Teddy and Taft● In 1904, Roosevelt told the
country he would not seek re-election in 1908
● Roosevelt campaigned for his good friend and advisor, William H Taft
● With Roosevelt’s endorsement, Taft easily won the election
Progressivism under Taft● During Taft’s administration,
the Dept. of Labor was created
● The 16th Amendment was passed (Income Tax)
● Taft lost the support of the Progressives including the support of Roosevelt
● In the Election of 1912, the Republican Party was split between Taft and Roosevelt

Election of 1912● In 1912, Taft ran for
re-election
● Roosevelt formed his own party and ran against Taft
● The Democrats nominated Woodrow Wilson
● Taft and Roosevelt split the Republican vote and Wilson easily won the election
Wilson’s New Freedom● New Freedom- Wilson’s
plan for reform in the country
● The plan called for tariff reductions, banking reform, and stronger anti-trust legislation
Tariff Reduction● Tariff- Tax on goods imported
into the U.S. from another country
● In 1913, Congress passed the Underwood Tariff Act- this reduced tariffs to their lowest level in 50 years
● This act also put in place a graduated income tax (the more you make, the more tax you pay)
Banking Reform● Bank failures were common
● In 1913, the Federal Reserve Act was passed
● This act allowed banks to borrow money to keep from collapsing
● This put banks under the supervision of the national govt. for the first time
Stronger Anti-Trust Legislation● In 1914, Congress passed
the Clayton Anti-Trust Act- this act prohibited companies from buying competitors stock to create monopolies
● It also made strikes, boycotts, and picketing legal
Women Gain the Vote● For years women’s suffrage
groups had been working to get women the right to vote in the U.S.
● In 1920, the 19th Amendment was finally ratified giving women full voting rights
The Brownsville Incident● In 1906, 12 African
American soldiers were accused of a shooting in the town of Brownsville, TX
● The soldiers were told that if no one accepted responsibility for the shooting, they would all be disciplined
● No one came forward
● President Roosevelt signed the papers and discharged 167 soldiers
● Many years later it was proven that the soldiers were falsely accused
● In 1972, the U.S. Govt. finally changed their discharge status from “Dishonorable” to “Honorable”
