The NIGP Forum last month was an excellent opportunity to learn, network, and (most importantly) bring back new knowledge and ideas for self-improvement and positive implementation at our workplaces. One theme mentioned at multiple sessions and events (though under different names) was ‘employee engagement’. Employees may show up for work, but are they truly part of the team, eager to do their best, and confident that their efforts make a difference? If not, why not, and what can everyone – peers to managers to administration – do to more fully engage everyone at the workplace? The concept of employee engagement was just one of many topics that were valuable additions to our ‘professional tool kits’. I hope there will be more available for our Chapter on this topic during 2010. If you attended the Forum, I encourage you to plan on sharing what you learned, including best practices you identified, and how you will use it at your agency or entity, at our October meeting. This should give us time to fully absorb all of the knowledge shared, and begin process improvement implementations. Members who attended the Forum should contact our Program Chair Sarah Wedemeier at [email protected] or 512-374-5425. The National Institute of Governmental Purchasing (NIGP) provides the technical information and education needed to advance today's public procurement professional. Kelli Petras, a 2004 Texas Tech University graduate, has been the Texas Department of Transportation Media Relations Officer for four and a half years. Kelli is responsible for explaining the role of social media at TxDOT and the importance of using this communication tool in today's society. In 2010 she has helped to lead TxDOT into the brave new world of social media. TxDOT is on Facebook, Twitter, Flickr, and You Tube. Kelli has the pleasure of monitoring all those sites, providing feedback, creating content, answering questions and engaging customers. Customers use all sorts of new methods of communication and we need to be committed to moving forward into the future with them to meet their needs. Kelli states, “Social media can be used to supplement traditional communication methods and help interaction with the agency.”

5 Components of Ethical Procurement PurchTips - Edition # 211, August 24, 2010 By Charles Dominick, SPSM - President & Chief Procurement Officer, Next Level Purchasing, Inc. What Are You Doing To Keep Procurement Ethical? It would be great the front pages of newspapers featured the procurement profession for the fine work that is done within it. Sadly, most news coverage of procurement comes when something unethical has happened. You don't want your organization to be covered for a procurement ethics lapse. So, how do you ensure that your organization's procurement ethics are upheld? It starts with having these five components in place:

1. An ethics policy. An ethics dispute should never be the result of a difference of opinion between the procurement department and a company employee. Every organization should have a written policy making it clear what top management considers ethical and what it considers unethical. If you don't have an ethics policy, don't wait for an ethics dispute to arise to realize that you need one!

2. Ethics training. The great part about having an ethics policy is that the rules are in

tangible, indisputable form. The unfortunate part is that no one reads ethics policies! Supplement an ethics policy with procurement ethics training for anyone who is involved with the purchase of products or services and/or who meets with suppliers.

3. An ethics ombudsman. Some organizations appoint an ethics ombudsman - a person

in the organization with whom an employee can confidentially communicate any real or perceived ethical violations. Because it is difficult to confront internal customers who may be more "politically powerful," having an ethics ombudsman can make procurement employees more comfortable in revealing behaviors of questionable ethics.

4. A process with checks and balances. Every major procurement should require

management review to confirm that all guidelines were followed and that no ethical violations have occurred or will occur.

5. Audits. Periodically, audits should be performed to verify that all procurement activities

were conducted ethically and in accordance with procedures. Audits also serve as a deterrent to future unethical behavior.

2010 NIGP ANNE DEATHERAGE MERITORIOUS SERVICE AWARD  Conferred August 15, 2010  In 2005, and in recognition of her tremendous contributions to NIGP for more than 32 years on the NIGP staff, the Board created the Anne Deatherage Meritorious Service Award.  Anne’s tenure with NIGP is legendary.  To know Anne is to know the strength of her conviction, the selflessness of her dedication, and the openness of her heart.  Is there someone in our audience today with that same passion and purpose?  Let’s find out.   First, it’s interesting to note that most nominations for our top NIGP awards come from a single source – either from a colleague at the workplace or from a fellow chapter member.  But in this particular case, the nomination for this one individual came from multiple sources residing in six different states – indicating the breadth of their conviction that this individual truly deserves to receive this 2010 Anne Deatherage Award.  Like Anne,  this  individual  is  largely  noted  for  the  three  E’s:  energy,  enthusiasm  and  engagement.   With  the power of the Energizer Rabbit, this  individual can be anywhere at a moment’s notice with sleeves rolled up to take on the next challenge ‐ no matter how large or small.  As long as there’s a task to do, there’s no rest until it’s done to perfection.    With  the enthusiasm of a  cheerleader pumping up  the  crowd  for a big game, our  recipient demonstrates an unwavering  zeal  for  the beloved  chapter  affiliate;  serving  in  every officer position  and  almost  every  chapter committee.   This  individual  is also deeply committed to the national organization and has an  insatiable need to belong – to the point where this person will dig deep into personal pockets in order to fund travel to meetings and events.    In terms of engagement, his person continually steps forward and eagerly serves on committees, councils, and teams.  As mentioned by one of the nominators, this individual genuinely wants what is best for NIGP and stops at nothing to make this profession and organization the best it can be.  Another nominator says that this person is the consummate volunteer – always dedicating 100% to any task.   And yet another person commented that our recipient is one of those rare individuals who put the heart and soul into serving our profession.    With  so many  fans,  it  is  indeed  an  honor  to  recognize  a  tremendous  contributor  at  this  conference  in  San Antonio – especially since she  is from the Deep Heart of Texas and  is considered, among many, to be a Texas Treasure.  With her Texan pralines in hand, she’s always there for Forum and Membership Committee meetings – but most importantly, she’s always there for the people.  With a heart as big as Texas, let’s congratulate this year’s Anne Deatherage Meritorious Service Award recipient:   Carol Debish, CPPB Fuel Accounts Specialist City of Austin, TX 2000 President of the Texas Association of Public Purchasers

