1.0 PURPOSE AND SCOPE
1.1 Purpose
This procedure describes the method for performing sampling for volatile organic
compounds in soil, sediment, and solid waste. This procedure is based on EPA Method
5035A, Closed-System Purge-and-Trap and extraction for Volatile Organics in Soil and
Waste Samples.
To sample soils, sediments, and solid wastes for non-volatile organic compounds, use
procedure TO-080-906, Non-VOC Soil and Sediment Sampling.
This procedure can be performed in multiple locations. A work area, location, and/or
activity specific hazard analysis must be performed prior to starting the activity per
TFC-ESHQ-S_SAF-C-02.
This procedure may only be performed within a work package.
1.2 Scope
This procedure applies to Tank Farm Multi-Media sampling personnel.

3.0 PRECAUTIONS AND LIMITATIONS
3.1 Personnel Safety
3.1.1 Failure to use proper PPE when handling pre-preserved sample containers
can result in personnel injury (Refer to appropriate SDS/MSDS).
Preservatives may include Hydrochloric Acid (HCI), Sulfuric Acid (H2SO4),
Sodium Hydroxide (NaOH), and/or Nitric Acid (HNO3).
3.1.2 A job specific Hazard Analysis is required.
3.2 Equipment Safety
3.2.1 Sampling equipment shall be decontaminated prior to use in accordance with
the requirements of LO-080-118, Cleaning Containers for Equipment for
Organic Analyses and Sample Collection.
3.2.2 Commercially purchased, disposable sampling equipment that comes in
direct contact with the sample media should be of laboratory quality and shall
be packaged in a manner that prevents cross contamination.
3.3 Radiation and Contamination Control
3.3.1 Work in radiological areas or with radioactive materials, will be performed
using a Radiation Work Permit in the activity specific work package
following review by Radiological Control per ALARA work planning
procedure TFC-ESHQ-RP_RWP-C-03.
3.4 Environmental Compliance
3.4.1 All environmental controls for VOC soil, sediment, and, solid waste sampling
will be identified in the activity specific work package+.

4.0 PREREQUISITES
4.1 Special Tools, Equipment, and Supplies
The following supplies may be needed to perform this procedure:
Sample containers with magnetic stir bars (extra containers should be available to
accommodate breakage, loss, and other unforeseen complications that may arise)
Evidence tape
Ice chest with wet ice or frozen cold packs (blue ice)
Freezer and/or refrigerator units
Sample collection equipment (e.g. rigid plastic coring device)
Field logbook
Nitrile or latex gloves
Eye protection
Calibrated scale capable of recording to 0.1 grams
Pre-preserved sample containers
Pre-cleaned stainless steel bowls and spoons
Clean, unscented, lint-free cloth.

4.3 Field Preparation
NOTE - Steps in Section 4.3 may be performed in any logical order.
Preparation for Field Sampling
4.3.1 ENSURE personnel using this procedure have completed the Multi-Media
Sampling Certification (Course 350515),
OR
IF personnel have not completed the course, ENSURE they work under the
direct supervision of a certified individual.
4.3.2 ENSURE a work area and/or a location specific hazards analysis per
TFC-ESHQ-S-SAF-C-02 has been performed.
4.3.3 USE certified clean sample containers for chemical analysis in accordance
with sampling document(s).
4.3.4 CONFIRM all required sampling documentation (e.g., Chain of Custody’s
(COCs), sample labels, Sample Authorization Forms (SAF) and any other
project information that will provide direction for, or assistance with meeting
project requirements) has been provided.
4.3.5 REVIEW Field Sampling and Analysis Plan and other applicable sampling
paperwork for sampling event.
4.3.6 CONFIRM use of pre-preserved sample containers meet the following
conditions:
A Sample containers are certified clean
Any preservative used has a Certificate of Analysis (COA) provided
by the vendor.
4.3.7 IF there is a conflict between any sampling document and the Chain of
Custody regarding container type or size, NOTIFY the FWS.
4.3.8 WHEN field conditions preclude the use of containers as specified, NOTIFY
the FWS.
4.3.8.1 IF field conditions preclude the use of containers as specified,
FWS NOTIFY the Project Analytical Lead (PAL).
4.3.9 STAGE AND ASSEMBLE the equipment required for sampling and field
data collection.

