Technical Education (NBTE), Prof. Modupe Adelabu has charged members of the Governing Board to treat education as an emergency second only to war.Prof. Adelabu who gave the charge in an address she delivered at the

th80 Regular Meeting of the Board in Kaduna said education is the bes t panacea for pover ty, empowerment and national development.According to her, “We are saddled with an important responsibility within a very crucial sector of our nation which is unfortunately going through crisis, let us all , as critical stakeholders in the education project , treat education as an emergency second only to war”The Chairman, who noted that the acute shortage of technical manpower both in quantity and quality has been a major constraint to national development, said the Board need to work to infuse quality in the educational system especially in the technical and vocational education (TVE).She reiterated that the job of the governing board is to assist and support the Executive Secretary in the implementation of government policies to give the turn around that technical and technological education needs in the country.She outlined major areas which she said the Board would focus its attention in order to make a difference from what it used to be in the past. These according to the Cha i rman inc lude Qual i ty Assurance, Quality of Staff,

Prof. Adelabu tasked NBTE to be committed to encouraging TVET institutions managers to establish CoEs in their various institutions, while also expressing the hope that the Board will make better impact if it focuses on the areas it has identified rather than generalizing their vision.While calling on other members to come up with their suggestions on how to reposition the sector, the Chairman urged them not to fail the Honourable Minister of Education and the President who appointed them by not contributing their own quota to the revamping and development of the sub-sector.The Prof. Modupe Adelabu led Governing Board which was inaugurated by the Honourable Minister of Education, Mal Adamu Adamu on March 22, 2018 held its inaugural meeting on April 17, 2018

Government of Nigeria to revamp the nation's Technical and Vocational Education system to address the ever rising rate of unemployment in the country. The Group stated this in its latest policy brief titled: Addressing Unemployment in Nigeria: A Case for Revamping Voca t iona l Technical Education”. W h i l e a n a l y z i n g t h e u n e m p l o y m e n t a n d underemployment rate in the country which stood at 18.8 per cent and 21.2 per cent respectively in the third quarter of 2017, the group noted that Nigeria lacks optimal VTE system that provides adequate training skills that fit for productive work, adding that the existing institutions of learning where VTE is taught do not focus o n p r o s p e c t i v e s k i l l s f o r employment.

NESG Makes Case for VTE to Address Unemployment in NigeriaThe group stressed that in the face of technological and industrial innovation; national strategy for vocational and technical education would further deepen globalization and improve social and economic development. The report added that investing in vocational and technical education enhances the skills of a country's human resource and creates youth employment.The Nigerian Economic Summit Group which is an independent, non-partisan organization which is committed to fostering open and continuous dialogue on Nigeria's economic development posits that the consequence of the faulty TVE system in the country include i n c r e a s e i n n o n - g r a d u a t e unemployment and a large pool of graduates that spend more time in the labour market searching for jobs.The group therefore wants Nigerian government to revamp its TVE system to accommodate a larger

number of the unemployed youth.In their view, there is the need for the development of a national roadmap for vocational and technical training that addresses the skills and capability challenges across all sectors in Nigeria; establishment of a National Vocational and Technical Training Act to replace the National Board for Technical Education Act, which accord ing to them main ly documents the establishment of the Board but fails to identify some imperatives corresponding to access, equity, quali ty and relevance of vocational education and training with the labour market; redesigning national vocational and technical training school to accommodate the unschooled and school dropouts; and matching up of firm based and school-based vocational and technical training programmes, designed after the German Vocational Education Training system.

thKebbi State which was held on 12 May, 2018.The Minister who was represented by the Executive Secretary of National Board for Technical Education, Dr. Masa'udu Adamu Kazaure reiterated the roles of Te c h n i c a l a n d Vo c a t i o n a l Education and Training (TVET) in the growth and development of the nation which he said informed the reason why much emphasis is be ing p l aced on s c i ence , vocational and technical education by the present administration,“We are also encouraging and supporting research in institutions through numerous research grant and intervention from agencies like TETFUND, PTDF and other government agencies”, the Minster added.He stressed the need for the strengthening of the technical colleges where technicians for the industrial development are produced adding that the need for s t r e n g t h e n i n g a n d institutionalization to ensure demand led skilled development by the private sector cannot be overemphasized."It is in this respect that we adopted the National Skills Qualification Framework to be an important tool for the development of demand driven skills training for Nigeria”, the Minister noted.He further explained that the framework will serve as a platform for articulation and integration of different training sub-systems and

