II. Minutes of Meeting: 

 

1. The Chair opened the meeting at 8:00 a.m., February 16, 2012.

2. The Staff introduced the new Chair to the committee, Mark Blank. During the Chair’s opening remarks, the Chair asked the committee to consider “How can we, as in the committee, influence the awareness of the hot work hazards?”

3. Attendees introduced themselves and necessary corrections were made to the

Technical Committee roster.

4. The Staff reported on the current committee roster and member status, reviewed the general procedures, available resources from the Fire Research Foundation, and reviewed the milestones for the revision cycle for Annual 2013. Additionally, the Staff introduced the new standards development process that will be in effect for the next revision cycle. The Staff also informed the Committee of the forum that will be available at the NFPA Conference and Expo on June 12, 2012 in Las Vegas, NV.

5. The Committee reviewed and took actions on all Public Proposals (20) to NFPA

51B and developed three (3) committee proposal. The actions included addressing the proposal that was held from the last cycle (Annual 2008 ROC). Anthony Tijerina assumed Chair when the held proposal (Log#1a) was reviewed and acted on.

6. The Committee approved a motion directing the Staff to prepare and

distribute the NFPA 51B ROP letter ballot.

7. The Chair recognized Christopher Bloom to report on the Smoldering Task group. After discussion, the Committee agreed that there is still work to be done by the task group. The task group was reestablished and the new task group members include August Manz, Anthony Tijerina, Alain Theriault, Lester Swanson, and Chris Drobny.

8. The Committee discussed ways that the Committee could increase the

awareness about hot work safety:

i. Holding a Hot Work Symposium ii. Bring NFPA 51B into technical schools where hot work is taught iii. Working with the CSB to develop strategies on educating the users

about hot work safety iv. Requesting to change the document number of NFPA 51B

9. The Committee discussed the idea of reassigning the document number for

NFPA 51B. The Committee discussed that the hot work safety standard needs to separate itself from the other 51 numbered documents (NFPA 51 and 51A, both of which are the responsibility of another committee, IMG-AAA) and be its own independent document. The committee discussed that the “B” on the current numbering may cause users confusion that the document supports or is a part of the NFPA 51 document. The Staff will investigate further and report to the Committee.

10. The Committee discussed ways to increase the support and input from

enforcers. The committee currently only has two (2) Enforcers as members.

i. The Staff asked the committee members to seek potential enforcers

that they work with that could be beneficial to the committee. ii. The Committee presented the idea of inviting the local fire services

(fire marshal, fire chief, code inspector, etc) to attend the next revision meetings as guests to encourage the involvement of enforcers in both the awareness of hot work safety and the NFPA process.

11. Next Meeting. The Committee’s next meeting will be the NFPA 51B ROC

meeting. The Committee proposed the next meeting to be on October 18 to 19, 2012 (subject to change) with the recommendations of the following locations; Las Vegas, Orlando, Quincy, or Los Angeles.

12. The Chair thanked everyone for their input. The Committee Meeting was

adjourned at 3:42 p.m., on Date February 16, 2012.

When required by the AHJ, permits shall be obtained from the local AHJ.Substantiation: In many jurisdictions local fire codes require the AHJ to issue permits for these types of operations. Byadding this reference, it makes the user find out if a permit is required by the local ahj preventing issues if work is donewithout the appropriate permit. Due to the hazards associated with this work and the potential of the jurisdiction torequire a permit, the mention of this necessary and prudent. Attachment E: Designated Area Task Group Work

Designated Area Task Group Recommendation: Proposed Requirements for Designated Area: 5.2.2.1 Designated Areas. 5.2.2.1.1 In order for a location to be a designated area, a risk assessment shall be performed. 5.2.2.1.2 The designated area shall meet the requirements in section 5.4.2. 5.2.2.1.3 The risk assessment for a designated area shall be reviewed at least annually. 5.2.2.1.4 Prior to the start of any hot work in a designated area, the hot work operator shall perform the following:

(a) The location is verified as fire safe. (b) Combustible materials are at least 35 ft from where hot work is being performed (c) Fire extinguishers are in working condition readily available (d) Ventilation is working properly (e) Equipment is in working order

Substantiation: There are limited requirements on designated areas in NFPA 51B. The industry identified the need for some general requirements regarding designated areas. The task group developed requirements for users and AHJs to better understand the use of designated areas for hot work and emphasize that these areas need to be fire safe just as permitted areas.

Derek;

The following note is in regard to the smoldering subgroup conference call on 8-23-2012.

Correct me if I am wrong, but I believe that the smoldering subgroup was formed to explore the

logic behind the post hotwork monitoring period. The NFPA document (NFPA 51B, 5.5.2)

indicates that a ½ hour period is sufficient unless specified otherwise by the PAI.

Factory Mutual, in their Property Loss Prevention Data Sheet on Hot Work says that a one

hour period is sufficient but it is to be followed by an additional three hour period monitoring

period. The Factory Mutual rule seems to likely have some loss history to support it. But, as a

committee, it might be difficult to withstand challenges if we require this.

My thoughts:

It is difficult to come up with a hard and fast duration for a post hot work monitoring period. As

noted in the Factory Mutual data sheet 10-3, (section 3.2.3) there are examples of fires breaking

out long after hot work has ceased. The NFPA Fire Protection Handbook (20th

ed., section 9,

page 9-5) discusses how piles of wood particulate matter can smolder for extended periods of

time, and under the correct conditions can evolve into a fire.

It is my opinion that a 60 minute period is appropriate unless the PAI can justify a shorter period.

Also, an additional monitoring period is appropriate. This additional monitoring period would

not require the fire watcher to remain dedicated solely to the hot work site, it could take the form

of periodic visits (15 minute intervals to start with) to the hot work site. But, as a committee,

placing the additional burden on the PAI would likely prove to be unpopular, and would likely

be challenged.

For discussion purposes, I would like to submit the following:

Add section A5.2.2 to annex “A” explaining that the prescribed time period is a minimum

monitoring period, and should be extended if necessary.

The following was transcribed from the 51B document. The item labeled A5.5.2 is proposed.

4.2.7* Where a fire watch is not required, (see section 5.5) the PAI shall make a final check ½

hour after the completion of hot work operations to detect and extinguish smoldering fires.

A 4.2.7 The inspection is usually made ½ hour after the completion of hot work to detect and

extinguish possible smoldering fires. The inspector should be alert for circumstances that can

require an extension of the final inspection interval.

5.5.2* A fire watch shall be maintained for at least 1/2 1 hour after completion of hot work

be extended if the PAI determines the fire hazards warrant the extension.

A 5.5.2 (Draft Item) It should be understood that the 1 hour time period is considered to be the

absolute minimum amount of observation time after the hot work is concluded. At the conclusion

of the 1 hour monitoring period, the affected area(s) should be inspected by the PAI (or their

designate) to assure that no smoldering fires exist. If deemed necessary by the PAI, (or their

designate) the observation time should be extended long enough to assure that there are no

smoldering fires related to the hot work procedure. The area should be inspected by the PAI (or
