The Program

The Takemi Program in International Health at the Harvard School of Public Health is an interdisciplinary research program that focuses on the problems of mobilizing, allocating, and maintaining limited resources to improve health. To address these issues, the program brings together at Harvard a small group of Takemi Fellows, mid-career professionals from around the world, with particular emphasis on fellows from developing countries.

Through its activities, the program aims to advance knowledge about international health and to contribute to institutional development and improvement of national policy.

The program was established in 1983 and is named after Dr. Taro Takemi, the distinguished physician-scientist who served for more than 25 years as the president of the Japan Medical Association. Since its inception in 1983, 251 Takemi Fellows from 53 countries have been selected to participate in the Program.

Application Instructions

Applicants should have completed graduate degrees and demonstrated potential leadership capacity in their home countries. They are expected to show strong promise and appropriate preparation (including facility in English) to enable them to benefit from a period at Harvard. Further, they are expected to have made, or intend to make, a commitment to a career in health for which participation in the Program will be of significant value. Applications may come from any relevant discipline or profession (e.g., medicine, law, public health, economics, management, and social sciences).

Applicants should take the initiative to identify and obtain funding for the Fellowship. Please note that The Takemi Program does not provide funding.

Required Application Materials

• Application information sheet • Curriculum vitae • Publications list • Short sample of something you have published in English • Proposal of research and writing to be undertaken during the Fellowship • English Language Proficiency documentation • Three letters of reference

The proposal should not exceed five typewritten pages and should include a clear statement of objectives, significance or relevance, data sources, and methodology. The proposal should discuss how the Fellowship at Harvard will contribute to strengthening the capabilities of the applicants country. Please note that data should be collected and ready for analysis before arriving to the Program.

Please also include a brief but specific cover letter stating what you plan to accomplish during the Fellowship (and confirming that your data will have been collected and will be ready for analysis when you arrive for the Fellowship).

Applications and proposals for 2016-17 (August 1, 2016-June 30, 2017) must be received by March 1, 2016. Applicants will be notified of the Program’s decision in early May. Fellows are expected to begin their appointments on August 1 of each year, for eleven months.

Takemi Program Expectations and Requirements

Takemi Fellows work independently, under the supervision of their advisor (a member of the Harvard faculty), and the Takemi Program Director, Michael Reich, and Executive Director, Jesse Bump. Fellows set up their own schedule according to their individual needs and goals for the term of their fellowship. The Program’s expectations are the following:

• Meet regularly with faculty advisor • Attend and participate in the Takemi Program weekly seminar • Present research progress throughout the year via scheduled Preliminary, Mid-year, and Final

presentations (where Fellows are given feedback/guidance from faculty advisors and their peers)

• Submit a final paper of publishable quality before departing In addition to this, Takemi Fellows may also:

• Audit classes at Harvard Chan School (with the approval of advisor and instructor) • Attend Harvard Chan School (and other Harvard School) seminars • Attend Office of Faculty Affairs sponsored Postdoctoral Fellows courses

The Program welcomes comments and suggestions from Fellows throughout the year. Feedback is solicited regularly to identify ways to enhance the experience of researchers within the Takemi Program and the school. Advisors: Fellows are expected to meet regularly with their Harvard faculty advisor to receive feedback on their project and assistance with their progress. Seminars: The Takemi Program’s weekly seminars are designed to provide an introduction to a wide range of research topics and methodologies by faculty at the School of Public Health. Seminars range from formal to informal, and are intended to be a forum for discussion between Fellows and Harvard faculty and visitors. Throughout the year, the program welcomes suggestions from Takemi Fellows on potential topics or speakers. Presentations: September/October Preliminary Presentations: Presentation of the Research Prospectus.

Each presentation will be a 10-15 minute long PowerPoint presentation, with 10 minutes discussion.

January/February Mid-year Presentations: Each Fellow presents a mid-year progress report, with interim analysis and preliminary results. Same format for the presentation.

April/May Final Presentations: End of the year presentation of the final reports for each Research Fellow. Same format for the presentation.

Research Paper: Each Fellow must submit a paper (on their proposed research) of

publishable quality before departing.

