INTRODUCTION

Purpose of the Survey

The KIMEP Faculty Teaching Evaluation Survey (FTES) is conducted primarily to provide a measure of assurance at the Institute’s level of the quality of its teaching. The survey works as a rich source of feedback from students, which facilitates professional self-improvement among the academic staff and provides the management with a picture of the overall quality of teaching at KIMEP. The FTES retrieves valuable opinion of undergraduate and postgraduate students on their perceptions of the instructional effectiveness, quality of teaching and their learning experience for each subject in which they are enrolled. The results of the survey are also used for the purposes of the selection process for the Annual KIMEP Teaching Award.

Survey History Technique FTES is an important part of the general formal faculty evaluation process. KIMEP has conducted Faculty Teaching Evaluation Surveys almost from the beginning of its history. The survey is mandatory each semester in all undergraduate and postgraduate programs. Through the history of KIMEP the survey techniques and instruments of the survey changed several times. Before Fall 2002 FTES was paper-based and was administered at the departmental level. The data received was manually entered into database by the departmental assistants. The database then automatically calculated averages. The results were available to faculty members on confidential basis and to the Chairs of the Departments. Since 2002 the FTES was completed in an electronic format that was considered as more effective, less time-consuming, anonymity guaranteeing, and reducing printing and processing costs. Before Fall 2002 only a limited number of documented results of the surveys are available in the Departments. Starting from Fall 2002, a full set of information is accessible in KIMEP Intranet. The FTES is usually conducted at the end of semester. Prior to Fall 2002 paper-based surveys were conducted before exams. At the beginning of the on-line history of the FTES, the survey took place at the end of the semester after the course grades were officially posted. Later, the timing was changed to allow for greater objectivity, and students took part in the survey after the course is completed, but prior to posting of the final marks. Taking part in the survey was obligatory till Spring 2005: no student could access his/her grade unless he/she responded. Moreover, students were obliged to respond to all the questions, otherwise the system did not allow them to submit a questionnaire. Since Spring 2005 upon the suggestion of Institutional Research team, approved by Administrative Committee on Academic and Research Affairs, the survey was conducted before the final exams and on voluntary basis. This time, Fall 2006, the Survey was conducted two weeks before the examination period employing a standard paper-based approach that assures greater audience scope and higher rate of responses: questionnaires were distributed manually and respondents were encouraged but not obliged to answer all questions. 11,426 questionnaires were completed in Fall 2006. Questionnaires were processed and analyzed by the Department of Quality Assurance and Institutional Research. Questionnaire FTES questionnaire forms also changed with the time: 1. Before Fall 2002 the questionnaire consisted of 27 questions, which covered such fields as level of

instructor expertise, instructional delivery, time discipline, professional attitude, ability to encourage students, course management, availability of information sources and general satisfaction. A seven-point scale was used (1- worst result, 7 - best result)

2. The initial on-line questionnaire, used from Fall 2002 to Fall 2003, consisted of 11 questions that

primarily dealt with such issues as course management, course design, instructional delivery, content expertise and two questions that assessed overall quality of the course. Since Fall 2002 up to now

responses are provided on a five-point scale ranging from strongly disagree (1) to strongly agree (5). 3. The second on-line questionnaire was introduced in Spring 2004 and incorporated two parts: 1)

Instructor Evaluation and 2) Course Evaluation. The first section consisted of questions about instructional delivery, content expertise, and academic professional attitude, while the second part covered questions about course design, course management, and overall quality.

4. The third on-line version of the questionnaire was used from Fall 2005 to Spring /Summer 2006.

This version of the questionnaire was developed in February 2005 by the Center for Research and Development within its Institutional Research and Assessment activity, entrusted to the Center in January 2005. The new enriched format of the questionnaire was based on a special report on teaching evaluation, which included a review of the international experience and comparison with KIMEP practices.

The new questionnaire covered six main clusters of teaching evaluation: 1) content knowledge, 2) instructional delivery, 3) instructional relationships, 4) general information about the course 5) course design and 6) course management. The questionnaire also provided space for additional comments about the quality of course and teaching. Moreover, it opened another new opportunity for students – for the first time they were able to assess not only lectures, but also tutorial sessions.

