Welcome New Students! The Transit and Parking Department welcomes you to new student orientation at the University of Arkansas! We want to make your Transit and Parking experience as easy as possible, so here’s some helpful information to get you started. For more information, please visit the Transit and Parking and Enrollment Services Orientation websites. Parking for Orientation All students and guests attending orientation will park on the top two levels of the Garland Avenue Parking Garage. The university offers this free parking to students and guests while they attend orientation. A campus map will be provided to you in your orientation packet, but you may also view the online campus map or parking map. Check-In The Garland Avenue Parking Garage is your first stop at New Student Orientation. If you plan to be dropped off on campus, please check in with orientation mentors at the Garland garage as soon as you arrive. From there, mentors will be available to lead you everywhere you will need to go on campus. Directions to Campus - Garland Avenue Parking Garage - 1055 W. Cleveland Street From the South: From I-49 North, take the exit for Wedington Drive (Exit 64). Turn right (east) on Wedington and continue east for 1.5 miles, then turn right (south) on Garland Ave. Turn left (east) at Cleveland Street, and the entrance to the Garland Avenue Parking Garage will be on your right. From the North: From I-49 South, take the Hwy 112 Exit (Exit 66). Turn right on Hwy 112 and travel south for 2 miles until you reach the northern entrance of campus. Turn left (east) on Cleveland Street, and the entrance to the Garland Avenue Parking Garage will be on your right. Directions from Airport: From XNA to Fayetteville: Turn east (left at airport exit) and go to Cave Springs. From Cave Springs, continue traveling east for six miles on Hwy 264 to I-49. Refer to directions from the north. Razorback Transit Razorback Transit is a convenient, free method of transportation around Fayetteville. We welcome parents and new students to utilize this service. Maps and schedules are available at campusmaps.uark.edu .

How to Purchase an ePermit

1. Go to the Transit and Parking home page at parking.uark.edu and click on the Account link in the top center of the page.

2. Click the Manage Account button.

3. Click Affiliated Login.

4. Enter your UARK and password then click the Log In button. (The username is the first part of your uark email address, and the password is the same as your uark email password.)

5. Click Vehicles.

6. Click the Add Vehicle button to add the vehicle for which you are purchasing an permit.

7. Enter your vehicle information and click Next.

8. Click on the Permits drop-down menu then click Get Permits.

9. Click Next.

10. Select permit type. Note: If you want to purchase a Resident Reserved or Garage permit, you must first be approved before a purchase can be made. If you are interested in a garage permit, please submit the online Parking Garage Application. Your name will be put on a waiting list, and you will receive an email when one becomes available. If you indicated you were interested in Resident Reserved on your housing application, you will receive an email if one becomes available. We recommend that you purchase a Student permit if you have not been confirmed for a Resident Reserved or Garage permit by move-in.

11. Select payment method and submit payment. Payments may be made by credit card or put on your student account.

12. Print the confirmation for your records. Your epermit is valid upon completion of purchase. No physical permits will be issued for vehicles. Only motorcycles and scooters will receive physical permits. Motorcycle/scooter permits will be mailed to your primary mailing address. A printed confirmation of permit purchase may be substituted if you need to park on campus before your permit arrives.

What is an ePermit?

An ePermit is an electronic parking permit authorizing your registered vehicle to park on campus. The advantages of an ePermit are you do not need to remember to transfer a physical permit to the vehicle you are driving that day, you can’t lose it, it can’t be stolen, and it can’t be damaged. Just remember to park only one registered vehicle on campus at a time.

Will I get a parking permit to put on my windshield?

The UA no longer issues physical parking permits other than to scooters, motorcycles, and bicycles. Students, faculty, and staff register their vehicle on My Parking Account (https://myparkingaccount.uark.edu) using their vehicle license number (VLN). The LPR system tracks the VLN so the patrol staff know where the vehicle should be parked.

