The SWITCH-Asia project Sustainable Production in the Food & Beverages Industry in Sri Lanka addresses theoptimumusageofnaturalresources(rawmaterials,energyandwater),andcompliancewithinternationalfoodsafetystandards.
aWareness, assessment, aDviceNext to awareness-raising activities amongSMEs in the sector, the project also conducts
environmental assessments in a number of SMEs repre-sentativeof thedifferent types,sizesandprocessesused.Based on these findings, the project identifies the mostsuitableSCPpracticesforparticipatingSMEs.Tousecost-effective and efficient means to offer its services, theprojectgroupsSMEsintosmallbatchesbasedonthetypeofindustry,degreeofadoptionofSCP,andtheirgeographicaldistribution.TheprojectsupportsparticipatingSMEswithtraining and advisory services. It aims to make a largenumber of SMEs comply with international food safetystandards.TheSMEscontinuouslygainpracticalknow-howviaregulartrainingandfactoryvisitsbyprojectexperts.

Exhibitions likeEDEX 2010 or events at the Asian Pacific Round Tableon Sustainable Consumption and production (APRSCP)showcaseprojectefforts.

Thefoodandbeverage(F&B)industryisaveryimportantsectorintheSriLankaneconomyandcontributesaround10% to total GDP. Sri Lanka uses imported fossil fuelsto generate more than 60% of its electricity, thus, theelectricitytariffpaidbySriLankanindustriesisamongstthehighestintheregion.Anescalationinthecostofenergyaswellasrelatedincreasesinthecostofwaterandmaterialshas made Sri Lankan small and medium enterprises(SMEs)intheF&Bindustryuncompetitiveininternationalmarkets. SMEs in particular are facing serious challengesmaintaining their international markets. Low compliancewithinternationalstandards,suchaseco-labelling,hasalsoresulted in lowmarketacceptanceofF&Bproducts fromSMEs. Outdated and inefficient technologies, improperproduction management, and poor housekeeping, aresomeoftherootcausesofthoseproblems.

must comply with international standards such as theHazard Analysis Critical Control Point (HACCP) and ISO2200:2005 Food Management System. The projectprovides advisory services for SMEs to be able to complywithsuchstandardsandregulationswhichthenenhancetheir market acceptance and market opportunities. Theprojectfirstworkswitha limitednumberofSMEs inonesubsector and then reaches out to a greater number byofferingadvisoryandconsultancysupport.
netWorking through a green business clubThe project launched its first Green Business
Club in the North Western Province of Sri Lanka with alocalpartner,theIndustrialServicesBureau.Theclubscannetworkbusinessesatalllevelsandadvocatesustainableproduction through their formation. They are local innature,includeamixofcompaniesfromdifferentsectors,and are based on long-lasting personal relationships.The clubs offer an exchange platform for disseminatingsuccessful business cases. More sector-oriented businesslinks are established between local SME F&B producersand local larger F&B purchasers, large retailers, chains ofretailers, and chains of hotels, to create market pull forgreenerF&Bproducts.

theimplementationofMission9oftheGreenLankaPlan:Greening Industries which includes the National GreenReporting System of the Ministry of Environment. Theprojectraisesawarenessofthisreportingsystemincertainsectorsandtrainscompaniesonreportingrequirements.
This project is relevant because it targets the serious impacts on the environment by the food and beverage sector. It has contributed in a meaningfulway to the improvement of sustainable initiativesby SMEs in the sector and some have already enhanced their profits by implementing SCP best practices. There are concerns over hygiene in the F& B industry and therefore the project promotes good manufacturing practices to improve hygienic conditions. The SMEs complying with international food safety standards has given them a competitive edge in the export market.

aDopting scp best practiceFourhundredand thirty-sevenSMEshavebeentrained to adopt best practices in SCP. Most
SMEsthatreceivedtrainingandhands-onsupportattheirfactory sites are implementing the options proposed forimprovements.Forty-twoSMEsare in the innovator/earlyadaptor categories with success stories. Ten industrieshaveshowcasedtheirsuccesstoabout70otherindustriesintheprocessofimplementingSCPpractices.

certification on international fooD safety stanDarDs
Training to enable compliance withinternational food safety standards wasreceived by 143 SMEs of which 15 havealreadybeencertifiedforISO22000:2005.Fifty-five are in the process of movingahead to obtain this ISO certificate. Six
morehavereceivedthecertificateofgoodmanufacturingpractices from the Sri Lankan Standards Institution. Therestofthemarecomplyingwiththosestandards.
best practice DatabaseestablisheDThe project has established a best practicesdatabase on SCP sharing those practices that
are widely applicable in the F&B industry to SMEs in thesector.AsbestpracticesaregenerallycollectedinEurope,andasEuropehaslittleexperienceinteaandspicemanu-facturing, the newly established database offers uniqueinformation.
policy assessment As policy formulation requires assessment ofthecurrentframeworkandimplementation,the
F&BprojectundertookastudyoncurrentSCPpolicies inSriLanka.Theresultswerediscussedinaworkshopwhichwas organised with all the stakeholders including thebeneficiaries, government departments/authorities andtherelevantministriestoidentifynewpolicyinstrumentsonSCPforimplementation.Theoutcomeoftheworkshopwasacompilationofthepolicydocumentwitheightpolicyinstruments. The recommendations were handed overto the Minister of Environment. The project contributedto the implementation of the Green Reporting SystemsbytrainingSMEsandthecompanies inthesectoronthereportingcriteria. Sustainability is assured with the continuation of theproject office. After the end of the EU funding the officewill become an independent service provider to cater tothe F&B target group and expand to other sectors. Theoffice will house the project’s outputs and capacities toservicetheindustry.
The way our staff work significantly changed after we got involved with the SWITCH-Asia programme and are now more effective, and wasting less. Electricity and water bills fell drastically and we also avoided a capital investment of Rs. 2.0 million to in-stall a power transformer following the intervention of SWITCH-Asia. Maintaining daily records, which we have never done in the past, is now a general practice and allows us to identify the areas of wast-age and take corrective and preventive action. It has resulted a significant change in the profit. SWITCH-Asia has largely assisted us to obtain the ISO 22000 Certification which we have now received and we are thankful to this programme.
