1 Introduction

1 This is Volume 13 of the Final Report for a Project Preparatory Technical Assistance (PPTA) of the Asian Development Bank (ADB) to the Government of Nepal (GoN) for the Secondary Towns Integrated Urban Environmental Improvement Project (hereafter ―the project‖ or ―STIUEIP‖). It provides an overview of the project and appendices that together explain the rationale for the project.

2 The PPTA commenced on 1 May 2009. The Department of Urban Development and Building Construction (DUDBC) is the executing agency for the project preparation.

3 On 17 August 2009, the Steering Committee approved the selection of the municipalities of Biratnagar, Birgunj, and Butwal for the project. Since then the consultant has carried out surveys, held meetings with stakeholders, and undertaken analyses of the engineering, institutional, social, financial, economic and environmental aspects of the proposed project.

2 Community questionnaire

2.1 Background information

5 Nepal faces rapid urban population growth with low or insufficient urban facilities and infrastructure and environmental development. Though urban areas have been identified and assigned for development since 1999, however the population of these designated urban areas has increased rapidly. The rural urban migration (temporary, seasonal and permanent) in the last decade largely occurred due to the lack of access to basic services in rural areas, among several other reasons.

6 With a high population concentration in urban areas, most municipalities still lack basic urban utilities and services. This in effect has been the result of a lack of scientific urban delineation criteria. The designated urban places (municipalities) were built under a more outdated criteria and estimate of population growth, as it is now becoming important to extend municipalities to cover neighboring rural settlements as well. Hence, a majority of the municipalities do not extend providing urban services to cover those rural settlements, although they are being largely affected by that population.

7 In this regard, internal public investments as well external assistance to the municipalities are urgently required for systematic urban development to address the urbanization and population growth, and the shortage of basic urban facilities. In this context, the current project for Urban Environmental Improvement has been an excellent step towards building urban infrastructure, institutional building, and addressing the environmental issues in the Butwal Municipality.

8 In order to support the preparation of the project document, this community survey was conducted by Paribartan Nepal (Change Nepal) with the assistance of ADB in Butwal Municipality. The study was conducted in September 2009.

2.2 Objective of the study

9 The objective of the survey was to collect community level baseline information on different issues related to municipal environment and infrastructure of Butwal municipality to help formulate the STIUEIP.

2.3 Scope of the study

10 The survey was conducted in 4 to 7 community clusters in each of the 15 wards. The key informants with a good understanding of their community and neighborhood, were selected for the discussions and to answer the community questionnaire. The survey was carried out to collect basic data so as to analyze the issues and status of the community.

2.4 Limitation of the community survey

11 This community survey to collect baseline information was conducted at the community level in general form. All the information collected is only representative of the majority, leading to a bias in dealing with minorities. For example, even if the majority of households in a community have toilets, it does not mean that there is no real need for private or communal toilets

in that community. This also leads to discrepancies when assessing significant issues relating to minorities, especially in terms of access to particular services etc.

2.5 Butwal Municipality: the Survey Area

12 Butwal municipality is located on 27.40’ to 27.45’ latitude and 83.23’ to 83.30’ longitude with an average elevation of 183 m from mean sea level, covering 69.3 km2. The average annual temperature is 32 degrees with 3693 mm average rainfall. The population density per square kilometer is 1088 according to the population census 2001. It is bordered by Devdaha (Rupandehi) to the East, Dobhan (Palpa) to the North, Parroha/Semlahar (Rupandehi) to the east and Sankernagar/Motipur to the south. The Tinau River runs through the middle of the municipality dividing it into two parts.

13 The origin of the name Butwal is uncertain, When the British General Wood came to visit, he saw the vast Siwalik range as the northern backdrop to the town. When he asked his assistant as to what lay beyond the town, he got the reply that ―there is nothing, but wal‖ (wall of hill). There after people called the town Butwal. Butwal possibly also evolved from the ―Buddha wolly‖ or Village of Buddha. Butwal has been a development centre serving a large hinterland.

14 Butwal can be characterized as a growing economic centre in the west. As it is the gateway to the hill hinterland, located at the cross-roads between the east west highway and the north-south Siddhartha highway, it has emerged as a major centre for trade and services for the hill hinterland in western Nepal. Butwal’s growth rate has been one of the most rapid among the major economic centers. Over 80% of the economically active population is engaged in non-primary activities. It is also evolving as the base for manufacturing industries. The infrastructure base of Butwal is also relatively better than that of most Terai towns.

15 Good transportation networks connect the country’s markets along the north-south and the east-west highways, and since Butwal also borders India there is a good opportunity for further industrial development. Agro-processing industry, construction and repair industries as well as service industries (including Banking and Insurance) are expanding by the day. It is also recognized as a regional education centre.

16 Butwal and its peripheral areas are also invaluable tourist centers especially in the context of the growth of cultural heritage and spiritual based tourism. Near Butwal, there are many sites associated with the life of Buddha like Lumbini (the birthplace of Buddha), Kapilvastu (the capital of the Shakyas), Tilorakot, Ramgram, Gotihawa and Niglihawa etc. Lumbini is already being developed as a Buddhist university town.

17 Other tourist centers nearby Butwal include Tansen (a hill-station), Chitwan National park; Ruru (Rishikesh) and Argha kot are famous for spiritual values as well as their natural beauty.