NOTE - Logbook entries should be concise and chronological, enabling anyone to
reconstruct events as the occurred for legal defensibility.
4.3.10 RECORD field logbook entry for the following in accordance with
TFC-OPS-OPER-C-17:
Day, date, and time task started
Weather conditions
Names, titles, and organizations of personnel performing the
sampling.
4.3.11 IF picking up decontaminated sampling equipment CONFIRM the
LABCORE Completed Batch Report is included in the field log book.
4.3.12 ENSURE a non-Volatile Organic Compound (VOC) style pen (i.e.,
permanent ball point ink pen) is used to mark sample containers.
4.3.13 IF work is performed in a radiological area or with radioactive materials,
ENSURE sampling site has been prepared with the controls and postings
specified in the work package prior to commencement of sampling activities.

5.0 PROCEDURE
5.1 QA/QC Sampling
NOTE - QC/QA samples may be specified in the project specific Sampling and Analysis Plan
(SAP) or other applicable sampling documentation. The instructions below indicate
the sampling directions for several different types of QA/QC samples. Specific
sample requirements will vary depending on the project.
Special Instructions
The person taking the sample will be provided sampling paperwork (COC’s) for the
specific type of blank container/preservative and quantity of QA/QC sample to be
collected, except for the Temperature Blank.
A Temperature Blank shall be utilized with each cooler/freezer of samples designated for
transport.
Field Duplicates/Split Samples
5.1.1 IF taking a duplicate or split VOA sample, COLLECT the two samples as
close together as possible in both space and time AND
DO NOT HOMOGENIZE the samples.
Blanks
5.1.2 IF required by job specific JHA RWP, and/or SDS/MSDS, DON proper PPE.
NOTE - There are several types of blanks such as Equipment Blank (EB), Trip Blank
(TB) and Field Blank (FB).
5.1.3 MAINTAIN blanks at 4 C 2 C (2 to 6 C) for VOCs.
5.1.4 IF taking an Equipment Blank (EB), PERFORM the following:
5.1.4.1 RUN organic free reagent water through or over the new or
decontaminated (or lab cleaned) equipment.

5.1 QA/QC Sampling (Cont.)
5.1.4.2 COLLECT the rinsate into a cleaned container AND
TRANSFER into VOA vial(s), taking care no air space is left in
the vial.
5.1.5 IF taking a Trip Blank (TB), PERFORM the following:
5.1.5.1 PRIOR to going to the field, FILL a certified VOA vial(s) with
organic free reagent water, taking care no air space is left in the
vial.
5.1.5.2 TRANSPORT the TB into the field in the same storage
container that will be used for the samples collected that day.
5.1.5.3 DO NOT OPEN the TB sample bottle(s) in the field.
5.1.5.4 DELIVER the TB sample to the laboratory with the field
samples.
5.1.6 IF taking a Field Blank (FB), PERFORM the following:
5.1.6.1 PRIOR to going to the field, FILL a certified aGs bottle with
organic free reagent water ensuring the bottle has a positive
meniscus.
5.1.6.2 TRANSPORT the aGs bottle with organic free reagent water to
the field.
5.1.6.3 PRIOR to collecting regular samples, TRANSFER the organic
free reagent water from the aGs bottle to a VOA vial(s) taking
care that no air space is left in the vial.
5.1.6.4 TREAT the FB in the same manner as the other samples
collected during the sampling event.
5.1.6.5 RECORD in the log book and on the Chain of Custody (COC) if
conditions change from when the FB is collected and the regular
sample is collected (i.e., The wind changes taking exhaust fumes
from the truck and blows them over the sampling area after the
FB was collected.).
5.1.6.6 IF a FB is missed, SEND a message to the QC Point of Contact
(POC) and the PAL stating the reason why the FB was missed.

Temperature Blank
NOTE - Upon sample receipt, the laboratory will use the temperature blank or
thermometer to determine the internal temperature of each cooler.
5.1.7 PROVIDE a Temperature Blank or suitable thermometer with each cooler of
samples designated for transport.
5.1.8 ENSURE temperature is maintained at 4 C 2 C (2 to 6 C) for all
refrigerated samples and -7 C (19.4 F) to -20 C (-4 F) for frozen samples.
5.1.8.1 IF the temperatures are not met, DOCUMENT the actual
temperature on the COC and in the logbook.

