* Tennessee Association of Professional Surveyors

* Strategic Long Range Planning (LRP) Session Janurary 2018 Guesthouse Inn & Suites, Nashville, Opryland.

* Moderated by: Mario Forte, LRP Chair.

* The purpose of this strategic planning session was to review the progress made from the last planning session (2013) and to develop a new plan to guide TAPS into the future. This 2018 plan focuses on growth, membership, education, outreach, advancements in the field, and the overall sustained health of the organization and profession.

* The Long Range Planning committee met this January, as scheduled, based on a five year revisit of the plan. The purpose of the meeting was to ensure that our current path was following the recommendations given in the 2013 report; to remove recommendations from the list where goals had been achieved; to highlight recommendations that need to be addressed over the next 5 years; and to add new goals if the committee felt a directional change was necessary.

* The following report includes items on the Agenda, followed by a summary of the final group consensus regarding recommended action to our Board of Directors and Chapters on that agenda item. Some of these agenda items or recommendations within them have been merged with the previous Long Range Plan to preserve continuity.

* REPORT

* Agenda Item #1: TAPS’ wellbeing - Board of Directors - Chapter Officers.

* Recommendations:

* 1) TAPS’ financial stability is dependent on revenue from Membership and partly from the Annual Conference. Legislative issues that may be faced in the future threaten to destabilize the association unless we are prepared. CHARGE: *Committees need to be more involved to head off potential issues. *Chapter officers should encourage leadership at the local level to participate towards engagement and knowing our elected officials to address issues with them.

* 2) Maintaining and increasing TAPS savings: CHARGE: *TAPS Board and Chapters should consider ideas for increasing TAPS’ revenue. *Utilize local and regional educational seminars to help contribute to TAPS savings.

* 3) Executive Secretary. Our current executive secretary has no immediate plans for retirement, however should that time arise or if something unforeseen should occur, TAPS needs a plan for a seamless transition. CHARGE: *Conference Chair should form an actual committee (rather than just being the committee), consisting of volunteers to that committee along with the immediate past Chair and Vice President / Conference Chair elect. The responsibilities will include handling most, if not all, contract and negotiations with the hotel, conference space, speakers, catering, and technical / logistical requirements. Conference Chair duties will expand exponentially and will involve extensive time and travel. *Executive Committee should familiarize themselves with the “Business” of TAPS. Understand the day to day operations. Access to software, know where to find username and passwords, etc. Suggestion: Because Executive Board changes every year, members should plan to tour the physical office and become familiar with the operations of the association. *Bylaws should be revised and a motion made by the LRP committee, to allow for the elected Vice President/Conference Chair to be seated in office from the “End of the upcoming annual conference, to the end of the next annual conference”. This is to ensure that the vice president is in office during the times when contracts have to be signed.

* 4) Directors at Large, Committee Chairs: CHARGE: *In general, Committee Chairs fulfill their charges, however sometimes when Chairs are not on the Board of Directors, their duties may fall behind because they may not be present at board meetings. Committee Chairs’ should ensure that the structure and involvement of their committees continue through the duration of the task. When a seat is filled by a new Chair, the past Chair, when possible, should maintain membership of that committee to ensure transition and continuity. The TAPS President should try to ensure that committees are working on their charges and that written reports are presented as much as possible. *Director’s at Large: These elected members should play a larger roll at the executive level. Better understanding the duties of the DAL’s, as outlined in the bylaws, should be maintained.

* Agenda Item #2: Outreach Programs. The “graying” of licensed surveyors is at a critical threshold for sustainment of the profession.

* Recommendations & CHARGES:

* * Mentor Programs. Licensed Surveyors should try to work harder to mentor their employees. * Develop Technicians. * Attend Career Days - Middle Schools, High Schools, Technical Colleges and Universities. * Boy Scots and Girl Scouts - Sponsor awards. * Become a speaker about the Surveying Profession, be available to speak. * Military Recruitment - “Helmut to Hardhat” Program. * Outreach towards women and people of color. * Continuation of our interaction with the Board of Examiners. * Pre-retirement professionals may have more time to assist with outreach. * Legislative outreach - Day on the Hill. Grass Roots interactions. *

Agenda Item #3: Embracing emerging and associated technologies.

Recommendations: With rapidly advancing technologies, TAPS needs to stay ahead to ensure surveyors are not left behind so that traditional surveying practices do not shift to other professions.

*GIS - Geographic Information Systems *UAV - Unmanned Aerial Vehicle *Standards of Practice *Building information management *LIDAR *GPS *Other emerging technologies.

