Online Application for Certification and Exemption Information System (OACEIS)

The Dangerous Drugs Board (DDB) issues a CERTIFICATE FOR NON- CONTROLLED PRODUCTS covering substance(s) that is/are not included in the list of dangerous drugs and controlled precursors and essential chemicals and a CERTIFICATE OF EXEMPTION or BOARD RESOLUTION FOR EXEMPTION for finished product(s)/preparation(s)/chemical mixtures containing dangerous drugs and/ or controlled chemicals pursuant to Board Regulation No. 1, S. 2014. Since 2014, the DDB has been using the Application for Certification and Exemption Database System (ACEDS) which stores, monitors and manages all gathered data and information regarding applications for exemption and certification. In 2018, the DDB started developing the Online Application for Certification and Exemption Information System (OACEIS). This is an enhancement of the ACEDS and was developed by the Management Information Systems Unit of the Board. Through OACEIS, we aim to streamline the application process by reducing paper requirements and processing time for the benefit of our stakeholders. This follows Republic Act 11032 or "Ease of Doing Business and Efficient Government Service Delivery Act of 2018." Starting July 1, 2020, the DDB shall start using OACEIS in processing all applications for Certification and Exemption. As a matter of policy, applications through OACEIS shall be made PRIOR to importation and arrival of shipment.

REQUIREMENTS:

• Duly notarized Application Form (AF) (Certification and Exemption) • Company Profile (CP) (FOR NEW APPLICANT ONLY)) • Scanned original copy / certified true copy of the updated Material Safety Data

Sheet or Safety Data Sheet (with complete CAS Number) (MS) and / or Certified true copy of the Certification from the Supplier/s (for products with incomplete CAS) (CS) or Certificate of Analysis (complete assay for products with Controlled Chemicals) (CA)

• Updated PDEA License as required (PL) • Formulation of the product (FP) (for manufacturers / compounders ONLY)

PROCEDURE

1. Register your company by filling out the Registration Form. A default password will be sent to the registered email address and then Sign In by using the default password.

2. Fill-out the application form and upload the required documents. Only applications

with complete requirements shall be processed.

3. The application form, together with the required documents, shall be checked and evaluated by the Legal Affairs Division.

4. Once the documents have been evaluated, the system will notify the company to

pay the fee of P300.00 (per request) at the DDB Cashier’s Office.

5. After payment, the applicant shall upload the Official Receipt using the system. The Legal Affairs Division shall continue processing the application. Thereafter, the application shall be forwarded to the Executive Director for approval / signature.

6. Once the Certificate / Exemption has been approved and signed by the Executive

Director, the system will notify the company that the requested document is ready for release. The document shall be claimed by the requesting company from the Records Section through the presentation of the Official Receipt (OR).

REGISTRATION & VERFICATION

1. First, open your web browser (we recommend google chrome).

2. Type this url: https://oaceis.ddb.gov.ph on your web browser’s address bar.

3. On the application menu, click Register.

4. Fill up the form with your company’s information.

5. Check the “I agree to the terms and conditions”.

6. Check the reCAPTHA before submitting the form by checking the “I’m not a

robot”.

You may be promoted with additional options like selecting related images.

7. Click the Submit button.

8. After your successful registration, you will be redirected to this page.

9. Your username and password will be emailed to the Company Email Address

that you have provided from step 4. The email should look like following:

10. Go back to the OACEIS Application, on left menu click Sign In. Use the

USERNAME and PASSWORD that was sent to you and click OK.

11. Once login, on the menu click the Company Profile. You will be prompted to

change your password. Please remember that when changing your password, it

should have at least 6 in character with 1 UPPERCASE, 1 NUMBER, and 1 SPECIAL

CHARACTER. Click Save.

APPLICATION FOR EXEMPTION OR CERTIFICATION

1. On the menu click New Application

2. Set the Application Category based on your requirement (Exemption or

Certification)

3. Set the Country of Origin.

4. Set the Port of Entry.

5. Other Fields will be automatically populated, please validate if the information is

correct.

6. To add products, below the Application Information, click the Product tab.

Supply the product form with appropriate information. You can add another

product item by clicking the ADD Button or delete an item by clicking the

Bin Icon Button .

7. Click Save.

8. To Print the application form, on the menu click the Application List.

9. A list of Application for Certification and Exemption will be shown. Click the Print

Icon Button .

10. To upload the scanned notarized (pdf format). Edit your application by clicking

the Pencil Icon Button .

11. Click the Application Requirements tab and click ADD Button based on

the number of documents that you will upload.

In this example we will add two types of documents, so I click the add button

twice.

12. Select the type of documents by clicking the button ** Please Select ** on the

Required Document.

Select the document type from the pop-up panel by clicking the item.

Do the same procedure with other document/s.

13. To upload the file, click the Choose File.

Browse the file/s from your directory and click Open. Do the same procedure

with other document/s.

14. Fill the document form with additional information if needed.

15. Click Save.

MONITORING OF APPLICATION FOR EXEMPTION OR CERTIFICATION

1. On the Menu click the Application List.

2. You will notice that on every Application there is a folder icon.

Click the Folder Icon

3. A panel will appear below, click the Application Status.

Now you can see the status of your application in real time.

CANCEL APPLICATION FOR EXEMPTION OR CERTIFICATION

4. To cancel your Application for Certification and Exemption, click the edit icon

.

5. On the Application Information, Check the cancel checkbox.

6. Click Save.
