Fed. Gov. R&D Investment

Invested in technology for national security and economic development– Example: Fed. R&D in 1930s represented 20% of all R&D--75%

DoD and USDA The Federal Government was the largest investor in

R&D since WW II They continued to be the largest investor until the mid

‘70’s when industrial investment dramatically increased Over the last decade 80% of the research funding has

gone to health and defense 2009 - $150B in federal R&D; Stimulus package added

an additional $21.5B, 60% is contracted to outside entities

Health Information Technology Initiative Goal develop by 2014 a national health information

network for the exchange of electronic health records that would:– Ensure protection and privacy of health care information– Improve patient care by reducing medical errors– Reduce costs by removing administrative barriers that

result in duplicative claims and services– Improve coordination of care among health care providers– Improve public health services and emergency response

systems, including bioterror events and infectious disease outbreaks

ARRA provides $19 billion for the HIT Initiative– $2 billion in discretionary funds for infrastructure

development and specification– $17 billion for investments and incentives through

Medicare and Medicaid

Examples of Leveraging HIT

Department of Health & Human Services will publish initial HIT implementation details and standards by December 31, 2009

Expected to clear the way for execution of infrastructure development and specification funds provided in ARRA– Regional “health information research technology

centers” selected by HHS will assist in the development of infrastructure, provide technical assistance, and suggest best practices that support adoption of HIT

– States may seek planning and implementation grants to bolster HIT development

Significant funds will be driven by the State IRI companies are taking advantage of this

initiative by:– Building construction

• Federal – in five years all federal buildings will have to comply with the green mandate, insure customer base has product specified as meeting the green mandate

• State – no federal compliance– Road, waterways

• Existing technologies, no drive to do anything else, make sure that your customers are bidding on the projects

• Opportunities for R&D funds not procurement
