PPL Inc. takes great pleasure in forwarding this proposal to the El Camino Community College District to conduct executive search services for the position of Superintendent/President. PPL has an extensive record of helping districts find qualified and experienced leaders from diverse backgrounds who have served the community colleges well and has been providing consulting and search services since 1978.

El Camino College has a long-standing history and memorable traditions of excellence in education, community volunteerism and philanthropy. Yet, there continues to be a need to balance history and tradition with innovation, flexibility and nimbleness to move quickly to address the changing environment in which we live. El Camino College is well positioned to address the needs of the communities it serves as well as a global society that is changing demographically, economically, technologically, and environmentally, especially in a post pandemic world.

Experience with Executive Searches in the National Community College Arena PPL believes strongly that its search consultants provide “the best of both worlds.” The firm’s long history of service, with only a few exceptions, has focused exclusively on executive searches for the California community colleges; PPL knows these colleges well. However, the firm’s reach in executive recruitment is much broader. Contacts are cultivated and maintained across the country, so that the search for the District’s executive staffing needs will result in a large, diverse, and highly qualified pool of applicants for both positions. PPL has maintained partnerships with professional associations, major universities preparing community college leaders, and associations representing the diverse community of applicants pursuing professional growth. We pursue candidates who have the capacity and willingness to address the emerging challenges in higher education institutions.

PPL Search Consultant Team

Dr. Lisa Sugimoto, Vice President Dr. Sugimoto has facilitated successful recent CEO searches with Irvine Valley College, Cerro Coso College, Rio Hondo CCD, Los Angeles Valley College, Los Angeles Southwest College and Victor Valley CCD. Dr. Sugimoto retired as the Vice President of Advancement after serving as theSuperintendent/President in an interim position for Pasadena CCD. She has served as the President ofACCCA and continues to serve on several boards, including UCLA’s Educational Leadership AlumniBoard.

Dr. Benjamin T. Duran, PPL, Inc. President I serve as President of PPL Inc. and have been a co-owner since 2012. I have participated in successful CEO searches at various California Community College Districts across the state—San Joaquin Delta CCD, Los Angeles Valley College, Rio Hondo CCD, Feather River CCD, Mira Costa CCD, Ventura County CCD, and Oxnard College. I retired as Superintendent/President of Merced CCD, after serving for 22 years there, 14 years as the District’s Superintendent/President.

Proposed Fee for Services

The more detailed full proposal includes the services provided and the fees for each component of the search. The fee for full search services is $32,500 for the search, plus reimbursement of necessary and appropriate travel expenses not to exceed $3,000. In the current pandemic imposed virtual environment, if no actual travel takes place, there will be no request for travel expense reimbursements. There are several options we can discuss with you to adjust this cost and to provide additional services, if necessary. We will be pleased to negotiate with your District to re-quote our fee, should you require more or less than the full search services listed.

PPL Inc. was founded in 1978 by a group of retired community college executives and incorporated on August 8, 1986, as a Domestic Corporation in the State of California. The California Secretary of State incorporation file number is # C1539443. PPL Inc. is designated as active and in good standing with the California Secretary of State.

PPL Inc. is, and will be for the duration of this agreement, in full compliance with the provisions of the Immigration Reform and Control Act of 1986 ("IRCA"), as well as any similar provisions of Applicable Laws setting forth proscriptions or penalties relating to the employment or hiring of undocumented aliens.

PPL is highly qualified to perform the services delineated in the RFP. PPL has a long record of assisting districts with executive searches as evidenced by the numerous successful searches the firm has led. PPL search consultants have many years of executive experience in the California community college environment and are experts in working with districts to conduct and complete successful searches; however, the company’s scope of recruitment is nationwide with a database of contacts that includes executives in leadership positions from colleges across the nation. From recent CEO searches, 20-30% of the applicants were from out-of-state. As one of the preeminent community college search companies in California, many districts have used PPL Inc. services. In 2019 and 2020 alone, PPL Inc. completed ten (10) successful searches for either chancellor, superintendent/president, or president. It should be noted that many districts have used the company multiple times over the years. We are proud of the repeat business the company enjoys due to its consistent, high quality service.

