TASK 5: LOCAL AGENDA 21

You are given a task by the mayor of your hometown to evaluate and give suggestion on how to

plan the town in accordance with Local Agenda 21. Write a brief report on your evaluation and

suggestion. 

Johor bahru area can be developed to establish a comprehensive action strategy for

environmental protection, economic prosperity and community well-being in the local

jurisdiction or area to fulfil the residents’ needs in term of better lifestyle, source of economical

income, improve development performance and environment consideration. The Local Agenda

21 development can be planning more systematically in order to achieve the goals.

Local Agenda 21 is a local-government-led, community-wide, and participatory effort to

establish a comprehensive action strategy for environmental protection, economic prosperity and

community well-being in the local jurisdiction or area. This requires the integration of planning

and action across economic, social and environmental spheres. Key elements are full community

participation, assessment of current conditions, target setting for achieving specific goals,

monitoring and reporting.

The Local Agenda 21 needs cooperation of many parties. In order to implement Local Agenda

21 in my hometown, Johor Bahru, the policy should involve society, private sector and local

authorities. So each party has their basic own role. These are some of them:

1. Individual or Society

Give cooperation to any program or event that private sector or local authorities invented.

Mass media need to announce the activity relate to this sector.

2. Associations and Companies

An association of Local Agenda 21 needs to be established to focus on the vision of this

principle for the hometown.

Any companies surround my hometown need to be alert to the necessity of the residential

of the hometown by providing the requirement for residents

3. Government representatives or local authorities

Doing campaign and kind of same activity or event relate to Local Agenda 21

Making collaboration within the authorities to execute any activities

The implementation of Local Agenda 21 in Johor Bahru are as follow:

Internal to the local government

The basic principles laid out in the Agenda 21 can be activated by the many organizations and

operations of a local government. These include local policy and programme development;

planning and management procedures in local projects, including preparing of development

plans; purchasing decisions in development and construction of public projects; development of

network (electricity, gas, water, roads) and social (community services, education, health)

infrastructure; day-to-day maintenance, including waste collection and disposal

Local government's interaction with its citizens

A local governments' interaction with its citizens in implementing plans to realize the goals set

forth in its LA21 Plan is key to the success of the plan. Changes in urban lifestyles have far

reaching consequences, positive and negative, on the local and global environment. Thus

education and training in environmental issues; information campaigns and awareness building -

using both formal and informal channels; monitoring and evaluation - including opinion surveys,

referandums; action plans involving the civil society, for example, in the 3Rs - reduce, reuse and

recycle; can be various ways in which the local government sensitizes its citizenry towards

environmental protection.

External to the local government

There are some actions that local governments can only influence, but where the essential

decision-making process is outside their control. Here issues such as green business proactices,

product and safety standards, green tourism, labour practices etc. play an important role.

Activities of the civil society at large, including community groups, NGOs, and other

institutions, also fall in this category.

There are six key elements of Local agenda 21. Based on these, the evaluation and suggestion are

committed.

1) Managing and improving the local authority's own environmental performance

Evaluation

For my hometown, the environmental performance should be upgraded and attention is needed

as it still lack of proper implementation.

Suggestion

It needs corporate commitment by cooperating with related local authorities to carry out

campaign for staff training and awareness rising among the residents. They should plan a good

environmental management systems and environmental budgeting based on the capability and

aim for our hometown. Policy integration also needs to be applied across the sectors.

2) Integrating sustainable development aims into the local authority's policies and activities

Evaluation

The term of sustainable development should be integrated and implement in project in my

hometown.

Suggestion

The need of implementation of sustainable development is very good way in order to

appreciating our nature and preserves it. It still needs a very good collaboration of the local

authorities and the resident. But still the private sector need to help in commercialized it and hold

the events. The local authorities should plan policies that the vision is based on sustainable

development. Some of the activities that can be apart of the programme are green housekeeping

and housing services. They should be plan the policy like transport policies and programmes that

encourage the use of electric or hybrid car that more environmental friendly. After all these it

needs the cooperation of all parties.

3) Awareness raising and education

Evaluation

My hometown needs an improvisation regarding on the awareness raising and education.

Suggestion

 An initiative to encourage behaviour change and practical action need to be applied. For

examples is awareness campaign and so on. It still need support by private sector and authorities

by doing publication of local information and do some press releases. Supports for voluntary

group also need to be given by local authorities.

4) Consulting and involving the general public

Evaluation

In my opinion this element is cultivated in my hometown even not thoroughly. The forum is

being held once in a month in order to do some discussion regarding what happen in our

residential area. And to get the feedback some of questionnaire regarding problems/difficulties

and its solution faces by residents.

Suggestion

Some of suggestions that can be implementing for this element are the public consultation

processes, doing some forums and planning our hometown in Parish maps to divide the area

according to the economic base maybe.

5) Partnerships

Evaluation

The implementation should be encouraged in my hometown.

Suggestion

Partnerships can be done by doing meetings, workshops and conferences. And all these must be

based on sustainability development. It will be more efficient if the residents working in groups

or advisory groups. Round tables should be done to go through any issue arising from any

members. A plan on how environment city model should be improvised can be a good idea as

Local Agenda 21 is promoting sustainable development.

6) Measuring, monitoring and reporting on progress towards sustainability

Evaluation

There is no implementation in my hometown.

Suggestion 

There are so many activities can be done for this element. Aim a target for developing the

hometown for every month and try to do some environmental monitoring to make sure the

planning is implementing properly and continuously. Put the sustainability indicator as a target.

To make the planning more based on the requirement, make sure the Environmental Impact

Assessment (EIA) is done thoroughly and strategic environmental assessment should be carried

out.
