Ramazan Gadzhimuradovich Abdullatipov born August 4, 1946 in the village of Garguta Tlyaratinsky region of Dagestan in a large family. After high school, he studied at the medical school medical assistant. From 1966 to 1970 he served in the Soviet Army. In 1975 he graduated from the Faculty of History of Dagestan State University in 1978 - postgraduate studies at the Faculty of Philosophy of the Leningrad State University (LSU) Ramadan Abdullatipov - "Honored Worker of Science of the Russian Federation" (2001), was awarded the Order of Friendship (1997), Medal of Honor (2011). Abdullatipov interested in painting (Member of several exhibitions), hunting in the mountains, playing on the national musical instruments, loves Dagestan folk songs and Russian romances in his youth played for Dagestan's volleyball.

The city was founded as a Russian military fortification Peter the Great, among the highlanders known as Angie Kala (literally - "flour fortress"). In 1857, the settlement at the fortress became a town with the name of Petrovsk-Port. The name is due to the fact that according to legend, during the Persian campaign here in 1722 was encamped army of Peter I. In the years 1861-1870 there were built artificial harbor and port. Renamed in honor of one of the participants in the struggle for Soviet power in Dagestan Magomed-Ali -Dahadaeva (Mahach) (1882-1918).