In accordance with Board Policy (BP) 2431 and Administrative Procedure (AP) 2431, consultants will work with the Board of Trustees, the District’s Human Resources Office (HR), the Superintendent/Presidential Search Committee (Search Committee) and College constituent designees to develop and implement a search process and a mutually

developed timeline. Movement through each stage of the process is deliberate yet expeditious. The average duration of a search and selection is approximately five to six months. Once media (print and online) and advertising are initiated, a 45 to 60-day recruitment period commences, culminating with first level Search Committee interviews and recommendations to the Board of Trustees of final candidates. Final interviews by the Governing Board follow, along with contract negotiations with the successful candidate and Board approval of the appointment. Reasonable adjustments to shorten the timeframe may be made, as necessary.

c. RESPONSE TO THE EVALUATION CRITERIA AND SCOPE OF SERVICES

1. Sourcing Process

PPL’s approach to understanding district needs, assessing candidates, arrangingand managing interviews.

¨ District Needs -- Prepare a draft position advertisement and materials includingdistribution of position announcement/information to prospective candidates (Scope of Work #2).

Consultants will initially review the College’s Educational Master Plan, institutional research and economic outlook documents. Following the document review, the consultants will survey the Board of Trustees and campus community (possibly College constituent designees) to determine if any modifications are needed to the current position/job description. Those surveyed will be asked to identify preferred qualifications (Minimum Qualifications are dictated by Ed Code) as well as professional and personal characteristics that will further the institutional mission, vision and goals. The input is incorporated into a formal position announcement.

The position amendments will be approved through the collegial consultation processes in accordance with AP 2431 and finally approved by the Board of Trustees (salary, range, and budget). PPL Consultants in consultation with the College’s Human Resources and Public Information Offices will develop the Superintendent/President job announcement which will describe the College and its environment, current issues, qualifications and characteristics of the ideal candidate, the search and selection process, and instructions on how to apply. To announce the vacancy, PPL consultants assist in the development of the District-sponsored Superintendent/President Search website by working in cooperation with appropriate staff from various offices (e.g., human resources, information technology, institutional research, and public information). The website links the user to an online portal (and if available, an online application) that describes the position, shares information about the District, and gives a flavor for the communities

served by the institution. Numerous links are incorporated to take the website navigator to institutional and external information the District/College feels important to share.

¨ Assessing Candidates -- Assist in receiving applications, collecting EEO data, pre-screening applications, and sending letters to applicants (Scope of Work #4). Advertising, recruiting (Described further in PPL’s Background and Industry Expertise), Vetting. Conduct reference checks of candidates and provide written summary reports (Scope of Work #9).

PPL’s executive search processes incorporates several perspectives to support well-rounded insights, assessments and vetting of the candidates for the Board of Trustees’ final consideration:

• Consultants assist with initial screening of the applicant pool for Minimum Qualifications (MQs)

• Screening Committee develops criteria-based screening of candidates for interviews

• Consultants work with the Search Committee to develop criteria-based interview questions for first level interviews

• Consultants facilitate first level interviews and deliberations with brief candidate profiles and in-depth media and internet reports for the Search Committee’s consideration

• Consultants assist and facilitate with final candidate forums and prepare a summary report of forum audience input to be provided to the Board of Trustees

• Consultants conduct background checks on finalists with contacts to the candidates’ provided reference list in addition to contacts with other individuals who can assess each finalist’s professional performance related to the El Camino Community College District Superintendent/ President position (Assigned consultants conduct background/reference checks. This function is never contracted out)

• Consultants assist the Board of Trustee in the development of final interview format and questions

• Consultants are available to coordinate the finalist interviews with the Board of Trustees

• Consultants report out the final background check summary reports for the Board of Trustees

• Availability of PPL Consultants for consultation with Board of Trustees to assure them of the progress of the search

If the search is extended, because of an inadequate pool of first level interview candidates or finalists, there will be no additional charge for services. If the full search and selection

process does not result in the hire and commencement of employment of a Superintendent/President, the District, at the Board’s election, may either work with the consultants to consider other candidates within the finalist pool or conduct a new search. Should this occur, there will be no additional charge for services. However, if a new search is conducted, the District and PPL will come to an agreement regarding an increase in the maximum level of reimbursement for travel expenses, on a proportional basis, in keeping with the part of the selection process that must be renewed.