CHARGE: *TAPS (Statewide and local) will need to educate the public of the value of a licensed surveyor doing this work as opposed to an unlicensed individual. *Attend regular meetings with the Board of Examiners to allow for two way communication about emerging technologies and the standards of practice that will be required for surveyors to use them.

* Recommendations: *Expand on “TAPS only” benefits to encourage membership. *Be more visible - Local Planning, Web Links, Metadata, Social Media. *Create Chapter Webpages to include a local breakdown of surveyor database. *Educate surveyors to provide greater insight to PAC and it’s importance. *Expand outreach and be inclusive of race and ethnicity. *Plan “special events”, encourage participation, membership recruitment. *Door prizes for Chapter Meetings. *PDH’s for speakers at Chapter Meetings.

MEMBER OF THE BOARD: YOUR ROLEIt is important that as a member of the board, you realize your role is to participate in settingpolicy and to determine the future direction of the association.Two of the most important roles of a board member:1) Ensure that the association assesses the needs of its members and profession anddevelops a plan for the future which the association can follow.2)Evaluate the association’s performance.Suggestions for Contributing to the BoardHere are a few suggestions which may make your tenure on the board more significant.3) The association has bylaws, strategic plan, and other documents stating its purposes,objectives and methods of operation. These should be studied so that you can easilydiscuss them at any time.4) Even if elected by a specific region, a board member is responsible for considering theneeds of the membership at large.5) Board members have the responsibility to determine what the members need and want,and to bring these needs to the attention of the full board.6) Board members should carefully consider what they say and do. Since you are closerthan most of the members to the operation of the association, what you say tends to bebelieved.7) Well-informed, constructive criticism is essential to the operation of a healthy board.Know when and how to present your views.8) Discuss your responsibilities with your president.

ROLE OF BOARD MEMBER 29) Certain issues need priority attention, and your concentration should be focused onthese areas. These issues can be identified by the president.10) Make all efforts constructive. Strive to build a stronger organization which reflectscurrent and future needs of the members and the profession.11) Your role is to guide the profession. To do this effectively, you must address yourself tomajor problems facing the association and the profession. Don’t concern yourself withinsignificant administrative details.12) Do your homework! To be an effective member of the board, you must be well-informed.It is imperative that you study the issues and details relevant to the subjects aboutwhich you must make a decision.Active Participation in Meeting of the BoardTo make every meeting productive, you must be prepared and you must contribute. Hereare a few suggestions.1) When an agenda is issued prior to the meeting, study it carefully. If there is an itemyou don’t understand, contact the president.2) During the meeting, stick to the agenda.3) Learn the exact purpose of the meeting and determine in advance how you aregoing to contribute.4) Keep your responses short and to the point.5) When you speak, do it clearly in a voice everyone can hear. Wait until you have theattention of the entire board before you begin your remarks.6) Side conversations are distracting and should be avoided.7) If your remarks are lengthy or involved, sum them up at the end.

ROLE OF BOARD MEMBER 38) If aimless discussions arise on subjects that require study or research, stop themwith a motion that a study committee be appointed.9) Don’t hesitate to comment, criticize constructively, or disagree.10) If you have a comment, ask for the floor rather than joining in aimless groupdiscussion. Genuine contributions may be lost in confused conversation.11) Hurriedly passed motions usually don’t receive the consideration they deserve. It’sbetter to table a motion until the next meeting than to pass one you will later regret.12) After the meeting, ask yourself if you have made a genuine contribution to yourassociation.13) Don’t just listen. Contribute! That’s why you were elected.

TAPS PUBLIC RELATIONSGOAL: 1. To communicate to other professions who rely upon or interact with surveyors.2. To educate the general public whose interest we protect.3. To interest young students in math, science, and surveying.PROCESS: Utilizing the chapters and DAL to interface with the public throughcommunity involvement.CONTACT: Local schools, school boards, PTA, Boy Scouts of America,ASCE, TLTA, professional organizations, social and civic groups, municipalities, etc.TOOLS: Trig-Star, Career Day, speaking engagements with other professions,Surveying Merit Badge, etc.TRIG-STAR—It requires a local sponsor surveyor for each school. TAPS hasa state license so there is no expense to the sponsor surveyor. It is suggested that eachchapter assign each willing and active member a local high school to contact. Thecontact should be through the principle or head of the math department. START PREPARING NOW FOR THE COMPETITION. CONTACT THE TEACHERS AND PRINCIPAL IN THE FALL SO THEY CAN PLAN FOR THE CONTEST IN THE SPRING. The member who initiates contact in the fall should be the one to follow up in the spring.

