Ties between Sweden and India continue to grow. We have intensified relations in a range of areas of mutual benefit and an increasing exchange of high-level visits. The Make in India Week in Mumbai in 2016 saw the creation of a platform for business leaders, the India Sweden Business Leader’s Round Table. A Sweden - India Joint Action Plan as well as a Joint Declaration on Sweden-India Innovation Partnership for a Sustainable Future were signed at the highest level during the visit of Prime Minister Modi to Sweden in 2018

Swedish companies have been Making in India for many decades, and today create 200,000 jobs in direct employment and more than 1,6 million indirectly. We see companies

During the Prime Minister Modi’s visit to Stockholm in April 2018, the governments of Sweden and India agreed to deepen our collaboration in the field of innovation through a strategic innovation partnership. The innovation partnership represents a step-change in India-Sweden science and innovation collaboration, underpinning our mutual commitment to drive prosperity and address global challenges such as climate change and sustainable development through innovation. The

partnership sets the framework for future cooperation to jointly tackle societal challenges including innovation driven challenges on cross sectoral issues with multi-stakeholder/agency participation from both countries. The partnership is based on the principles of co-funding, co-development and co-creation, towards mutual benefits, making full use of our complementary strengths.

Sweden-India Joint Innovation Partnership

• The partnership is intended to deepen the bilateral dialogue on innovation issues through increased cross-sectoral, cross-ministerial and cross-agency cooperation, to discuss innovation from a system perspective.

• The partnership covers several areas, including smart cities, transportation and eMobility, energy, clean technologies, new materials, space, circular and bio-based economy, and health and life sciences.

• Sweden and India will cooperate to develop and implement joint innovation projects.

• Indian and Swedish enterprises and other key innovation players will work together to find solutions to common challenges and make use of each other’s strengths.

• Sweden and India will cooperate on support to innovative start-ups, for example through exchanges between incubators.

• The two countries will also step up their collaboration regarding research infrastructure and test beds.

• The partnership will make it easier for Swedish companies to increase their knowledge of India’s needs and strengthen the prospects for both new collaborations and new business opportunities.

The Ministry of Enterprise and Innovation in Sweden, together with the Ministry of Science and Technology in India (Department of Science and Technology and Department of Biotechnology) are the leading partners for developing collaboration within the partnership. The implementation of the innovation partnership will be supported by the Office of Science and Innovation at the Embassy of Sweden in New Delhi. As part of this partnership, the Government has tasked Vinnova (the government agency for innovation) with strengthening innovation cooperation between Sweden and India in the field of smart cities. The Government has allocated up to SEK 50 million (approx INR 40 crores) to Vinnova for this assignment up to the year 2021.

With an aim to further promote bilateral cooperation and build a win-win partnership, the Prime Ministers of Sweden and India agreed upon a joint action plan (JAP) in Stockholm on 16-17 April 2018. In addition to the Joint Innovation Partnership, both countries agreed to take forward a wide range of initiatives in defence; trade and investment; counterterrorism; smart sustainable and renewable energy, smart cities; sustainable transport

including e-mobility and railways; women’s empowerment and skill development; space and science; and healthcare and life sciences.

These priorities lie within existing agreements and collaborations between Sweden and India and will guide our work in the coming years, strengthening ties and building bridges between our two countries.

Diplomatic relations between Sweden and India were established in 1948, the year after India became independent. However, business relations between the two nations date back further than that. The Swedish-Indian history can be viewed in three separate waves of development. The first wave of Swedish companies entered India in the beginning of the 20th Century, with pioneering companies like Ericsson, SKF, Swedish Match and ASEA (later to become ABB).

The second wave came after independence. In 1957, the Indian Prime Minister, Jawaharlal Nehru, visited his Swedish counterpart, Tage Erlander, and the two political leaders agreed that Sweden and India had a lot in common and would profit from collaboration. A large area of land was allocated

to Swedish companies in the city of Pune, which was a strategically good location considering the proximity to India’s commercial centre in Mumbai. In the 1960-70s Pune became an important industrial hub, where Swedish companies like Alfa Laval, Tetra Pak, Sandvik and Atlas Copco were established.

The third wave of Swedish companies entered India during the 1980s and 1990s with among others Volvo Trucks & Buses and Perstorp. Companies with large purchasing organizations, such as IKEA and H&M, also started doing business in India. In the 2000s Volvo Cars and Scania established subsidiaries and were accompanied by an influx of small and medium sized companies, such as Systemair and Roxtec, to name a few.

Trade between the two countries has grown over the last decade and a steadily rising number of Swedish companies have established themselves in India. At present, we can see an embryo of a potential fourth wave of Swedish-Indian business development. Swedish companies are now not only sourcing from India, but also progressively establishing their global hubs here with R&D, sales and manufacturing etc. Moreover, there is an influx of fast-moving consumer companies finding their space in a developing Indian retail market.

