Introduction to DoDEA Teacher of the Year Program

The Department of Defense Education Activity (DoDEA) Teacher of the Year (TOY) Program is designed to

recognize and honor outstanding educators who exemplify the qualities of professionalism and excellence in

our teaching workforce. Each DoDEA district has a District TOY who competes for the honor to represent

DoDEA at the national level in the role of State Teacher of the Year (STOY).

The DoDEA TOY Program (state) is modeled after the National Teacher of the Year (NTOY) Program, which is

sponsored by the Council of Chief State School Officers (CCSSO). This program provides an avenue for all

STOYs to be nationally recognized and compete for the NTOY. The NTOY and all STOYs are presented at the

White House. The DoDEA TOY travels to all NTOY activities and takes a semester-long sabbatical to design and

implement a project of choice.

Any stakeholder may nominate a DoDEA teacher for this award. Nominees are highly encouraged to

participate in the application process.

Purpose of POC Guide

The purpose of this guide is to provide important information for the TOY point of contacts (POCs) at the area

and district level. The TOY Program would not be successful without the collaboration and leadership of the

POCs. The POC will serve as a support system to the teachers participating in the program and as a liaison to

HQ to ensure communication regarding the program and the process reaches teachers. Lastly, the POC will

provide feedback and reflections to continually improve the DoDEA TOY program.

Before and during the nomination process: Nomination forms at http://toy.dodea.edu

Promote the TOY nomination process in the following ways, but not limited to:

Develop an email to send at the school level to all parents, students, community members and

stakeholders.

Provide school administrators and teachers the TOY nomination link to post within school

newsletters, on school Websites, blogs, etc.

Create a public service announcement to help promote the nomination process throughout the base

command.

Attend virtual TOY POC meeting(s).

During district application process: District TOY application at http://toy.dodea.edu

Invite nominated teachers to apply for the District TOY. (Sections I-VI and IX of the TOY Application)

Note: Upon the close of nominations, HQ will submit a list of all nominated teachers to each specific

district POC.

Support teachers who are applying by problem-solving and troubleshooting as needed.

Provide HQ POC with feedback about outstanding challenges with the process and commit to supporting in

a problem-solving manner.

During district selection process:

Assemble a selection panel in coordination with the area POC. The interview panel will be responsible for

the interview of each district candidate and review of their application. (see Appendix A)

o The panel may consist of, but is not limited to, district leadership, District TOY, school leadership,

community members, union or association members, students, a representative from the Area

Office (area POC will coordinate), and district POC. The district POC will schedule the application

review and virtual interview.

o The district panel will need to use the interview process to “meet” the candidates. A combination

of the written application and the interview should be used to make the selection. The written

application and interview rubrics should be used.

o The district superintendent will be the selection official if there should be a tie based upon the

rubrics.

Send a copy of the rubrics and application of the District TOY recipient to the area POC prior to the

notification to the recipient.

(Note: The area POC should be involved in the district selection process, however this step is still considered

necessary to ensure ongoing input and collaboration in the process.)

Coordinate the notification of the recipient of the District TOY to the selected individual.

o Notification should include the application due date and requirements for the DoDEA TOY

application. The full application should be emailed from the POC along with the notification.

Send a notification letter to each applicant that was not chosen. A draft letter will be provided by HQ.

During DoDEA TOY application process:

Assist the District TOY in completing (review and edit as needed) the DoDEA TOY application (sections VII-

XI of the TOY Application) and serve as a liaison to area POC and HQ through the process.

Submit the complete District TOY’s DoDEA application (section I-XI) to the area POC by the deadline. A list

of POC emails is attached to this handbook as a point of reference.

Each district POC will upload their District TOY application, video, photo, and letters of support to their

district folder in Schoology.

Area Point of Contact Responsibilities

Before and during the nomination process:

Ensure that the TOY nomination process is promoted and communicated throughout the areas in the

following ways, but not limited to:

Collaborate with the district POC to ensure that there is on-going communication to schools

regarding the process and timeline.

Collaborate with the district POC to ensure questions about the process are appropriately handled.

Attend virtual TOY POC meeting(s)

During district application process/selection process:

Collaborate with district POC to ensure that all nominees within the district have been invited to complete

the District TOY application.

Ensure area representation on the district selection panels by coordinating with the district POCs within

the area.

During DoDEA application process:

Proofread the District TOY national application once it has been submitted to the Area office, and provide

recommendations prior to a final draft being uploaded to the DoDEA TOY Schoology site.

Endorse the District TOY national application

Notify HQ POC upon completion

Upload of the District TOY national application, video, official photo, and letters of support into Schoology.

Headquarters Point of Contact Responsibilities

Develop and disseminate the TOY nomination and application process.

Maintain the DoDEA TOY Website and TOY marketing plan.

Support the TOY district and area/district POCs through virtual meetings and individualized support as

needed.

Serve as the POC to the NTOY/CCSSO program staff.

Assemble a HQ-level panel. The interview panel will be responsible for the interview and video review of

each national candidate.

o A panel of DoDEA stakeholders including but not limited to: area leadership, administrators,

educators/DoDEA TOY, union representatives, parents, community members, and students (where

appropriate and feasible). The HQ POC will schedule the application review, virtual interview and

video.

o An interview team comprising of the HQ Deputy Director, Teaching and Learning Director, and

three other HQ staff will interview the top three-five candidates and provide the DoDEA Director

with a recommendation of the new DoDEA TOY.

o The DoDEA Director will be the selection official if there should be a tie based upon the rubrics.