5. The current FTES questionnaire was introduced in Fall 2006. Further international experience review

lead to the rearrangement of structure of the questionnaire. The new questionnaire consists of twenty-nine questions common to all subjects. With the exception of questions 14 -18, 21 and 22, which were omitted from the questionnaires offered to the students taking on-line/special program courses. In Fall 2006 only 2 such courses received student evaluation.

The questionnaire looks broadly at the quality of teaching in three important fields: 1) Faculty, 2) Class Sessions and 3) Course. The first section consists of questions about instructional delivery, academic professional attitude towards students while the second part covers questions about management of class sessions and learning environment. The third part incorporates questions about student’s understanding of course requirements and syllabus, availability of course materials as well as overall level of satisfaction.

Data treatment During the first years of survey conducting, the MicrosoftExcel program was used as the primary software application for the treatment of survey results. Information from the hard copy questionnaires was manually keyed in datasheet and special macros was activated to count the weighed average grades. Starting from Fall 2002, survey participants directly entered the responses into the intranet database. The data then was processed with the use of Structured Query Language. The results were presented in a separate page of the intranet portal. In the period between Fall 2002 and Fall 2005 the ‘intranet’ scores were counted based on the principle of simple averages. Since Spring 2006, the principle of weighed averages was introduced in the ‘intranet’ version of the survey. The weighed average was calculated according to standard formula: AVGw=(xa+yb+zc) / (x+y+z), where a, b, and c are the average grades a faculty member received for teaching courses A, B, and C respectively; and x, y, and z are the number of students, who filled the evaluation form for courses A, B, and C. Since Fall 2006 a MicrosoftAccess database is employed for the manual keying in of survey results. The data is further processed and analyzed using the Access tools. The results are then posted in the intranet’s teaching evaluation page. All average grades are counted according to the principle of weighed averages.

I. KIMEP VS. COLLEGES AND CENTERS Brief The response rate for completing the questionnaire was almost 100% of those in attendance in class sessions during the survey week. The proportion of responses, therefore, reflects the levels of attendance rather than contribution. In Fall 2006, 11 426 respondents participated KIMEP-wide in the FTES, which comprised 56.60% of the total student body registered for this semester – 20 187. As reflected in Table 1 and Graph 1, the highest share of responses (4 483) was received from the College of Social Sciences (CSS) followed by 4 255 responses from the Bang College of Business (BCB) and 2 193 from Language Center (LC). The Computer and Information Systems Center (CISC) and the College of Continuing Education (CCE) have contributed comparatively lower numbers of responses – 420 and 75 respectively. The individual response rates in KIMEP and each unit are demonstrated in Graph 2. The all-KIMEP average result comprised 4.34 points out of the maximum of 5.00. The results of five main units in comparison with KIMEP are shown in Graph 3. The LC has received the highest average grade (4.47), followed by the CCE and the CISC with 4.43 and 4.41 respectively. The two largest units – CSS and BCB – have received 4.36 and 4.23 points. Graph 4 offers a comparison of KIMEP with the five main units by cumulative averages of the three sections of the FTES questionnaire – “Faculty” (questions 1-16), “Class Sessions” (questions 17-22) and “Course” (questions 23-29). The results received by KIMEP as a whole are quite close in all three questionnaire sections and lie between 4.30 and 4.38 with a slight dominance of the section “Class Sessions”. The same trend is noticed in the results of each main unit. The results of “Faculty” section across the units range between 4.22 (BCB) and 4.49 (LC). The average grades of “Class Sessions” section have very similar amplitude of 0.24, with the highest score (4.51) demonstrated by the LC and the lowest (4.27) – by the BCB. The maximum grade in section “Course” was given to the CISC (4.45) and the minimum was received by the BCB (4.21). Taking a more detailed view of the “Faculty” section, Graph 5 illustrates the results of KIMEP and the five units across all 16 questions. The highest all-KIMEP results were received in questions 1 “Faculty demonstrates knowledge of the subject” (4.53) and 16 “Faculty is well prepared for each class” (4.50) and the lowest – in question 5 “Faculty increases your appreciation of the subject” (4.12). In most cases, the unit curves have the same high and low points as the entire KIMEP; however, there are certain exceptions. For example, along with questions 1 and 16, the LC has also reached a high result in question 3 “Faculty speaks clearly” (4.61), while the CCE demonstrated its highest results in questions 7 “Faculty respects the student opinions” (4.66) and 6 “Faculty is willing to answer questions” (4.64). Two other questions in which CCE has received scores higher than the general trend were questions 8 “Faculty treats students equally, fairly and without prejudice” (4.59) and 10 “Faculty encourages a range of opinions” (4.59). The lowest grade received by the CCE was in question 14 “Faculty is accessible outside the class” (4.06). With regard to the “Class Sessions” section of the questionnaire, the results across all 6 questions are presented in Graph 6. The all-KIMEP grades show the highest result in question 18 “Sessions start and finish on time” (4.48) and the lowest result in question 22 “Appropriate balance of lectures and interactive discussions” (4.25). The CCE demonstrated a high result (4.59) in question 20 “Sessions related materials to local environment where appropriate” (4.59), while the same question prompted the second lowest result of the BCB (4.20)*.

