1. Introduction
A special purpose machine for the assembly of optical elements required for a Hard X-
ray Telescope is to be designed and fabricated as per the specifications and
parameters of the telescope as given below under the head of "Specification of
machine"
Hard X-ray telescope is basically a glass segmented X-ray optics designed for the
focusing of high energy X-rays (6 to 79 KeV) with a focal length of 6500 mm. This
telescope consists of an array of two co-axial and co-aligned segments of very thin
glass strips of width 20 mm and length 200 mm (for each segment). There are around
100-130 layers of very thin (0.3 mm thick) thermally formed glass substrates coated with
Si and W in a multilayer sputtering machine constituting an optical element. The
thickness of each optical element would therefore be 0.3 mm + a few microns of
thickness of the multi-layer coatings. Each of these optical elements is to be held very
precisely and rigidly in a pre-determined position by epoxy and graphite spacers.
The two optical modules collect the incoming hard X-rays via grazing incidence
reflection at the mirrors and focus them on to an imaging detector. The optical design is
a conical approximation to Wolter-I geometry of the mirrors aligned and held together by
epoxy and precisely machined graphite spacers that run along the optic axis. See
Figure 1 [Note: Focal length for our telescope is 6.5 metres and not 10.14 m as shown.
The length of each of the red and blue line segments is 200 mm with possibly a small
gap of a few mm (max 10 mm) in them. The details of the radii for each shell made from
segments of the mirrors for both the upper (1-alpha) cones and lower (3-alpha) cones
are given in two attached files “om_con1a_xhet01.doc” and “om_con_3a_xhet01.doc”
respectively: Annexures 1 and 2]

2. Requirements of the Assembly Machine
To assemble upto130 layers of concentric and co-axial glass strips (mirrors) we have to
make a custom built assembly machine. The entire assembly of all segmented mirrors
is to be built on this machine. All mirrors are aligned and supported by the central
mandrel of diameter 90 mm (this corresponds to the 24th shell or row number in the txt
files mentioned above, instead of the 1st shell) and manufactured from aluminum block
which will form the first or innermost shell. Each layer of mirrors is separated by graphite
spacers which are to be machined by a single point tool or grinding. A very high
precision of 1 micron or less is required for machining the graphite spacers and
aligning the mirrors. Please see Figure 2 below to understand the optics assembly
basics:

After construction, support spiders are to be attached to the optics for integration.
During the fabrication, glass and graphite layers are to be built outward from the central
mandrel and all ground handling and alignment activities will use the inner mandrel as a
support and the reference axis. Once all the mirrors for each shell are mounted to the
telescope bench, each is to be supported and aligned from an attachment point on the
spider supports.
The assembly machine to be built should comprise of precision air bearing axes
mounted on solid granite base and provide exceptional machine tolerances as shown in
a separate sheet (Annexure 3: Assembly Machine Error Budget). This machine is to be
installed in a 1000 class clean room with temperature and humidity control and the air
bearing machine components require no oils that could potentially contaminate the
optics. In this process nominally cylindrical glass segments are forced to a conical form,
and in the process radial mismatches are removed. Graphite spacers are first stuck with
epoxy (glued) to the mandrel and then precisely machined to the correct angle and
radius required for the optics. Next, a layer of multi-layer coated glass mirror and a
second layer of graphite spacers are stuck with epoxy to the first set of spacers. These
spacers are then machined to the appropriate radius and angle. This process is
repeated until the requisite number of layers is assembled. One important point of this
process is that each layer of spacers is machined with respect to the central optical axis
and not the last layer of glass. One has to avoid any cumulative errors during the
telescope fabrication. Other requirements in this machine are to arrange for automatic
collection of dust generated during the machining of the graphite, a fly cutter with air
bearing spindle and LVDT control.
One should also address the specific cutting tool (single point or grinding), tool set
station (Touch off, sacrificial, sensor based etc.), wagon wheel design and most
cruciallythe optics support during machining and for sectional integration. A conceptual
sketch of the machine is shown below in Figure 3 followed by some photographs of a
similar machine in Photographs 3(a), (b) and (c)

