1.0 PUBLIC CONSULTATION
1.0 Introduction
The Ministry of Environment and Forests (MoE&F), Government of India issued
Environmental Impact Assessment notification S.O. 1533 dated September 16, 2006. As per
the said notification Metallurgical Industries (Ferrous & non ferrous) Sponge Iron
manufacturing unit with ≥200TPD prescribes environmental clearance under category ‘A’.
Hence the present proposal obtained Terms of reference from the Expert appraisal
committee of MoE&F and the committee recommended the project proponents to conduct
public consultation process as part of Environmental Clearance process. Accordingly the
draft Environmental Impact Assessment was submitted to Regional Officer, Karnataka State
Pollution Control Boad, Bellary for conducting public hearing. The public hearing for the
expansion proposal was conducted on 18-02-2013 at 11.00 AM at the plant premises at Sy.
No. 42, Belagal Village, Bellary Taluk and District, Karnataka.
1.1 Public Hearing Notification
The paper advertisement for the Environmental public hearing notification was published in
leading news papers of Karnataka State, i.e. “Vijay Karnataka” (Kannada) on 18.01.2013 and
“The Hindu” (English) on 18.01.2013 and also in “Ee Namma Kannada Naadu” local
Kannada news paper on 19.01.2013 regarding the project. Copy of the same is enclosed.
The public announcement about the environmental public hearing was done in the
surrounding villages like B. Belagal, Belagal Thanda, Janekunte, Janekunte Thanda and
Haraginadoni Villages.
Proceedings of the Environmental Public Hearing
The environmental public hearing was organized on 18-02-2013 in the premises of the
plant at Sy. No. 42, Belagal Village, Bellary Taluk and District, Karnataka.

Hon’ble chairman of the committee welcomed all the public, pollution control board
officers and other officers for the meeting. He informed that the public can speak on
environmental issues pertaining to the project and the proceedings will be drawn.
The public expressed their views/comments/objections as related to environmental aspects
of the proposed project and submitted representation in writing. The following are the
opinions and the suggestions expressed by the gathered public. The proceedings of the
public hearing are enclosed as follows:

the wastewater generated from
blow downs will be treated and
reused for dust suppression, ash
quenching and onland irrigation
within the premises. Domestic
wastewater will be sent to septic
tank followed by soak pit. Air
emissions generated from the
stacks are passed through
electrostatic precipitator as per
norms. Fugitive emissions
generated will be controlled by
providing dry fogging and water
sprinkling arrangement. Solid
waste generated will be reused in

the process or sold to cement
plant/brick manufacturers.
Hazardous waste generated will
be sent to authorized recyclers.
Hence there will not be any
impact on agricultural lands.

� He informed that due to
industry activity dust is
spreading in the
surroundings and the
industry is not paying dust
compensation to the
farmers.

electrostatic precipitator as per
norms. Fugitive emissions
generated will be controlled by
providing dry fogging and water
sprinkling arrangement.

the dust the public are
getting health problems.
He requested the district
administration to help
them to get the
compensations from the
industry.
Dust emissions will be controlled
by providing control equipments
and green belt will be developed
to reduce the dust emissions.

expansion project.
About 130 no. of peoples will get
employment due to this plant and
about 100 no. of peoples
approximately getting indirect
employment for transportation,
infrastructure and etc. Preference
shall be given to local peoples
during employment based on
qualification.
