a note from our EXECUTIVE DIRECTOR, Heather MurphyI am so proud to be a part of the CASA of Lane County team. For the fourth year in a row, we are beingrecognized as one of the Top 100 Nonprofit Organizations to work for in Oregon by Oregon Business Magazine. The honor is especially significant because the rankings are derived from a survey taken by our staff members gaging several categories that include work environment, management, and salaries and benefits among others. We are so fortunate to do this important work in such a beautiful environment with such amazing people!

There are some notable statistics included in this report that I would like to call your attention to. The number of children in Lane County that spent at least one night in foster care decreased significantly from 1,626 reported last year to 1,160 this year. The number of children that we provided advocacy for rose from 456 children last year to 465 children this year. These trends are hopeful but there is still much work to be done.

Each day at CASA, we witness powerful stories of resiliency and triumph over incredible odds. Our CASAs, Peer Coordinators and staff members are true agentsof change. More than 200 volunteers worked nearly 18,000 hours last year advocating for the critical needs of children and youth across Lane County.

I am constantly amazed by the commitment of the people involved with our organization. Sixty-nine percent of our CASA volunteers work full time. Last year, 49 of our CASAs took on secondary cases. The dedication that this exhibits is extraordinary. We have CASAs who regularly travel out of state to visit children on their caseload, others who perform remarkable levels of research for their clients with special needs, still others who take on additional cases or serve as a courtesy CASA for children living in Lane County who come from other counties or states.

Case by case, story by story, all of this work adds up to significant changes in thelives of the children that we serve. These children and so many more who are waiting for our advocacy, need at least one adult who will stay with them throughthe life of their case. We need more of those adults. We need more CASAs who are willing to change a child's story.

Last year, 175 Lane County children

with CASAs exited from state care

to safe and permanent homes.• 64 children were reunified with their family of origin.• 43 children were adopted.• 24 children had a legal guardianship established.• 3 youth reached adulthood and exited state care.• 1 child entered permanent foster care with a relative.• 1 child's case transferred out of Lane County jurisdiction.• 39 children had their cases dismissed, received courtesy work from other CASA programs,

or experienced other outcomes.

After Fostering Futures training, CASA Laura* was excited to use her new skills and resources with Elizabeth,* age 15. The two walked to a local park, and together they filled out a goal-setting worksheet, which prompted thoughtful discussions. Elizabeth easily identified listening to music, drawing and sleeping as activities she enjoyed. When asked about her strengths, though, she struggled. As they spoke, Elizabeth began to recognize a number of areas in which she was strong, including drawing, creative writing and being a loyal friend. Next, they discussed short-term goals. Elizabeth said,

Fostering Futures UpdateCASA has provided training for 79 people (CASA Volunteers, Peer Coordinators, Staff and Community Partners) in the Fostering Futures Curriculum since its implementation in July 2018. Together we are actively serving 81 youth between the ages of 12 and 21 with this advocacy. After a year, we are starting to look at outcomes and ways to add to what we are doing, including inviting youth to discussions in the near future and expanding our clothing closet to add options for youth who need clothing for job interviews and work.

“I would like to get better grades and attend another concert.” Finally, they discussed long-term goals, and Elizabeth hesitated. She said, "It is hard to see myself being anything other than a failure." Laura gently explored what “failure” meant to Elizabeth by looking more closely at Elizabeth’s fears. Elizabeth expressed a very real fear of "ending up in jail," because this is what had happened to her biological parents. Having time to talk and listen, Laura was able to not only hear her fears but also to talk her through them. Together they explored Elizabeth’s hopes and dreams. By the end of their visit, Elizabeth was feeling more empowered and Laura was looking forward to more one-on-one conversations guided by Fostering Futures.

Elizabeth’s story and the stories of many other children in foster care have been changed through Fostering Futures, a program that prepares youth for a world outside the child welfare system.

Around CASAFamily Finding CASA was awarded state funding to implement Family Finding, a program specifically tasked with gathering information and providing each child with 40 familial connections. Given 90 days to complete the search, our Family Finding Specialist dives into the history of the child, using genealogy websites, Facebook, cold-calling, and other tools to connect the child to as many safe and willing family members as possible. National CASA describes the family finding model as “one of the most effective strategies designed to embrace all potential family members. It is a process that allows us to continue to build upon the child’s natural, life-long family support network.”

Recently our Family Finding Specialist set out on a mission – to aid a 17-year-old girl in finding family before aging out of the system. At age five, after spending two years in foster care, Jane was adopted. After 10 years with her adoptive family, Jane re-entered the system at age 15. With few family ties and the risk of aging out approaching, Jane’s caseworker referred her case to our Family Finding Specialist, Lisa.

Since the referral, Lisa has successfully communicated with 17 family members who wish to be involved in Jane’s life, including Jane’s father’s cousin, Erin. While the two have never known each other, Erin is happy for the opportunity to become a reliable resource for Jane. Lisa recently got a package from Erin. Inside was a beautifully crafted book with a collage of photos of Jane’s biological family and an inscription that said,

“Family can be complex and relationships will change over time. Sometimes family members grow closer and sometimes farther away,

then back closer again. We will be your family, always.”

Fostering Futures This year, CASA implemented Fostering Futures, an innovative training for CASAs serving adolescences. This 8-hour two-day training seeks to better equip CASAs with the knowledge and resources to support youth as they transition into adulthood. For many youth who age out of the system, their futures are uncertain, and often dire. Without the continued support of the Department of Human Services, youth are forced to independently navigate the societal system, often without the necessary knowledge and access to resources needed to thrive. Finding housing, building a resume, navigating transportation, managing a budget – these are tremendous challenges, even for youth living in the most privileged circumstances. After its successful pilot, the Fostering Futures training is now open to all CASAs who have youth ages 12-21. The next training will be held in November.

For youth who age out of the system…• 20% become instantly homeless. • 70% of females who age out of the foster care system will become pregnant before the age of 21.• Only 50% will have some form of employment by the age of 24.

VOCA (Victims of Crime Act) Funding This year CASA was awarded substantial funding from VOCA. These funds were applied for and awarded to CASA “Hubs” across Oregon. CASA of Lane County was selected as one of four Hub Leads, managing the funds and reporting for eight other counties. Our award will be dedicated to increasing our capacity through the recruitment and training of more volunteers to serve more children.