In the event the successful candidate leaves in less than 12-months from the commencement of employment, consideration of circumstances will determine the extent of an additional charge for renewed services.

• Should the president be terminated for cause, or resigns in lieu of being terminatedfor cause, having utilized an evaluation process in keeping with District policy andprocedure, the consultants will, at the Board’s election, either work with the Boardto consider another individual within the pool of finalist candidates or conduct anew search for a president at a renegotiated cost. However, if it can be shownthat the consultants were negligent in the provision of services, and suchnegligence was a factor in leading to the appointment of a president whoseperformance is formally deemed unsatisfactory by the Board, the consultants willfacilitate a new search and selection process for a president at no cost to theDistrict, excluding out-of-pocket costs for expenses.

• Should the Superintendent/President selected by the District voluntarily resign, theConsultant will not be obligated to perform additional search services for theDistrict.

NARRATIVE of PPL’s APPROACH

The College’s Superintendent/President search website will facilitate each prospective applicant in conducting a thorough review of this professional opportunity and assessing whether it is a good match for him or her. Confidential inquiries with the consultants are scheduled to vet and discuss with potential candidates the opportunity and to assist them in determining the fit for the position.

An aggressive advertising strategy is planned and executed based on HR’s experience and expertise, the media available, and budgeted resources. Consultants assist the District in identifying nationwide, state, and other appropriate publications for placing advertisements for the position. A wide variety of journals and other media, particularly those focused on the recruitment of underrepresented professionals, assure that a diverse pool of prospective applicants is reached. PPL consultants are actively involved

with statewide and national organizations where the promotion of PPL search positions is brought to the attention of members and participants at various conferences (now virtual) and through Webinars.

PPL uses its networking to actively seek out prospective applicants its Consultants believe would be a good match for the position. PPL contacts individuals who are currently looking to advance themselves professionally. Additionally, PPL approaches those who are prepared for the next career move, seemingly a good match for the position, but they are not necessarily looking to move from their current positions. PPL’s recent CEO searches have yielded the following data:

• 35-50 applicants who meet MQs• 40-60% candidates from underrepresented groups• 25-40% women• 25-30% from out-of-state

As part of the vetting and assessing process of candidates, PPL Consultants conduct extensive reference checks on candidates. The quality of PPL's performance in conducting background checks earns respect and gratitude from our clients. The only individuals assigned to do PPL background checks are PPL consultants, all of whom are experienced California community college executive leaders. This work is never outsourced. This is a responsibility that PPL takes very seriously. PPL Consultants understand well the California community colleges and are familiar with many of the people who work in them. PPL consultants are able to use their knowledge, experience, and network to complete in-depth background check calls and follow-up, as necessary. PPL Consultants also know the reference check information will be kept confidential among the PPL Consultants assigned to the search. PPL Inc. will provide brief candidate profiles and in-depth media and internet reports, for up to twelve (12) candidates per search considered for first-level interviews.

Following the selection of up to five (5) finalists per search to be forwarded to the Board of Trustees, in-depth background check calls are conducted, and summary reports of the finalists are prepared. Typical background check calls are very thorough and often take well over 30 minutes to complete. Calls are made to anyone who can attest to the candidate's leadership qualities and experience. It is common for over 15 calls to be completed and be representative of a broad array of constituent groups (e.g., board of trustee members, supervisors, faculty, support staff, direct reports, peer administrators, and community members). Background check summaries are provided to the Board of Trustees as they deliberate and finalize an offer and appointment from among the finalists.