QUESTIONS ABOUT RESIDENT RESERVED PARKING Students living on campus may be put on the Resident Reserved Parking List by checking “Yes” on their housing contract. You may confirm that you checked yes by logging into the Housing Portal located on the University Housing Web site, https://campushousing.uark.edu/StarRezPortal/ (may be unavailable after cut-off date). Please understand that the demand for Resident Reserved parking spaces is high and signing up on the Resident Reserved parking list does not guarantee that you will be offered Resident Reserved Parking for the 2017-2018 academic year. University Housing will send the list to Transit and Parking by August 1, 2017. When you are eligible to purchase a Resident Reserved Permit you will be notified by Transit and Parking via your University of Arkansas e-mail account. Resident Reserved permits are offered first to returning students and then based on remaining availability to new students. Offers are based first on the parking zone in which a student lives, then on the number of points they have for living on campus, and finally by the date they sign up. Because parking enforcement is ongoing throughout the year, it will be necessary for vehicles to have a current ePermit to avoid receiving parking citations during the time Resident Reserved parking assignments are being made. If you haven’t received a Resident Reserved ePermit before you arrive on campus, a general student ePermit should be purchased. The purchase cost of the student permit will be deducted from the purchase price of the Resident Reserved permit when an approved applicant purchases his/her Resident Reserved parking permit. UA Campus ADA Parking

An ADA epermit may be obtained by anyone with a state ADA certification by bringing theapproved state certification form to the Transit and Parking Department during office hours(8AM-5PM, M-F).

Annual ADA epermits will be issued at the normal cost to any student or employee who hasa state ADA parking placard or license plate issued in their name. The appropriate epermittype will be issued for the standard fee. The ADA designation will not be issued on aRemote permit. The ADA epermit allows parking in lots designated as Faculty/Staff, Student,and Remote.

A temporary ADA epermit will be issued to current permit holders at no charge. TemporaryAccess permits are issued for a maximum of 7 days based on an appropriate and licensedphysician’s statement recommending a temporary ADA permit.

ADA epermits do not authorize parking in garage ADA spaces unless the meter fee is paid,or a Garage Reserved permit is purchased. Meter payment is required when parking at aparking meter.

Campus visitors who have a state issued ADA placard or vehicle license may park in an ADAparking space by purchasing a current UA temporary parking epermit along with displayingtheir ADA placard or vehicle license plate.

Once the Transit and Parking department has received proper documentation, ADA permittypes may purchased online at https://myparkingaccount.uark.edu .

ADA Accessible Parking and Transportation Information

Razorback Transit Paratransit Services

Under the Americans with Disabilities Act, public transit agencies like Razorback Transitare required to provide curb-to-curb, demand-responsive paratransit service that"mirrors" their fixed-route bus service (in terms of service times and areas). Theservice is a "safety net", and is only for those persons who do not have the functionalcapability to access the fixed route bus system.

While Razorback Paratransit’s base mode of service is curb-to-curb, assistance beyondthe curb may be available. Please contact Razorback Paratransit for additionalinformation.

Under the Americans with Disabilities Act, disability alone does not qualify a person toride paratransit. A person must be functionally unable to use the fixed-route busservice. Paratransit service is provided to the following three general groups of personswith disabilities:

Persons who have specific impairment-related conditions which make it impossible,not just difficult or inconvenient, to travel to or from the bus stop.

Persons who need a wheelchair lift and a wheelchair lift-equipped bus is unable todeploy its lift in a particular location due to physical constraints of that particularbus stop.

Persons who are unable to board, ride, exit or otherwise navigate the fixed routebus system, even if they are able to get to a bus stop.

To be eligible for paratransit van service, one must complete an application for ADA certification. Eligibility applications are reviewed by the Logistics Manager in charge of Paratransit Services. General approval and considerations for trip requests are approved on a trip by trip basis.

Applications and all information for paratransit service may be obtained by calling Razorback Paratransit at 575-6993 and speaking with the Logistics Manager in charge of Paratransit Services.

ATHLETIC EVENT PARKING

The following information does not apply to Resident Reserved permit holders parked in Resident Reserved lots. Resident Reserved lots are not Razorback Foundation Priority Parking lots. Also, permit holders in the Harmon Avenue Garage and on levels B2, B1, 2, 3, and 4 in the Garland Avenue Garage do not have to move their vehicles.

Prior to athletic events which require certain lots to be vacated, you will receive an emailnotification. You may also follow us on Facebook or Twitter to receive parking updates.

All vehicles parked in Razorback Foundation Priority Parking lots must be moved by 11:59 p.m. the night before a football game and two hours prior to tipoff for basketball games. These lots are designated by red and white signs at the entrance. Maps of these lots are on the Transit and Parking website at http://parking.uark.edu/parking-services/athletic-events-parking.php .