2a. Specifications for the assembly machine:
Our requirement is to build a CNC Contouring 3-Axis machine (may be a Lathe) with
three degrees of freedom: two translation and one rotary. The specifications required
are as follows:
Longitudinal table travel 460 mm (18”) (parallel to x-ray axis) – Straightness 0.6 μm (24 μinch) – Motor driven with speed control
Cross slide travel 280 mm (11”) (radial direction) – Straightness 0.4 μm (16 μinch) (factory spec)
– Motor driven with speed control
Tool geometry: fly cutting or single point turning – by a
diamond tool mounted in 4” PI block head air bearing spindle.

Air bearing optic mandrel supports. – Air driven motor for spinning optic during single pointing.
(Max Speed = 300 rpm. Manually started – Azimuthally indexed air bearing spindle for metrology – Air bearing spindles aligned to 5 μm horizontally and 5 μm vertically
– Spindles are cones in conical seats in the optic. Repeatable to better than 5 μm.
Single Point Tool or fly cutter for giving conical shape to the graphite spacers.
Dust collection provision should be there to extract the graphite powder and to
avoid contamination on the optics.
Note: There should be a massive granite machine base, proper vibration
isolation and PC based control system. Accuracy and tolerances should be met
as per the requirements. Please see Annexures 4 and 5 (BOM_ASSM 1-1.pdf
and DIMENS_ASSEM 1.pdf files for the dimensions of the machine)
2b. Major functionalities of the machine
1. To assemble multi-layer coated thin glass sheets/mirrors in concentric and co-axial arrangement. The assembly with pre-specified separations from one optical element to another and built with segmented mirrors forming mirror shells is to be built in this custom designed machine.
2. All mirrors are to be aligned and supported by a central aluminum mandrel of diameter 90 mm.
3. Each layer of mirrors is separated by graphite spacers who are to be machined by a single point tool or grinding. A very high precision of one micron or less is required for machining the graphite spacers and aligning the mirrors.