18 The ecological diversity of the region provides strong comparative advantages for high quality fruits, seeds, herbals, off seasonal vegetables, ginger and coffee. The ethnic diversity on its periphery makes Butwal an accommodating community. The table below (Table 1) clearly shows that Butwal is a regional economic centre.

2.6 Method of community survey

19 The municipality base map was acquired from the municipality for use in the project. Butwal municipality was administratively divided into 15 wards, and each ward was divided into 4 to 7 clusters. The clusters were prepared in consideration with the physical location, nature of the community and population density. Using the ward boundaries, building, infrastructure and landmarks were mapped and marked, and 73 clusters were selected for the community survey.

2.6.1 Key Informants

20 The community discussion was carried out with a group of key informants, with one among the three who was considered to be more knowledgeable of the particular community, and the others representing women and ethnic groups. Some of the key informants were ex-ward presidents, vice presidents, chairman, or members of Tol development committees. After forming the groups, participants were given sufficient information regarding the discussion and the issues, the discussion time and place were then fixed in consideration of the participants’ convenience.

2.6.2 Recruitment and training the field team

21 Besides one field coordinator and 3 supervisors, 10 interviewers were selected for the survey. The supervisors and interviewers were selected on the basis of their education and relevant experience in conducting fieldwork. Some of the supervisors were engaged in teaching and had already accumulated sufficient experience in research and fieldwork.

22 A two day orientation was given to the supervisor and interviewers, discussing and explaining the objectives of the survey and demonstrating the tools to be used. Surveys were done with the involvement of trainees from the STIUEIP. This gave field team much confidence and support to efficiently conduct the fieldwork. The personnel involved in the survey are shown below in Table 2:

23 One supervisor and an interviewer were present in each of the community discussions.

2.7 Area coverage

24 This survey was used to obtain baseline information on water, sanitation, solid waste management, sewerage connection, access to services, road, and local market. The information was thereby assessed this information.

2.8 Observation

25 Information on the overall situation of settlements, including outdoor sanitation, solid waste management, roads, public places, historical and cultural places were collected or cross-checked through observations. Some information was also collected through the direct observation of the supervisor in the Tol.

2.9 Analysis and presentation

2.9.1 Ward wise population distribution

26 In terms of the population concentration in the Tols and in their respective wards, the highest was found in ward number 9 with a population of 9,263. The lowest population concentration was found in ward number 1 with 1,019 people. Among the clusters, the smallest population was found in Nayasadak 2, with only 150 people.

2.9.2 Caste/ ethnicity

27 Table 3 describes the caste composition in the selected clusters of Butwal municipality. Brahmin, Magar Dalit, Newar, Dalit, Chhetri are the major caste/ethnic groups. Among these, Brahmin account for about 30 per cent of the total population. The table below summarizes the caste and ethnic composition in different clusters of Butwal municipality.

2.9.3 Linguistic and religion

28 The majority of residents in the municipality speak Nepali. Even among the ethnic groups such as Gurung and Newar and Magar a majority speak Nepali language within the family. Only 8 per cent of the Gurungs and 6.5 per cent of Magars speak their respective dialects.

29 In terms of religion, most of the households are Hindu, in fact 84 per cent of them. Other major religions are Buddhism and Christianity. Buddhists comprise about 10 per cent and Christians occupy 6.5 per cent of the total households.

2.9.4 Settlement growth and house construction type

30 Butwal has been expanding vary rapidly with a high rate of migration from various parts of the country, particularly from the western hill districts. 24 out of the 73 clusters are newly growing settlements. Other settlements had already existed for a long time, with the land being occupied for two or more generations.

31 About 70 per cent of the houses in Butwal municipality are Pakki, whereas about 27 per cent houses are Katchi and the rest are made from temporary materials. 1 Shikardeurali, Pragatinagar, Naharpur, Pakhapani etc. are places where most of the houses are Kacchi in construction type, as most of them are slum and squatter settlements (see Table 6 6). 2.9.5 Slum and squatter

32 Butwal is to some extent a city of squatters, as about one-third of the household are squatters. Major settlements where squatters occupy more than 5 percent of the households can be found in Pragati Nagar, Nahar Tol, Tinau Tol, Sikhar Deurali, Pakhapani, Majhgaun, Pratinagar, and Bamghat. Similarly Majhgaun, Nilgiri Path, Bamghat, Bhajan Tol, Bairab Path, and Bhimsen Tol also have a large number of squatter households.

A combination of the kachcha and pukka style, the semi-pukka, has evolved as villagers have acquired the resources to add elements constructed of the durable materials characteristic of a pukka. Exact spellings vary.

2.9.6 Health and educational institutes

33 Butwal is a growing regional educational hub. It not only provides educational services to its inhabitants but also to the hilly districts such as Gulmi, Arghkhachi, Palpa etc. There are 45 primary, 25 secondary and 18 higher secondary schools and colleges in the selected clusters. Among them Butwal Multiple Campus is the largest college that belongs to the government owned Tribhuvan University (see Table 8 below).

34 The Table 8 provides the figures for educational and health institutions in Butwal. The survey located 21 health posts, 7 nursing home, 8 hospitals, and 167 medicine shops that in the Butwal Municipality.

35 The table below (Table 9) shows that about 53 per cent of the communities have health related programs, 46 communities have education related programs, and among them 46 communities confirmed the participation of women in the health and education related program in Butwal Municipality. The ward wise data in Table 11 suggests that there is a high rate of women’s participation in the communities where the health and education related program have been conducted by different agencies.

