Turn Around - WelcomeWe wish everyone a warm welcome at Trinseo EBSM in Terneuzen.

You have no doubt probably already worked on a TA and quite likely one at Trinseo. This is why we have invited to you this TA to help us make it a success.

Trinseo is one of the safest companies in the world. Something we want to keep that way and which we need your help for. Your knowledge and experience, as well as your vigilance in identifying and reporting unsafe situations, are crucial in this effort. A further aim of this training course is to show where Trinseo's rules differ from those of other companies, as well as to show the common ground we largely share with others in the industry. If you have recently already been on this training course, you can opt out of parts of it. After all, nothing is more frustrating than having to sit through the same TA instructions time and again.

Our aim is for you to enjoy working for us and get home safe and sound after a day's work.

Turn Around - IntroductionThese Turn Around instructions are intended for the Turn Around of the SMP factory in Terneuzen. These instructions provide information on:

Turn Around - IntroductionThis Turn Around starts on 9 March and runs until 28 April 2020. As approximately 600 people will be participating, keep in mind: Many people – small area – limited time These instructions are intended to help you work safely

Safety Objectives Getting home healthy, safely and soundly at the end of a working day Zero accidents Zero exposures No spillage (spills, leaks) Zero process safety incidents Compliance with all legal requirements

Managing risks TA activities conducted by internal and external parties must be coordinated Clear communication If in doubt or unsure about anything: CONSULT!

Turn Around – Disciplines

The TA includes a number of different activities:

Inspections

E&I work

Scaffold building

Isolation work

Hoisting work

Working in enclosed spaces

Mechanical activities: work/repair work, welding, cutting

High-pressure cleaning

Turn Around – Agreements and expectations

Work is only permitted with a Safe Work Permit or procedure

No enclosed spaces may be entered without a Safe Entrance Permit and registration. A safety harness must be worn

Report all incidents to the permit issuing office

If work cannot be carried out in a safe manner, STOP the work immediately and discuss the situation!

In the event of spillages or other unforeseen situations, stop all work and report the incident immediately

Markings and barriers must be respected at all times

Do not consume food and drink on the TA site

Always hand in the permit when leaving the plant

Turn Around – Traffic

Cyclists must wear a bicycle helmet and reflective vest/clothing

Bicycle lighting must be used in the case of poor visibility or after sundown

No cycling and/or bicycles permitted inside the TA site

Bicycles may only be placed in the bicycle parking facilities

Motorised traffic on the TA site is highly restricted and a licence is mandatory.

Vehicles that require a category C driving licence (> 3.5 tonne) must be guided when making reverse manoeuvres

Stay clear of moving vehicles

Follow the direction of traffic indicated

Turn Around – Start of workA Start Work Analysis (SWA) at the workplace must be conducted prior to work commencing. This analysis uses an SWA card. You will now be the final person able to estimate whether work can be started safely.

This is the final preparation for starting safely!


An in-depth discussion of the work activities Inspection of the workplace and direct vicinity Attention for other work activities in the direct

vicinity Identifying location of safety equipment,

assembly points, evacuation points and escape routes

Are the right tools/equipment present for the correct performance of the work?

If you have questions or if anything is unclear, always discuss the issue before starting work

Turn Around – Specific Trinseo agreements

What is required of the team leader The team leader must be familiar with the site procedures and instructions

The team leader must be able to read and speak Dutch or English

The team leader must have a sufficient spoken command of the language used by everyone in his work group.

Safe Entry During work breaks, the entrance to the enclosed space is to be provided with an “entry

prohibited” sign and gas monitoring must continue without interruption (confined space attendants do not need to stay). Following the work break, the gas monitoring must be checked by the confined space attendants. Do not enter the enclosed space in the event of an alarm.

The ventilation system must remain on at all times!

Never enter an enclosed space without explicit permission (i.e. permit and after reporting to the confined space attendants)

Turn Around – Follow-up on specific Trinseo agreements

A number of enclosed spaces have internal and external camera surveillance and continuous gas monitoring

Continuous surveillance from the G4S control room (hut)

Confined space attendants are present outside but not at each entrance to an enclosed space

Alarms and communication inside and outside the enclosed space (direct communication with the G4S control room)

Access via a personal badge system instead of registration with confined space attendants

Indication whether this system is applicable when permit is issued

Further instructions and badge pick-up at the G4S hut

Again: never enter an enclosed space without explicit permission (permit, report to G4S control room and badge)

Turn Around – Specific Trinseo agreements

Vehicle guidance

Vehicles that require a category C driving licence (> 3.5 tonne) must be guided when making reverse manoeuvres

The guide must be provided by the contractor firm

Everyone must avoid moving vehicles and keep out of blind spots

All reverse manoeuvres must be reported to the permit issuing office before commencement

Turn Around – What is expected from you?

Before and while working, identify other activities going on around you that could influence yours or where you could influence them (i.e. ‘line of fire’; above/under/working adjacent to one another). Consult if unsure.

Do not start work if your workplace is not fully in order.

After you have finished your work, make sure your workplace is cleared, tidy and safe when you leave.


Trinseo appreciates any positive input that results in safer conduct and practices at the TA.

Turn Around – Reporting an Unsafe Situation

USR (Unsafe Situation Report) formAll (potential) unsafe situations must be reported via a USR form. We analyse these reports to help us identify and take action against possible patterns or persistent risks.


