BREXIT: EDA — DairyUK
joint internal workshop
Yesterday, EDA organised its first internal
workshop on Brexit to discuss the joint EDA-
DairyUK position on the “Future of EU-UK
Dairy Framework”. Members agree that the
UK dairy sector is an interlinked part of our EU
dairy chain. It is vital for the dairy sector and all
involved to allow it to continue to work on a
free-access market basis for both the UK and
EU milk and dairy products. The discussions will
continue during the internal meetings at the
EDA Annual Convention in Stockholm and
during a second workshop which will be
organised in the coming months.
COMAGRI discuss the negotiating
mandate for EU-New Zealand and
EU-Australia FTAs
At their first meeting after the summer holiday, the
COMAGRI discussed their draft opinions on
negotiating mandate for EU-New Zealand and EU-
Australia FTAs, respectively written by Jim Nicholson
(UK, ECR) and Eric Andrieu (FR, S&D). The main
message from these opinions is that the
Commission should “secure a level playing field,
treating as sensitive those products for which direct
competition would expose EU agricultural producers
to excessive or unsustainable pressure, for instance
by introducing transitional periods or appropriate
quotas, or by not making any commitments in the
most sensitive sectors.”
EDA shared with the MEPs, prior to the meeting, the
updated EDA Dairy Trade Focus on New Zealand
stating the EU dairy industry is seeking for a level-
playing field with our main competitors and
requests that the EU institutions focus on trade
negotiations with countries that have a real market
(access) potential, like China and other markets in
South-East Asia. MEPs from the COMAGRI had until
Friday 1st September to submit their amendments
on the draft opinion. ➤ See our Dairy Trade Focus

Functioning of the Supply Chain:
DG AGRI’s consultation
Following the recommendations of the
Agriculture Markets TF (report of November
2016), DG AGRI have been focusing on the
functioning of the supply chain. Over the summer,
it has published its draft “inception impact
assessment” open for comments over 4 weeks.
EDA took the opportunity to share its views on
market transparency, unfair-trading practices and
producers cooperation. ➤ EDA’s submission can
be found here.
Furthermore, DG AGRI has now launched on open
consultation on “improving the food supply
chain” where EDA will expand its opinion and
arguments already shared in the inception impact
assessment. ➤ DG AGRI’s consultation is open
until 17th November.
ENVI Committee supported new rules
on slimming foods (total diet
replacement)
Total diet replacements for weight control (TDR)
products are used as slimming foods for overweight
or obese adults who wish to lose weight and
replace the whole diet in the context of energy-
restricted diets. Early June, the European

Commission presented, for European Parliament’s
scrutiny, a delegated Regulation on TDR suggesting
a higher recommended minimum protein content
of 75 g/day. Following a Motion for Resolution
tabled by MEPs Julie Girling (UK, ECR) and Annie
Schriejer-Pierik (NL, EPP), the ENVI Committee held
a debate and a vote on whether to object the new
proposed rules on TDR.
Ahead of the ENVI vote, Ms Sabine Jülicher
(Director for food and feed safety, innovation at
DG SANTE) explained that the new nutritional
composition requirements for TDR reflect the latest
scientific evidence as advised by EFSA. She stated
that in order to address some technological
concerns of the TDR manufacturers, the
Commission has consulted the Joint Research
Centre (JRC), advising that it is technologically
feasible within a certain timeframe to fulfil criteria
advised by EFSA. The Commission Regulation gives
5 years of transition period for the industry to adapt
its TDR products to the new proposed rules. The
JRC also indicated that the use of some
technological changes (such as the use of different
protein sources, like dairy proteins) can address the
TDR manufacturers concerns. Ms Julicher also
mentioned that the additional costs, estimated as
moderate, are not linked to the cost of protein but
to the cost of manufacturing, marketing and
distribution.
The ENVI Committee rejected the Motion for
Resolution giving a clear support to the new rules
on TDR. The new Regulation (EU) 2017/1522 has
been published yesterday in the Official Journal of
the EU. EDA and EWPA have been supportive of
the new TDR rules and welcome the outcome of
the ENVI vote.
Major study shows that low fat diets
are bad for health
The latest study of 135,000 adults
in 18 countries across 5 continents,
published by The Lancet, showed
that people eating low-fat diets
have far shorter lives than those
enjoying varied diets with saturated
fats present in foods like butter, cheese or meat.
The study pointed out that dietary guidelines have
focused for decades on reducing total fat to below
30% of daily caloric intake and saturated fat to
below 10% of caloric intake. This is based on the
idea that reducing saturated fat should reduce the
risk of cardiovascular disease, not taking into
account how saturated fat is replaced in the diet.
The research, presented at the European Society of
Cardiology Congress in Barcelona at the end of
August, highlighted that low intake of saturated fat
raised chances of early death by 13%, while
consuming higher levels of all fats cuts early death
rates by up to 23%. The study concluded that high
carbohydrate intake was associated with higher risk
of total mortality, whereas total fat and individual
types of fat were related to lower total mortality.
Getting the balance of fats and carbohydrates right
was about achieving a “sweet spot” which was best
for health - meaning around 35% of calories should
come from fats, according to the latest science.