2.9.7 Historical and cultural places

36 Butwal is historically known as a regional marketplace for the whole western region, where daily goods and necessities were bought and sold. It was especially famous for salt trade, also known as the kingdom of the Mani Mukunda Sen, when the state of Nepal was divided into 22-24 states. Some of the historic and cultural places of importance in the Butwal Municipality include:

Phulbari: The historical palace of Mani Mukunda Sen

Jitgarhi: The only Garhi where the Nepalese army won against the British in the historical war between the East-India Company and Nepal

Ramapithekas: An archaeological site where teeth of ancient hominids were found.

Siddhababa: Temple in the northern border.

Kalika temple: Rammandeer, Bhubaneshowri temple, Padma Chatya Bihar, etc.

2.9.8 Women’s poverty

37 The questionnaires that serve as part of the community survey, assisted in tracking the clusters where women have income-earning capacity and have crossed the poverty line. Of the 73 clusters, the majority of the women in 11 of the clusters were found to be above the poverty line. The questionnaire set the poverty line at NRs.9,600 per annum per individual. More than 95 per cent of the women in Rammandir Tol, Amar Path, Buddha Path, BP Chowk, Tillottama path clusters had an income greater than the threshold. They are engaged in income generating activities such as business and services, but this comes as no surprise as this is where the core business zone of Butwal Municipality is located.

38 Contrarily, data suggests that the majority of the women in greater Butwal municipality are actually very poor. Clusters with a high rate of poor women have not been able to get due attention to alleviate poverty. Only 15 out of 73 clusters have poverty related programs such as group formation, saving and credit mobilization, awareness generating programs, skill development training, livestock management training, etc. About half of these poverty related programs were conducted by different NGOs and the other half were organized by the government, community, and other institutions. Figure 1 below shows women’s poverty status in Butwal.

39 About 309 households were directly benefited from poverty related programs in Butwal municipality. This figure only represents 2 per cent of the 25 per cent of the poor population in Butwal Municipality, according to the municipality poverty reduction strategy document. This suggests that the coverage of poverty related programs is far from sufficient to address the poverty reduction strategy of the Butwal Municipality.

40 Among the 175 benefiting households from poverty alleviation programs, Pragatinagar comprises about 44 per cent or 135 of all the benefited households. This is a squatter settlement where most of the NGOs have been concentrating their activities, explaining as to why the majority of the women in this cluster are not poor.

2.9.9 Water supply

41 Butwal Municipality is one of the few Terai cities where tube wells (hand pump) have not been successful. This is because either the tube wells have to be deep (reaching about 200-250 feet) or the water supply has to be drawn in from nearby river and mountain sources. The data (from Table 12) suggest that the majority of the clusters have either a direct connection or piped water. However, this does not mean that they are served by government or government owned NWSC supply or that there is no water scarcity problem in Butwal. On the contrary, drinking water supply has been a major issue and priority in Butwal. Despite a majority of the households of the 65 out of 73 communities that have direct connections, 30 communities have put water supply as their first priority issue to be addressed by the project/municipality. A majority of the settlements and the key informants complained of the quality of water supplied by the NWSC in terms of water quality, regularity and volume.

42 In most of the water supply systems, GI pipes have been used while some of the communities replied that they have been using polythene pipes for their water supply system.

43 A majority of the houses in the communities have toilets, and only in 4 out of 73 clusters did a majority of the household not have toilets: Shikhar Deurali, Shanti Tol, Pragati Nagar of ward 14, Jabai. In Shikhar Deurali and Lumanti communal toilets with drinking water supply through communal taps were constructed. The people of Shikhar Deurali have been using communal toilets and communal wells. But all other clusters where the majority of the households that did not have toilets used open space for defecation.

44 Most of the communities, with a majority of household having toilets in their houses, have septic tanks for their toilets. They clean the septic tank by paying the Kuchikar, or cleaner.

2.9.10 Sewage/ drainage

45 Sewage in 35 out of 73 squatter Butwal communities goes through the open drain although the municipality owns a septic tank system. Only one community has said that it has a closed sewage system, while another settlement has a closed pit system. The open drains are mostly directed into the river and some into the open space while others remain stagnate in the drain.

46 Regarding the rain drainage system, most of the communities have small drains that are insufficient for the rain water to be carried through. Thirteen communities do not have rain drainage, while 21 communities have managed their rain drains properly.

47 There is no real problem associated with inundations in the Butwal Municipality largely because of the slope and penetration of rain water. The permeability of the soil of Butwal is very high. So even with small drains, the water disappears within two hours in most of the clusters. However, the community of Pakhapani complained that they did have problems of inundation with water remaining up to 24 hours during the rainy season. The community responded that drains are cleaned at least once a year, although there are some communities in Butwal who clean drains twice a week or so.

48 Most of the clusters do not have a solid waste collection bin. Only 21 out of 73 community clusters have solid waste collection bins. Most of the community clusters reported

49 For clusters that have solid waste bins, some also have trucks and tractors to carry the solid waste. Other clusters said that they burn the waste and some communities have private collector to collect solid waste where they pay Rs 100 for the solid waste disposal per month per household. Some other clusters dump the solid waste within their land or near their cluster. In ward 14 and 15, all the communities replied that they use composting of solid waste separated by their household.