Whilst Swedish companies have a 100 year long history in India, Indian companies have been establishing and investing in Sweden more recently, since the start of this millennium. The first foray was led by large IT companies with the

top tier companies such as TCS, Wipro, Infosys and L&T Infotech. A second and more decisive wave of IT companies commenced a decade later led by Mahindra-Satyam, and the acquisition by HCL Technologies of Volvo IT and its 900 employees. Indian investments in Sweden in other areas are evident in industrial sectors such as Bioeconomy with Aditya Birla Group’s acquisition of Domsjö Fabriker in viscose fibre, and Bharat Forge in Kilsta in automotive.

Indian companies are searching for innovation and applied research in Sweden. To date there have been investments and collaborations within pharmaceuticals, material research and automotive technologies amongst others. Indian automotive companies are now expanding in the Swedish market through organic investments but also via acquisitions. For example Tata AutoComp Systems acquired Titan X while Sansera made an acquisition of MAPE. Furthermore Tata Technologies acquired Escenda for design and engineering services. Indian companies are now investing and expanding their footprint in Europe with Sweden as a gateway.

4000 people are currently employed by roughly 60 Indian companies in Sweden, while the number of employees directly or indirectly engaged in Swedish business is estimated to be 2-3 times higher. Sweden offers complimentary opportunities for Indian companies’ ambitions, which is in line with Indian businesses increasingly global outlook.

Today, Sweden is one of the biggest streamers and exporters of music in the world, and has firmly established itself as one of the world’s epicenters for developing and producing innovative, original, mass-market computer games. Sweden is also successful in fashion and design – with an increased focus on sustainability and circular economy – as well as literature, art and film.

These industries play an increasingly important role in the growth of the Swedish economy and are driving forces for innovation in other sectors of society and industry as well. Creative industries are encouraged to grow in an open society, where people have the space to experiment and express themselves freely. The reasons behind the boom in Swedish cultural and creative industries are hard to pinpoint. A strong culture of innovation has propelled Sweden to the forefront of technological development. With a high number of patents per capita, Sweden is in the world’s top 20, and Swedish creative thinking has resulted in some life-changing innovations spread around the world. The cardiac pacemaker has been implanted in more than 3.5 million people. The three-point auto seat belt is claimed to save a life every six minutes, and has been doing so for more than 50 years.

Both are Swedish inventions and part of a long list of innovations born in this country. Today, Sweden ranks as one of the most innovative countries in the world. Heavy investments in research, encouragement of critical thinking and entrepreneurship from an early age and openness to international influences are some of the key

factors behind this development. Swedish society is traditionally non-hierarchical and has a strong belief in the individual. Through flat organisations and collective decision-making, everyone is given the opportunity to speak and come up with ideas. This increases the probability of new inventions.

Education is also closely linked to innovation capacity. In Sweden, education is free and universities have a close collaboration with both the public and private sectors, setting the foundation for global Swedish companies.

Sweden has a long history of international commitment in pursuing global cooperation in sustainable development. This has led to Sweden being in the forefront of developing new environmental technologies and sustainable system solutions. This includes renewable energy, green buildings, waste management, air and water treatment, sustainable fuels and battery-driven vehicles.

As the first country in the world to pass an environmental protection act, Sweden also hosted the first UN conference on the global environment in 1972. Since then, Sweden has managed to grow its economy substantially while reducing carbon emissions and limiting pollution. The Swedish green model means integrating business and sustainability. Sweden has invested heavily in the search for alternative energy sources. More than half of Sweden’s national energy supply comes from renewable sources and Sweden aims at further reducing greenhouse gas emissions. The United Nations projects that India’s urbanisation rate will rise to 42 per cent by 2035, lifting the urban population from 64 million in 1950 to 640 million. Sweden and Swedish companies are known for their sustainable approach - not least when it comes to urban development. There is a great match between Swedish solutions and Indian cities’ needs.During the State visit by the Indian President Mukherjee to Sweden in June 2015, a Memorandum of Understanding (MoU) was signed with the aim to “promote bilateral cooperation between the Participants in the field of sustainable urban development”, and create a foundation to further develop the cooperation between the two countries. EnergyEnergy is a recurrent key area in the bilateral cooperation between India and Sweden. A Memorandum of Understanding (MoU) was signed in 2010 in the area of renewable energy cooperation. The Joint Action Plan signed by prime ministers Narendra Modi and Stefan Löfven in April 2018 reconfirms smart, sustainable and renewable energy as areas of mutual interest for further collaboration. Smart grid technologies and renewable integration are highlighted specifically in this regard.