Cultivating the Next Generation of Leaders What top organizations are doing to produce great talent from within.

Karl was an outstanding residential lease administrator. He had been working with his company for a little over five years and was on time virtually every day. He always possessed a great attitude and hit his target numbers each month with regards to getting reports produced and turned in on time. His error ratio was well below the standards set by the company.

So when a management position opened up, Karl thought he would apply. Karl was interviewed for the position along with a couple of others from within the company and a few from the outside. He knew his performance was superb and felt he was more qualified than the others from within and would be a cinch for the job. He felt he was entitled to this growth position.

Several weeks passed and one rainy Tuesday morning Karl was informed that he did not get the position. The company had selected an employee from a different team who had only been with the company for a little over two years.

Karl was infuriated and allowed his emotions to show. After a couple of days, Karl went into the Vice President's office and asked why he had not gotten the position. After all he had the qualifications and knew the business, the position was his.

So why didn't Karl get the job? Leadership is an earned position and not one which someone can just hang around long enough and expect to receive. Just because a person is awesome at doing a task does not mean that he/she can lead others to do the same task. This was Karl's challenge - he felt he was entitled to the promotion.

Today, top companies are focusing on the talents (and nurturing them along the way) of employees beyond the scope of the day-to-day operations. Employers are watching you from the day you start in a company on a variety of levels that go far beyond the standard job description.

Leadership today is based on who you are and not just what you have done lately. I read once that Joe Gibbs is the last person to interview every pit crew member of his NASCAR team. During that interview Gibbs does not focus on the skills of the person, rather he focuses on the person and how well that person can interact with the rest of the team. To grow internal talent today, successful organizations are:

o Developing individuals with strong communication skills - this includes not just speaking - it includes email communication and all of those non-verbal skills we learned a long time ago. Some top leaders are looking at how well a person can speak in front of an audience - assuming that if they are there long enough they will have to speak in front of a group at some point - even if it is just in front of their own team.

o Watching for those who understand and live the company vision, mission, and

values. Marvin Bower said it best, "If you are not willing to take the pain to live by your principles, there is no point in having principles." Yes, that relates to our

personal principles and we must also value those principles of the organization and be willing to live by them. Of course, this assumes that the company principles are in-line with our personal principles. If an employee is living by those principles then they will also be open to articulating this vision and teaching those principles with others as they grow.

o Observing employees who are taking initiative or have the drive to grow, learn, and

accept new challenges and responsibilities. One of the biggest downfalls of any company is when there is a weak -- or worse -- no succession plan in place. This applies to smaller teams as well. Senior leadership with top organizations are constantly on the lookout for those who want to get bigger, better, or stronger. This is how they are developing the next generation of leaders. Some people call this a measuring work ethic.

o Exposing employees to other divisions and areas throughout the organization.

Weaker organizations think this is counter-productive, but the top companies see this as an awesome way to help employees grow on a variety of levels. It lets employees see how other departments work and, quite possibly, they may see another area within an organization that piques their interest and want to explore that avenue. Without doing this, an employee might never know about other areas within the organization and thus they may leave. In the long run, this can cost an organization significantly in terms of employee turnover.

o Raising the bar on performance all of the time. When responsibilities are increased

(both laterally and vertically) employee growth occurs stronger and faster. When you put an employee into a situation where they have to think fast and act quickly, it gives them a chance to shine. An added benefit to consistently raising the bar is an increase in the employee’s tolerance of higher stress, the quality of their communication skills, and their ability to influence others on the team.

o Assigning employees to special projects and tasks. Similar to exposing the employee

to other areas and raising the bar, special projects allow an employee to determine what skills are easily transferable across business units and develop new skills on the run. Again, this allows the employee to take the initiative and run with it.

Realize that not everyone will excel in each of these opportunities on their own and that providing coaching, feedback, and ongoing training will enhance an employee's growth opportunities.

Learning not only takes place in school - it happens on a daily basis and on many different fronts. The more ways you find to learn - and the more ways you find to develop others - the more successful you and your organization will be. Oh yeah - and you will have fewer employees like Karl who feel entitled to that new management position.
