THE PROJECT:The Alfredo Binda Trophy has decided to look after the environment, to promote and preserve the natural beauties of the Varese Province for the benefit of its citizens and thousands of European tourists. Cittiglio is located close to the enchanting sceneries of “Lago di Varese” and “Lago Maggiore”, a green area that leads directly to the Valcuvia Valley and the Alto Verbano Valley. There are magnificent forests, charming little villages and breathtaking views that we want to share with the public of the Women World Cup Race and protect for the future. This is why Cycling Sport Promotion has joined the UCI "ReCycling" project: a few simple rules to follow to turn the World Cup Race into an eco-friendly event. This project allows us to cooperate with different entities of the Varese Province.

Potranno seguire la corsa solo le persone accreditate all’atto del ritiro dei contrassegni. Eventuali modi-fiche o aggiunte devono essere notificate al Direttore di Organizzazione. I conducenti delle auto e delle moto accreditate devono rispettare le norme del Codice della Strada e del regolamento tecnico dell’UCI e devono altresì sottostare alle disposizioni del Direttore di Organizzazione e dei suoi collaboratori. Non possono seguire la corsa persone che non vi abbiano funzioni riconosciute dagli organizzatori e inerenti ai servizi vari, né persone di minore età.Tutti i veicoli al seguito della gara dovranno essere muniti di radio collegate alla frequenza di Radio Tour 149,850 Mhz.Le radio verranno distribuite ai Teams a cura dell’Organizzatore dalle ore 14.00 alle ore 17.00 di sabato 24 marzo 2012 presso il parcheggio dell’Ospedale di Cittiglio. Alle ore 19.00 del giorno 24 marzo si svolgerà presso il Parco San Giulio a Cittiglio – Via Provinciale 134,la cena di gala nell’ambito della quale avrà luogo la presentazione ufficiale dei Teams. Tutte le squadre sono obbligate a partecipare alla cena ed alla presentazione, con tutte le atlete in divisa ufficiale da riposo. At 19.00 hrs of the day 24 March there will be the Gala Dinner at the San Giulio Park in Cittiglio – Provin-ciale Street, 134. During the Gala Dinner there will be the Official Presentation of the Teams. All the Teams are forced to participate to the Gala Dinner with all the athletes in official uniform. CERIMONIA PROTOCOLLARE - AWARD CEREMONY

ARTICOLO 1. ORGANIZZAZIONE Il 14° Trofeo Alfredo Binda – Comune di Cittiglio è organizzato da Cycling Sport Promotion con sede in Via Marconi, 26 - 21033 Cittiglio (VA) Italia - tel. cell. +39 3489151163 – e-mail [email protected] sotto i regolamenti dell’Unione Ciclistica Internazionale. Si disputa il 25 Marzo 2012. ARTICOLO 2. TIPO DI PROVA La prova è riservata alla categoria Donne Elite. E’ iscritta nel calendario UCI World Women, in classe UCI Women’s World Cup. In conformità alle norme UCI , i punti vengono assegnati in base al regolamento UCI, parte II, capitolo 12 per la classifica UCI Donne Elite. ARTICOLO 3. PARTECIPAZIONE Ai sensi dell’articolo 2.1.005 delle norme UCI ,alla prova sono ammesse le seguenti squadre: squadre femminili UCI e squadre nazionali. Le squadre saranno composte in base all’articolo 2.2.003 delle norme UCI da un minimo di quattro (4) ad un massimo sei (6) atlete. ARTICOLO 4. ARTICOLO 8. TEMPO MASSIMO Sono classificati tutti i corridori arrivati entro un limite di tempo del 5% da quello del vincitore. Il limite di tempo può essere aumentato, in caso di circostanze eccezionali, dal collegio dei commissari in accordo con l’organizzatore. ARTICOLO 9. CLASSIFICA Coppa del Mondo Classifica Individuale: al termine della prova vengono assegnati i punti ai primi venti (20) corridori secondo la seguente tabella :

ARTICOLO 11. CONTROLLO MEDICO Vale il regolamento UCI che si applica integralmente. Il controllo medico avrà luogo allo studio mobile presso la zona d’arrivo. ARTICOLO 12. CERIMONIA PROTOCOLLARE Ai sensi dell’articolo 1.2.112 del regolamento UCI devono presentarsi alla cerimonia protocollare i seguenti corridori: - I primi tre (3) classificati della prova;

- La leader della classifica generale individuale della coppa del mondo;

Le suddette atlete si devono presentare entro cinque (5) minuti dal loro arrivo.

