stalled a 95,000-pound, $1.5 million electrical sub-station this week at Husky Terminal Pier 3. The sub-station will support the increased power demands of larger container cranes, and is part of an upgrade project to modernize two Port of Tacoma piers in or-der to handle larger container ships expected to call on Tacoma in the future.
According to Port of Tacoma of� cials, ocean carri-ers are increasingly moving to larger ships in an ef-fort to contain costs, remain competitive, and provide economies of scale to reduce the per-container cost of moving cargo across the ocean. Pier 4 at the Hus-
ky Container Terminal is becoming outdated in the face of modern containerized ship building trends. With wharves constructed at odd alignments and cranes unable to handle increasingly larger ships, Pier 4 is in need of improvements, according to Port of Tacoma of� cials.
The Port of Tacoma plans to demolish and re-construct Pier 4 in alignment with the neighboring Pier 3 to create one contiguous 2,960-foot-long pier structure capable of simultaneously berthing two ultra-large container ships. The new pier structure will also be designed to accommodate more modern cranes needed to work larger vessels. In the end, the project aims to offer an improved facility bet-ter suited to meet the modern needs of international shipping. Port of Tacoma of� cials estimate nearly 2,400 jobs in Washington State are connected to the movement of cargo through the Husky Container Terminal.
The project is being paid for using a $10 million Remedial Action Grant from the Washington State Department of Ecology; a $30 million Transporta-tion Investment Generating Economic Recovery (TIGER) grant from the United States Department of Transportation; and a $100.4 million investment from the Port of Tacoma.

The City of Ta-coma has hired a Historic Preserva-tion Coordinator to help administer its historic preser-vation program at City Hall.
Lauren Hoog-kamer was hired this summer to work under the di-rection of the His-toric Preservation Of� cer to provide technical support to Tacoma's Landmarks Pres-ervation Commission and property owners, plan and implement community events that build awareness and knowledge of Tacoma's shared history, research and write grant proposals, and assist with media content and development, ac-cording to City staff.
Hoogkamer most recently worked as a histor-ic preservation consultant for the City of Both-ell's Landmark Preservation Board. She also worked as a contract architectural historian at BOLA Architecture + Planning, and as an intern at Historic Tacoma and Historic Seattle. She earned Masters of Science Degrees in Historic Preservation and Urban Planning from Colum-bia University' Graduate School of Architecture, Planning, and Preservation.
In March, the City began accepting appli-cations for the position, which pays between $53,289.60 to $68,328.00 annually. Hoogkamer can be reached via e-mail at [email protected].

A pre-proposal meeting will be held at 9:00 AM Wednesday, July 23, 2014 in the second floor conference room of Building A (Sewer Transmission Building) at the City of Tacoma Central Wastewater Treatment Plant, 2201 E Portland Ave, Tacoma, WA 98421. Site tours of both treatment plants will follow the meeting. The meeting and site tours may last until 3:00 PM. The site tours include the Central Treat- ment Plant and the North End Treat- ment Plant located at 4002 N Water- view St, Tacoma, WA 98407. Plant staff will also be available for addition- al tours on the following day, Thursday July 24, from 8:00 AM to 3:00 PM. At- tendees are responsible for providing their own transportation between plants. The purpose of the pre-propo- sal meeting and tours are to provide a technical project overview, review the City’s SBE and LEAP requirements, provide an opportunity for facility fa- miliarization, and answer project ques- tions.
Project Scope: The Project con- sists of: constructing control system
upgrades/replacements for the City’s Central Treatment Plant (CTP) and North End Treatment Plant (NETP). A new programmable logic controller based (PLC-based) system will replace the existing Asea Brown Boveri (ABB) System Six distributed control system (DCS) including connectivity to existing integral Allen-Bradley Micrologix PLCs performing auxiliary system functions. The project will also install a new net- work communications backbone and appurtenances for the CTP and up- grades to the network communica- tions system at NETP. Three Bid Alter- nate packages that describe value- added automation scope are also in- cluded.
Estimate Range: $11,000,000 to $12,000,000 including bid alternates but excluding sales tax

Project Scope: This contract shall generally consist of constructing a standard HMA pavement for two al- leys, and one residential street includ- ing curb and gutter. The work also in- cludes construction of water mains, storm sewers, sanitary sewers and as- sociated structures. This Work con- sists of a Local Improvement District (LID) and includes work on private properties, per Property Owner Agree- ments. Work on private properties in- cludes, but is not limited to, individual driveway construction, specific re- moval of obstructions and vegetation per plans, and removal and construc- tion of fences among other items.