These USR reports can be obtained in the licences chain and may completed by everyone and handed in to the licence issuing office

Turn Around – Access & SMP Site


Employees present for the TA should park just outside the DOW site near gate 3 or alternatively at another reserved car park (exclusively with parking card).

(Limited) changing facilities will be provided at gate 3.

Work break facilities are in the Maintenance 2 coffee shop building (circle)

Please observe the designated pedestrian and cycle paths in connection with the Turn Around (marking provided)

To enter the TA site, everyone must register with the licence issuing office and sign out when leaving.

The TA site is demarcated with red lines.Access to the TA site is arranged as follows:

Turn Around – Emergences


Evacuation and assembly points are located around the site, designated as follows.

If the attention signal (5-3-5-3-5-3… sec.) goes off, you must report to the assembly point only. In front of the green shed near the licence issuing office

In the event of the evacuation signal (1-1-1… sec.) or Shelter in Place/ gas alarm signal (continuous slow whoop), you must report to the closest evacuation point

If you are in office building 237, assemble in Shelter In Place area on the 1st floor

In the event of an alarm, all licences lapse, all work activities must be stopped and all equipment must be switched off

After the All Clear signal ( _____ 20 sec.), licences will need to be reissued

Turn Around – What to do in the event of an incident Report the situation via operations or 2222 (0115-67 2222)

Never go to medical services of our own accord

Never leave victims alone

Escort/move victims to a safe location if possible

Make eye contact and keep talking with the victims

Try to obtain information about the incident

In the event of contact with chemicals (in which case, remove all clothing and footwear) or burns, rinse as quickly as possible with water (emergency shower)

Turn Around – Emergency and eye shower


Don’t wait. Go immediately under the shower (for at least 20 minutes)

Remove your clothing unless they are on fire or if the clothing is sticking to the skin

Don’t forget your shoes Remove the breathing apparatus last of all Activating the shower generates an alarm in

the control room which immediately shows the location of the incident

You can alert control room this way, even if you do not need the shower

Turn Around – Do's and Dont’sStandard PPEs in the TA are as follows:

Hearing protection: ear moulds or ear muffs; these must always be worn, even if the factory is idle or there does not seem to be much noise, etc.

Any supplementary PPEs to be worn are indicated in the safe work permit and are issued with the permit.

Turn Around – Do's and Dont’s


Photography is prohibited unless the department leader has granted written permission

Consuming food and drink on the TA site is prohibited

Smoking is prohibited (except in the specially designated locations outside the TA site)

No cars permitted without a Trinseo TA parking card

No phone calls using non-EX proof GSMsNo one is permitted to have a non-EX proof phone on their person

Cycling on the TA site is prohibited Bicycles may only be parked in the TA bicycle parking facilities.

No open flames (without a licence) It is prohibited to be in the possession and/or under the influence of alcohol and/or drugs

Medications that influence the response time are prohibited

Turn Around – Plant hazards The installations are delivered pressure-free and rinsed wherever possible

Issued licences indicate whether any chemicals could still be present: the correct working methods will be amended and PPEs adjusted accordingly

The installations have primarily contained hydrocarbons (benzene, ethylbenzene, styrene, etc.).

It is important to remember that these substances can be flammable and hazardous to health

In the event of exposure, shower immediately in the emergency shower and raise the alarm

Certain substances (e.g. styrene) have a very low odour threshold. If you have any questions, get in touch with the licence issuing office

The plant takes continuous measurements of LEL % and gas concentrations. Portable meters are also used to take measurements for specific work activities

Turn Around – IH programme Obviously, we all want to prevent people being exposed to chemical substances. To make

sure this is the case, we will be conducting a measurement programme during this TA. This programme specifically measures possible exposure to benzene, styrene and ethylbenzene

We will be asking employees to participate in this programme in connection with specific jobs. Employees will therefore need to wear a badge and submit urine samples.

Turn Around – RisksGood housekeeping is important in keeping the workplace safe: A cleaner workplace is safer and more efficient Tripping over objects lying around is a major cause

of accidents Deposit waste in the designated refuse containers Keep emergency facilities, such as emergency

showers, fire extinguishers, fire hydrants etc. accessible.


Avoid tripping: Hang up cables and hoses using reels and holders

Use small material containers: Avoid allowing bolts to fall through the grating

Turn Around – Disciplines: Hoisting Never walk into an area where hoisting work is taking place; enter

only after obtaining the permission of the machinist or rigger Areas where hoisting work is taking place must be clearly marked

with black-yellow tape Lifting beams may only be used if the maximum permitted working

load limit (WLL) is indicated and an inspection sticker is present. Construction beams must be calculated in advance and

provided with an inspection sticker or label Guide the mast with a tagline Never hoist using (process) lines Slings, chains, tackles, etc. must be intact and approved

(label) Persons must be trained in securing loads and operating

cranes (VVL/BVL)

Turn Around – Labels

Red label:Equipment: do not operate, do not extend (first consult with operations)


Transport label:Yellow label is attached to equipment for transport and indicates any possible contamination

Temporary fall protection

Nitrogen label: be aware of potential asphyxiation hazard

Work marking label Never work with equipment that has no working marking label attached

Turn Around – LabelsScaffolding is there for everyone to use, but we must all stick to one important rule: Scaffolding may only be entered where there is a green scaffolding card If something is wrong with the scaffolding, do not use it: Remove the green card,

hand it in to the area hut and request modification. Never carry out a change/modification on your own.

If you see scaffolding without a green scaffolding card: DO NOT enter


When leaving cage ladders and scaffolding,ensure that the safety bar is closed Enter Do not enter