*Awards should be presented as part of the end of the year school awards program and allows more recognition for the contest as well as the winners.

*CAREER DAY----While speaking with principles about Trig Star members can inquire about other opportunities to address students. Many schools have career planning departments or job fairs that would welcome our participation. In the absence of these, many science and math departments may appreciate programs in their regular classes.

*OTHER SCHOOLS----e should include the elementary and middle schools. While these age groups may not be

*appropriate to expose to trigonometry, even elementary level children can be interested in our profession. Remember that most of the equipment we use is magic to laymen of all ages. If we make ourselves known and available, we will be appreciated and useful.

*BOY SCOUTS OF AMERICA ----Many opportunities exist with both the Cub Scouts and Boy Scouts. The Cub Scouts have activity awards that involve compass work, map reading, construction and property line measurement. These require very little time to administer and can be a lot of fun.

*The Surveying Merit Badge is a major effort on the boys’ part and must be administered by a licensed surveyor. The badge can be taught in 10-15 hours and several options for teaching are available.

*These include working with individual troops, staffing district 1 and 2 day merit badge colleges, spring and fall camporee (2 day camps) and week long summer camps.

*A conference with each council chairman or program director by chapter presidents would state our willingness to help and give the director a contact in TAPS.

*Members can volunteer to present a program to the district “round tables.” Each council has approximately 10 districts and each district has a monthly “round table”. A

*“round table” is a meeting of all the troop scout masters of a district. This would be an opportunity to introduce ourselves and offer our help to any troop that does not already have a surveyor working with them. The scout masters can voice their needs and we can commit to what help we are able to give.

*The summer camps and merit badge colleges would be the best way to reach the maximum kids, but will require the commitment of several members from each chapter in their area.

*OTHER PROFESSIONALS----Other professions have continuing education requirements and professional organizations. Contact with their executive directors and

*ours will probably reveal an interest in acquiring programs and speakers. Members who have the ability to address a group should volunteer. These will be golden opportunities to establish trust and understanding. Many of our problems can be solved by educating our customers.

*CONCLUSION---In order to foster an understanding and appreciation of surveying and surveyors as well as attract youngsters to surveying as a career, we should seek out opportunities to address the public. By educating the public we protect and the other professionals we work with, we can gain a respect for ourselves and an appreciation of the value of our service that cannot be legislated. We should avail ourselves to not only schools

*and seminars for other professionals, but also any church or civic group that regularly offers programs of interest to their members. These can take the form of informal luncheon programs at local banks, law firms and realtors. Churches and social clubs may also be an option. Church groups say they have no interest in a program on property or surveying, however, you will notice that at every elementary school or Cub Scout den meeting, there are always a dozen adults that hang around afterwards to ask questions.

*Our members will find that their knowledge of surveying is far superior to most groups they address. Also, when it comes to demonstrating modern equipment adults and children see us as magicians. Children are fascinated by an optical plummet and adults look for the magical property line sniffer. Surveyors have considerable expertise, much to offer and much to gain.

*The Ernest Davis “Shining Star” Award*At the January 2002 TAPS Board of Directors Meeting,

the board decided that with the passing in November 2001 of a very special surveyor that a new award would be Appropriate. That surveyor was Ernest Davis.

*Ernest was a Charter member of TAPS, he was made a Fellow member in 1998. He is fondly referred to and known by most of us as “The Keeper of TAPS Pictorial History.”

*Ernest’s way of thinking toward his professional organization was “What talents or gifts do I personally possess that I could use to help promote and preserve the surveying profession.”

*This award is intended to continually recognize two individuals at one time. The existence of this award in itself is to recognize Terry Greenwell for his unparalleled service to the Tennessee Association of Professional Surveyors. Anyone that has been involved with this organization over the past 26 years has witnessed unmatched dedication by Terry. Terry has placed the best interests of TAPS well above and beyond his own personal interests. If a task or duty was challenging, Terry was the first to step up. If a task or duty was going to require tremendous personal effort and time, Terry was there to take it on and give his all. If an issue or action surfaced

*Terry has held almost every seat on the Board of Directors. He has held the state level positions of President, and Director at Large for multiple terms. He has served on the Board of Directors, representing his chapter as a chapter officer on multiple occasions. During his tenure, he seems to have always held a Committee Chair position.

*Terry was instrumental in the creation of the Ladies Auxiliary and Land Surveyors Political Action Committee and has been Chairman for the PAC multiple times. The attitude, dedication, enthusiasm and dependability Terry has displayed for TAPS for so many years has been nothing short of unbelievable.