3.Scope of the Work by the vendor
Scope of the work is expected to involve the following five stages:
Stage-1
Design of the machine as per the specifications provided, generation of 2D Drawings,
3D model, FE Analysis of the machine model to study the stresses induced and any
deformation taken place on the mandrel and on glass sheets.
Stage-2
Design finalization, preparation of Bill of Material, Identification of all major and minor
equipment, list preparation of bought-out item and approval by TIFR.
Stage-3
Placement of orders for bought out items by the supplier and fabrication of parts
required for the machine building. Procurement of major equipment/bought-out items
like lathe base, XY motions will be preferred by TIFR as per the specifications. These
parts/ equipment will be supplied by TIFR as free issue material..
Stage- 4
Software testing, assembly and commissioning of machine at TIFR, Mumbai. Vendor
can hire external consultant / machine supplier to assemble and commission the
machine.
Stage-5
Acceptance of the machine at installation site in TIFR, Mumbai.
4.Scope of TIFR:
Following facilities & utilities will be provided by TIFR
a) Civil work of building housing machine & clean room at TIFR along with
necessary concrete foundation as per drawings of the supplier of machine.
b) Stabilized power supply at 440 V, 3 Phase, 50 Hz of about 25 KW. DG back
up and auto change over system. The derived power supplies & UPS for
controls is responsibility of machine supplier.
c) Low pressure Air supply if required
d) Internal lighting, furniture
e) Internal material storage facilities
f) Worker Facilities, water supply
g) Approach Road. Machine loading, unloading of machines by supplier.
5. Inspection Procedure:
Inspection will be carried out after the completion of the fabrication, assembly and
testing by TIFR personnel. Vendor is to comply with the specification, tolerances and
desired accuracy given in the tender document.
6. Acceptance Criterion:
After successful Installation of the machine, supplier has to demonstrate all the
functions and commands and each command should function normally. All
specifications and requirements should meet.
7. Warranty:
Minimum one year warranty is to be given by the machine supplier. The warranty period of an item shall commence from the date of receipt of the item in good working condition and satisfactory installation/commissioning/demonstration at the site. Annual maintenance charges or extended warranty terms should be mentioned in the bid document. Terms and Conditions
1. PART “I” (Technical Bid) consisting of Technical Bid & Commercial Terms and
PART “II” (Financial Bid) consisting of only Price shall be submitted in separate
sealed envelopes duly super scribed with the tender enquiry number, and the due date in
bold letters, addressed to the Admn. Officer (Purchase), Tata Institute of Fundamental
Research, Homi Bhabha Road, Colaba, Mumbai – 400 005. The envelopes should be
clearly marked on top as either PART “I” or PART “II”. The two sealed covers should be
further put in a master cover super scribed with the Tender Enquiry No., Due Date in bold
letters, addressed to the Admn. Officer (Purchase), Tata Institute of Fundamental
Research, Homi Bhabha Road, Colaba, Mumbai – 400 005. The sealed master envelop
has to be delivered by hand/courier at the security Gate Officer of TIFR on or before 13.00
hrs on the due date specified. The technical bid will be opened in the presence of
attending tenderers at 14.00 hrs on the due date at Purchase Section, TIFR Mumbai.
Tenders submitted after 13.00 hrs. on due date will not be considered.
2. In case the PART ‘I’ and Part ‘II’ bids are not sealed in separate envelopes the
tender will be rejected.
3. The technical bid should not contain any indication of the price.
4. After scrutiny of Technical Bids, Commercial bids of only those bidders who are
shortlisted on technical basis will be opened at on later date. The opening date, time and
venue will be intimated to the technically successful bidder.
5. After downloading the documents please inform your company details such as name,
address, telephone nos., contact person and email address etc. by email to us.
([email protected], [email protected]) to enable us to inform prospective bidder for any
corrigendum/changes if any; in the Tender document before due date.
6. Quotations must be valid for a period of 180 days from the due date.
7. Tenders containing correction, overwriting will not be considered. Late or
delayed/Unsolicited quotations/offers shall not be considered at all. These will be returned
to the firms as it is. Post tender revisions/corrections shall also not be considered.

8. Tenderer should sign on all the pages of the technical bid and the price bid.
9. In case of any interpretational issues in this tender, the interpretational decision of the
TIFR shall be Final and binding on the bidder.
10. TIFR reserve the right to ask for or to provide any clarification, changes after the release
of this tender.
11. TIFR reserve the right to cancel the tender even after the receipt of tender, and in such
case the EMD would be refunded without any interest to the bidding parties.
12. For Import items, offer should be on the basis of Ex-works, duly packed airworthy /
seaworthy and of international standard whereas for local item/supply, offer should be the
total landed cost including delivery at TIFR, Colaba Campus, Mumbai.
13. If equipment offered is to be imported, arrangements for import will be made by us.
14. Tenders who do not comply with any of the conditions are liable to be rejected.
15. The Institute shall be under no obligation to accept the lowest or any other tender received
in response to this tender notice and shall be entitled to reject any tender without assigning
any reason whatsoever.
16. TIFR reserves the right to place the order for part/reduced quantity than what is specified
in the tender.
17. An earnest money (EMD) of Rs. 5 Lakhs has to be deposited in the form of bank draft
drawn in favour of Registrar, Tata Institute of Fundamental Research, Mumbai along
with the quotation. Tenders which are not accompanied with Earnest Money Deposit are
liable to be rejected. The earnest money will be refunded to the unsuccessful bidders on
finalization of the contract.

