OPEN LITTER To the MaJor alld CltJ Coa11ell:

For yean now I have been disturbed by the slow decaying of the Center Mall. The renovation (trees and tile) waa mar.velous, but the sidewalks on the front and aide of the Mall become treacherous when awash In rain water or thick with Ice. The cutten have deteriorated, and walki~ under some of them Ia dangerous. This problem Is especially bad n~ar the drycleanlng and Coop entrance and at the back of the Coop.

At 1\rst rlance, these seem to be problema of the buaineaa neareat the problem zones and of Mr. Chriatacoa the owner of the Center. But In a real aenae these problems should be of real concern to the city government.

If even six or ten people a year begin drivinr to one of the other shopping center• because of lrritatlnc conditions at Rooaevelt Center, we're in trouble. Shop.ping habits shift very euily. The person faced with a huce puddle outside the Variety Store -Y pick up whatever else he neede at High's or the Ben Franklin Store and m~ntally diiCide to stop at another etore when next he pa11es Beltway Plaaa or Greenway.

The back parklnr lot eut of the Coop Ia often a major obstacle to shoppinr, whether be.cauae of anow, potholes, truck• blocking the -y, or crowded conditions. A complete revampinr of the larce parking Iota aurrounding the center would yield more apace• better orcanlsed.

We aeem to be dolnr everything piecemeal: Save the Poat Office. Save the Theater. Save the Coop. What next--Save the Variety Store? The Drycleanera! We need a variety of bueineaaes in order to keep the Ce11ter viable. It is to the City'• beet interest that Greenbelt's shoppen can easily, safely contribute, through their use of the Center's buainesses, to the economy as well as the spirit of the city. People coming and going in the Center make It safer for all who walk around this city.

SuDDOf'f Memhr OwMrt To "t'- 1Witor:

Often the cltlsena of Greenbelt have aet up local or&"anlsatlona to maintain facilities under local control. It Is dllBcult to think at Greenbelt without Ita apeclal kind of community ownership. Thia aplrit of local unity influences the e n t I r e communIty - lts municipal atraln, Ita churches, ita clube, its other public and private aervicea and facilities.

Now we have to decide again . the imp.ortlmce of local control and ownership. Some say that we might loae nothing if the cooperative commercial facilities revert to abaentee ownerehlp by private buslneaae1. This Ia a riak that tboae who formed other locally controlled facllltle• . refueed to take. It Ia a rialt we ahould refuae to take with the co-op atorea. We have too much to loae. Conalder, aa an example, the local housing cooperative. Ita exlatenee, under mem-ber ownership, enhances the quality of lite throuchout GreeMielt not only In the areas around the memhera' homea but alao ln the condominIums, apartment. and private homes. The ume can be said :for the co-op atore and urvica atat.ion. Their u:latence u11cler local member control can stroqly Ollhanee all the commerelal operationa in Greenbelt. Under private ownerahlp they will have little influence.

In our efforts to bandare an arm, aet • ler, or replace a tooth In the "body" of O.Jlr city, we are !paring the renanl health of the 'patient." CITY COUNCIL contlaued from p. J Paae B GRDNBELT NEWS REVIEW Thursday, March 8, 1984

atatr. Council lnatead decided tha\ the planned concurrent purehaae of four new pollee crulaen ahould be lncreaaed to ftve, with one of the preaent police cars then beln& converted to administrative use by the city manager and city oftlce staff.

At the February 27 meeting, Giese won council approval for a further change in plana: One of the ftve new police vehicles will aaaume civilian clothes and serve aa the administrative-use car for the first year of ita life. At the end of the year, that car will be converted to police use, and will be replaced by another new "police" car assigned to staff use. Giese pointed out that this procedure Is already followed with the vehicle asaicned to the Pollee Chief.

