This report contains the account of the life of the project and presented in parts from its inception to the implementation and finally to the integration, completion and project assessment.

Part I presents a detailed discussion of what the Project is about: Its

objectives and expected outputs, conceptual framework, project activities and a detailed work plan.

Part II provides highlights of the project accomplishments and their

relationship to the meeting of the project objectives, and particularly to the project’s specific results. Consolidated results of activities by phase would also be part of the highlights.

Part III presents the analysis of the project accomplishments in the

context of sustaining the CWP and to the sustainability framework in general. Part IV focuses on specific recommendations that will address various

CWP sustainability concerns. One major aspect of the recommendations discusses the proposed next

step plan of DAP sa Mindanao with the UDP for possible partnership and collaboration.

The project focuses on providing technical assistance to the Upland Development Programme (UDP) in implementing the Comprehensive Watershed Plan (CWP) formulated at the barangay level as blueprint of development plans and programs for upland communities.

The assistance provided was through the conduct of Barangay

Consultations and Planning Workshops for Sustainable Upland Development Projects in the 30 LGUs Covered by UDP in Southern Mindanao.

The project has a timeframe of three (3) months, which started

on August 2002 and ended October 2002. Project interventions were

intended to 60 barangays in 30 LGUs covered by UDP in Southern Mindanao.

Generally, the Project intends to build and strengthen the 1st and 2nd barangays to actively participate in the planning, implementing and monitoring the Sustainable Community Watershed Projects in their respective Local Government Units (LGUs).

Specifically, at the end of the Project, the following objectives as well as outputs shall have been achieved, to wit:

3. Update LGU strategic development directions/plans toward a responsive and priority development-laden issues for the uplands

� Strengthened linkages and mobilized partners/stakeholders support in watershed protection and governance processes; and

4. Come up with next steps plan for the effective and sustainable implementation of CWPs

� Drafted the next steps plan (i.e. action plan to pursue outputs and results) for each barangay and municipality covered.

All development strategies identified and used in meeting the

above objectives, and, consequently, achieving the desired results were based on a given framework. The framework presupposes significant steps taken or level of interventions carried out by the Project with given emphasis on establishing a sustainable CWP.

The first level of interventions dealt with looking back to the so-called “givens”. This process is basically gathering information or data on the development status of the Community Watershed Plan of the target barangays.

Included in the process was to identify some facilitating and hindering factors affecting the implementation of upland development

projects and activities at the local level, be it institutional, structural, operational issues, etc.

The second level has to do with the Plan Review. The existence of a 5-year Community Watershed Plan called for a need to revisit and assess how implementation was done. Where is the CWP in terms of its integration into the AIP and Barangay/Municipal Development Plan?

Reviewing the plan also gave the target barangays the opportunity to rethink or confirm the vision of the upland community and realign their concerns as appropriate to the present development needs.

Another level of intervention involved the process of Identifying Gaps. Guided by the fact that in almost all kinds of development plans and programs like CWP, the most significant issue to contend with should be on the capability or capacity level of the implementers of the plan. Performance assessment of key actors should be done in utmost consideration.

In the case of CWP implementation, the need to assess how capable the community is in terms program delivery particularly in meeting program requirements.

Under this level of intervention, identifying the gaps may be done in two ways:

i. If the plans have not yet been integrated, then the reasons why this has not happened yet must be identified as well as how the CWP can be integrated and when the integration will happen.

ii. If the plans have already been integrated, then determine whether an Investment Plan has already been prepared correspondingly. If not, steps have to be undertaken to facilitate this.

It is inseparable thing that after having identified the gaps and deficiencies, the next intervention is to Identify methods and approaches that are appropriate for the implementation of a sustainable CWP. This is a way of ensuring that effective methods will continue to be adopted and discard those that have not produced the minimum of results.

The next step of intervention would be on Project Development. In this stage, the methods, people, and system are to be identified and put together to come up with a workable project.

The process does not end in identifying projects that need to be implemented. Establishing a support structure is required for a successful implementation. Here, there is a need to forge partnership between the local government units, the community as well as People’s Organizations to be able to establish ownership of the plan by the stakeholders and ensure sustainability of upland development efforts, thus, Strengthening Partnership form an integral part of intervention.

The project interventions were delivered in phases. Provincial Facilitators

and Project Staff were selected to ensure smooth and effective implementation of all activities under each phase and provide technical assistance in generating outputs.

The project phases vis-à-vis key outputs, and timeframe are shown in

Table 1: Implementation Activities, while major participants in each of the project activities are listed down in Table 2: Project Detailed Work Plan.

The Project Barangay Consultations and Planning Workshops for Sustainable Upland Development Projects in the 30 LGUs covered by UDP in Southern Mindanao is basically a capacity building intervention for the community leaders as well as other stakeholders of upland development for a sustainable Community Watershed Plan (CWP) in their respective LGUs.