2.9.11 Existing and required roads

50 Most of the roads in about two third of the clusters in the Butwal municipality are black topped. 17 clusters said that they have gravel road in the majority of their areas. 15 out of 73 clusters said that they have kacchi road. of the hills. In the western part of the municipality, in old Butwal (batauli), it becomes difficult to get rickshaws as the clusters are located on the sloped area and the road is not well built. Table 16 Access to means of transport

53 Some clusters have no access to buses, while taxi’s can be found only in the core area of the municipality. Taxis are also used during emergencies. In general, the terrain is flat and access to public transport is not major problem in Butwal municipality (see Table 16).

2.9.13 Street light, park and playground

2.9.15 Access to basic services

61 Most of the population in the municipality had access to basic services, in fact within 15 minutes of travel distance. However, others did not even have access to public transport—i.e. Bus, Taxi, or Tempo—and access to basic services remained a problem. Observations suggest that distance to services is not the only reliable indicator, as even though services are accessible, it also becomes an issue of costs and the quality of services available. Access to basic services though only measures the actual physical distance to access these services, it does not reflect the reality as to whether people can afford to benefit from these services.

62 Rickshaw, cycle and buses are used mostly to access these services, although some people also walk to the facilities.

2.9.16 Priority issues

63 Most of the communities singled out the quality and supply of water as their first priority and the most important issue that their communities face. 31 out of 73 communities chose water supply as their first priority, in spite of having direct water connections in their community. The problem was not related to having a direct water connection, but it was to do with the water quality, and the irregularity of water supply. This caused the residents to realize the importance of water supply and place it as the first priority issue to be addressed (refer to

64 Table 20 20). One of the main problems was during the rainy season, when the water quality deteriorated as it contained a lot of mud and other organic matter.

3 Focus groups

3.1 General

67 Butwal town is considered a gateway to the western development region of Nepal, located at the junction of two major highways, East-West and Siddhartha highways. These highways have played important roles to foster the economy of this town. Located near the Indian border, which is 25 Km south has also influenced the development of trade and commerce. With considerable economic potential, this town has attracted a large number of people from neighboring districts. This town also attracts tourists as the historic birth place of Buddha lies in its vicinity. As the town is located near the center of Nepal, it also sees many political and social activities. In terms of ethnicity and caste, Butwal consists of mixed communities.

68 Trade and commerce dominates as main business in Butwal. Hotel businesses have seen expansion, and the town is already known as a regional education center with many renowned institutions. Employment abroad and in India has allowed for remittances to become the main source of income for the people. While people in the slum and squatters are mostly employed in the informal sector, Dalit people work as wage laborers, and the people of Jajanjati are in the military services. The Butwal industrial zone has also been an important part of the town’s economy, with many vehicles and transport related workshops that provide employment to the poor strata of the population. According to the municipality profile the road network is good, consisting of a total of 89 km road, of which 36 km is black topped, 19 km is graveled and 34 km is earthen road.

69 Water supply, although available in each Tol and locality, is mostly unpurified. Some people in slum and squatter areas managed to bore and obtain ground water. Pervasive problems in the city include the lack of pure and adequate drinking water and the lack of latrines in parts of the city where disadvantaged populations reside. The field observation also indicated some findings of FGD session. The municipality office does not pay any attention to solid waste in areas beyond where some commercial hubs are located. Hence, the waste is openly thrown either in nearby ponds or on the road side haphazardly.

3.2 Participants characteristics

70 Focus Group discussion participants’ profile reveals that the majority of the participants (62%) were female. Among the participants, the majority of them were literate (71%) and the rest were illiterate. The majority of the participants (64%) were in the age group of 21 to 46, followed by the age group of above 46 (32%) and age group of below 21 (2%). The profile also shows that they were from mixed type settlements or inclusive community in terms of caste and ethnicity. Including Brahmin - Chhetri, Janajati (Newar, Gurung, Magar, Tharu, Thakali), Dalit and Muslim were the different groups that now reside in this town (see attached Appendix A). There are Tol Organization committees (TLOs) in each Tol, and these Tols have become instrumental in increasing participation in the decision making process. Tols are actively participating and playing a civic role to pressure the municipality for town development and to improve the environmental conditions. Along with Tols, there is a practice of forming user committees while undertaking public works. Participation of women and other disadvantaged groups in such committees has also seen an increase.

71 The Tinau River is an important river which passes through Butwal. It is both a resource and source of trouble for the town. While it is the main source of drinking water, it is also causing

erosion and destroying houses nearby the bank, especially when the rainy season causes heavy floods. This in turn causes a displacement of people from their homes. Tinau River, where a major quarry site for stone and sand operates, is also a source of income for local businesses. Every year thousands of trucks of stone, aggregates and sand are transported to India from this river. Due to over-extraction, the river bed is lower each year. Deepening of the river has created greater risk to physical structures such as bridges, headworks of canals. Toe cutting of the bank has been a common problem due to the river deepening. Every year a large amount of money is invested for river training work in Tinau River. But during the rainy season, the river erodes away all the preventive measures and encroaches into settlements. This has forced the government to prepare a master plan to prevent bank side cutting and to construct sustainable river training structures. The plan also aims to construct high levees on both bank and to construct roads on both sides of river up to Bhairawa. The government has plans for local participation for this river training work and named it as ―Janta ko Tatbanda‖ (the people’s river training).

3.3 Existing municipality services

3.3.1 General

72 Butwal municipality has made remarkable progress in developing some infrastructure. This includes a bus terminal that almost serves as the country’s prototype. This terminal is on the main road which is also part of the Siddartha Highway from Sunauli to Palpa and Pokhara. There are separate lanes for rickshaw pullers and vehicles. Apart from the highway, in the main part of the town roads were black topped, and these were mostly built through partnerships between municipality and communities sharing costs at a certain proportion. There are two good parks in the town: Hill Park and Phulbari Park. However, the citizens of Butwal still feel that there is further scope for infrastructure development in the town.