18. The Supplier shall arrange to deliver the ordered materials within the mutually agreed
delivery period mentioned in the order unless extended with / without penalty.
a) In case of delay in supply on the part of the supplier, a penalty @ 0.5% per week of
order value will be charged for delayed period subject to maximum of 10% of order
value.
b) The same rate of penalty shall be applicable for late installation of the
equipment/instrument also.
c) If the delay in the supply /delivery of the ordered materials attributable to the supplier
exceeds agreed time period from the date of original agreed upon date of supply and
extended with/without penalty, the TIFR, Mumbai shall have the right to cancel the
contract / purchase order and recover the liquidated
damages from other dues of the party or by legal means. It will also affect the
other/future business dealings with such suppliers.
19. Our standard Payment terms are as follows:
I. 30 % of the order value shall be released on submission of Bank Guarantee for
equivalent amount valid up to delivery and installation of the item at TIFR
II. 15 % of the order value will be released on Submission of Detail engineering drawing
to TIFR
III. 25% of the order value will be released after Software System Testing and Inspection
by TIFR at Supplier’s site,
IV. 20% of the order value will be released against delivery of item, its Installation,
Commissioning, Calibration, Testing and on furnishing of “Acceptance Test Report” from
the concerned authority at TIFR
V. 10 % of the order value will be released on furnishing of performance bank guarantee
for equivalent amount valid up to 60 days after the expiry of warranty period.
20. For Import cases: No Agency commission will be paid as per Govt. of India rules
21. We are exempted from payment of Excise Duty under notification number 10/97 dated
01.03.1997 and Customs Duty under notification No.51/96 dated 23.07.1996 for all
procurements/supply meant exclusively for scientific and research purposes. Whenever
the exemption certificate not honored by the authorities, the applicable excise duty will
have to be paid. Hence Excise Duty and Customs Duty, if any, should be shown
separately. No other charges than those mentioned clearly in the quotation will be paid.

22. Sales Tax: TIFR does not have any exemption/concession on payment of Sales Tax/VAT
and we are not authorized to issue any Sales Tax Form ‘C’ & ‘D’
23. Delivery period:
1. 06 month’s time after acceptance of Order for Submission of Detail engineering drawing
to TIFR.
2. 04 month’s time for Software System Testing and Inspection by TIFR at supplier’s site.
3. 02 month’s time for delivery of item at TIFR, its Installation, Commissioning, Calibration
and Testing.
24. COMMENCEMENT OF WARRANTY PERIOD: The warranty period of an item shall
commence from the date of receipt of the item in good working condition and satisfactory
installation/commissioning/demonstration at the project site. The warranty period and
validity of Performance Guarantee shall be extended for the period of delay in satisfactory
installation and delay in warranty services.
25. ANNUAL MAINTENANCE CHARGES: The party must mention in the quotation, the
rate/amount of annual maintenance charges, if we opt for maintenance contract after
expiry of the warranty period. This is mandatory to mention. This clause is however not
applicable for office/ Lab Furniture items.
26. Specifications are basic essence of the product. It must be ensured that the offers must be
strictly as per our specifications. At the same time it must be kept in mind that merely
copying our specifications in the quotation shall not make the parties eligible for
consideration of the quotation. A quotation has to be supported with the printed technical
leaflet/literature of the quoted model of the item by the quoting party/manufacturer.
27. FORCE MAJEURE: The Supplier shall not be liable for forfeiture of its performance bank
guarantee liquidated damages or termination for default, if and to the extent that, it’s delay
in performance or other failure to perform its obligations under the Contract is the result of
an event of Force Majeure. For purposes of this Clause, “Force Majeure” means an event
beyond the control of the Supplier and not involving the Supplier’s fault or negligence and
not foreseeable. Such events may include, but are not limited to, acts of the Purchaser
either in its sovereign or contractual capacity, wars or revolutions, fires, floods, epidemics,
quarantine restrictions and freight embargoes. If a Force Majeure situation arises, the
Supplier shall promptly notify the Purchaser in writing of such conditions and the cause
thereof. Unless otherwise directed by the Purchaser in writing, the Supplier shall continue
to perform its obligations under the contract as far as is reasonably practical, and shall
seek all reasonable alternative means for performance not prevented by the Force Majeure
event.