PPL is experienced in managing and processing applications whether from a District’s online system or other confidential e-mail processes. PPL Consultants have established a confidential application submission process when an on-line application process is unavailable to the District. Consultants work with HR staff, as requested, to review the applicant pool for meeting minimum qualifications (MQS). When EEO data are provided by the applicant through the application process, demographic information will be aggregated and statistically analyzed for a composite review of the applicant pool.

¨ Arranging and Managing Interviews-- Facilitate candidate discussions at Board

and Search Committee Meetings (Scope of Work #6). Prepare the Board and Search Committee for interviews and campus visits, including interviewing procedures, screening criteria, and Search Committee screening forms (Scope of Work #7). Assists in the preparation for campus visits and collection of post-visit surveys to solicit campus feedback (Scope of Work #8).

If the current circumstances with virtual meetings and social distancing remain during the Superintendent/President Search process, virtual meetings, via Zoom or Microsoft Teams, can be facilitated by PPL consultants in coordination with the District’s IT Department. PPL Partners and Senior Associates have become well versed on delivering services during the pandemic. PPL partners have been asked to deliver a webinar in collaboration with COMM 25, an educational marketing company, to discuss delivering CEO searches virtually in the time of the pandemic.

Using the formal position announcement as a guide, PPL consultants confer with the Search Committee in developing meaningful evaluation criteria that lead to positive search processes and outcomes. To support that process, consultants work with the Search Committee early on, again using the position announcement, to come to a consensus on qualifications and characteristics of ideal candidates that would be interviewed and, ultimately, recommended as finalists to the Board.

PPL consultants use their experience and resource materials to assist the Committee and, subsequently, the Board of Trustees to create selection procedures and tools carefully designed around criteria identified in the announcement. Prior to the Committee members' access to the applicant files for screening, potential interview questions are discussed, and a final list of questions is developed based on the established qualifications, characteristics, and criteria. Further, the consultants work with the Committee to consider the length of time for each interview, the number of questions that are appropriate for the duration of interview time, and procedures for the interview day activities (e.g., writing sample, presentation).

The Consultants assist with appropriate paper screening procedures, interview day activities, and other selection activities. Background checking procedures and the tools

designed for all those processes will be customized to meet the District's needs but in such a way that each segment is referenced carefully to the qualifications, experience, and qualities the College/District seeks.

PPL consultants consistently remind the Committee and District leadership about the criteria that were identified for making such evaluations. Consultants also assure, along with the District's EEO representative, that the Committee’s considerations are focused around those criteria. Unnecessary or irrelevant criteria, should they surface, are identified as such so that the search and selection processes remain fair and objective. At the same time, PPL is careful to respect and support the role of the Search Committee members as decision-makers. Once members of the Search Committee conclude deliberating, the Committee recommends candidates for the final interview to the Board of Trustees. PPL Consultants suggest the Search Committee submit finalists in unranked order to the Board for final interviews.

If desired, depending on the need for social distancing, consultants also work with HR to consider a first-level interview site, which is most often conducted off-campus, to protect the confidentiality of those being interviewed at the first level. However, virtual first level interviews have been recently conducted with several searches in which PPL Consultants have been involved. PPL consultants have been involved in virtual searches and meetings in the last year and will work with District HR to ensure confidentiality and adherence to district policies and procedures to protect the process. Consultants also assist HR staff, as needed, in planning communication with the candidates invited for an interview. Again, Committee members are consistently reminded of the confidential nature of the search and the criteria for completing their paperwork for those candidates they wish to consider further.

Consultants facilitate the interviews by accompanying candidates to and from the interview room, sitting through the interviews, and talking with candidates about the post-interview process (in-person or virtually). Once the Search Committee concludes interviewing and deliberating, recommended candidates for final interviews will be forwarded to the Board of Trustees (PPL recommends finalists be forwarded unranked). As requested, and viewed as necessary, consultants will offer suggestions to the Committee regarding its ability to reach a consensus on the evaluation of candidates.