73 As mentioned earlier, communities in Butwal have unanimously singled out water problems as the top issues that needs to be addressed. The Tinau River has been serving as the main source of drinking water, but over time it has become highly polluted because of industrial development, settlements along the river, and upstream pollution. The severity of the water problem is highest during the rainy season, as muddy water is supplied to the households. The muddy water even causes the water meter to become non-functional as it gets clogged with mud. Chidiya Khola, another major source of drinking water supply is located close to the Siddha Baba landslide prone area. The pipe line supply of Chidiya Khola has to be carried along the Siddha Baba section of Siddhartha Highway. Periodic Landslides in this area damage the pipelines and cause acute drinking water shortages in Butwal. In some slum communities there is a community tube-well that is being used for drinking water, and 10 to 15 households use one tube well. For example in Tinau Marga Tol, a slum area that only has 20 out of a total of 80 households that are connected to the water supply system. The other 60 households have to rely on two communal taps.

74 Due to a sloped topography and dry and sandy soil, water boring from deep ground surface is not possible in the main areas of the municipality. But in the residential areas near the bank of the Tinau River water can be obtained from deep boring. In Pragati Nagar, ward 13 of Butwal municipality located at a bank of Tinau River, there are three boring plants constructed with community effort. The community of Pragati Nagar sells drinking water to Devi Nagar and charges NRs3,000 for installation of the plant. The settlements near the bank of Tinau River use the river water for bathing and laundry purposes. But other settlements near the irrigation canal which passes through the Butwal city use the canal water for domestic purposes.

75 For the squatter and slum areas the erosion of land caused by the Tinau River has become a great problem. Squatter areas and slums are concentrated along this river and every year, in the rainy season, the households in these settlements face both physical and human losses.

Furthermore, drainage is also a major problem in many of the settlements, as even if drains are present, they do not function. Roads are not black topped in many communities and there is pressure for the municipality to build black topped roads jointly with the users, as per municipality policy. But the municipality, because of a shortage in budget is not being able to fulfill community demands.

76 Solid waste collection in all parts of the town is not a service offered by the municipality. The municipal services are limited to some commercial and residential areas. Most of the slums and squatter settlements have no access to the solid waste collection services of the municipality. As the municipality does not have a landfill site, the limitations of the municipality are overwhelming. In some Tols such as Sagarmatha Tol plastic tanks were distributed for solid waste collection. But this did not work for too long as municipality did not send vehicles to pick up the collected wastes, and now communities themselves are managing the solid waste.

3.3.2 Drainage and sanitation

77 Where usual road construction involves constructing drainages along the roads, but this has not been the case in the Butwal town. As the soil nature of Butwal is dry and the ground is slightly sloped towards the south, due to which water does not log during rainy season in spite of the non-availability of drainage facility in the town. So water logging problem is minimal because of the topography of this town that has sand and gravel mixed soil. Water dries out naturally even after heavy rainfall in most of the Tols. But in main market areas waste water in the drain line cannot flow easily due to logging by solid wastes and less slope. In most of the slum and squatter areas there is no provision of drainage, and they are facing difficulty in managing waste water coming from household use.

78 Most of the households use toilets, which are built both inside and outside the house. Well-off people and commercial buildings have inside toilets while people who are economically less advantaged have built the toilets outside the house. In slum and squatter areas almost all toilets are built outside the houses. In Sagarmatha Tol, a slum, only 20 per cent of households have their toilets inside their houses.

79 Toilet coverage varies from area to area. In well-off residential and commercial areas, more than 90 per cent of households have toilets. In the slums and squatter settlements as well backward residential areas coverage is about 50 per cent. In Tinau Marga Tol of ward no 11, although a slum there are toilets in 50 out of 80 households. In one of the main squatter communities, Pragatinagar of ward no 13, there were 170 toilets among the 250 households. Households without toilets use the river or forest for defecation. In Sundarnagar only 50 per cent of households had toilets. In the residential area of Manakamana Tol of ward 9 only 10 per cent of the households had no toilets.

80 There are two types of septic tanks in use. One is the built type using pre-casted rings while other was made with cemented walls. The former is used usually for toilets outside buildings while the latter is built for the toilets inside the houses. Due to the dry nature of the soil in this town, the septic tanks take longer to fill. They are usually full after 10 to 15 years. Households in residential areas, who have land, managed the waste from septic tank in their own land. But the majority of households had to use the septic tank cleaner services that the private sector provides.

3.3.3 Solid waste management

81 People living in the slums and squatter settlements dump their solid waste in the river, canals and in surrounding areas. Very few households managed it within their house premises. In well off residential areas, households have managed the solid waste in their own land. Some local and international organizations in collaboration with municipalities were also known to be

providing training for management of waste at the household level. People who had more knowledge (of solid waste management), and owned open space around their homes, managed biodegradable solid waste at the household level. But solid waste problems were a serious concern as in most parts of the town, especially in slum, squatter, and some residential areas. In the commercial areas, the municipality does offer solid waste collection services, but due to lack of awareness as well as inadequate monitoring by municipal authorities, people end up dumping solid waste haphazardly in the drain line and on the streets.