qualifications as well as instrument for recognition of prior learning outcome and pathways between different skills development routes.The Minister urged the NBTE to continue the partnership with the non and informal training providers to ensure that the non-formal training is certified under NSQF and urged all states government to revamp and revitalize the TVET institutions in their states.He congratulated the graduands on the successful completion of their programmes and urged them to let the education acquired reflect positively in their entire endeavours while also urging them to be good ambassadors of the institution.In his remark, the Chairman of the Polytechnic Governing Council, Dr. Ismail Abiodun Layonu (SAN) said that the Governing Council is c o m m i t t e d t o t h e t o t a l transformation of the Polytechnic to be one of the best in the country by challenging its members to ensure the sustenance of peace and harmony on campus.He urged the academic board to improve on the standard of academic activities in the institution warning that drastic measures will

be taken on cases of social vices involving staff.He said that technological advancement may be achieved by exploring the hidden potentials in polytechnics and colleges of t e c h n o l o g y, s t r e s s i n g t h a t "polytechnics must be pushed to take the front seat in the quest for n a t i o n a l t e c h n o l o g i c a l development and rebirth”.He commended the NBTE for making the establishment of entrepreneurship centres as part of criteria for accreditation of all programmes, noting that the polytechnics have the capacity of p r o d u c i n g t e c h n i c i a n s , technologist , engineers and business entrepreneurs who are well trained, equipped and groomed to create jobs for themselves and others.No fewer than 3,911 students comprising two sets of graduands of 2 0 1 5 / 2 0 1 6 a n d 2 0 1 6 / 2 0 1 7 academic sessions were awarded diplomas and certificates. Out of this number, 1,620 were awarded the Higher National Diploma (HND); 2,951 National Diploma (ND); and 340 the National

Of the total number of graduands, 114 graduated with Distinction, 866 Upper Credit, 1,987 Lower Credit and 844 got Pass grade.In his address at the event, the Rector of the Polytechnic, Arc. Muhammad Sani Aliyu said that t h e m a n a g e m e n t o f t h e Polytechnic has planned and implemented aggressive capacity building mechanism in academic research, capacity development through mandatory intensive staff training development orientation. He added that so far, the institution has produced 30 Ph.D. degrees, 28 Master degrees, 21 first degrees and about 68 other qualifications. In addition, over 200 staff have benefitted from sponsorship to conferences and workshops in and out of the country. Arc Aliyu said that the Polytechnic is one of the most peaceful, fast-growing and stable institutions in the country, adding that the institution was the best among all the polytechnics that participated in the National Science and Technology Exhibit ion for Tertiary Institutions in Nigeria. According to him “our students have continued to justify our huge investment in them in terms of character and learning.”Arc Aliyu said the Polytechnic has also made significant effort in areas of development and construction of new science complex at the permanent site which has since been occupied by staff and students, the medical centre which is now in full operation, the Gayi farm with the view to contributing to the Federal G o v e r n m e n t ' s e f f o r t s o f diversifying national economy through agriculture. He added that the construction of the department of Building Technology project is at 95% stage of completion.

W h i l e i n f o r m i n g t h a t t h e Polytechnic has embarked on m a s s i v e d e v e l o p m e n t o f infrastructure through the 832 million naira TETFund normal interventions covering 2014, 2015 and 2016, the Rector disclosed that the institution has also secured a zonal intervention of 75 million naira for the provision of lavatories and procurement of additional students' buses. issued a clarification on the B.Sc/HND dichotomy stating that the resolution of the National Council on Establishment (NCE) meeting in Minna in 2016 did not amount to the removal of the dichotomy.The Office which made the clarification in a circular with Ref No. HCSF/SPSO/ODD/NCE.100/

thS.8/T dated March 26 2018 decried the wrong interpretation of its earlier circular on the matter issued in September 2016.The circular which was signed by Ndubuisi Osuji on behalf of the Permanent Secretary, Service Policies and Strategic Office

