II. SummaryFollowingselectionoftheVUAmsterdamastheproviderfromitsLetterofInterest,thedetailedprogrammewas planned during aweek‐long visit to TRECYDA‐MOT from 13 to 17 October,2014. This visit also allowed the two partners to become acquainted, while 27 candidatestraineeswereinterviewedfromwhom16wereselectedbasedonanassessmentofsuitabilityandEnglishproficiency,seeAnnex1.Theconsultationsduringthepre‐trainingvisitresultedina Training Proposal that was submitted on October 22nd, revised on November 25th andacceptedonDecember4th,2014.This report covers the implementation of the 3weeks training conducted in theNetherlandsfrom January 19th to February 6th, 2015 and the subsequent follow‐up. The latter involveddistant support and a three days visit to TRECYDA‐MOT from June 29th to July 1st, 2015 andincludedparticipationoftheTMTcontentleaderinaknowledgesharingforumonthesecondday.ThevisittoTRECYDAwasamodificationoftheoriginalTMTdesignandrequiredagrantamendment, which was agreed on May 13th, 2015. The audited account in Annex 2 and 3supportsthenarrative.Evidence ispresentedthattheTMTintheNetherlandsandthefollow‐upwiththeknowledgesharing forum was a great success. The 3 weeks in the Netherlands was hosted by the VUUniversity Amsterdam and provided a varied programme of theory, hands‐on data analysis,field visits and reflective sessions with ample time for discussion and application of lessonslearnt in the Indonesian context, see Annex 4. In that regard it may be mentioned that themanagement of TRECYDA‐MOT attended the final day of the training, when the traineespresentedtheknowledgegained.TheobservationsbytheheadofTRCYDAandthecommentsmadeby theDirectorateGeneral ofDomesticTradeMOThelped to create and implement anactionplanforfollow‐upactivities.Theknowledgesharingforumwasattendedbymorethan50stafffromTRECYDA‐MOTwithalivelydiscussiononthepresentationsbytwotraineesontheIndonesianriceandsugarmarket,respectively, andby the content leaderon thebroadpicturehow Indonesia could learn fromfoodmarketsandagriculturalpolicyintheEU,seeAnnex5.Thetrainees’evaluationinAnnex6showsahighdegreeofsatisfaction,confirmingtheviewsofthe providing institution that the TMT has beenmostworthwhile and respondedwell to itsobjectiveofanimprovedknowledgebaseatTRECYDA‐MOTandincreasedcompetenciesandresearchskillsof16trainees.

III. ImplementationoftrainingactivitiesThe long‐term and specific objectives of the TMT as defined in the Project Proposal wereaccomplishedduringthestudyvisittoTheNetherlandsandfollow‐upactivitiesinJakarta.Table1:Projectobjectivesandprogressmadeinachievingthem.
Uponarrival,participantsreceivedahardbinderofinformationincludingboththeprogrammeand logistical arrangements which was used to store additional hand‐outs of the variouspresentations.Asidefromabriefperiodforthewelcomeceremony,orientationandtouroftheVUcampus,theprogrammewasquiteintensiveeachdayfrom09:00until17:00.Asshownintable2,alargenumberofexpertswithrelevantexperiencewereinvolved.Table2:RoleofthestaffVUandguestlecturersinvolvedintheTMT.

Thedetails of the15days that theTMT inTheNetherland lastedare shown inAnnex4.Theapproach was to arrange a field visit mid‐week to break up the programme. Reflections onlessons learnt took place at the end of the week. All presentations, the correspondingassignments and the background materials were made available through an on‐line coursemanagementsystemcalledMoodle.MoodleOne of the strengths of the implementation was the use of an on‐line course managementsystem Moodle for both project management and for the TMT itself. This had numerousadvantagesovermoretraditionalwaysofcommunicatinganddistributinginformationandwasuseddeliberately todemonstrateoneof themost important curriculum innovationsover thelast10years.PriortoarrivalintheNetherlands,allparticipantshadregisteredonthesiteandwerefullyinformedabouttravelandaccommodationarrangements.
During the TMT in TheNetherlands,materialswere added daily so that they could easily beaccessed and downloaded by participants.More important, thematerials have been updatedaftercompletionofthecourseandtheTMTsiteremainsavailableasanarchiveofmaterialsfortheMOTstafftodownload,adaptanduse(http://www.cisvu.net/).