Maryam Farvid, PhD – Iran Dietary Sources of Protein and Total and Disease-Specific Mortality: the Golestan Cohort Study Dr. Maryam Farvid is a visiting scientist and Takemi Fellow at Harvard School of Public Health. She received her Master of Science degree in Nutrition Sciences from Shahid Beheshti University of Medical Sciences and her Ph.D. in Nutrition from Tehran University of Medical Sciences in Iran and then became a faculty member at Shahid Beheshti University of Medical Sciences. After eight years as an associate professor there, she

moved to Boston where she continues her research at HSPH with a focus on the effects of diet on non-communicable disease. She received the Outstanding Young Scientist Award for her Ph.D. thesis from Razi Festival in Iran. She has published her research in scientific journals including Circulation, BMJ, American Journal of Nutrition, Diabetes, and Diabetes Care.

Takemi Fellowship 2014-2015

As a Takemi Fellow, Dr. Farvid is exploring the role of red meat intake during adolescence and early adult life on increasing risk of breast cancer and the role of poultry consumption on the prevention of breast cancer. Dr. Farvid is also collaborating with researchers in Iran to study nutrition, esophageal cancer and mortality.

El Fatih El Samani, ScD, ScM, M Comm H, MBBS – Sudan Development of a diploma/master’s degree in epidemiology training program for Sudan and neighboring countries

Dr. El-Fatih Z. El-Samani is currently Professor in the Department of Community Medicine, Ahfad University for Women, Medical School, Sudan. Since 2007, he has been teaching epidemiology and research methods to undergraduate and post graduate students and supervising their research at Ahfad and other academic Institutions in

Sudan. Prior to this time, he held positions in the United Nations (1991-2007). He served as UNICEF Regional Advisor for Child Survival and Development, WHO Regional Advisor for Disease Surveillance (in EMRO), and WHO Chief of Mission and Representative in Saudi Arabia, Iran and Oman.

From 1978 to 1990, Dr. El-Samani held academic posts in the University of Khartoum, Faculty of Medicine, and the Arabian Gulf University, Bahrain. In these positions, he taught Epidemiology, Biostatistics, Population Sciences and Research Methods. During the 1980s, he was a Takemi Fellow at the Harvard School of Public Health (1985-86); and Research Fellow at Massachusetts Institute of Technology (1980-82) in the UNU International Food and Nutrition Policy Program. He also held teaching responsibilities at several academic institutions in Sudan. Dr. El-Samani has published in the fields of Childhood Infections, Low Birth Weight, Epidemiology of Nutrition and Infectious Diseases, and Training of Frontline Health Workers.

Takemi Fellowship 2014-15

During his Takemi Fellowship in 2014-15, Dr. El-Samani is addressing the weak research skills and quantitative methods competences in Sudan and neighboring countries. This weakness has resulted in a lack of good research to use in modifying clinical practices, and in providing evidence for public health policies that can improve the state of the population’s health. Sudan’s limited achievement in moving towards the MDGs reflects this problem in capacity.

The main objective of Dr. El-Samani’s fellowship is to develop a three-tier comprehensive training program on Epidemiology, Biostatistics, and Research Methods for public health professionals in Sudan. The first course targets in-service training for a Diploma, the second course is for a Master of Public Health for health professionals, and the third course is for a Master of Science for the more academic and research oriented professions in health. The Harvard School of Public Health provides an excellent location to consult, learn and critically review the plans for these courses, so that they can be implemented in Sudan. There exists a dire need for such training in national authorities, academic institutions, international organizations and NGOs working in Sudan and neighboring countries.

Nkechi Onyeneho, PhD (Nigeria) Anemia in Pregnancy: A cross–sectional study of attitudes and practice among women of childbearing ages in the Southeast Geopolitical Zone of Nigeria Dr. Nkechi Onyeneho is a Takemi Fellow at the Harvard T.H. Chan School of Public Health (HSPH). She holds Master of Science and Doctorate degrees in Sociology/Anthropology, with specializations in Gender and Medical Sociology/Anthropology, from the University of Nigeria, Nsukka. She is a Senior Lecturer in the Department of Sociology/Anthropology, University of Nigeria, Nsukka, where she

