Tomlinson Limited (Tomlinson) met with staff from the City of Ottawa in a pre-consultation meeting related to the potential establishment of a quarry on land referred to as the Brickyards property (including the O’Leary Lands) located in the Geographic City of Gloucester in the City of Ottawa, Ontario. The property is located at 3150 and 3200 Rideau Road, City of Ottawa, Ontario (the Site) and contains active industrial and commercial developments as well as vacant cleared land that is roughly 52 hectares (ha) in size (see Key Plan, Figure 1). To permit a quarry on the property, applications for an Official Plan Amendment (OPA) and Zoning Amendment are required. In the context of the OPA, it is necessary to change the designation from General Rural Area to Bedrock Resource Area. In terms of the applicant submission requirements, the City of Ottawa requires a Geotechnical Report, noise study and Planning Rationale for the change. The purpose of the Geotechnical Report is to identify the presence and extent of the mineral resource on the Brickyards property. The purpose of this technical memorandum is to present an aggregate resource evaluation for the Brickyards property for the purpose of meeting the City of Ottawa requirement for the Geotechnical Report. Golder Associates Ltd. (Golder Associates) was retained by Tomlinson to conduct a hydrogeological assessment in support of an Aggregate Resources Act (ARA) license application for the proposed Rideau Road Brickyards Quarry (including the O’Leary Lands). This technical memorandum presents the results of the aggregate resource evaluation component of this work plan. 1.0 INTRODUCTION

On September 9, 2015, personnel from MHBC Planning (MHBC) and R.W. Tomlinson Limited (Tomlinson) met

with staff from the City of Ottawa in a pre-consultation meeting related to the potential establishment of a quarry

on land referred to as the Brickyards property (including the O’Leary Lands) located in the Geographic City of

Gloucester in the City of Ottawa, Ontario. The property is located at 3150 and 3200 Rideau Road, City of Ottawa,

Ontario (the Site) and contains active industrial and commercial developments as well as vacant cleared land that

is roughly 52 hectares (ha) in size (see Key Plan, Figure 1).

To permit a quarry on the property, applications for an Official Plan Amendment (OPA) and Zoning Amendment

are required. In the context of the OPA, it is necessary to change the designation from General Rural Area to

Bedrock Resource Area. In terms of the applicant submission requirements, the City of Ottawa requires a

2.0 HISTORICAL AND EXISTING AGGREGATE EXTRACTION IN AREA

Aggregate extraction activities in the area of Rideau Road and Bank Street within the City of Ottawa have been

ongoing for decades. At present, the active quarries in the area include the following: Tomlinson Rideau Road

Quarry, Dibblee Millar Quarry, Lafarge Hawthorne Quarry, Dibblee Boyce Quarry and the Aecon Ottawa Quarry.

The Tomlinson Rideau Road Quarry is divided into three separate quarry areas that are referred to as Quarry

No. 1, Quarry No. 2 and Quarry No. 3. Quarry No. 1, Quarry No. 2 and Quarry No. 3 are collectively referred to

herein as the Rideau Road quarries.

The locations of the quarries are shown on Figure 1 along with the position of the Brickyards property.

The bedrock geology of the area based on Ontario Geological Survey (OGS) published mapping is illustrated on

Figure 3. The clustering of quarries within this area is related to the presence of the Oxford Formation (and the

underlying March Formation) close to ground surface. The Oxford Formation is a high quality aggregate resource

used in the production of concrete and asphalt stone, and granular products while the upper part of the underlying

March Formation produces high quality, skid resistant aggregate.

In the 2013 Ontario Geological Survey (OGS) Aggregate Resources Inventory Paper (ARIP) 191 for the City of Ottawa,

areas with less than 8 metres of overburden cover over the Oxford Formation were designated as “Selected

Bedrock Resources Area 2”. Within the City of Ottawa, these areas occur in the west within pockets with

boundaries defined by faults and as a large continuous tract of land in the central portion of the City of Ottawa.

It is within this continuous tract of land in the central portion of the City where the Brickyards property is located.

Figure 4 has been developed from Map 2 contained in ARIP 191 (OGS, 2013). Figure 4 shows the location of the

proposed Brickyards Quarry within Selected Bedrock Resources Area 2 and is in an area characterized by a

thickness of overburden of less than 8 metres.

3.0 OBJECTIVES OF AGGREGATE RESOURCE EVALUATION

The objective of the aggregate resource evaluation was to define the geological conditions (stratigraphy, structure,

rock quality, etc.) beneath the Brickyards property. As noted above, of particular importance in this geological

setting is the position of the geological contact between the Oxford Formation and the underlying March Formation

beneath the Brickyards property.

The aggregate resource evaluation was divided into three (3) discrete tasks as follows:

Task 1 – Borehole Drilling;

Task 2 – Borehole Geophysical Logging; and,

Task 3 – Core Logging.