82 Tinau River has been a dumping ground for most of households located at the bank. As the municipality office only offers a very limited service for picking up solid waste from some commercial areas and a few residential areas, sometimes even the municipality office was known to dump its own garbage in the bank of the river. But due to the high water levels of the river during the rainy season, the solid waste is swept away making the river look moderately clean in spite of all the solid wastes dumped.

3.3.4 Roads and foot paths

83 According to the municipality profiling, the town has 89 km of road network, of which 36 km is black topped, 19 km is graveled and 34 km is earthen road. Roads are found to be built on the whim of public demand rather than planning. This condition is readily evident as most of the black top roads are in the inner parts of the town, and there is no provision of drains on the road side. Technically, roads require roadside drainages to be built, and then they are to be black topped. This help to prolong the life of roads and utilization of scarce resources. To make things worse, the roads are improved where well off people live and not in poor residential areas and slum/squatter areas. However people living in any settlement willing contribute in order to improve the road as per the policy guidelines of the municipality, although affordability still remains an issue.

3.4 Community priorities

3.4.1 General

84 While conducting the field survey in the three towns, similarities were found among the population in participation in income generation schemes and skill trainings that address unemployment and poverty issues. The poverty level, especially among the people residing in slum and squatter area was identified as a major problem in the observed project areas. However, the priorities of the participants of FGD in three towns have been considerably different.

85 After the issue of poverty, individuals across most of the areas in Butwal considered clean drinking water supply a grave concern. The water supply to most areas of the town was supplied from the Chidiya Khola. Water problems usually become more acute during the rainy season, as flooding in the river causes the filtration plant to become dysfunctional. The water supply authority then directly supplies flooded water, without treatment, in to the water supply line. The thematic priorities among the major vulnerable groups are detailed below in Table 21.

3.4.2 General Residential Areas

86 Most of the individuals living in residential areas stated that their top priority is the need for clean water, as they currently thought their water supply was unsafe and dirty. Next in priority after water, was the need for better road and drainage. But communities which already have black topped road, prioritized drainage along the road side. While other communities which only had graveled and earthen roads, demanded black topped roads.

87 People of Paropakar Tol ward no. 2 prioritized the widening of the road as necessary to foster trade and commerce in their locality, which currently is relatively too narrow. The residents living in the Lumbini Path of ward No. 10 prioritized drainage and sanitation, as they want drains to be constructed along the roads. Ganesh Tol of ward no. 1 prioritized the building of a vehicle bridge (as it was washed away by the flood of 2008) and the betterment of the existing roads. Without the bridge, the connection with ward no. 5 has hampered trade and commerce, bringing it almost to a halt. Some residential areas wanted to improve interior streets which were connected with the main road of Tol, such as the case of Pragati Tol of ward no. 10.

3.4.3 Slum/squatter areas

88 As squatter areas and slums are mostly located along the bank of Tinau river, their top priority was river training since they face the threat of floods, especially during the rainy season, which usually damages physical property and causes human loss. Drained black topped roads are also an important priority for slum and squatters. It is interesting to note that the priorities were different for each of the communities, based on their location and economic conditions, as only some of the communities have drinking water as their first priority. For example the main priority of Sagarmatha Tol is drainage. While the top priority of Tinau Tol Marga is drinking water and the next is black topped road. One of the slum communities, Naharpur’s priority was black top road with proper drainage system. Similarly, Buddha Nagar, another slum cluster, also prioritized roads. For squatters, Manakamana tol of ward 4 considered drainage along the road sides as very important, as currently the drainage is only limited to the hill side roads and not where the community is located.

89 Tinau Tol, a slum, in ward no. 5 highly prioritized building drainage so that water and household waste can safely run off. As this slum is located at the bottom of a steep valley, down by the Palpa highway, the community wanted the water drained off without causing any damage to their residences. This community, although having its own water supply, has always been affected by soil erosion from the fragile hilly areas nearby. So this community wants to improve the water system, by taking measures to protect itself from erosion. Apart from that, this community also has densely located houses, and solid waste management is a problem, in spite of households willingness to pay between NRs.50 to NRs.100 per household per month.

3.4.4 Commercial areas

90 As in residential communities, the commercial communities also prioritized drinking water as most important. However, communities from Snagampath in ward no 6, considered drainage as important so as to provide adequate slope in order to solve blockage problems. Similarly they also felt the need for public toilets, as providing such facilities would also indirectly improve trade and commerce in the town. In Santi Tol of ward no 7, although a commercial area, some poor people also live there, and drinking water was prioritized. Amarpath Tol of ward no 8 a main commercial center, also identified drinking water, an improved drainage system, and public toilets as the highest priority.

3.4.5 Women's priorities

91 With regards to women participants, most of them stressed the issue of unemployment, especially women in slum and squatter areas, as they were more concerned on earning incomes through reliable employment. They also wanted to be provided employment oriented training to utilize economic opportunities. Women were also concerned with the quality and quantity of water supply, and in managing solid waste and building drainage facilities in their communities. It was generally found that women are better organized in saving groups and more regular at saving money. In regards to the attitudes towards public services, no big difference was found between the priorities of women compared to men.

3.4.6 Priorities of the minorities and Dalits

Muslim

92 As Butwal is a multi-ethnic and multi-religious community, it becomes difficult and too impractical to separate public services priorities only in terms of just caste and ethnicity. Some Muslim families that have settled down in ward no. 3 such as in Gadhi Tol have paid up to NRs.10,000 to get a tap connected in their houses. In addition, even if they pay NRs 50 as monthly tariff they sometimes still do not get water in their taps for as long as a year. This has forced them to go long distances in search of water, wherever it is available, thus making drinking water the most important priority for the Muslim community. As most of them live in the bank of the Tinau River, they have also prioritized river training. Apart from the above, they also want employment oriented training in order to raise their level of income and engage in more productive employment.