Graph 7 offers a detailed picture of average grades across section “Course”. As demonstrated in the graph, the all-KIMEP highest score was reached in question 23 “Course requirements are made clear at the start of the course” (4.45) and the lowest – in question 26 “Workload meets your expectations” (4.21). Same questions served as high and low points for all five units. Graph 7 also reflects two interesting facts. Along with question 23, where it had achieved its maximum 4.55 points, the CISC reached the same grade in question 28 “I would recommend this course”. On the other hand, along with question 26, where it had received its lowest result (4.10), the BCB demonstrated the same score in question 29 “I would recommend this faculty member”. In summary, it is visible that the overwhelming majority of average grades are higher than 4.00*, which means that the students generally assess the quality of teaching at KIMEP as “Good” or better. It is also noticeable that all compared divisions demonstrate strengths in the same areas: faculty members are usually regarded as strong specialists in their own subjects (questions 1, 16), who start and finish sessions on time (question 18) and prepare clear course outlines (question 23). This opinion reflects KIMEP’s recruiting approach, which pays great attention to the candidate’s expertise in his/her field. It illustrates as well the role of KIMEP’s adhesion to the aspects of Faculty Code of Practice, which require faculty discipline and careful preparation of course guidance. On the other hand, the analysis of the average grades indicates that there are also certain common areas of concern. The respondents allot comparatively low grades to the faculty input into the student’s understanding of the studied subject (question 5). It could be suggested that this input would receive higher marks, if the faculty devoted enough class time for student participation and interactive discussions (question 22), while assigning the students appropriate amount of coursework (question 26). Based on these considerations, it seems logical to propose that KIMEP should pay more attention to encouraging student learning through the further refinement of Institute’s standards in classroom teaching techniques and the modes of student assessment. This observation is consistent with student comments, which frequently draw attention to classroom practice and pedagogy.