Theactualtrainingcoursewasamixofcuttingedgetheoryandpracticalskillsoncommoditymarketreviewsand involvestudyvisits to theportofRotterdam, theCARGILLoilprocessingplantandtheFood&AgribusinessResearchandAdvisorydepartmentoftheRabobank.Implementationfocusedonthreedomains,newknowledgeandtools,practicalskills,andpeerreview&reflections.Thethreedomainswerereflectedineveryweek.Attheendofeachweek,therewastimeforreflectionandforwardplanningaboutlessonslearntfromthelecturesandinstructions,fromtheassignmentswithhands‐ontrainingoncommoditymarketsreviews,andfromthestudyvisits.1.NewknowledgeandtoolsThetraineesobtainednewknowledgeonthefunctioningofcommoditymarketsandtheroleoftradepolicies.Avariety of lectureswereprovided, alongwith instructionswhere to findandhowtomakeuseofrelevantandreliableliteratureanddata.TopicsincludestheFoodBalanceSheet, the Food Value Chain and the impact of Government interventions. The lectures,assignmentsandthebackgroundmaterialsweremadeavailableontheMoodleprojectsite.2.PracticalskillsPracticalskillsweretaughtthroughhands‐ontrainingintheareaoftradedataprocessingandanalysis. Participants worked on case studies in couples, each focusing on their specificcommodityofinterest.OneinnovationintheCommodityReviewsofTRECYDAconsistedoftheconstruction of a price data base and a tool to create diagrams that compare the domesticmonthlypricelevelandpricevariationovertimeatnationalandprovinciallevelandalsomakeanimmediatecomparisonwiththedevelopmentoftheworldmarketprice.Anotherinnovationwastheuseofuseof theGRCP‐GISsoftwaretoplotselecteddata fromthepricedatabaseorfromotherdatasourcesonaprovincialmap.3.PeerreviewandreflectionsTosupportchange,thedailyprogrammestartedwithapeerreviewtohighlightwhatwaslearntduringthepreviousday.Inaddition,various‘reflectivesessions’wereheld.Thesewerebasedon ‘action learning’ which is a change method with a) a focus on challenges for whichparticipants have accountability for action and b) a questioning process that uncoversassumptions which are guiding current actions within an organization. During the reflectivesessions,participantswerestimulatedtodevelopacriticalmindandwereencouragedtoapplythenewcompetenciestoimplementchange.VisitbyMOTofficialsInthelastweekoftheprogramme,theVUwaspleasedtowelcomeofficialsfromTRECYDAandfromMOT’sDirectorateofDomesticTrade:

Follow‐up and Knowledge Sharing ForumWith a view to sustainability and todisseminating lessons learnt, particularly concerning theexistingmonthly reviews and thenewannual review, the requesting organizationTRECYDA‐MOTproposedaKnowledgeSharingForumonJune30th,2015andinvitedtheTMTcontentsleaderasakey‐notespeaker.InconsultationswithTRECYDA‐MOT,VUstaffpreparedakeynoteaddress for the Forumon the topic “Can Indonesia learn from foodmarkets and agriculturalpolicyintheEU?”Theparticipation intheForumwascombinedwithtwodaysofconsultationsandcoachingoftheresearchersofthecommodityspecialiststeam.Theagendaofthefollow‐upvisitispartofAnnex5.ConsultationsconcernedtheuseoftheintegratedpricedatabasetoolandtheGISmapsand theprogressrelated to theFoodBalanceSheet, theFoodValueChainand theanalysisofGovernment interventions. ImpactovertheshorttermandtheexpectedimpactoverthelongtermDirectbenefitsbysendingthosestaffexpectedtobetheagentsofchangeinTRECYDA‐MOTandassociated departments are already noticeable. By including innovative elements like pricecomparisonsandprovincemapsinthemonthlythecommodityreviews,staffhasstartedtoputmore emphasis on the quality and coverage of these reports. In the long term, additionalimprovementscanbebuiltin,suchassystematicdatagatheringforthefoodbalancesheets,forthe margins in the food value chain, and for the price policies (duties, indirect taxes andsubsidies)inthevariousmarkets.Impact can also be seen through a shift of attitudes. For example, the mix of learning andobservinginclass,fieldtripswithnetworkingandcontactwithDutchpersonnelhasbroadenedthe views and learnt that prolonged efforts are needed to make progress. As one of theparticipants formulated during the last day of the training, teamwork, networking and goodquality data are essential,while researcher have to be patient to acquire the analytical skillsbefore jumping to conclusions. In that regard, personal integrity and dedication should be amatter of course. This sense of integrity and commitment is brought back to Jakarta to beshared with others at the office and in the community. Through learning experience in theNetherlands, the team members feel empowered to conduct research and are motivated tocontinueimprovingtheircommoditymarketreviews.Longtermimpactisexpectedthroughimplementationofthenewknowledgeandskillsgainedbytheteamasexplainedinthenextsection.SustainabilityofthetrainingresultsThe action plan created and discussed amongst partners shows several activities that arepromising in terms of a prolonged impact of this TMT after its completion. V. Conclusionsandrecommendations
Participants’ViewsItisevidentfromtheindividualquestionnairesinAnnex6thatparticipantsdidindeedfindthetrainingtailor‐made,relevantandwellplanned.Asmanyas14outofthe16participantsplaceditinoneofthetoptworankings.
ProvidingInstitution’sViewsBothVUandexternalstaffwereenthusiasticabouttheTMT.Thededicationoftheentireteamto the training was impressive and at no time in the 3‐week period did their enthusiasmdiminish.Notonlywastheteamengagedandbusythroughouttheirtraining,theyalsoshowedindependenceandresourcefulnessoutsidetheformalprogrammeandmade lighttheVUstaffresponsibilitiesfororganisingtoursandotherextra‐curricularactivities.
ProblemsTheproblemswiththeimplementationoftheTMTwererelativelysmall.Onethingwhichwasforeseenconcernedtheheterogeneityinthegroup.Participantshaddifferentexpectationsandsomewouldhavelikedmoredataandstatisticalanalysis.Onelogisticalproblemwascreatedbya new VU system for issuing allowances off‐campus. The “cash‐passport” proved totallyunsatisfactory.Itmustandwillberesolvedforfuturegroups.RecommendationsLengthofTMTTheTMTrespondedtopressingneedstostrengthenthe institutionalcapacityofTRECYDAandthe3‐weekslengthofthisTMTappearedquiteappropriate.EmbeddingTMTsincapacitybuildingstrategyofrequestingorganizationBecause capacity building in the requesting organization has a longer‐term character, it isrecommendedthatTMTsaremoreembeddedintheoveralllonger‐termstrategytoimprovetheskills and competences of staff. Due to a certain paucity of communications on progress aftercompletionof theTMT,continuityofeffortsremainsan important limitationofshort“isolated”trainings, even if they are tailor‐made. Benefits are to be expected from a longer‐terminvolvement with requesting organizations with a series of TMTs , preferably linked to oneanotherinaresearchandcapacitybuildingprogramme.ProjectandcoursemanagementProjectandcoursemanagementusingMoodlewasagreatsuccessandishighlycommendableforfuture courses. It allows all stake‐holders equal access to information and provided easycommunicationsthroughemailforums.AccommodationandDSAThemaximumontheeligiblecostofaccommodation(€50bothforJakartaandAmsterdam)andthefixedDSA(€50forJakartaand€30Amsterdam)mightneedrevision.Inparticular,theDSAof€30israther lowforshort‐staytraineesintheNetherlands,whiletheextracostofstayinginahotel in Jakarta in the range immediately above €50 can be compensated by its convenientlocationanditsadditionalservicelevel.