To describe the kind of accomplishments achieved by the project, reference

should be in terms with the meeting of the project objectives and the discussion should delve more into understanding how these objectives were attained and what specific areas of capacity enhancement have an impact on and can best be attributed to the project.

What follows is a discussion of the specific objectives translated into Key Result

Areas for the project and how these were achieved through the activities conducted and the outputs generated.

Specific Objective 1:

l The CWP Review and Project Development Workshop under Phase II led the

participants to a process of Conceptual interfacing (leveling of understanding). Participants, after having a lot contention, were able to set a common perspective in pursuing upland development programs at the local level, that one should avoid the kind of mentality syndrome of total dependency to UDP.

l This resulted further to an increased knowledge on the part of UCO/UBA as well as other participants from LGU that a major setback that has to be addressed with regards to the non-implementation of CWP projects was the lack of enabling mechanism for possible sourcing-out of funds and other resources needed.

l At the operational and implementational perspective of CWP projects and

activities, the level of appreciation of the community on the importance of resource accessing as development strategy for a sustainable CWP was increased, thus, regarded it as an effective delivery mechanism, first in addressing non-implemented community development projects and, second, to pursue more focused and locally initiated programs for upland communities.

l Stemmed from the outcome of the plan review workshop, the development

options of the participants in project identification and prioritization have been widened. It is worth noting that community plans and programs should not be at the helm of nobody but should lie on the community’s ability to access resources.

This further widened the participants ability in identifying and prioritizing projects as not confined to one document only but to be based on what they think are in exigency at present and of high value

l The inclusions of non-CWP projects in the list of community priorities presuppose

participants’ mind shifting from being a “totally-UDP-dependent” upland community to a resource mobilizer community.

l The development of the 2003 Operational Plan, which embodied the prioritized

programs of the community both CWP and non-CWP was a clear manifestation of enhanced readiness of the community for resource accessing.

l The Barangay Level Consultation under Phase II provided an enabling

environment particularly for the community leaders to initiate the ground-working advocacy for upland development.

l The consultation was done with the end view of seeking support for the program

priorities of the community through which, one clear and expectable outcome was the extent of support that the Barangay could give. Part of the results, however, was in terms of how UCO/UBA translated the learning gained in resource accessing, over and above the agreements and commitments prearranged and specified in the meeting. Thus, an enhanced competence of the community leaders in resource accessing and program advocacy was ascertained.

l Prior to the presentation to BDC, the project allotted specific considerations for

technical skills preparation of the community leaders. This resulted to an increased confidence of the UCO/UBA; first, in articulating community priority projects for possible funding, second, on program advocacy at the Barangay level and, third, in advancing the cause of upland development through the presentation of the 2003 Operational Plan. Please refer to Annex D of the provincial reports for copies of the Operational Plans per Barangay.

l Agreements entered and other commitments given by the Barangay

Development Councils as specified during the Barangay Level Consultations are as follows, to wit: a. Resolution adopting the 2003 Operational Plan, endorsing to the MDC,

and allocating funds from the Barangay 20% Development Fund. b. Resolution requesting for the UBA President to have a permanent seat in

the BDC and adopting allocating, and endorsing the 2003 Operational

Plan Endorsing for inclusion of the CWP & Non-CWP Projects listed in the 2003 OP to the Municipal Development Plan (MDP).

c. Approving the inclusion of the 2003 OP listed Projects in the Barangay AIP

d. The BDC members signified their support and interest to help the community thru the “Food for Work” forged through a Memorandum of Understanding.

e. Memorandum of Understanding was forged between BDC members and UCO/UBA leaders signifying their supports to the 2003 Operational Plan but only to wait for the Budget Hearing for the final appropriation

l The conduct of the consultation meeting with the target-LGUs under Phase I,

through the Focus Group Discussion (FGD), was able to aggregate issues and concerns not only in the implementation of the CWP in general, but also, in particular, the degree of appreciation and involvement of the local officials with respect to accelerating the strategic and more focused upland development at the local level.

Among issues and concerns gathered were grouped according to Policy and Legislative Support; Project Systems and Procedures; Project Structure; Project Implementation Strategy and Mechanism; People; Attitude of Stakeholders; External Factors and Geographical Concerns. Table 3 enumerates various CWP implementation issues and concerns by category.

l In the same manner the Team Building Workshop and Municipal Consultation

where members of Local Finance Committee (LFC) and Sangguniang Bayan Chair on Finance or Environment were invited to and participated in shedding light on certain LGU-specific concerns and issues affecting the implementation of the CWP, be it policy, structural, operational, and others.

l As a result, all key actors involved like the UCO/UBA and other technical persons,

directly or indirectly involved in the implementation of upland development programs were able to review and examine various factors affecting the operational relationship between them, specifically, in terms of carrying out the expected functions and roles, manifested in the degree of performance and involvement of each stakeholder.

l The activity also served, as venue for leveling off as to what should be required to whom, particularly the roles and other expectations to LGUs were defined, and given much clearer specifications. For Role Clarification outputs, please refer to the provincial reports as attached, Annex F.

