• Establishes Agency policy• Acts on Regional Plan

• 19 members (9 California, 9 Nevada, and 1 Federal)

• Advises Governing Board on all Regional Plan amendments and project EISs

• Rulemaking and enforcement authority aimed at controlling environmental impacts of new development

• Establishes development limitations (location, pace and overall development caps)

• Establishes design and construction standards

ENVIRONMENTAL IMPROVEMENT PROGRAM (EIP)

• Repairs environmental damage of the past

• Coordinated effort to identify, fund and implement all necessary environmental improvements, programs, and research to attain thresholds

• $908 million of the $2 billion program needed within 10 year timeframe

• Entire $908 million has been committed