ARTICOLO 13. PENALITÀ Sono solo applicabili le tabelle di penalità dell’UCI. ARTICOLO 14. SERVIZIO SANITARIO

Il servizio sanitario è diretto da 1 medico che assumerà tutte le responsabilità connesse al servizio stes-so. Durante la corsa verrà svolto da 1 autovettura e da 2 ambulanze al seguito e da 1 postazione fissa. L’elenco dei centri ospedalieri interessati alla gara è riportato nella guida tecnica. ARTICOLO 15. CODICE DELLA STRADA Le concorrenti ed i conducenti delle auto e delle moto accreditate devono rispettare le norme del Codice della Strada e del regolamento tecnico dell’UCI e devono altresì sottostare alle disposizioni del Direttore di Organizzazione e dei suoi collaboratori. La manifestazione sarà aperta e chiusa da autovetture recanti il cartello “inizio gara ciclistica” e “fine gara ciclistica”. ARTICOLO 16. RESPONSABILITÀ

Nessuna responsabilità di qualunque natura per danni a persone e a cose derivanti da incidenti di auto, moto e biciclette al seguito, non di proprietà della Cycling Sport Promotion o dei suoi collaboratori o per illeciti compiuti da partecipanti alla manifestazione può in alcun modo far capo all’organizzazione ed a coloro che con la stessa collaborano; per quanto non contemplato vige il regolamento sportivo dell’UCI e della FCI e le disposizioni di legge dello Stato italiano, a cui appartiene la società organizzatrice.

SPECIFIC REGULATIONS

ARTICLE 1. ORGANIZATION The 14th Trofeo Alfredo Binda – Comune di Cittiglio is organized by Cycling Sport Promotion - Via Marco-ni, 26 - 21033 Cittiglio (VA) Italy – tel. mobile +39 3489151163 – e-mail [email protected] under the regulations of the International Cycling Union. It is to be held on the 25 March 2012. ARTICLE 2. TYPE OF EVENT The event is open to athletes of Women Elite categories. The event is entered on the UCI World Women calendar. The event is registered as a class UCI Women’s World Cup event. In conformity with the UCI rules, points are awarded according to UCI rules, part II, chapter 12 for the UCI ranking Women Elite. ARTICLE 3. PARTICIPATION As per article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI Women Team and National Team. As per article 2.2.003 of the UCI regulations, teams must be composed of minimum four (4) and maximum six (6) riders. ARTICLE 4. RACE HEADQUARTERS Race headquarters shall be open on Saturday, 24 March, 2.00 pm and located at the following address: Comune of Cittiglio, Via Provinciale, 32 Cittiglio. Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters from 2.00 pm to 4.30 pm on Saturday 24 March. The team managers’ meeting, organized in accordance with article 1.2.087 of the UCI regulations, at the presence of the Members of the Commissaires’ Panel, is scheduled for 24 march 5.00 pm at the Comune of Cittiglio, Via Provinciale, 32 Cittiglio. On Sunday 25 march the race headquarters shall be open from 7.00 am and located at the following ad-dress: Comune of Cittiglio, Via Provinciale, 32 Cittiglio ARTICLE 5. RADIO-TOUR Race information will be broadcast on the following frequency: 149,850 Mhz

ARTICLE 6. NEUTRAL TECHNICAL SUPPORT The technical support service is handled by Mic-Shimano. The neutral support is taken care by: three (3) neutral service-cars ARTICOLO 7. FEEDING A specific area is foreseen: from the km 66,8 (Cuveglio) to the Km 67,8 (Cuvio)from the km 84,1 (Cuveglio) to the Km 85,1 (Cuvio)from the km 101,4 (Cuveglio) to the Km 102,4 (Cuvio)

Feeding is allowed within the feeding zones and from car according to UCI regulations. Further information about the feeding procedures will be managed by the commissaries’ Panel at the team managers’ meeting.

ARTICLE 8. FINISHING TIME LIMITS Any rider finishing in a time exceeding that of the winner by more than 5% shall not be placed. The time limit may, in exceptional circumstances, be increased by the Commissaries’ Panel in agreement with the organizer. ARTICLE 9. CLASSIFICATIONS World Cup Individual classification: Points are awarded to the first Twenty (20) in event according to the following scale

Team classification: The team classification shall only include UCI women’s teams and national teams. The team classification is obtained by adding the individual classification points scored by the 4 best-pla-ced riders of the team in each race in accordance with article 2.14.006 Elite Women UCI Classification The classification shall be drawn up on the basis of points obtained by riders as per the scale in article 2.12.009 . ARTICLE 10. PRIZES The prizes set by international rules, will be given at end of the race as follows :

A grand total of € 5.027,00 will be awarded in prizes money at the event.

We also foresee special prizes for the following classifications: GPM CUNARDO: 1° Classified € 200,00 Prize assignment: the first transited rider on the GPM will be the winner; GPM ORINO: 1° Classified € 200,00 Prize assignment: the acquired points at each passage (2°- 3°- 4°- 5° laps) on the GPM of Orino. The first 3 transited riders will get respectively 3-2-1 points. Points being equal, the order of arrival will prevail; INTERMEDIATE SPRINT LUINO Km 28,4 (XV Agosto Street): 1° Classified € 200,00 Prize assignment: the first transited rider on the intermediate sprint will be the winner.