5.2 Sampling
Special Instruction
Sample collection must be done immediately after exposing a fresh surface of sample
material. The entire sample should be placed into the Volatile Organic Analysis (VOA)
vial at one time, if possible.
5.2.1 KEEP sample vials CLOSED until ready to accept a sample.
5.2.2 MARK each sample bottle with one suffix letter (K, L, M, N, P).
5.2.3 CONFIRM containers with suffices K, L, M, N, and P contain stir bars.
5.2.4 RECORD Scale Number and Calibration Due Date in logbook and on Data
Sheet.
5.2.5 AFFIX labels to each sample vial with the appropriate suffix letter.
5.2.6 ENSURE the label(s) contain the following information:

Preservative (if required)
Analysis Required
Collectors initials, Printed Name or Signature
5.2.7 RECORD sample number on Sample Record Sheet (See Data Sheet 1).
5.2.8 WEIGH each labeled VOA to nearest 0.1 gram AND
RECORD on Sample Record Sheet (See Data Sheet 1) as Initial Weight.

5.2.9 IF using a metal or rigid plastic coring device, PERFORM Steps 5.2.9.1
through 5.2.9.5.
OR
IF using a sampling tool, GO TO Step 5.2.10.
NOTE - Approximately 5 grams of sample material is approximately 1/8
full of a 40 mL vial.
5.2.9.1 EXPOSE a fresh surface of sample media.
5.2.9.2 QUICKLY COLLECT sample using coring device to minimize
loss of VOCs due to volatilization.
5.2.9.3 WITHIN 10 seconds from the time the sample is collected,
PLACE approximately 5 grams of sample material into one of
the VOA vials (K, L, M, N, or P).
5.2.9.4 WIPE vial threads with a clean, unscented, lint-free cloth to
remove particles AND
IMMEDIATELY RECAP vial.
5.2.9.5 REPEAT Steps 5.2.9.1 through 5.2.9.4 until all VOA vials are
filled.
5.2.10 IF not using a metal or plastic coring tool, USE a sampling tool AND
PERFORM Steps 5.2.10.1 through 5.2.10.5:
5.2.10.1 EXPOSE a fresh surface of sample media.
5.2.10.2 QUICKLY COLLECT sample using a sampling tool.
5.2.10.3 PLACE approximately 5 grams of sample material into one of
the VOA vials (K, L, M, N, P) within 10 seconds from the time
sample is collected.
5.2.10.4 WIPE vial threads with a clean, unscented, lint-free cloth to
remove particles AND
IMMEDIATELY RECAP vial.

5.2.10.5 RECORD in field log as soon as possible the following
information:
Conditions encountered that preclude use of coring tool
Method of collection in place of coring tool
If sample is exposed to atmosphere for greater than 10
seconds before sealing in VOA vial.
5.2.11 COMPLETE sample label information.
5.2.12 WEIGH each VOA vial with sample AND
RECORD under Total Weight on Sample Record Sheet (See Data Sheet 1).
5.2.13 AFFIX custody seal(s) to exterior of a plastic bag that is holding vials in
such a manner that could detect potential tampering.
5.2.14 IMMEDIATELY after weighing, STORE sample vials with suffix letters K,
L, M, N, and P in a freezer, between -7 C (19.4 F) to -20 C (-4 F).
5.2.15 CALCULATE Material Weight of sample by subtracting Initial Weight
from Total Weight AND
RECORD on Sample Record Sheet (See Data Sheet 1).

5.3 Post Sampling Activities
5.3.1 COMPLETE the Chain of Custody/Sample Analysis Request (COC/SAR),
Sample Record Sheet, and field logbook recording any of the following
events if they occur:
Details of equipment failures
Breakdowns or unusual occurrences related to sampling activity
The sampler signature and date at the bottom of each page.
5.3.2 REQUEST independent review of COC forms and sample labels after
completion (one over one check).
5.3.3 PLACE samples in a secure location during transportation.
5.3.4 CONFIRM samples are packaged in accordance with TO-080-900, Sample
Packaging and Shipping.
5.3.5 IF samples(s) cannot be delivered the same day (due to time constraints or
radiological laboratory screening), STORE samples according to TO-080-
903 AND
NOTIFY the FWS.
5.3.6 AS soon as possible, DELIVER sample and associated Sample Record Sheet
and COC to shipping personnel or appropriate laboratory for analysis.
5.3.7 MANAGE solid waste sampling materials (e.g. used gloves, paper towels,
etc.) in accordance with TO-100-052.