Dalit Priorities

93 The Dalit communities are mostly settled in squatter and slum area, most of them are poor working mainly as wage laborers. As there is no separate community set apart only for Dalits, they usually live within mixed communities. What makes their situation particularly dire is the lack of community committee representation. Dalit members, like poor women, have shown concern for improving their earnings through reliable incomes.

3.5 Communities' willingness to pay for improved services

94 Households in slum communities, although poor, were also found willing to pay for various services from road and drainage to water and sanitation services. In one of the slum areas in Naharpur, households were paying NRs.1,000 to clean the septic tanks. For black top road construction they were willing to contribute as per municipal policy, as they considered dust and mud on the roads very inconvenient and unhealthy.

95 There has been a good tradition among communities of collective participation in public works. In Buddhanangar, women collected money to build bus stop shelters for buses in their

settlement. In Sagarmatha tol, which is also a slum area, households had contributed between NRs.1,700 to NRs.4,000 to build black top road as per the length of the road that bordered their compound/ property. In the same Tol, households took their own initiatives to collect NRs25 each, for the purpose of cleaning the street.

96 Although some households living in slum areas were willing to pay, there were many other households that were unable to contribute monetarily towards public work or services. But just because these people could not contribute in cash, it does not mean they are not willing to provide in kind, for example through providing physical labor. As it was evidenced in the Manakamana-ka community of ward no 4, they had worked 20 days per household to contribute to the community in order meet the 25 per cent share of the total cost of the building project. It is interesting to note that the same community of squatters had contributed 17 days of labour work per household to complete a drinking water project and paid Rs 60 per month for a period of 5 years to pay up their share of the cost of the project. It strongly indicates that if public works are aligned with the priority of the community, and the plans are implemented with their active participation, willingness to pay or contribute becomes higher and more effective.

3.6 Affordability

97 During the group discussions, the issue of affordability was also raised and discussed. At Sagramatha Tol, the group indicated that each household could pay NRs25 per month for solid waste management. At the Tinau Marga Tol of ward no 11, a slum area with some Dalit families, participants expressed that they will be able to only provide labor, as 60 per cent of the households are very poor and depend fully upon daily labor work. People of Mankamanda tol were ready to cover 30 per cent of the drainage cost. It is well accepted that affordability is directly related with the level of income of individual persons and households. Although it would be too difficult to look at income levels on an individual basis, however with the cases of public work or service if poor communities were organized and united they can also make construction affordable in a collective way. It was seen in case of Pragatinagar, a squatter community of ward 13. This community managed community electrification and drinking water system with 3 boring pumps. As the community was located where boring for underground water was possible, this community now sells water to a neighboring community, Davinagar, where there is a scarcity of ground water. This community in Pragatinagar raised money from stone and sand collection from Tinau River, which they used as community contribution in undertaking public works collectively. Similarly they also raise money from people who come to settle in this squatter area. Thus this community was able to harness its resources and collectively contribute to managing public services for their own benefit.

98 The Tinau Tol of ward 5, again a slum, was ready to pay between NRs.50 to NRs.100 per month per household for solid waste management. Sundarnagar community of ward no 8, a squatter, had paid NRs.1,000 to NRs.3,000 per household for a drinking water system by boring for water.

99 Affordability was found to be higher in residential areas, for example at Buddha Tol, although a relatively poor residential area, had raised NRs.2,500 to NRs.64,000 from households for black topped road. As people were paying between NRs.1,000 to NRs.3,000 to clean septic tanks, the affordability and willingness of households for waste management seems evident. Similarly people were paying NRs.25 to NRs.100 for solid waste management.

100 In conclusion, it was observed that willingness to pay for public or household services is high in Butwal, although issues of affordability can be assessed as suggested above. During FGD many communities have shown their commitment to pay for services. With the demand for roads and drainage, the community with some assistance from the municipality, as per the municipality-

community partnership approach can construct the needed facilities and services in the Butwal town.

3.7 Poverty in Butwal: a general observation

101 Poverty is naturally concentrated in slum and squatter areas, and women are more affected by poverty. Most of the residents in this area are daily wage earners mostly employed in collecting sand from the river, or chipping stones. Other people work in the transport sector loading and unloading luggage in the Bus Park, while some are rickshaw pullers.

102 It is the perception of residents in Buddhanangra that about 10 % of households are very poor. In the perception of the residents in Pragatinagar 60 % of households are very poor, and they fully depend on daily wages making their lives very uncertain. Tinau Marga Tol, a slum area has 60 % of poor households. However, recently with more people from slums working abroad and increasing remittances some households have been able to improve their quality of living.

103 The Rural Urban Partnership Program ―Gau Nagar Sajedari Karekrum‖ (Rural – urban partnership program) has launched income generation activities through saving programs. Households become members of savings group and save money monthly as per the rule. It was found that people are saving from NRs.25 to NRs.400 per month. The collected money is provided as loan to group members for income generating activities.

