Findings: on CAHWs

•The project has established a network of 60 Community Animal Health workers

(CAHWs), of them 15 (25%)

Trained twice – intensive and refresher sessions

Provided with equipment and facilities to enable them perform primary animal

health and nutrition services

At least 50 (83%) of them were engaged in providing service. Quacks who turned

CAHWs are in particular well engaged

Evidence that they provided services to farmers

Evidence that they linked farmers with both DLS and the project private clinics

Already started charging for services – range of income wide, average BDT

4,500/month

They are willing and ready to continue providing service beyond project end date

Findings: on Private Clinics•Two trainers under project became private vets to manage clinics

•Two clinics were equipped and became operational in March 2013

•One clinic is based in appropriate rural area (Kotalipara), while the other in a less

appropriate location (Tungipara)

•Only farmers close to the clinic brought their animals for treatment (two per day on

average)

•Private vets visit villages to treat animals when they received calls from CAHWs,

Quacks, farmers and also from DLS

•Started charging for service BDT 10/Case including indoor service. Operation cost is

high (BDT 25,000 per month)

•Initiated supply links with pharmaceutical companies for vet drugs

•Both indicated their will and interest to continue operating clinics beyond project end

Findings: on DLS•DLS officials appreciate value the contribution of the project

•DLS does not have enough staff and resources and could not reach to farmers to

address their needs

•Model can be sustained if supported by DLS

•CAHWs are regarded a valuable asset at the field level for getting information on

diseases and for delivering services. Also for getting referrals for their private practice!

•DLS will ensure supply of vaccines and deliver vaccination through CAHWs

•Private clinics sustainability is not guaranteed from current locations and service

patterns

•DLS Gopalganj will need official communication from DLS Dhaka transferring the

CAHWs to their responsibility

•Agreement on running clinics beyond project end must be reached at FAO and DLS

management levels

•DLS should have supervision role over clinic if it continues to run

•Project activities, especially vaccination and de-worming) have improved animal health

in the area

Findings: on beneficiaries•Before project they did not receive animal health and nutrition services

Project has provided services through CAHWs, especially on vaccination, de-worming,

animal nutrition and knowledge through training

•Training has enabled them to know the symptoms of diseases, primary treatment and

the value of nutrition

•Their animals are healthier and they are seeing less diseases and better health through

nutrition. Less morbidity and mortality.

•CAHWs addressed their primary health care needs and linked them to veterinary

services provided by the private and DLS vets

•They have already started paying for service to both CAHWs and vets and they are

raedy to continue paying in the future for service

•Animal nutrition and health services has encouraged them to engage in cattle fattening

and in selling milk

•Milk production has increased, on average from 1.5/2.0 liters to 3.0/4.0 liters per

cow/day

Conclusion/ Lessons Learnt

•FAO and DLS have shown a successful model that combined community-based

and private primary animal health care system

•The model can be replicated in other parts of the country

•CAHWs in Gopalganj provide a platform that can be used by FAO and DLS for

sustaining activities initiated by the project as well as other interventions

•Private clinic sustainability under current costs may not be guaranteed unless the

model is altered

•The location of the clinic is crucial in guaranteeing service supply. More cattle, more

supply

•The knowledge gained by farmers and CAHWs through training has resulted in

raising awareness and has resulted in increasing the demand for vet services

•Private vet service exists through an informal system through DLS vets

•Integrating the Quacks as CAHWs pays dividends and reduces competition!

•Charging for service from the beginning is essential!

Recommendations

•FAO and DLS should modify the model based on the lessons learnt from the TCP

project and replicate it in other parts of the country, seeking funding from donors

•FAO and DLS should discuss options for ensuring that private vet clinics continue

to operate using the assets provided by the TCP project

•The CAHWs should be regarded a platform for other FAO activities e.g., One

Health, Avian Influenza and rabies control

•DLS should ensure sustained supply of vaccines to the CAHWs and add other skills

to their knowledge base e.g., Artificial Insemination

•Options for relocating the private vet clinics to more rural areas and less overheads

should be explored

•FAO should facilitate a hand over of CAHWs to DLS

•The Livestock room in Union Parishad offices should be explored as an alternative

base for clinics and CAHWs
