OUR SHIRE Newsletter of Sutherland Shire Council www.sutherlandshire.nsw.gov.au September/October 2015 2015 SUTHERLAND SHIRE LEP The 2015 Sutherland Shire Local Environmental Plan (formerly the draft 2013 LEP) has been made and can be viewed on the NSW Legislation website. The LEP sets the strategic plan for the next decade to provide for our housing needs. Council has been asked to meet the NSW Government's targets in its blueprint for growth, the Metropolitan Strategy, which was released in 2014 and the LEP more than meets those requirements. It will address the housing shortages in the Shire and lead to greater employment including new apprenticeships. There will be a direct economic advantage to the Shire and our local businesses and trades. The LEP applies to all but a small portion of the Sutherland Shire and introduces new zones and assessment standards such as height, density and landscaped areas. For more information look under the ‘Development’ drop down menu on Council’s website. CRONULLA’S SPRING FESTIVAL WEEKEND Soak up the beachside atmosphere at this year’s Cronulla Spring Festival. On Saturday 12 and Sunday 13 September, Cronulla CBD will be bustling with over 100 stalls, delicious food, a kid’s carnival, car show, rides and stacks of entertainment at five live sites. New to Cronulla Spring Festival this year is ‘Kids on the Green’, a hub for children’s activities located at Monro Park. There will be a butterfly house, animal farm, pony rides, a free circus playground and much more for families to enjoy. FAREWELL TO JOHN RAYNER, COUNCIL'S GENERAL MANAGER John Rayner, Sutherland Shire Council’s General Manager is retiring after dedicating the last 33 years to making the Shire a better place to live, work and visit. Mr Rayner began at Council in 1982 as Shire Clerk. His title changed to General Manager/Shire Clerk in 1989, and then to General Manager in 1993. Mr Rayner has been the driving force behind many forward thinking projects which have resulted in our Council being a leader in its field in Australia, and one of the most successful. Due to his foresight in the late 1980’s, our Council is financially sound as it has adopted a long term financial strategy based on debt reduction, additional income streams through property investment and gains through organisational reform. There have been many achievements under Mr Rayner’s leadership; some highlights include: • Council winning the 1993 and 2010 A R Bluett Memorial Award (the most

prestigious award in NSW local government)• completion of the $20m Cronulla Central project, incorporating a new library,

community hall, car park and commercial offices• finalising Voluntary Planning Agreement 91.3 hectares of open space on

Kurnell Peninsular transferred to Council and development of 10 playing fields and Greenhills skate park on the Kurnell peninsula

• reconstruction of the Prince Street Cronulla Seawall• establishment of Hazelhurst Regional Gallery and Arts Centre• introduction of Triple Bottom Line Management Plan (2003)• establishment of the first Environmental Science & Policy Unit in Australian

Local Government (1992)• establishment of Property Fund and Sutherland Shire Hub for Economic

Development (SSHED) (1989)• The Ridge sport and recreation centre including playing fields, golf driving

range and golf course• Cronulla Mall (1998)Mr Rayner has worked with many Shire Presidents and Mayors over the last 33 years, guiding this Council into a successful future. As one of the most respected leaders in local government and a well respected leader in the Sutherland Shire community, he will be missed by many people at Council and our broader community. He leaves Council with the thanks of a grateful community.

HELP US REVITALISE CRONULLA CENTRECouncil is seeking the community’s feedback on the Draft Cronulla Public Domain Strategy through its online community engagement initiative called Join the Conversation. The Strategy was drafted in part by architect Vic Lake after he won first prize in the professional category of last year's Cronulla Design Ideas Competition. Elements of the winning student entry and feedback from a series of workshops and community surveys were also incorporated in the Strategy that will steer the future public domain design for Cronulla. To review the Strategy, visit Council’s website. TAKE SWIFT ACTION TO STOP GRAFFITI VANDALS There has been a noticeable increase in the level of graffiti in commercial business districts in recent months.

It can be incredibly frustrating for business owners to remove unsightly tags to only find they have returned days later. The good news is Council can support business owners to win the war against vandals through its fee for removal service and free individual graffiti removal kits.