In written comments to council, Gleae said the procedure "has the adventagl! of providing a creater time period to detect warranty defects than results from use as a squad car, as squad car use ruults In mileage warrenty being exceeded in a very abort . . . time. It also results in a better vehicle being available for the transporting of visIting dignitaries and other guests of the city. The relatively low uae ·while a11hrned as an adminlatratlve vehicle reaults In no aig-nlftcant effect on the useful life ... aa a police squad car."

The ftfth new car will not be purchased from the police deparbftent budget for new squad can. In other worda, the police vehicle roster Is not beln& "shorted" In any way by this arrancement.

ataff to look for solutions to several matten of concern, all related t.o automobiles and their driven. Councllmember Edward Pute_na, with help from others, deacribed the horrendous potholeB-"cratera"-that have begun to plarue motorists in the Greenway Shopping Center parkinc lot. Council agreed to send a letter to the county's Department of LlceWaes and Permits, with a copy to Greenway's ownera, Western Development Corp., expressing the city's unhappiness with the disrepair of the parking lot.

Councilmember Thomas White &poke to the inadequate number of parking spaces as marked by white linea on Lakecrest Drive.

He asked Giese to see whether re-lining to make each space aborter, as has been done In other parts of the city, might be possible.

Mayor Gil Weldenfeld noted problems relating to th.e traffic lirhts In the Crescent -Road/ Kertilworth Avenue area. He said the interval of rea light for motorists wanting to get · from Crescent onto Kenilworth seems to have been lengthened. He also noted that he and other motorists northbound on Kenilworth after dark are having a problem of "d e p t h perception" in distinguishing between the lights at the Beltway off-ramp and those just beyond at Crescent. Weidenfeld asked Giese to look into both of these matters with the State Highway Administration.

In the cemetery only to residents of the city, or to persons who have a member of their family burled in the cemetery.

Giese, In a Janu_ary tli84 letter to the Sierals, explained the 1974 council decision a1 follows:

Greenbelt's city council will reconsider its decade-old decision that sharply restricted the further sale of lots in Greenbelt Cemetery, The subject baa been reol?" ened in response to a petition to council by Mr. and Mrs. Harold A. Siegal of Maplewood Court, who want to purchase two Iota now closed oft from sale "in order that our family members who continue to make Greenbelt their home can purchase lots adjacent to ours." Council, at its next regular meeting on Monday, March 19, Ia expected to begin diacuaion of a proposed ordinance that would permit sale of all unsold lots In the cemetery. A decision at that meeting seems unlikely because council has not yet asked any of its ad\'isory boards - 11urh all the Community Relation!l Advi!10ry Board or the Park and Recreation Advisory Board -to review and make recommendations on the propo!lal.

The cemetery Is a rectangle of 8.1 acres, of which only a small part (about 14 ',I ) II designated as the burial ground. According to City Manarer James Giese in a 1974 memorandum to council, the western part of the burial ground "ia the old Turner family burial plot. Thla plot probably datea back to the early U~OO'•· Only one marker rtromalna, that of Thoma• P. Turner (September 26, 18611). There are stones that are believed to mark the graves of . . . slaves of the family. Also located 1omewhere in thia area are the remains taken from other old and unidentlftable gravealtea uncovered durinr the conatructlon of Greenbelt."

"Because the cemetel'7 Ia very small and the aale of loti will never provide auftlclent fundi to provide perpetual maintenance for the lots, and aucb future maintenance will han to be provided at taxpayers' expenae, I recommended to council (In 1974) that the aale of lota be limited to thoae aectlon• where burial• had already takea place. Furlher, with the developmeat that Ia planned to 1urround the cemetery, It Ia mr Mllef that tbia •rea will be actively utMd In the future aa a park by penona employed In the adjacent o11ce buildings. It was my aucpa\ion In 19"f• that the cemetery area be utillaad aa a puslve reereational area with beliciiH aad walks, and tlla.t 'FucuN _.-...... ment beyond the exllltlng rrave sites be in the form of memorials to citizens of Greenbelttrees, gardena and other decorative itema-rather than aa resting places for a very amall number of Greenbelt citiaena."