Scooters and motorcycles left in Razorback Foundation Priority Parking lots after these times will be cited and relocated ($100) at the owner’s expense. Scooters and motorcycles relocated by the Razorback Foundation from Razorback Foundation Priority Parking lots will be towed to the scooter/motorcycle section of lot 35. Lot 35 is located on the southeast corner of Leverett Ave. and Douglas St. Scooters do not need to be moved from Scooter Reserved lot 7, if you have a permit for this lot.

If you are required to move your scooter/motorcycle we recommend you park in the scooter/motorcycle section of lot 35 or in lot 17, the scooter parking on Buchanan Street, east of the Walton College of Business.

If you are required to move your vehicle, we recommend you park in the parking lot located north of Baum Baseball Stadium (Baum West) on Razorback Road except during baseball season or other events for which that lot is reserved. Students with a valid UA Student parking permit may also relocate their vehicles to the Harmon Avenue Garage any time after 3:00 p.m. on Friday before a home football game. Students should park on levels 7, 8 or 9 in the garage. Payment or a Harmon Garage permit will be required if you need to exit the Harmon Garage before 10:30 p.m. on Fridays. Students must remove their vehicle from the garage and Baum Stadium parking lot before 6:30 a.m. on the Monday following the game to avoid being charged for parking.

Vehicles left in Razorback Foundation Priority Parking lots after the indicated time will be cited and relocated ($100) at the owner’s expense. Vehicles relocated by the Razorback Foundation from Razorback Foundation Priority Parking lots will be towed to the west parking lot at Baum Stadium on Razorback Road.

Scooters, Mopeds, Etc. in Arkansas

When determining where a moped or scooter falls under Arkansas law, it

basically comes down to engine displacement. If a vehicle has an engine

displacement of 250 cubic centimeters (cc) or greater, has a seat or saddle

meant for riding, and is designed to travel with three or fewer vehicles on the

ground, it's considered a motorcycle. If it has less than 250 cc, but fits the

other criteria, it's considered a motor-driven cycle. If it has less than 50 cc,

and has an automatic transmission, it's classified as a motorized bicycle.

Motor-Driven Cycles

For the most part, the registration and licensing procedures concerning a motor-driven cycle are the same as

those for other vehicles. You can drive a motor-driven cycle if you are at least 14. If you're under 16, though,

you'll need to have an MD driver's license. This is a restricted license. You may obtain one by passing the

required vision, knowledge, and skills tests. If you've passed the Motorcycle Safety Foundation Riders Course

within 90 days of your MD license application, you don't need to take the skills test.

Motorized Bicycles

To operate a motorized bicycle, you'll need to be at least 10 years old and have a Motorized Bicycle

Certificate. (You don't need to have this certificate if you already have a Class A, B, C, D, M, or MD license,

or an Intermediate or Learner's permit.) To obtain this restricted certificate, you'll need to pass the vision,

knowledge, and skills test. If you've passed the Motorcycle Safety Foundation Riders Course within 90 days

of your MD license application, you won't need to take the skills test.

Special Rules

Riders of any of these types of vehicles must obey the same traffic laws as other drivers. However, there are

special rules to follow, too. Remember to always turn on your lights, even in the blazing sun of an Arkansas

summer. Everyone riding on the bike must protect their eyes with goggles, protective glasses, or a

transparent face shield. Additionally, if you're under 21, you'll be required to wear a helmet. You may carry

one passenger on your bike, if there are footrests and handholds for the passenger. If you're under 16,

though, you'll have to ride alone. Fayetteville City ordinance requires insurance on all scooters.

Bicycle Parking

All bicycles parked on campus must display a University of Arkansas Bicycle parkingpermit. Permits must be permanently attached to the seat tube below the horizontal baror displayed in a locking permit holder attached to the handlebars. Locking permit holdersare available from the Transit and Parking Department. The permit must be visible andlegible. Any permit that becomes illegible must be replaced. Damaged bicycle permits willbe replaced at no charge.

These locks are available at the Transit and Parking Department in theAdministrative Ser-vices Building, Parking Office in the Harmon Avenue Garage, and theOutdoor Connections Center.