3.8 Gender consideration

104 Gender is currently targeted and is a crucial aspect where development activities are being undertaken. Like any male dominated patriarchal society, in Nepal too abilities of women are gradually being encouraged. In this context, women are found representing various community based committees in Butwal. In FGD session, 62 per cent females participated. But in most cases it seems that their representation was only intended at fulfilling the legal obligation of 10 to 30 per cent. In spite of such representation, obligations in community committees, women are also taking leading roles in some communities, for example in Tinau Tol, ward 5, Manakamana-1 Tol, ward 4, and Pragatinangar, ward 13. In any community development programs, women are found well articulated and participating more actively. Butwal is considered as a conglomerated town, as people from different ethnic groups from different parts of Nepal reside. This may have also helped to raise awareness and allow more involvement of women. One example of social inclusiveness in community level committees can be found Mankaman Tol- Ka, ward 4. Here the TLO committee is led by women, and of the total 7 members 4 are women, 3 men and considerable participation of Janajti and Dalit too. In this way it can be observed that the gender gap is reducing increasingly in Butwal town, at least in terms of public life.

105 Women of poor strata are becoming more active, as they have to earn for the family and are running various businesses such as petty trades on street, restaurants, retail shops, daily wage labour, etc. This can also be observed in the process of decision making for public works, women representation was found to be increasing, and this also reflected in their participation in focus group discussions.

4 Water quality survey

106 In Nepal community supplied water should comply with the prescribed National Drinking Water Quality Standards (NDWQS), 2006. This means the distributed water should have stipulated physical, chemical and microbiological parameters within the threshold of NDWQS. The agency responsible for the water supply should ensure the quality of water as per NDWQS to safeguard the local people from water borne diseases, such as diarrhoeal, enteric fever, gastro enterititis, etc.

107 Contamination of the community water supply is probable at any point of the pipeline network due to leakages, or even at the treatment site due to poor treatment and due to poor sanitary conditions at the private/community tap stands.

108 This report presents the findings of the water quality study of the Butwal municipalities as stipulated in the Terms of Reference.

4.1 Water quality sampling and analysis

109 As stipulated in the TOR the water samples were taken from the specified sources in the populated built up areas of all wards of respective municipality / metropolitan city. The number of samples stipulated for the specified sources for Biratnagar, Birgunj and Butwal municipalities are presented in Table 22.

110 While sampling water from the municipalities sampling codes like T, CS & TW were assigned to identify private NWSC taps, community supply & public tube well waters respectively. Separate sampling bottles were used to sample waters for physical / chemical, microbiological and arsenic analysis in each of the sampling sites. The free residual chlorine was measured in the sampling sites by following DPD No.1 method. Overall, standard operating procedures2 were followed for sampling, preservation, transportation and laboratory analysis.

4.2 Sampling Sites

4.2.1 Butwal (Rupandehi)

111 Table 23 presents the water supply type by source and location of the sampling sites in the Butwal Municipality with details of owner, user population, etc. Of the total sample collected

4.2.2 Water quality, Butwal

112 The water supply hours in Butwal municipality range from 3 to 6 hours per day. The tap water is used for direct drinking, cooking, bathing & washings at the household levels. Besides the mentioned uses of water, some of the water from the tube wells was used for vehicle washing and irrigation. The sanitary conditions of the visited tap stands were found to be satisfactory in comparison to that of community supply systems tap stands and the private tube well platforms. For tested parameters in all types of water, the percentage of non-compliance is greater than compliance against NDWQS (Chart No. 4.1). With regards to tube wells, there were more structural disparity, with sometimes no platforms at the stand, the platform was cracked, improper drains, and improper solid waste disposal.

noted that the free chlorine concentration was not detected in bacterially contaminated water.

4.2.4 Community Supply Water Quality

115 The o bserved v alues fo r pH, conductivity, t urbidity, t otal hardness, chloride, amm onia, n itrate, ar senic a nd manganese in c ommunity s upplied tap w ater complied with the prescribed national drinking water qua lity s tandards. Among t he non-compliance s amples ( 75 per ce nt of the t otal sample) from community supply systems were microbially contaminated. Th e h ealth r isk (Chart No. 4.1.2) due to faecal coliform in the sampled w ater w as N o r isk 2 5 per ce nt, little risk 50 per ce nt and H igh r isk ( 25 per c ent). The free r esidual c hlorine c oncentration w as not detected in the sampled water.

4.2.5 Groundwater quality

116 The observed values for pH , c onductivity, turbidity, total hardness, chloride, ammonia, nitrite, ar senic and ma nganese in t he s ampled tu be w ell w ater c omplied w ith the p rescribed national drinking water quality standards. Seventy-five per cent of samples did not comply with the N DWQS d ue to ex cess level of iron & nitrate. N itrate in 2 5 per c ent of tu be w ell w ater samples exceeded the prescribed NDWQS. Similarly, the concentration of iron was greater than prescribed N DWQS standard in 5 0 per ce nt of tu be w ell. H owever, t he g roundwater s amples were found microbially safe.

4.3 Conclusion

117 The conclusions are as follows:

The comparison b etween t he observed values ag ainst N DWQS s hows th at the per centage c ompliance o f tap w ater is hi gher (Chart N o. 5) at But wal t han t he other municipalities visited.

The only c ontaminant in the p iped w ater s upply s ystem observed w as t he faecal coliform.

The free residual chlorine concentrations at t he d istant p oints from the r eservoir tanks were not detected.

Individual p arameters like p H, conductivity, t urbidity, c hloride, ammonia, nitrate, total hardness, calcium and arsenic comply with the NDWQS for piped w ater s upply s ystems a nd t ube wells.