A key benefit of Council’s fee for removal service is that trained Graffiti Removal Officers will do the hard work for you. They will provide a quality removal service, returning your business exterior to its original aesthetically appealing state for a nominal fee.

If you don’t mind putting in a little effort for a big reward, try Council’s individual graffiti removal kits. They are available free of charge for business owners and come with the graffiti removal solution, gloves, a scrubbing brush and safety glasses.

To arrange a quote for removal or to apply for a graffiti removal kit please contact council’s Customer Service Centre on 9710 0333.

Remember, graffiti vandalism is not only a nuisance, it’s a crime! In addition to the rapid removal of tags, it is important to report graffiti and other malicious property damage to the police through the Police Assistance Line 131 444.

JOIN THE CONVERSATION The Join the Conversation community is growing, with many residents now registered to participate in online engagements and tailored face to face workshops. Now is a great time to Join the Conversation and be an active part of the Shire’s future. GREENHILLS SKATEPARK ON ITS WAYWork is well underway at Greenhills Parklands for the eagerly anticipated regional Greenhills Skatepark which is expected to be available for use in October.Located just off Captain Cook Drive, the facility is one part of a 91 hectare sport and recreation precinct being developed by landowners Australand and Breen Holdings under a voluntary planning agreement with Sutherland Shire Council that provides the community with playing fields, a skatepark and other recreational facilities valued at $25 million. The design offers a skateable area of approximately 1600m² separated into very distinct active zones of a bowl area featuring a large vertical transition, street zones which have medium to large stair sets and a snake run/flow area that pays homage to the early days of skateboarding. The Skatepark design was a result of collaboration between the developers, Council, local skaters and Shire residents backed by Convic’s design and worldwide experience in skateparks.

GUNNAMATTA PARK UPGRADEGunnamatta Park, Cronulla will be receiving an upgrade of the internal pathways connecting the large picnic shelter with the amenities building. The works will improve pedestrian circulation and access for all park users. The improvements to the footpath network in Gunnamatta Park include the provision of new concrete footpath, construction of a new bridge over the open drain, landscape works the provision of new Disabled Car Parking (within Park boundary) and a new concrete slab within the large picnic shelter. ENVIRONMENT

ENVIR

ENVIRO FRIENDLY ROAD SURFACEA new generation asphalt that promises to have fewer environmental impacts, offers better performance and comes at no additional cost is being trialled by Council for local road pavement construction. Australian-owned and manufactured, it is the only product in the world that offers a commercially viable way to reuse toner from printer cartridges. For the trial section of approximately 3,000 square metres is being laid in Sylvania on the Princes Highway local access road, between Rocklea Crescent and Edward Street. Toner powder contains small polymer particles similar to those used to manufacture polymer-modified asphalt. To produce the environmentally friendly asphalt these toner particles are further refined and blended with recycled oil which reduces the amount of bitumen required in the final product. Bitumen is derived from crude oil. The process to manufacture the asphalt is also 40% more energy efficient as the product does not need to be heated to the same temperature as standard hot mix asphalt products. The used toner cartridges are not forgotten either; they are shredded into separate raw materials for reuse.

GEORGES RIVER BUSHLAND RESTOREDThe Georges River Combined Councils’ Committee (GRCCC Inc) Aboriginal Riverkeeper Team supported by funding from the Australian Government, has just completed its first year of on ground work and restored vast areas of bushland across the catchment.

The ‘Building Indigenous Knowledge and Skills to Restore Urban Waterways’ project supported by an Australian Government grant over three years, includes the control of invasive weeds, revegetation, natural regeneration and erosion remediation works. In its first year, the team has restored approximately 7.2 hectares of bushland at high priority sites including Green Point Reserve and Carina Creek in the Shire. In addition, over 38,000 plants have been planted, a significant revegetation outcome for the team. Sutherland Shire Council is one of nine local government councils that form the GRCCC Inc, which works in partnership with state and Australian Government agencies and community representatives within the Georges River catchment. For more information on the program please contact [email protected]

FLYING-FOX DISPERSALFollowing approval from the NSW Office of Environment & Heritage (OEH) and the Department of the Environment (DotE), Council has engaged a contractor to undertake a dispersal program for the Grey-headed flying-fox camp at Kareela.