11 There are some differences between curriculum/agenda agreed (planned) in Jakarta and agenda in Netherland. They should have put more attention on data analysis instead of bu8ilding database. Analytical tools is one thing that we feel we are lack of. I also think that they should have hired lecturers (from other institutions) if lecturers for data analysis are not available in their institution/center

Our daily job requires us a strong analytical capabilities and deep knowledge on how to present a report
The database is quite helpful to manage the data updating activities which is commonly time consuming and applicable in our daily job
We need more learning on statistical tools to enrich analysis on the CMR instead of quoting or referring to FAO’s report or the like
The only interesting and relevant visit is to Rabobank while Cargill and Port visit are not satisfactory since Port activities and Cargill supply chain are not included
9 It’s not easy to have improvement skills and knowledge in three weeks specially for economics theory so it’s better to have more example than theory like hot issue related to the theory
10 Skills improvement in terms of statistical analysis should also put on the program. For example. How to calculate and make projection or other analytical tools that is handy and up to date
11 I gained knowledge on how commodity market review should consist of (expected content), but I don’t think I gained the skill to do analysis of commodity market. Most researchers have intermediate –level skills in doing analysis (data & impact of policy); that’s the skills which needs to be enhances/levelled-up. This training did not properly explore the depth of analysis of commodity market. However, I found the study visit very useful, especially the visit to Rabobank. They are very competent & credible in doing commodity market analysis and we learnt a lot from them
12 More analytical tools to be learned 13 This training has been successfully giving me an idea and inspiration on how to elaborate
commodity in all aspects and interdiscipline majors. However, the training would be better if more cases and experiences of Netherland’s policy on food commodity is explored
14 Add more subjects regarding management like time management and presentation skills. We also need to know how to make a great presentation and writing report
15 Although I’m not a commodity specialist, but this training is useful to enhance my competence as a researcher

present. Why is it the most relevant part? Because I’m now responsible on evaluation & reporting TRECYDA’s program
7 Food balance sheet because it is my job to design it with TRECYDA when we come back to Indonesia

V. Do you think that the training was indeed tailor-made to suit the needs of your organization? 1 Yes, I really think that the management and lecturers try to suit our needs and expectations.
They always held morning peer reviews to discuss about our highlights and needs and adjust the programme directly to match our needs.
3 The training improves ability to do analysis and capacity building. For the TRECYDA as research institution in the MoT this training has impact to improve analysis, knowledge about commodity (agricultural products) and ability to build database and how to present (graphic, table, map and other) more information.
4 Yes, but ii is need further program to improve (post-training follow-up) to maintain the impact of the training
5 Yes, other subject should be included are: adding more guest lecturer from several research institutions, the way to dissemination of research results with good and fancy presentations
6 I think this course was very useful for my organization. Other subject that maybe better to include is about report writing, because my organization have a lot of publication, periodic report and dissemination
7 Yes, absolutely, but we need cases from other 3rd countries that have similar problems about food security in their country. And what solutions did they do in order to solve the problem
8 The trainers give advice for report outline which is useful including the number of pages

suit more of our needs. They did not provide any session on measuring price volatility and doing price forcasting. On the other hand, the learning process has been effective and enjoyable