OHCSF Clarifies on B.Sc/HND Dichotomy(SPSO) indicated that the NCE only approved an enhanced entry point of salary Grade Level 08 for all Higher National Diploma (HND) holders in the Civil Service.According to the OHCSF, officers who possess the HND are required to fulfill the conditions specified in the Schemes of Service and extant rules for progression beyond salary Grade Level 14, pointing out that “such officers can use the additional Post Graduate Diploma (PGD) as a bridge to acquiring a Master degree in the relevant field to qualify them for entry into the Officer Cadre”.The dichotomy had earl ier restricted polytechnic graduates to entry point of salary Grade Level 07 in the Civil service and hitherto prevents them from reaching the

maximum grade level 17 like their university counterparts.The removal of the dichotomy has been one of the key demands of students and polytechnic lectures over the years.

The Director further warned that admission of students into the accredited programmes must not exceed the class of streams indicated against the approved programmes with 40 students per a stream of business and management courses and 30 students per a stream of science and technology courses. The institution also received grant of interim accreditation for one (1)

year to the HND Surveying and Geo-Informatics programme for a stream of 30 students with effect from the 2017/2018 session. Mal. intensive training for industry partners, technical/vocational instructors and other stakeholders for the successful implementation o f t h e N i g e r i a n S k i l l s Qualifications (NSQs) assessment and certification.The three-week training which was held at the Digital Bridge Institute, Oshodi, Lagos, aimed at equipping stakeholders with requisite training a n d p r o v i d e a s y s t e m o f instructions that would ensure that all stakeholders have a shared understanding of the activities that needed to be undertaken.The training was also aimed at helping stakeholders gain up-to-date nat ional ly recognized qualification that will provide confidence in their ability to carry out the job role they operate at all levels, advancement within a company with the feeling of personal achievement as well as enable businesses move ahead.The NBTE Desk Officer on Nigerian Skills Qualifications Framework (NSQF) , Engr. Suleiman Yusuf who stated that the Board will oversee the delivery of NSQF and ensure quality for the formal and non-formal sectors said the training was interactive and featured lectures, individual and group activities and simulation so as to acquaint assessors and quality assurance managers with the needed knowledge for a successful project. 'We are spearheading the training of the quality assurance managers that will support the delivery of NSQF. The categorization is that we will have a centre where we will have assessors and internal quality assurance managers' he said.According to him, 'there is also the external quality assurance manager who comes from the awarding

It is another external assessor that will come to quality assure and check what has been done and to be sure that due process was followed before they award the qualification'.The desk officer further stated that after the training, all trainees will go to the field within a period of six to eight weeks to practice what they have done and cover the units, adding that while on the field, they will report to NBTE what they have been able to achieve with the required facility they are going to practice on.

Engr. Suleiman further stated that trainees will be attached to a lead assessor and internal verifier who will be responsible for the day-to-d a y d e v e l o p m e n t o f t h e i r programmes. He added that through t h e e v a l u a t i o n o f t h e trainees/learners, they would be able to appreciate the concept which will add value to them and improve their assessment system.The Unit Head of NSQF, Rev. Canon Timothy Ighodaro who described the NSQF as very important said quality is a transformative process which brings back new ways of doing things based on job performance.

Network have commenced the Tertiary Institution E-learning Resource (TIER) Project in Technical and Vocational Education and Training (TVET) institutions across the country.The TIER e-learning project which is aimed at expanding TVET access to both formal and non-formal sectors where everyone learns a n y w h e r e , a n y t i m e u s i n g educational technologies will explore the rationale for engaging wi th learning technologies , identifying the main change agent and potential benefits of building e-learning capacity in the sector.The project will support institutional strategies in learning and teaching a n d i n f o r m e - l e a r n i n g developments, develop manpower and ICT, infrastructure services for the provision of e-learning and related support as well as provide an administrative framework for the formulation and adoption of e-learning policy.It will also promote technological creativity and innovation in teaching, learning and assessment, support flexible delivery of TVET programmes and potentiate the National Skills Qualification Framework through flexible skills Development while providing student support, authoring tools, campus startup studios, e-learning centres among others, support monitoring, evaluation and quality assurance as well as engage in research into learning technologies and their applications in teaching and learning.In order to ensure smooth delivery of the project in the TVET sector, the NBTE Centre of Excellence for TVET and M8 Know Network have trained over 2000 staff of partner institutions across the six Geo-political zones.According to the Director of the NBTE Centre for TVET, Dr. (Mrs.) Amina Idris, the e-learning is a