PPL consultants, working with HR staff, will coordinate candidate forums in a manner that provides appropriate scheduling of times and announcements for the community to be involved. Recently, given the circumstances of social distancing, virtual forums have been instituted. Whether virtual or in-person, PPL consultants work with the Human Resources personnel to screen forum questions for appropriateness, meeting EEO guidelines, and reviewing similar questions to ensure non-duplication of those asked of the candidates. PPL consultants, working with district IT departments, have been at the forefront of

With IT staff, online input/survey forms for each final candidate are developed and later, provided to Consultants for synthesizing/analysis and discuss the results with the Board in an appropriate format for consideration of final candidates. PPL’s sole focus is advancing the interests of the El Camino Community College District in the search and selection processes that are aggressive, fully open, and fair. Extensive recruitment is designed to cast the net as broadly as possible but, more importantly, to focus on those communication channels that are likely to generate an applicant pool that is rich in experience, and skills that meet the College and District’s needs, and diversity and inclusion in all aspects of the term. The pursuit and delivery of diverse pools is reflected in pools of finalist candidates forwarded to the Board of Trustees in recent searches.

PPL uses its networking, in both California and nationally, to actively seek out prospective applicants its consultants believe would make suitable candidates for the position. PPL contacts individuals who are currently looking to advance themselves professionally. Additionally, PPL approaches those who are prepared for the next career move, seemingly a good match for the position, but they are not necessarily looking to move from their current positions.

Diversity and inclusion are consistently emphasized. Implicit bias and the importance of inclusion are frequently addressed throughout the search and selection process, but particularly so in the recruiting and advertising phase of the process. PPL co-owners also maintain awareness of initiatives focused on enhancing the diversity of applicant pools for positions in the community colleges and participate in those initiatives, particularly in the recruitment and advertising, as appropriate. For example, in the past PPL President/Co-Owner Benjamin Duran and PPL Vice President/Co-Owner Robert Griffin, were invited by the California Community Colleges System Office to participate in an initial meeting regarding Equal Employment Opportunity and Faculty Diversity. Subsequently, Dr. Duran served on a related CCC System Office Webinar panel. Dr. Duran is a member of COLEGAS, the newly established community college organization dedicated networking of Latino/a professionals. As Executive Director of the Central Valley Higher Education, he is also being consulted by the Governor’s Postsecondary Council Higher Education Taskforce for Recovery with Equity. In his capacity he is leading virtual conversations around equity and racial and social justice with Central Valley college and university CEOs.

As mentioned previously in the section above, in the STATEMENT OF QUALIFICATIONS, PPL is one of the preeminent community college search companies in California, many such districts have used PPL Inc. services. to the search, the District can be assured that the entire firm will join in assisting with the search.

PPL’s background and experience provide the expertise to address the processes and goals itemized in Administrative Procedure 2431. Board goals and outcomes related to the search align well with the PPL approach. Of particular importance is the assurance of providing a broad and diverse pool as stated in AP 2431 as follows:

The Board expects a broad and inclusive search. The search firm shall advertise the job announcement nationally utilizing a wide array of venues that will promote and generate a qualified and diverse pool of applicants. If the applicant pool is not broadly inclusive, the search may be extended, and more applications sought.

Recent pools for executive searches undertaken by PPL have resulted in pools of 35 to 50 candidates who meet minimum qualifications. PPL pursues and ensures pools rich in ethnic and gender diversity with candidates from throughout the United States.

¨ Geographic reach of PPL

PPL consultants and District HR representatives conduct initial outreach to prospective applicants within and outside of California. This outreach is accomplished through standard statewide practices, using the California Community College System Registry and distribution list serves for key executive positions in the 116 colleges and 72 districts. (e.g., CEOs, Board Presidents, Chief Instructional Officers, Chief Student Services Officers, Chief Business Officers, Chief Human Resource Officers, etc.).

PPL conducts an extensive national recruitment campaign, and PPL consultants maintain a network of contacts in a database that enhances the recruitment process. The list of contacts contains individuals in executive positions at community colleges nationally, in several neighboring states as well as in colleges in all parts of the country. Many have distinguished themselves by being recognized for honors by the American Association of Community Colleges and The Aspen Institute. Individuals in the PPL database are contacted, as are leaders of professional associations and program coordinators of university higher education leadership programs.

