Effective 09/01/2015◦ Increase cost for new programs from $2000 to $9000◦ Decrease cost of preliminary criminal history evaluation from $150 to $50◦ Remove E‐pay supplemental fee exceptions for renewals, reactivations, and reinstatements

Chapter 227Discuss definition of post‐baccalaureate program to differentiate it from the definition of alternative certification program
Discuss retaining the requirement for a basic skills assessment in reading, written communication, and mathematics and amend the language to reflect methods of meeting the requirement
Discuss requiring candidates with credentials from outside the United States to meet all of the English language proficiency requirements as specified in the general certification requirements section
Discuss prohibiting an EPP from providing coursework, training, and certification exam approval before a candidate is formally admitted into an EPP
Discuss minor technical edits such as updating cross references
Discuss clarifying which admission requirements are for initial certification in each class of certificate
Discuss clarifying the admission requirement language for an undergraduate university program candidate
Core Subjects EC‐6 and 4‐8At the June 12 SBEC meeting, the following decisions were made:◦ The Data Collection Period for Core Subjects exams would end June 30, 2015◦ The passing standards for Core Subjects exams would be decreased by two (2) Conditional Standard Error of Measurement (CSEM) beginning September 1, 2015 for a period of one year
◦ TEA staff will bring back options for new test development at the August 7, 2015 meeting◦ Maintain the deadline of August 31, 2015 for taking a Generalist exam
Options for new test development currently include:◦ Split current tests into two overall tests that maintain current domains (ELAR/SS and M/S/FA/H/PE; ELAR/SS and M/S). Extend timing for each section to fill a five‐hour test session
◦ Same as first option for 4‐8 but create domains for FA/H/PE for EC‐6 (ELAR/SS/H/PE and M/S/FA)◦ Keep 4‐8 the same but develop two new EC‐6 tests for ELAR/SS/M/S and FA/H/PE
Registration has been opened for Core Subjects exams for July and August (with fee and current cut scores)
SBEC Public Comment and TestimonyThe public comment period on proposed new rules ends 30 days after the rules are published in the Texas Register

Options may include increasing the minimum number of required observations for a 24‐week clinical teaching assignment from three to six observations and a full‐year internship from three to nine observations.

Field Supervisor Change for 14‐15Criteria for field supervisors from sections of 19 TAC 228 and 229:• an experienced educator;• currently certified;• hired by an educator preparation program;• an individual who preferably has advanced credentials;• an individual who is not the campus mentor or cooperating teacher of a candidate; and• an individual who observes candidates, monitors their performance, and provides constructive feedback to improve their effectiveness as educators

Chapter 229 ‐ DefinitionsDiscuss the possible need to amend the definition of “first year in the classroom” if additional requirements were added to the TEC and TAC as a result of legislation. First year in the classroom is currently defined as the first year of employment.
Discuss the recent change in the definition of field supervisor.
Discuss the issues related to the definition of pass rate as well as several options for amending the definition to address those issues. The issues include:◦ The pass rate definition does not include test attempts that were approved by the EPP after a candidate completes a program
◦ The pass rate definition only includes test attempts that lead to a candidate’s initial certification, not all tests approved by the EPP
◦ The pass rate definition only includes the last attempt by a candidate, not all attempts by a candidate
Chapter 229 ‐ DefinitionsOptions for amending the definition of pass rate may include:◦ The results of the first two attempts on all tests approved for candidates who are enrolled or completed a program within the last three years
◦ The results of the first two attempts on all tests leading to initial certification that are approved for candidates who are enrolled or completed a program within the last three years
◦ The results of the first two attempts on all tests leading to initial certification that are approved for candidates who have completed a program within the last three years
Expanding the number of test attempts, increasing or decreasing the amount of time after completion that test results would count, and only including the results of Pedagogy and Professional Responsibilities (PPR) exams are some of the other topics of discussion related to pass rate.
Chapter 229 ‐ Accreditation StatusDiscuss the need for setting a performance standard for the results of appraisals for beginning teachers by school administrators (principal survey) and the quality of field supervision (candidate exit survey).
Discuss a proposed performance standard of 70%, 75%, and 80% to be phased in over the 2016, 2017, and 2018 academic years. A stakeholder group could be convened over the next several months to review the principal and candidate exit survey data and recommend a performance standard for both indicators.
Discuss issues related to the small group exception applied to disaggregated candidate groups. Options for addressing this issue of accountability for gender and ethnicity may include:◦ using the same accumulation rule for both types of groups◦ using an accumulation rule with different small group sizes◦ extending the number of years that could accumulate for disaggregated groups.
Chapter 229 ‐ Accreditation Sanctions and ProceduresDiscuss issues related to small group exceptions applied to the performance of individual certificate fields. Options for addressing this issue may include:◦ using the rules that were repealed on April 18, 2010◦ using the same accumulation rule for groups disaggregated by gender and ethnicity◦ extending the number of years that could accumulate for disaggregated groups.
Discuss issues related to revoking approval for certification fields. Options for addressing this issue include:◦ using the rules that are currently in effect for disaggregated groups◦ using the language similar to the repealed rules◦ extending the number of years that could accumulate for certification field groups.