The Joint Action Plan also stipulates an aim to expand research, innovation and business cooperation on new innovative energy technologies through the India-Sweden Innovations’ Accelerator (ISIA), focusing on technologies to utilise renewable energy and energy efficiency. The objective of the program is to develop and provide platforms for joint innovation, research, development and deployment, which answer to shared needs and are of mutual benefit. ISIA is based on cooperation between Business Sweden and the Swedish Energy Agency

with the Confederation of Indian Industries (CII) as the main Indian partner. The program focuses on preparing and implementing customised market entry plans for the participating Swedish SMEs from various segments of clean energy and energy efficiency. The program runs in two year cycles, with 5-6 companies joining the platform on a bi-annual basis. Till date, the program has resulted in successful introduction of over 30 SMEs including Cleanmotion, FOV Biogas, Regin AB, Metrum AB, World Thermal Services and PPAM Solkraft. Healthcare On completion of ten years of Memorandum of Understanding on cooperation in Health, 2019 is commemorated as Sweden-India Health Year. Several collaborations of mutual interests are on-going between public agencies and institutes, and the private sector and the two countries have further developed plans to enhance cooperation in new areas and with new partners and states.

The past ten years has seen collaborations especially in the areas of infection control, elderly care, lifestyle diseases, maternal and child health, and skill development. While these will continue

Sweden has the world’s first feminist government and in October 2014, Sweden became the first country in the world to launch a feminist foreign policy. This means applying a systematic gender equality perspective throughout the whole foreign policy agenda. Gender equality is an objective in itself, but it is also essential for achieving the Government’s other overall objectives, such as peace, security and sustainable development. These values are promoted in our work in India as well.

Eight out of ten Swedish companies in India work actively with gender related questions, but so far only 20% of the employees are women. We still have a long journey ahead. The approach is based on the knowledge that business leaders can improve the equality in their companies, if they walk the talk.

Swedish companies work with strategic recruitment, active mentorship and leadership development to increase the number of women in their workforce, especially in leadership positions. Policies to give equal opportunities and rights as well as ensuring equality of choice, such as replacing the gender-specific maternity leave with parental leave, are being implemented.

When women participate in the labour market their economic empowerment increases, and a society’s economic growth increases. Society also develops, since women, more than men, invest their income in the local society and in children’s health and education. It is therefore not only right but also socially smart to invest in women’s economic empowerment.

India’s growth is impressive. It is a young nation with nearly 12,000,000 people entering the labour market annually. This is a great possibility, but also a challenge. Equipping men and women with skills that lead to employment is important.

Swedish companies in India build skills throughout value chains. Seven out of ten companies equip people within the area of their business operations, at suppliers or customers, or in community development programs. This has been part of our commitment to India for a long time.

We believe a key contribution we can make is to enable women to enter the organised job sector. Research shows that less than a quarter of the

total workforce in the formal economy is made up by women. If women participated on similar terms as men, India would increase its GDP with 60% (2.9 trillion USD) 2025.

India’s future is also in entrepreneurs, alternative occupations and in micro-grids of local economies. Women’s ability and capacity in this sphere will, when released, create synergistic effects on value chains, communities and society.

India is one of the largest producer of milk in the world. However most of its milk is produced by small farmer families in remote villages. While men in these families have been concentrating on agriculture the dairy farming has been mainly focused upon by female member of the family. One of the toughest task in dairy farming has been hand milking, this also had a lot of pain and frustration for female farmers in the society.

DeLaval has worked extensively with female farmers to support and improve on this social fabric and have introduced mechanisation for milking thus providing them relief and comfort from the pain of hand milking. DeLaval, initiated awareness and

education process through demonstration of these units from village to village and by communicating its advantage for female farmers and milk productivity. After seeing these demonstration the farmers used to get convinced about its benefit for the family and have adopted mechanisation much faster than earlier. These rural campaigns have provided female farmers the comfort and better social standing compared to earlier situation with hand milking.

With thrust of producing clean & untouched milk to improve milk quality and to address increasing demand for commercial dairy farming, DeLaval in India works closely with farmers to provide education and training on practices and protocols for modern ways of dairy farming. ISBLRT is a high-level platform for business leaders from Sweden and India. The platform was welcomed by the Prime Ministers in the Joint Statement from their meeting in Mumbai in February 2015. The aim is to identify joint challenges in the fields of research, innovation, investments, financing, trade, business, industrialisation and regulatory issues which need to be addressed and to forge a strong and durable relationship between the two countries. This forum of business leaders would be able to identify collaborations, draw upon best practices and also advise political leadership on both sides, on the way forward in order to develop our bilateral relations.