Coordinate the notification of the recipient of the NTOY to the selected individual.

o Notification will include the DoDEA TOY’s school principal, district superintendent, and

coordination with the HQ Communications Branch in order to announce the DoDEA TOY.

o Notification will include the application due date and requirements for the DoDEA NTOY

application.

o Prepare the national nominee for speaking and professional learning engagements.

Notify each applicant that was not chosen.

Partner with HQ and NTOY/CCSSO to ensure all recognition and rewards are in alignment with DoDEA

policy.

Serve as the POC for all national DoDEA TOY travel.

The following are excerpts from the 2016-17 TOY District and DoDEA TOY application for your reference. For

full details, refer to the application in its entirety (See separate District and DoDEA applications).

Application Overview

Please provide all information requested in the application form. Incomplete applications or those that do not adhere to the proper format will not be submitted into competition. Please do not include any additional supporting materials or attachments.

District TOY Application: Section I-VI o The District TOY application consists of seven components (section I – VI) and includes a

professional biography and essays on the applicant’s teaching philosophy, educational trends, and community involvement for the nominee. A district panel selects their candidate using a set of criteria.

DoDEA TOY Application: Sections I-X o The District TOYs complete the DoDEA application to compete for the DoDEA TOY. o The DoDEA TOY application builds upon the already completed district application of

sections I-VI. The DoDEA TOY application (sections I – X) includes two additional essays, a teaching video, and an official photograph.

o The HQ Selection and Interview Panels select the DoDEA TOY in May. Teacher selection is based upon an application's total point value. A virtual interview with top candidates is performed.

The DoDEA TOY competes with the 56 other STOYs for the title of the NTOY. All work will be reviewed and revised before submission to the NTOY.

SECTION II. EDUCATIONAL HISTORY AND PROFESSIONAL DEVELOPMENT ACTIVITIES (2 double-spaced pages, Times New Roman 11 font)

Beginning with most recent, list: A. Colleges and universities attended, including postgraduate studies. Indicate degrees earned and dates

of attendance; B. Teaching employment history indicating time period, grade level and subject areas; C. Professional association memberships, including information regarding offices held and other relevant

activities; D. Staff development leadership activities and leadership activities in the training of future teachers; and E. Awards and other recognition of your teaching.

SECTION III. PROFESSIONAL BIOGRAPHY (2 double-spaced pages, Times New Roman 11 font)

What were the factors that influenced you to become a teacher? Describe what you consider to be your greatest contributions and accomplishments in education.

SECTION IV. COMMUNITY INVOLVEMENT (1 double-spaced page, Times New Roman 11 font)

A. Describe your commitment to your community through service-oriented activities such as volunteer

work, civic responsibilities and other group activities.

SECTION V. PHILOSOPHY OF TEACHING (2 double-spaced pages, Times New Roman 11font)

A. Describe your personal feelings and beliefs about teaching, including your own ideas of what makes you an outstanding teacher. Describe the rewards you find in teaching.

B. How are your beliefs about teaching demonstrated in your personal teaching style? C. In what ways have curriculum standards and 21st century skills influenced your teaching practices?

Provide detailed examples.

SECTION VII. THE TEACHING PROFESSION (1 double-spaced page, Times New Roman 11 font) A. What do you do to strengthen and improve the teaching profession?

SECTION VII. LETTERS OF SUPPORT (limit of 3 letters, each a maximum of 1 single- or double-spaced

SECTION IX. PUBLICITY PHOTOGRAPH

Include with the application package a photograph of the candidate, either hard copy or sent in electronic file form, suitable for publicity purposes. The dimensions of the photograph must be:

SECTION X. VIDEO

The video must be no more than twenty (20) minutes in length and should include all three (3) segments listed under the Video Instructions.

Please make sure there is no sound, picture quality, or lighting issues as they detract from your lesson.

DO NOT READ DIRECTLY FROM YOUR NOTES, MAINTAIN EYE CONTACT AT ALL TIMES.

All three segments should be combined into one (1) video. Please record in one of the following file formats: AVI, MOV, or WMV (maximum size 512mb). Part I – Description of Lesson:

Should be no more than three (3) minutes in length

Talk directly into the camera to give the selection committee the following information: o Your name, area and district where you hold the title of Teacher of the Year; o Type of class/course you are recording; o Grade level of the students in the lesson; o Brief introduction of the lesson; o How 21st century skills are being incorporated into the lesson; and o If time allows, you may also include what occurred prior to the lesson to set it up and what

will happen immediately after the lesson to reinforce the concepts taught. Part II – Classroom Lesson:

A fifteen (15) minute video of a lesson, continuous and unedited. Do not stop the videotaping for

any reason once started as it must be unedited.

Try to videotape several lessons and submit the best one.

In your video lesson, the selection panel will look for evidence of the following: o Your ability to treat students equitably; o Your ability to engage students and generate multiple paths to obtain knowledge; o Your depth of content knowledge demonstrated by accuracy of explanations and connections

to materials students already know; and o Students actively participating in the lesson.

Make sure the video is NOT centered on you the whole time – the reviewers want to see the students and want to see if they are understanding the concepts or not.

It is important that you wrap up the lesson in a neat and clean manner demonstrating that the students have begun to understand the concept.

Part III – Description of Educator

Should be no more than two (2) minutes in length.

Talk directly into the camera to give the selection committee the following information: o A description of your role as a teacher leader at the school level, district level and

beyond; o In your role as a teacher leader, include a description of how you have made an impact on

improving education in DoDEA; and o What you are passionate about in education.