II. COLLEGES VS. DEPARTMENTS

Bang College of Business

Brief As shown in Table 3, the total of 4 255 survey results were collected in the four BCB Departments: 1 020 in the Department of Accounting (Acc), 975 in the Department of Finance (Fin), 1 144 in the Department of Management and Marketing (MM), and 1 116 in the Department of Operations Management and Information Systems (OMIS). Graph 8 reflects the shares of responses received from each Department out of the 100% received College-wide. Graph 9, on the other hand, shows how the absolute numbers of responses measure to the total registration in each Department. As presented in Graph 10, the MM obtained the highest average score 4.42 among the BCB Departments, while the Fin received the average evaluation 4.07. The graph demonstrates the all-BCB average result (4.23) compared to the results of the four Departments. Looking at the average scores achieved in each of the three sections of survey questionnaire (Graph 11), it is noticeable that the MM has got the highest grades in all sections. The Fin demonstrated the lowest average grades: 4.03 points in “Faculty” section, 4.16 in “Class Sessions” and 4.08 in “Course”. Detailed data on section “Faculty” can be viewed in Graph 12. The departmental and BCB curves have similar shapes. It is visible that in all questions the MM curve arcs above the results of other Departments, while the Fin curve bends beneath them. Most curves in the graph reach the highest scores in question 1 “Faculty demonstrates knowledge of the subject” (BCB, 4.43) and the lowest - in question 5 “Faculty increases your appreciation for the subject” (BCB, 3.96). The difference is presented by the Fin curve, which achieves its highest scores (4.24) in questions 8 “Faculty treats students equally, fairly and without prejudice” and 16 “Faculty is well prepared for each class” and not in question 1, the high point for other Departments. Graph 13 reflects the marks received by Departments and the College in section “Class Sessions”. Majority of departmental curves have the highest scores in question 18 “Class Sessions start and finish on time” and the lowest – in 22 “Class Sessions appropriate balance of lectures and interactive discussions”. Thus, OMIS’s grade in question 18 (4.48) is the highest point in the graph, while Fin’s score in question 22 (3.95) is the lowest one. Unlike three other departmental curves, the MM curve demonstrates minimum and maximum results in other questions. The MM’s lowest score (4.37) is in question 19 “Sessions take place in a good learning environment”, and its highest score (4.46) is in question 21 ”Class time is spent on relevant issues”. A detailed picture of results in section “Course” is presented in Graph 14. The College curve has the highest point (4.36) in question 23 “Course requirements are made clear at the start of the course” and the lowest (4.10) in two questions – 26 “Workload meets your expectations” and 29 “I would recommend this faculty member”. Three out of four Departments (Acc, Fin and MM) also have their highest grades in question 23. In contrast, the highest point on OMIS curve (4.31) is in question 27 “Syllabus is well organized”. The lowest scores of Acc and Fin coincide with College lowest grade in question 29. Two other Departments (MM and OMIS) show the lowest results in the second low point of the College – question 26.

Five out of 29 grades of MM are higher than 4.50. The detailed overview of the BCB departmental average grades in all 29 questions suggests that BCB students usually view their tutors and classes in the same way as the most students at KIMEP as a whole: they believe that faculty are strong specialists in their own areas (question 1) with high time discipline (question 18) and ability to clearly explain the requirements (question 23). The five exceptionally high grades in MM (exceeding 4.50) suggest that faculty of this Department not only are experts in their subjects (question 1), but also are willing to answer questions (6), respect student opinion (7), treat students equally (8), and spend class time on relevant issues (21). The fact that MM faculty members demonstrate such valuable traits must have been the reason, why MM reached the particularly high grade (4.41) in question 29 “I would recommend this faculty member”. The review of BCB results by Departments does also attract attention to certain areas that received low grades. In majority of Departments, the scores confirm the all-KIMEP trend. Respondents express low satisfaction with faculty input into student’s comprehension of the studied discipline (question 5). Many of them are not entirely pleased with the amount of class time devoted to interactive discussions (22) and believe course workload does not meet their expectations (26).