INTERMEDIATE SPRINT GRANTOLA Km 36,5 (Mignani Street – SP43): 1° Classified € 200,00 Prize assignment: the first transited rider on the intermediate sprint will be the winner.

ARTICLE 11. ANTIDOPING The UCI antidoping regulations are entirely applicable to the event. The antidoping tests will take place at the mobile station in the finish area.

ARTICLE 12. AWARDS CEREMONY In accordance with article 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony: - the first Three (3) of the race;

- the leader of the individual general classification;

The riders will present themselves at the podium in a time limit of maximum Five (5) minutes after crossing the finishline.

ARTICLE 13. PENALTIES The UCI penalty scale is the only one applicable. ARTICLE 14. MEDICAL SERVICE The medical service is managed by 1 doctor who will take all responsibilities related to the same service. During the race will be developed by 1 health car and 2 ambulances following the race and 1 fixed place. The list of the hospitals related to the competition is stated in the technical guide. ARTICLE 15. HIGHWAY CODE Riders and drivers of accredited cars and motorbikes have to observe the rules of highway code and the technical rules of UCI. Furthermore they have to undergo to the dispositions of the of Organization Mana-ger and his collaborators. The demonstration will be open and closed by cars bringing “inizio gara ciclisti-ca” (start race) and “fine gara ciclistica” (end race) cars.

ARTICLE 16. LIABILITY

The organisation, and relating collaborators, can assume no liability of whatever nature for damages to people and things due to accidents of cars, motorcycles and bicycles not belonging to Cycling Sport Promotion or relating collaborators caused by torts carried out by participants to the event. For what is not provided for, only the UCI and FCI regulations and the law provisions of the Italian State, to which the organizing society belongs, are valid.

COME ARRIVARE A CITTIGLIO - HOW TO REACH CITTIGLIO

IN AUTO:PER CHI VIENE DA SUD - EST: da Milano si imbocca l’autostrada dei laghi A8, a Gallarate (VA) si prende la direzione Genova – Gravello-na Toce (A26) e si esce a Vergiate – Sesto Calende. Da lì si seguono i cartelli che indicano Lago Maggio-re – Besozzo – Laveno percorrendo la SS. 629.Da Como si segue per Varese e da Varese si segue per Gavirate – Laveno (SS. 394). Dalla Malpensa seguire per Somma Lombardo e Vergiate, poi imboccare la SS. 629 seguendo Lago Mag-giore – Besozzo – Laveno.

PER CHI VIENE DA SUD – OVEST: provenendo dal Piemonte è possibile prendere il traghetto da Verbania (VB) e attraversare il Lago Mag-giore (circa 20 minuti) giungendo a Laveno (VA). Quindi imboccare la SS. 629 che conduce a Cittiglio (circa 4 Km). Oppure, se si giungesse dalle provincie interne o a sud del Piemonte è possibile prendere l’autostrada A26 fino a Vergiate – Sesto Calende e poi seguire i cartelli che indicano Lago Maggiore – Laveno – Be-sozzo, percorrendo la SS. 629.

PER CHI PROVIENE DA NORD: dalla Svizzera superare la frontiera di Fornasette e una volta a Luino, seguire i cartelli per la Valcuvia – Mesenzana – Cuveglio – Cittiglio.Sempre dalla Svizzera è possibile superare la frontiera di Zenna, quindi seguire le indicazioni per Macca-gno – Luino e procedere come sopra.Da Lugano giungere fino ad Agno (CH), dove si trova anche l’aeroporto e poi seguire per Ponte – Tresa e Luino. Procedere poi come sopra.

IN TRENO:Cittiglio è raggiungibile in treno con le Ferrovie Nord Milano, da Milano, da Como, e da Varese. Con le Ferrovie dello Stato è possibile giungere fino a Laveno o fino a Varese e poi cambiare stazione prendendo le Ferrovie Nord per giungere a Cittiglio. BY CAR:FOR PEOPLE COMING FROM SOUTH - EAST: from Milan, take the highway A8, in Gallarate (VA) take the direction Genova-Gravellona Toce (A26) exit Vergiate-Sesto Calende. Then take SS. 629 to Cittiglio (4 Km approx).Or, if you come from the inside towns or south of the Piedmont, it is possible to take the higway A26 up to Vergiate-Sesto Calende and then follow road signs Lago Maggiore-Laveno-Besozzo, on SS. 629.FOR PEOPLE COMING FROM NORTH: from Switzerland, overcome the Fornasette border and when reached Luino, follow road signs Valcuvia-Mesenzana-Cuveglio-Cittiglio.Always from Switzerland it is possible to overcome the Zenna border, follow road signs for Maccagno-Luino and go on as above stated.From Lugano reach Agno (CH), where there is also the airport and then to follow to Ponte Tresa and Lui-no. Then go on as above stated.

BY TRAIN:Cittiglio can be reached with Ferrovie Nord, from Milan, Como, and Varese. With Ferrovie dello Stato it’s possible to reach to Laveno or Varese, and then take Ferrovie Nord to reach Cittiglio.