teaches Medical Sociology/Anthropology, Gerontology and Ecology and Society, among other courses at the undergraduate and postgraduate levels. Past Research Since the commencement of her postgraduate studies in 2001, Dr. Onyeneho has undertaken research projects sponsored by local, international, and multinational agencies on infectious and tropical disease issues. The focus of her research activities has been gender issues in development, health and population dynamics as well as aging. Some of her studies include: Children with disabilities in Benue State (UNICEF Enugu sponsored, co-investigator); Malaria in Anambra, Bauchi and River States (World Bank Group sponsored, principal investigator); and a study on Nigeria Expenditure Effectiveness For Opportunities and Results project (SEEFOR) social assessment of four states in the Niger Delta Region of Nigeria (principal investigator). Additionally, she was the principal investigator for the Society for Women and AIDS in Nigeria sponsored study on commercial sex workers and HIV/AIDS which was conducted to assess the risk factors and economic empowerment needs of female sex workers in Enugu. She also participated in UNDP sponsored project on capacity assessment of public and private health facilities, constituent contributing entities and civil societies involved in provision of health care services to people living with HIV/AIDS in Anambra State, Nigeria. Dr. Onyeneho has also participated in WHO sponsored operational research on neglected tropical diseases. Takemi Fellowship 2015-16 During her Takemi Fellowship in 2015-16, Dr. Onyeneho is analyzing the attitude and practice towards anemia in pregnancy, as well as the utilization of ANC service in preventing and managing anemia in pregnancy in Nigeria. Anemia generally and anemia in pregnancy continue to constitute a major challenge to public health in Nigeria. With over 40% prevalence, it is considered a severe condition in Nigeria, despite efforts by multilateral and national organizations to control it. With the majority of girls and women falling below World Health Organization and Food & Agricultural Organization iron consumption guidelines, the main objective of Dr. Onyeneho’s fellowship is to compare experiences, knowledge, and practices of women who delivered within six months to the survey in urban, peri urban and rural communities to suggest culturally specific and tailored solutions to anemia in pregnancy in the different communities.

Hector Castro, MD, MSc, PhD (Colombia) “Getting Health Reform Right” in Colombia: Towards sustainable and equitable UHC in the context of a new HSR Hector Eduardo Castro is a medical doctor specializing in Health Management. He holds several advanced degrees: in Medicine and Surgery from Universidad del Rosario; an MSc in Occupational Health from University Del Valle; an MSc in Health Policy, Planning & Financing jointly from London School of Economics & Political Science (LSE) and the London School of Hygiene & Tropical Medicine (LSHTM); and a Doctor in Public Health & Policy/Health Economics from the University of London (LSHTM).

Dr. Castro has over 15 years of experience in technical, managerial, and leadership roles in both public and private sectors. He has held positions in strategic planning, quality assurance, health, safety and environmental health in both pharmaceutical and health insurance companies in Latin America. He has spent the last 5 years as a health economics, health policy, and health systems researcher and consultant, and is familiar with health systems and markets many countries including Chile, Colombia, Costa Rica, Ecuador, Mexico, Peru, Tunisia, United Kingdom and United States. He is a health care researcher with additional academic experience as a lecturer (undergraduate and post graduate) in GMP, ISO 9000, 14000, OHSAS 18000, BASCP and Health Quality Assurance Systems, Health Planning, Project management, International Health, Research Methods, and Health Economics in Latin America and the United Kingdom. Dr. Castro was the founding Chief Executive Officer of the Health Technology Assessment Institute of Colombia- IETS , the first institution of its kind in Spanish speaking America. Dr. Castro's academic interest are in global health systems, priority-setting for health and health care, health policy and practice, health technology assessment, health economics, and health system's reform.

Takemi Fellowship 2015-16

During his Takemi fellowship, Hector is using the Harvard framework from Getting Health Reform Right to examine health policies in Colombia. The overall aim of his research is to analyze the politics and design strategies for the successful implementation of the upcoming health system reform in Colombia (Law 1751/2015). From problem definition to diagnosing the issues within the health sector, this research will serve to inform the formulation and refinement of the substance of the health reform policy, as well as the design of political strategies for its effective implementation and evaluation by the Colombian government.

Selection Process for Takemi Fellows 2014-2015 In April 2014, 27 fully completed applications were reviewed by the Harvard Committee for the Takemi Program. Sixteen Fellows were approved to participate in the 2014-15 year. This included 10 new Fellows (including 2 from Japan, recommended by the Japan Medical Association, and 2 Fellows originally selected for 2013-14 who deferred to 2014-15), 2 returning Fellows (one from 1985-86 and one from 2007-08), and 4 continuing Fellows (from 2013-14). The following two applicants were selected by the Harvard Committee for the Takemi Program to receive JPMA Fellowships (bios follow):