Work began in August which involved noise to disturb the flying-foxes and prevent them returning. Other deterrents, smoke, physical disturbance and light are also being used to discourage the flying-foxes from coming back to roost in the area.

We are seeking the community’s help to inform Council if they see flying-foxes roosting in new locations during the day. Daytime sightings of flying-foxes can be reported online.

Grey-headed flying-foxes feed at night, and particularly like fruit trees and the pods from palm trees.

Each night flying foxes will travel large distances to find food, and even if the dispersal from Kareela is successful it is unlikely that there will be a reduction in the number of flying-foxes observed foraging in backyards at night. This foraging behaviour is essential for the pollination and seed dispersal of many of our native trees.

If flying foxes are feeding from palm trees on your property, you may find removing the pods discourages this activity. NSW Health advises there is no risk to members of the community from the flying-foxes provided that they are not scratched or bitten.

If sick or injured flying-foxes are observed by residents, Council asks that they do not approach them but call WIRES. If a scratch or bite does occur, the wound should be immediately washed thoroughly with soap and water and medical advice sought. Contact with flying-fox urine or faeces is not believed to pose a health risk

Anyone who comes across an injured or orphaned flying-fox should call WIRES on 1300 094 737. For further information on flying-foxes and health visit www.health.nsw.gov.au.

ANIMAL SHELTER

AN

IMAL SH

ELTER

UPGRADED ANIMAL SHELTER PAWSITIVELY PURRFECTSutherland Shire Council’s Animal Shelter Open Day on Saturday 8 August was a success with three cats and one dog finding new homes. A total of 18 animals were microchipped on the day with their owners taking advantage of the discount $15 microchipping on offer.

This year Council has invested in the Animal Shelter to provide artificial turf which greatly improves the dog exercise areas as well as the cleanliness and safety of these areas for the dogs, staff and volunteers. An office upgrade for shelter staff and volunteers has an accessible entry with a customer service area that includes a meeting room, accessible bathroom facilities, as well as administration office space.

The upgraded facilities were officially opened by Sutherland Shire Mayor, Kent Johns, with the assistance of City of Sydney Lord Mayor, Clover Moore on Saturday 8 August. Both Mayors acknowledged the work of the staff and volunteers at the centre as well as special presentation made to volunteer coordinators Julie Jarvis and Beth Gaudron for their years of service, as well as acknowledgement of other long serving shelter volunteers Pam Trefry, Carol Thomson, Cherrie Mitchell, Jill Munro, Michelle Lee and Robyn Fletcher.

The Animal Shelter started life as a Council Waste Recycling Facility around 35 years ago. In 2002, the Animal Shelter underwent significant change of name from Pound to Animal Shelter, as well as a shift in Council’s approach to the treatment and protection of companion animals in the Shire. As a result in the past three years alone, Council has helped re-home 202 dogs and 609 cats.

Five years ago Sutherland Shire Council partnered with the City of Sydney to take on its impounded animals. This partnership has brought many benefits including a significant upgrade here at the shelter that included a new cattery and outdoor cat enclosure, a bank of 10 new dog kennels and upgrades to the existing enclosures, a new sound system installed providing music throughout the shelter and facility improvements to increase safety, rodent control and cleanliness.

YOUR NEW BEST FRIEND Dogs and cats of all shapes, sizes and ages are waiting to meet you. Visit us, call us on 9710 0401, or look online for more information plus photos of animals currently available for adoption.Prior to re-homing, dogs and cats are desexed, microchipped, vaccinated and lifetime registered.* They leave the shelter with a collar and a council-made tag. Puppies, kittens and mature pets are available. All are temperament-tested prior to being put up for adoption. We are proud of our track record in re-homing pets of all shapes and sizes.

*All Companion Animals are required, under NSW legislation, to be identified and registered.