The data obtained by completion of Tasks 1, 2 and 3 were used to prepare this aggregate resource evaluation

technical memorandum.

This memorandum describes the stratigraphic sequence at the proposed Brickyards Quarry which was established

through the detailed lithological logging of three diamond drillholes (DDH15-09, DDH15-10 and DDH15-11),

subsequent correlation of the downhole geophysics of the three diamond drillholes and five air percussion

boreholes (TW93-1, BH03-3, TW09-1, TW09-2 and BH15-2) on, and in the vicinity of, the proposed Brickyards

Quarry. All of these boreholes are located on the Brickyards property with the exception of TW93-1 which is

located on Phase I of the Hawthorne industrial subdivision and borehole BH03-03 which was drilled as part of the

work program associated with the licensing of Rideau Road Quarry No. 3. Boreholes TW09-1 and TW09-2 were

drilled on the Brickyards property in 2009 and were located in the field so that they could be incorporated into this

current investigation.

The locations of the boreholes are shown on Figure 3.

4.0 BOREHOLE DRILLING PROGRAM

Between December 16, 2015 and January 8, 2016, George Downing Estate Drilling completed the drilling of

diamond drillholes DDH15-09, DDH15-10 and DDH15-11. This drilling program was monitoring in the field by

Golder technical staff. The HQ cored diamond drillholes (96 millimetre diameter) were drilled to depths ranging

from 49.57 metres (DDH15-11) to 70.70 metres (DDH15-10) below ground surface.

On December 17, 2015, borehole BH15-12 was drilled by Bourgeois Well Drilling (using air percussion methods)

to a depth of 60.90 metres below ground surface.

Borehole TW93-1 was drilled in 1993 as part of the approval process for Phase I of the Hawthorne industrial

subdivision and borehole BH03-03 was drilled in 2003 as part of the work program associated with the licensing

of Rideau Road Quarry No. 3. Boreholes TW09-1 and TW09-2 were drilled on the Brickyards property in 2009 as

part of an initial water supply investigation on this property.

5.0 GEOPHYSICAL LOGGING

The geophysical logging of the three drillholes (DDH15-09, DDH15-10 and DDH15-11) and three boreholes (TW09-1, TW09-2 and BH15-12) on the Brickyards property was carried out on January 19 and 21, 2016 by a Golder geophysicist. Two downhole geophysical probes were used for the logging: natural gamma and apparent conductivity.

The natural gamma log records the background gamma radiation in counts per second, largely emitted from potassium 40, associated with clay minerals and any traces of uranium and thorium in the material surrounding the borehole.

Apparent conductivity is a measure of the bulk apparent conductivity of the surrounding material, which is primarily a function of interconnected porosity, clay content, moisture content and the dissolved ion concentration in the pore fluid. Temperature, phase state of the pore water, and the amount and composition of any suspended colloids in the pore water also contribute to conductivity but to a lesser degree.

Geophysical logging of borehole TW93-1 and BH03-3 had previously been conducted by Golder.

6.0 DRILLHOLE CORE LOGGING

The boxed core recovered by the drilling contractor from drillholes DDH15-09, DDH15-10 and DDH15-11 was

delivered to the Golder office in Ottawa, Ontario. The core was laid out in our laboratory for logging where it was

logged in detail on a bed-by-bed basis and stratigraphically interpreted based on Golder’s work throughout the

Ottawa region. The detailed logging was completed by Robert Blair, a senior engineering geologist.

7.0 STRATIGRAPHY AND STRUCTURE AT PROPOSED BRICKYARDS QUARRY

The stratigraphic sequence at the proposed Brickyards Quarry was established through the detailed lithological logging of drillholes DDH15-09, DDH15-10 and DDH15-11 and subsequent correlation of the geophysics of these three drillholes with the five boreholes (TW93-1, TW09-1, TW09-2, BH03-3 and BH15-12). Based on the available borehole data on the proposed Brickyards Quarry property, the overburden thickness overlying the Oxford Formation is generally less than 2 m.

The stratigraphic sequence in all boreholes, except TW93-1, included the lower part of the Oxford Formation underlain progressively by the March Formation and the Nepean Formation. At TW93-1, the borehole started in the Nepean Formation and both the Oxford Formation and the March Formation were absent at this borehole location.

The Oxford Formation on the Brickyards property comprises a sequence of medium grey, fine grained crystalline, non-porous, thin to medium bedded ARGILLACEOUS MICRITIC DOLOSTONE with occasional black wavy argillaceous bedding partings and interbeds of weakly developed ARGILLACEOUS NODULAR MICRITIC DOLOSTONE. On the west part of the property at boreholes TW09-2 and DDH15-10, the Oxford Formation is approximately 20 metres thick. On the central part of the property at boreholes BH15-12 and DHH15-9 ranges from 16.7 to 17.6 m thick. At borehole TW09-1 on the east central property boundary the Oxford Formation is about 16 m thick while at drillhole DDH15-11 on the northeast corner of the property the Oxford Formation is 12.6 m thick. Based on this available information, the average thickness of the Oxford Formation on the Brickyards property is approximately 17 metres.

