140 references a fire watch in A.4.5.2 (5) (1). A fire watch is defined in section 3.3.125 of NFPA 1. This proposal would require a fire watch which is clearly outlined in NFPA 1. Consideration could be given to extracting the definition in this document and deleting the proposed “in accordance with NFPA 1” phrase. A similar Public Input has been submitted to section 5.4.

TITLE OF NEW CONTENT: WOOD FLATS

Combustible wood flats shall compy with NFPA 703 on all exposed sides.

Statement of Problem and Substantiation for Public Input

There is confusion in this industry if wood needs to comply with NFPA 703 on all sides of material. Many scenic and production companies only back-paint one side of what is typically referred to as, "flats". Protecting only one side of the wood while the other side is exposed and not installed up against a non-combustible surface increases flammability exposure. This needs to be clarified.

Cut greens shall be tested on identical substrates manufactured with identical raw materials and treatedwith an approved or listed fire retardant, and the process shall be repeated as often as necessary tomaintain its effectiveness.

Statement of Problem and Substantiation for Public Input

Many cut greens have the same name, but are made by different manufacturers who use different raw materials that may have different flame-spread ratings than the original tested creating a false sense of flame-spread results.

Substantiation: Per Annex A clarifications, such “approved mitigation” is intended to be operationalized only for temporary production situations where use of the designed automatic sprinkler system could become obstructed.

5.11.5* The requirement of NFPA 13, Standard for the Installation of Sprinkler Systems, prohibiting obstructions to sprinkler discharge where approved mitigation is employed during temporary or contracted production periods shall not be applicable if the building sprinkler system meets the design criteria for Extra Hazard, Group 2. Substantiation: Per Annex A clarifications, such “approved mitigation” is intended to be operationalized only for temporary production situations where use of the designed automatic sprinkler system could become obstructed.

6.2.2 Approved flammable or combustible liquids, combustible solids or dusts, and liquefied petroleum gases used for special effects shall be permitted. Substantiation: Certain special effects can rely upon combustible solids or dusts. Such a change also warrants a change to the current title of the current section “6.2 Flammable or Combustible Liquids.”

5.8.1 Electrical power connections made to the site electrical service shall be made by an approved, licensed electrician under permit from the AHJ. Substantiation: Is the presumption in the original paragraph that references “Electrical power connections” that this only involves hard-wire “connections” to primary or secondary electrical panels (“site electrical service”), or, is the sentence intended to be inclusive to standard, plug-in type 120v/220v cable connections? If intended for fixed connections to primary and secondary panels, should not the “approved” electricians also be required to be licensed electricians (though most AHJ’s would require this)?

5.8.4 Where power from both mobile generators and site electrical services are used to energize equipment in the same proximate location at production locations, grounds for the two systems shall be bonded in accordance with NFPA 70, National Electrical Code to assure that grounding is at the same electrical potential. Substantiation: The clarification provides useful information to the user of the Standard as to the “why.”

A.4.11.1.3.1

Paragraphs 4.11.1.3.1 and 4.11.1.3.2 recognize motion picture and television industry practices thatrequire sets to change constantly and that sets are “temporary” construction not subject to building codes orstandards. Solid ceilings that obstruct the stage sprinklers are “flown” (moved) in or out to permit specialshooting angles or lighting requirements, often on a scene-by-scene basis. With temporary walls andceilings, it would be impractical to install a sprinkler system in a constantly changing structure. Therefore,one or more of the following mitigation techniques should be used to compensate for the areas shieldedfrom sprinkler spray by solid or hard ceilings or platforms:

(1) Approved and listed heat detectors or smoke detectors can be installed beneath such solid or hard

ceilings in excess of 600 ft2 (55.7 m2) in area and platforms in excess of 600 ft2 (55.7 m2) in area and3 ft (0.9 m) in height. Detectors should be connected to an approved and listed central, proprietary, orremote station service or to a local alarm that will provide an audible signal (i.e., a bell or horn) at aconstantly attended location. The detector system, including the alarm panel, is defined as a portablesystem because it is intended to be reinstalled when platforms or sets are changed. The detectors thatare secured to standard outlet boxes and the listed fire alarm panels can be temporarily supported bysets, platforms, or pedestals. Spacing of detectors should be per manufacturers' requirements.

(2) The ceiling can be positioned to allow for the operation of the building's automatic fire sprinklersystem after videotaping, filming, or broadcasting of programs has been completed for the day.

(3) A fire watch should be provided when the set is not in use when determined necessary by the AHJ .

(4) No combustible materials should be stored under any platforms. Consideration should be given tosecure such covered areas with screen wire or other materials that will permit visual inspection andemergency access.

(5) Approved/listed fire retardants can be applied beneath combustible platforms.

(6) Approved/listed fire retardants can be applied to scenery, props, framework and deck of combustibleplatforms, and the hard ceilings of combustible sets.

Statement of Problem and Substantiation for Public Input

There are many soundstages that do not pose a large enough hazard to require a fire watch when the set is not being used. A fire watch would be required when there are large quantities of flammable materials being used or stored within the soundstage. If the soundstage has low amounts of combustible material, then a fire watch should not be required. Many of the major movie and television studios have examples where this should not be required. This gives the AHJ the authority to require a fire watch when warranted.
