Monterey Peninsula Regional Water AuthorityAgenda Report
Date: October 05, 2015
Item No: 2.
№06/12
FROM: Executive Director Cullem
SUBJECT: Receive Report, Discuss, and Provide Staff Direction theImpact of the Delay in Completing the Definitive Agreement onthe Approval Schedule and Financing for the GroundwaterReplenishment/Pure Water Monterey (GWR/PWM) Project
RECOMMENDATION:
It is recommended that the TAC receive an update on delay in securingthe bi-lateral agreements necessary to secure a Definitive Agreement forsource and product water for the Ground Water Replenishment(GWR)/Pure Water Monterey (PWM) project, and discuss what impact thedelay will have on financing the project.
DISCUSSION:
At its meeting of December 1, 2014, the TAC received and discussed the"Roadmap for a Definitive Agreement on Source Waters and Water
Recycling". Progress was last discussed at the TAC meeting of August 3,2015. The Roadmap now needs an update from Dave Stoldt and PaulSciuto reflecting the recent decision by the Monterey Peninsula WaterManagement District (MPWMD) and the Monterey County WaterResources Agency (MCWRA) to extend the deadline for the DefinitiveAgreement to Dec 31, 2015. More agreement details are at attachment A.
The delay could be very significant if it prevents the Monterey RegionalWater Pollution Control Agency (MRWPCA) from applying for 1% financing
from the State Revolving Fund (SRF).

Monterey Peninsula Regional Water AuthorityAgenda Report
Date: October 05, 2015
Item No: 3.
№06/12
FROM: Executive Director Cullem
SUBJECT: Receive Report, Discuss, and Make Recommendations to theWater Authority Board on the Cal Am Request for Proposaland Contract for the MPWSP DESAL ConveyanceFacilities
RECOMMENDATION:
It is recommended that the Technical Advisory Committee (TAC) receivethe Cal Am MPWSP Conveyance Facilities (Pipeline) RFP and Contract, discuss, and make recommendations to the Water Authority.
DISCUSSION:
At its meeting of June 24, 2015, the Governance Committee considered thedraft Cal Am Request for Proposal (RFP) and draft construction contract forthe MPWSP Pipeline construction. At attachment A is the Introduction(Section 1) of the RFP. The entire document can be reviewed as Cal AmNotification #7 at the Governance Committee web sitehttp://www.mpwmd.dst.ca.us/GovernanceCommittee/Agendas/2015/20150624/Item-3-Exh-A.pdf .
On September 15, 2015, in an update to its comments on the MPWSPDEIR, the Monterey City Council passed a resolution requesting that theCPUC consider and fully evaluate a third potential alignment of thetransmission pipeline from Seaside directly to Carmel and connecting toexisting Cal Am infrastructure adjacent to the Carmel River.
In 2013, a student design team from Cal Poly provided the GovernanceCommittee (GC) with a number of design ideas to improve the Desal plant'ssustainability. In addition, the Authority Executive Director hasrecommended to the GC that the MPWSP obtain a minimal level ofENVISION sustainability recognition in all elements of the MPWSP.

The Government Services Administration (GSA) states, " Sustainabledesign principles include the ability to:
• optimize site potential;• minimize non-renewable energy consumption;• use environmentally preferable products;• protect and conserve water;• enhance indoor environmental quality; and• optimize operational and maintenance practices."
It should be noted that CDM-Smith, the design-build contractor for theDesal facility, is a leader in ENVISION rating for public works projects.
The TAC should review the attached documents and makerecommendations to the Water Authority Board and GovernanceCommittee as appropriate, particularly with regard to the City of Monterey'srequest for consideration of a third pipeline alignment and staff requests forrecognition of sustainable design and construction.
FINANCIAL CONSIDERATIONS:
ENVISION tools for self-assessment can be downloaded for free. The costfor a third party verification that can lead can lead to an ENVISION award isabout 1/10th of 1% of project costs, or approximately $40,000 for the entireMPWSP.