The contact between the Oxford Formation and the March Formation is gradational and the top of the March Formation is typically marked by the first occurrence of a thin calcareous quartz sandstone bed within sandy calcareous dolostone.

The March Formation on the Brickyards property comprises a sequence of light to medium brownish grey, fine to medium grained crystalline, non-porous, medium to thickly bedded, laminar textured with argillaceous partings, stylolitic, weakly reactive SANDY CALCAREOUS DOLOSTONE grading downward to light grey, weakly reactive CALCAREOUS QUARTZ SANDSTONE with thin interbeds of calcareous dolostone. The contact between the March Formation and the Nepean Formation is gradational. The thickness of the March Formation on the Brickyards property ranges narrowly from 9.75 metres at drillhole DDH15-10 to about 10.4 metres at boreholes DDH15-9 and BH15-12. Based on this available information, the average thickness of the March Formation on the Brickyards property is approximately 10 metres. The contact with the underlying Nepean Formation is gradational.

The Nepean Formation on the Brickyards property comprises a light grey, fine to medium grained, non-porous to

moderately porous, medium to thickly bedded, non-reactive to weakly reactive, interbedded QUARTZ

SANDSTONE and CALCAREOUS QUARTZ SANDSTONE with gradational contacts. The total stratigraphic

thickness of the Nepean Formation that was encountered at the boreholes on the Brickyards property ranged from

25.2 metres at drillhole DDH15-11 to 57.7 metres at borehole TW09-1. The contact between the Nepean

Formation and the underlying Precambrian basement would occur at a considerably greater depth and was not

encountered in the boreholes on the Brickyards property.

As shown on Figure 2, the regionally significant Gloucester Fault is located to the northeast of the Brickyards

property. This is a regional fault with several hundred metres of displacement. Also shown on Figure 2 is a fault

that crosses the existing Rideau Road quarries to the south of the Brickyards property as illustrated on published

geological maps. The location of this fault as shown on the published mapping is inconsistent with the logging

results for boreholes DDH15-10 and BH03-3 that straddle this feature and demonstrate no offset between these

boreholes. Based on a field reconnaissance of the Rideau Road quarries, this latter fault can be observed at

several locations in the walls of the quarry and its actual position is shown on Figure 3. The magnitude of the

displacement along this fault is comparatively minor, in the range of +/-10 m with the south side of the fault being

the downthrown side based on correlations with boreholes on the Rideau Road Quarry No. 3 property.

8.0 PRELIMINARY AGGREGATE RESOURCE EVALUATION

Based on Tomlinson’s quarrying experience at the Rideau Road quarries, it is known that the primary geological

formations from an aggregate resource perspective are the Oxford Formation (concrete and asphalt stone,

granular products) and the upper part (about 10 metres thick) of the underlying March Formation with respect to

high quality, skid resistant aggregate. The assessment of aggregate quality is based on our understanding of

Tomlinson’s past production experience at the Rideau Road quarries.

For the purpose of this preliminary aggregate resource evaluation, the following general assumptions have

been made:

The size of the Brickyards property (including the O’Leary lands) is approximately 52.0 ha;

The extraction setback from the property line along Rideau Road and Bank Street will be 30 metres;

The extraction setback from the south and east property lines will be 15 metres;

These assumed extraction setbacks represent the current Ministry of Natural Resources and Forestry

regulatory setbacks and do not consider potential constraints that may influence the size of the final extraction

footprint (to be assessed through the preparation of the ARA application);

The quarry could be developed in two lifts with the first lift comprising the Oxford Formation (average

17 metres thick) and the second lift comprising the upper 10 metres of the March Formation;

It is assumed that that the quarry walls will be vertical with no benching; and,

The conversion factor for limestone is 2.6 tonnes per cubic metre (T/m3).

The approximate area represented by the property line setbacks is 6.4 ha which leaves an extraction footprint of

approximately 45.4 ha.

The quantity of the potential aggregate resource in Lift 1 (Oxford Formation) would be approximately 7,718,000 m3

or 20,055,800 Tonnes based on a conversion factor of 2.6 T/m3.

The quantity of the potential aggregate resource in Lift 2 (March Formation) would be approximately 4,540,000 or

approximately 11,804,000 Tonnes based on a conversion factor of 2.6 T/m3.

The total quantity of potential aggregate material beneath the Brickyards property based on the above described

assumptions is estimated to be approximately 31 million tonnes based on a two lift quarry development scenario

with no allowance for material losses during processing associated with generation of fines. The estimated

resource tonnage may be revised based on the development of the ARA Site Plans and detailed technical studies.