The first phase of the programme was held in August 2015 for Directors of Academic Planning and Examination Officers of Nigerian Polytechnics. The two-day train-the-trainer workshop was organized by the National Board for Technical Education (NBTE) in collaboration with the Anti-Corruption Academy of Nigeria (ACAN), Keffi, Nasarawa State.In his opening address, the NBTE Executive Secretary, Dr. Masa'udu Adamu Kazaure said that the workshop was designed to improve the integrity in examination administration and records with the view to stamping out corruption in the various TVET institutions.He noted that the choice of the theme 'Advancement of the Human Capital in the Polytechnics and other allied institutions' will strengthen the belief in the Nigerian projects and disabuse people's mind on the state of the human capital and manpower needs and academic standards in the TVET institutions.The Executive Secretary who r e c a l l e d s o m e r e p o r t s o n examination malpractices as reported by some officers and students in the polytechnics and similar tertiary institutions said the matters were handled by the management of the Board and ACTU as those involved were appropriately handled.'Today, I want to categorically state that the collaboration between the two bodies will yield inestimable value in strengthening characters and stakeholders in the areas of

(NBTE) Dr. Masa'udu Adamu Kazaure has commended the efforts of the M8 Global Know Network, GLOBACOM and Airtel network for the support and c o o p e r a t i o n t o w a r d s t h e achievement of the Flexible Skills Development (FSD)/Tertiary Institution e-Learning Resource (TIER) project.Dr. Kazaure stated this during the MoU meeting with partners (NBTE/M8 Global/FSD/TIER) project at the NBTE Secretariat in Kaduna.He said that the project aims at providing access to formal Te c h n i c a l a n d Vo c a t i o n a l Education and Training (TVET) programmes through the use of emerging and flexible learning technologies in 28 selected TVET inst i tut ions across the s ix geopolitical zones.Recognizing the importance of the organized private sector, Dr. Kazaure added that the aim of pairing the TIER with FSD is to achieve the goals of developing institutional strategies in learning and teaching, and inform e-learning developments in the TVET sector; develop manpower and ICT infrastructure services for the provision of e-learning and related support; provide an administrative framework for the formulation and adoption of e-l e a r n i n g p o l i c y ; p r o m o t e technological creativity and innovation in teaching, learning and assessment; and support f lexible delivery of TVET programmes and potentiate institutionalization/internationalization of the National Vocational Qualifications Framework through Flexible Skills Development for National Occupational Standards. Other goals include; to provide

he death has occurred of Mr Pearce E.O Towe, the pioneer TDirector of Programmes

Department of the Board. He died on st1 May 2018 after a brief illness. Born

thon 16 May 1938, Mr Towe with service number 37 joined the Board from the Federal Ministry of

thEducation on 18 May 1978 as a Chief Programmes Officer and later became

stthe Director of Programmes on 1 May, 1980. He retired from the

stservices of the Board on 1 July, 1998. In his tribute, a former Deputy Direc tor of the Programmes Department, Mr A.E Okafor said NBTE owes the late Towe a huge tribute. He said Mr Towe was the one who set up what we now know as Programmes Department and the standards for the present ND/HND and organised and supervised the production and implementation of the first curricular and syllabuses for the OND/HND, NND; ND/HND; NTC/ANTC; NBC/ANBC. He added

that the late Towe also set up the standards and established the criteria for NBTE resources inspection and accreditation and measures for controlling abuses. Other contributions by the late Towe

He said Mr Towe was also instrumental to the structuring of NBTE into four departments, implemented the transition from OND/HND to NND and later ND/HND. According to Mr Okafor, “the late Towe established a legacy of honesty, selfless service and commitment to duty which his lieutenants sought to maintain and sustain”. Mr Towe who hailed from Okpare Olomu of Ughelli South Local Government Area of Delta State, is survived by wife, children and many grandchildren.