Brief In the CSS, 4 483 respondents have returned the questionnaires that comprised 62.40% of the total number of registration at this College – 7 184. Table 5 and Graph 15 present the distribution of the 4 483 responses by the Departments they originated from. As it can be seen, the highest number of responses was received in the Departments of Economics (Econ) and Political Science (PS) – 1 756 and 1 565 respectively. The less populated Departments of Public Administration (PA) and International Journalism and Mass Communications (IJMC) have contributed comparatively lower numbers of responses – 901 and 261. Graph 16 presents data on response rate in CSS and each Department. The all-CSS average result (4.36) compared to the results of the four Departments is shown in Graph 17. The IJMC and PS results have exceeded the CSS score by 1.4 (IJMC) and 0.9 (PS) points. Two other Departments, PA (4.34) and Econ (4.27) have received grades lower than the College average. Graph 18 offers the comparison of CSS and its Departments by the cumulative averages of the three sections of the FTES questionnaire – “Faculty” (questions 1-16), “Class Sessions” (questions 17-22) and “Course” (questions 23-29). In all Departments, the three resulting average points are in quite close ranges. The general College trend of slight dominance of average grade in section “Class Sessions” is followed by three out of four Departments with the exception of IJMC, which achieved its highest result in the “Faculty” section. The results of “Faculty” section across the Departments differ between 4.27 (Econ) and 4.52 (IJMC). The average grades of “Class Sessions” section vary within a closer interval of 0.18 points with the highest score (4.50) demonstrated by the IJMC and the lowest (4.32) – by the Econ. The maximum grade in section “Course” was given to the IJMC (4.45) and the minimum was received by the Econ (4.24). The distribution of CSS and departmental grades across questions 1-16 is presented in Graph 19. The College and most of its Departments demonstrate the maximum and minimum scores in questions common to all KIMEP. Thus, the highest marks were received for questions 1 “Faculty demonstrates knowledge of the subject” (PS, 4.70) and 16 “Faculty is well prepared for each class” (PS, 4.65) and the lowest – for question 5 “Faculty increases your appreciation of the subject” (Econ, 4.01). Three other high spots in the graph are the IJMC’s peak score (4.67) reached in question 7 “Faculty respects student opinions”, its 4.56 points achieved in question 10 “Faculty encourages a range of opinions” and 4.60 points in question 14 “Is accessible outside the class”. There are also three comparatively low places, which include questions 3 “Faculty speaks clearly” (Econ, 4.15), 2 “Faculty explains concepts and ideas clearly” (Econ, 4.17), and 12 “Faculty gives good feedback” (Econ, 4.17). With regard to the “Class Sessions” section of the questionnaire, the results across all 6 questions are presented in Graph 20. In most cases, the departmental curves follow the all-CSS trajectory, showing the highest result in question 18 “Sessions start and finish on time” (PS, 4.59) and the lowest result in question 22 “Appropriate balance of lectures and interactive discussions” (Econ, 4.15). The Econ curve does not peak in the same question with the other departmental curves, instead it reaches its highest point (4.42) in question 21 “Class time is spent on relevant issues”. The IJMC curve demonstrates its lowest score (4.46) in question 20 “Sessions relate materials to local environment where appropriate” and not in question 22, where it received a score (4.48) significantly higher than the other Departments. The PS has also demonstrated a high score (4.56) in question 17 “Session objectives are made clear at the start”. Graph 21 offers a detailed picture of average grades in section “Course”. As seen from the graph, the CSS curve hits the highest point in question 23 “Course requirements are made clear at the start of the course” (4.45) and dips in questions 25 “Texts and other course materials are readily available” (4.22) and 26 “Workload meets your expectations” (4.22). PS and Econ reach their high and low points in the same questions as the entire College. The IJMC’s highest score (4.54) is noticed in question 29 “I would recommend this faculty member”, and the lowest result of the PA (4.18) is in question 28 “I would recommend this course”.

Total number of grades 29 29 29 29 116 100 As it can be observed in Table 4, all average grades received by CSS Departments are higher than 4.00, with the highest concentration of scores (66%) in the range between 4.26 and 4.50. 18% of average grades lie between 4.51 and 4.70, while 16% equal 4.25 points or less. This must mean that the students generally evaluate CSS teaching quality as “Good” or better. From a closer look at the departmental average grades across the questions it is clear that most results of CSS Departments follow the all-KIMEP pattern: faculty are seen as experts in their own fields (questions 1, 16) managing the class time (question 18) and stating clearly the course requirements (question 23). In a few cases departmental peak scores sat in different questions. Thus, IJMC students valued above all that their faculty respected student opinions (question 7) and were accessible outside the class (question 14), which allowed the IJMC faculty to receive a high grade in question 29 “I would recommend this faculty member”. The Econ students attributed their highest “Class Session” score to the ability of faculty members to spend class time on relevant issues. While all average grades attributed to the CSS Departments were higher than 4.00, in some questions Departments received comparatively lower scores, which prompts special attention to those areas. Most departmental results confirm the all-KIMEP trend, in which students seem to allot relatively modest grades to the faculty contribution to their understanding of subjects (question 5). Likewise, the grades point to the necessity to apportion enough class time for interactive discussions (question 22), to assign appropriate amount of coursework (question 26) and to make sure that the texts and other course materials are readily available (question 25). Few other departmental grades also raise concern about the ability of faculty to explain concepts and ideas clearly (question 2), to speak clearly (question 3) and give good feedback (question 12).
