C. Raymond Hays. member of ACI CommIttee 121. Quality Assurance Systems for Concrete. suggested the

committee be allowed to produce a document that would contain the ISO 9001-2000 standard and serve as a guidefor those companies faced with conforming to the standard. Mr. Hays outlined his proposal and requested T AC

approval and guidance.

Tim Hancox asked me to reply to your query regarding the reproduction of ISO text in an

ACI document. First of all I guess that what SAI has reproduced is the text of their national

adoption of ISO 900 I. As you are probably aware that all our members have the right to

adopt any ISO standard as their national standard.

Coming back on your question regarding the reproduction of ISO text in ACI documents 1

would like to invite you to first discuss this possibility with ANSI. as the ISO member for

USA."

In 2002, T AC decided that certain technical committee documents should be made available to Institute members

for 90 days on the ACI website. A Financial Impact Statement (FIS) was prepared and submitted to the FinancialAdvisory Committee (FAC), and a summary was shown in the spring Agenda Ex.hibil8.1.10. FAC found the FISunrealistic and recommended to the Board of Direction that the program for posting documents to the website not

be approved. In Phoenix, the Board of Direction concurTed with FAC's recommendation.

At the Vancouver meeting, former Chair Dixit reported that F AC decided that publishing documents on the web for

90 days impacted sales too negatively. TAC decided to revisit the issue atlhe summer meeting.

Based on FAC's review, TAC will not pursue posting new ACI documents on the ACI web page as a member

benefit. This item will be removed from future agenda.~CTION:

Charles Hanskat has been working with Lesley Sneed to provide the chairs the ability to letter ballot their

committees via their ACI web pages. Ms. Sneed gave a presentation on the development status of web balloting at

the Vancouver T AC Chair Breakfast. She stated that the web balloting function would be fully usable by the Boston

convention.

Lesley Sneed reported that the web balloting is ready to be used

Staff was asked to review who has access to infonnation regarding the ballots. T AC decided 10 discuss the web

balloting process at the Chair Breakfast in Boston and expects the balloti~g 10 be available for use immediately after

the convention.

In Vancouver, T AC approved proposed revisions to "Guide to Shotcrete" (ACI 506R-90. Reapproved 1995)contingent on staff inquiring about safety issues with ACI legal counsel. The document addressed some job site

safety issues but was not comprehensive. Legal counsel was to determine whether this was acceptable or if all safety

issues needed to be removed from the document.

ACI's legal counsel agreed the issue could be a concern. ACI's attorneys suggest a disclaimer be published and

included in all ACI technical committee documents:

TAC instructed staff not to pursue the incorporation of an ISO document in an ACI document any further, due to

significant copyright issues. Committee 12 I can reference the ISO document. or use small excerpts as required for

clarity. ACI could also sell copies of the ISO 900 I standard with the committee report. This item will be removed

from future agenda.

Cominittee E706, Repair Application Procedures, has prepared five .'Field Guide to Concrete Repair ApplicationProcedure" bulletins (RAP bulletins). The bulletins are finished, but have not been through any fonnal review

process. The Educational Activities Committee is establishing review procedures for future documents produced

by educational committees, but in the interim has asked if TAC would review the five RAP bulletins and providefeedback to Committee E706. TAC was asked to form a task group to review the bulletins immediately after the

T AC summer meeting.

In Vancouver , Review Group 4 recommended and T AC approved the proposed new report subject to satisfactorycommittee response to T AC primary comments, consideration of secondary comments, and acceptance of editorial

comments.

On June 9, 2003, ACI received the committee response to TAC comments. Staff reviewed the respo;!1ses and

questioned whether P Comment 4 had been adequately addressed. The T AC Comment 4 is as follows:

This document provides only very general guidance on developing a Quality Management System.

While it is impossible to address project specific itemsani:l details. the document would greatl)' benefit

from reconlmendations that are more derailed and. perhaps. some examples. Examples need not be

a complete Quali/)' Managen~ent System, but rather example ofselected portions ofa .I')'stem. I am not

sure the user of this document could produce a Quality Management System l1-'ith only the guidance

in this document.