Often, over 900 contacts throughout the nation and internationally are made with potential applicants through PPL’s database and ConstantContact e-mail blasts, with additional personal phone calls made to individuals in the recruitment process. Recent recruitments for chancellor, superintendent/president and president positions resulted in pools of approximately 25 to 45 candidates who met Minimum Qualifications (MQs).

To keep the base of contacts fresh and relevant to current search services, PPL co-owners and associate consultants maintain a relationship with executive-level leaders in the California community colleges, as has been already mentioned previously, and nationally through our consultants’ memberships and involvement.

¨ PPL’s collaboration and discretion during a search process – Provide guidance in establishing appropriate internal and external communication (Scope of work #3).

By carefully implementing the Board's established search process (AP 2431), PPL guides the Search Committee’s work. The consultants further discuss any relevant Brown Act implications and applicable laws with the Committee (and with the Board of Trustees) and ensure compliance within the context of the work to be completed. Confidentiality is a focus, in the beginning and throughout the process. Any breach of confidentiality jeopardizes the completion of a successful search and leaves a negative impression in the community and with potential candidates.

Every individual involved in the process, is asked to complete and submit a confidentiality statement. Even with the statement signed and submitted, confidentiality is emphasized by the Consultants for the protection of the District, the search process and the applicants. The Board of Trustees and individuals involved in the search process, particularly the Search Committee members, are reminded that a breach in confidentiality can result in a reconstitution of the search process and potential legal action on the part of a candidate or others. In addition, applicants for the position may reconsider their candidacy and the College and District may lose qualified applicants in the process.

3. PPL’s Organization and Staffing

¨ PPL’s organization and staffing to support the District’s goals and outcomes –Assist with final selection, contract negotiations, and communications between the Board and the finalist to ensure clear expectations (Scope of Work #11).

The primary line of work of the company is conducting executive searches for California community colleges in addition to placing interim administrators and consultants in districts with those needs. PPL Inc., which employs six (6) co-owners/consultants and three (3) senior associate consultants, has an extensive record of helping districts find qualified and experienced leaders from diverse backgrounds. Once assigned to a search, consultants are available as needed by the District and/or College.

Although Drs. Duran and Sugimoto are assigned as the primary leads for the El Camino search, the entire PPL team of consultants are made aware of the search and are enlisted to support the work of the lead consultants. A two-consultant team is assigned to ensure that if for whatever reason one of the consultants is unavailable the other will be. In addition, if for any unforeseen reason one of the lead consultants is unable to continue with the search, another PPL partner will seamlessly assume the responsibilities to continue the search process.

As needed, given social distancing, consultant travel expense reimbursements by the District include mileage and appropriate meals. Should some search activities be held on several consecutive days (e.g., Committee interviews, Board interviews), lodging may also be necessary. Travel expense reimbursements will not exceed $3,000 (*If all meetings are virtual, no travel expenses will be incurred).

§ If needed, PPL mileage reimbursement is in keeping with the IRS businessmileage rate allowable for claims as a business tax deduction, which is currently$.575 per mile.

§ PPL's billing practices have varied over the years, and the firm is flexible in thisregard. However, the preference is to invoice the District on a monthly basis overthe period of service. For example, if services were to be provided for a six-monthperiod and the total contracted price for services was $32,500, PPL would invoicethe District $5,000 at the end of each month and the final $2,500 at the end of theprocess.

§ Districts are typically requiring extended background checks to include aDepartment of Justice Review, which the District conducts through Live Scan, andconsumer credit checks. If a credit check service is desired, PPL will recommendan appropriate private investigation firm, which will charge an additional fee.

For each search, any PPL Inc. co-owner/consultant may be assigned as the lead consultant, along with other co-owners or associate consultants as a team prepared to provide the services described in this proposal. The rates for services are included in the total fees listed above.