Specific Objective 4:

On formulating next steps plan for effective and sustainable implementation of CWP

l For this particular objective, the Provincial Integration Session, Phase IV, was purposely conducted to draw out from the participants a knowledge-level proposition in terms of mechanisms and strategies that will ensure effective and sustainable implementation of CWP as well as identifying applications of the proposed processes to be taken up in search for a sustainable CWP. As a result community leaders and other key technical actors were able to identify specific activities consonant with the given requirements of sustainable CWP

l After matching the specified activities to be undertaken to ensure requirements for a sustainable CWP and to be able to recognize what and which of the given activities are already undertaken by the community, they were requested to select among the checklist of activities at least 5 for further identification of immediate and doable events or actions to be taken as their next step toward sustainability of the CWP.

l To appreciate more the results relative to this objective, tables 4 & 5 below outlined the consolidated outputs of the participants on the Development of Strategies and Activities for Sustainable as well as the Sustainability Plan of Actions by per Barangay.

1. The level of interventions of the project can best be used as development

strategies in ensuring that upland developments become part of local development processes and deliberation, hence minimize the degree of effects of social aggression and displacement for upland communities.

2. Adopting the processes such as looking back and revisiting the so-called

“givens”, which would suggest updating the upland development milestones at the LGU level, will specify the kind and extent of support required to whom and for what.

3. A plan review that will lead to assess elements of responsiveness,

receptivity, and accessibility of the plans, in order to pick up the pace of development. This would include certain degree of assessment on the institutional capability and capacity of all actors involved and would require decision on identifying what methods will continue to be adopted and discard those that have not produced the minimum results or just stick with the plan.

4. Adopt a process that will ensure a strong and principled partnership

established from and among concerned sectors that will make a unified stand in advancing the plan of development at the local level.

5. The need to set up a two-track advocacy level for upland development

concerns. Upland development is not a sole concern of the upland communities. Advocacy should not be left alone to the community only for the reason that they are the one benefiting from it. The LGU plays a greater role and in the same manner should take the lead and champion for the promotion and development of upland communities.

6. The presence of executive and legislative policies at all levels shows the

degree or extent of support provided for the upland development or may represent the level of consciousness and priorities of the LGU on upland development concerns.

A. On Effective Implementation of Upland Development Programs

1. There should be a continuous capability building for the

community leaders focused on Project Development and Management. Appendages to PDM are the following proposals: � Coming up with a systematic, easy-to-use tool and approach

to be adopted by the community in planning, particularly application of specific technology on project prioritization.

� Technology surfing can be the initial step to have a menu of technology on project prioritization to devise a community-specific approach. An good example is the Integrated Rural Accessibility Planning Tool (IRAP)

2. Customized Project Monitoring and Evaluation Scheme should be

clearly designed and in place based on verifiable indicators to be identified. This would include Monitoring Compliance on Project Requirements in terms of project responsiveness, receptivity and accessibility.

3. Creation of a social marketing arm for upland development at the

LGU level vis-à-vis strengthen its technical arm.

Point of consideration may be given to following: � Redefine the roles and functions of the MPT to cover among

others the promotion of upland development concerns. � Institutionalization of the Municipal Consultative Committee

(MCC). This woul transform MCC from a mere committee to council.

� Federation of UBA.

4. Advocacy-specific-interventions for LGU should be provided. This would particularly create and facilitate enabling policy environment to ensure LGU support to upland development is acquired. Proposition should be the inclusion of upland development programs and projects to the Executive Agenda of the LCE.

B. On Strengthening Partnership

5. Conduct of a Capacity and Readiness Assessment (CRA) of UCO/UBA to go into partnership with other key sectors. This would include evaluation of the networking and linkage-building ability of the UCO/UBA.

6. The need to tap involvements and participation of other local/community organizations for sustainability. An inventory of local based organizations carrying common concerns should be starting point.

C. On Policy Recommendations

7. Setting a regular interfacing between the community leaders and the Local Chief Executive. This suggests constant leveling-off with the LCE and other various key sectors on upland development priorities.

8. Conduct of a policy review (e.g Project Fund Releases Scheme) should be considered. This suggests assessing characteristic factors on the “cause and effect” of UDP Policy in relation to the development status of upland development programs.

Over and above of all these development concerns as espoused by various recommendations, there is one and timely intervention through which, the Development Academy of the Philippines-Mindanao Office would like to propose for future undertaking with Upland Development Programme (UDP).

This undertaking will interweave with existing efforts of ensuring not only inclusion of the upland development programs in the physical document of the LGU Development Plans but most significantly be imbued in the local development framework.

This undertaking would be part of the initiative in rehashing the Executive Agenda already formulated by the Local Chief Executive.

Here, one of the requirements is to ensure that specific provisions for upland development are highlighted in the agenda.

Part of the rehashing would entail refocusing or redirecting programs and plans towards addressing upland development concerns, thus, strategic interventions for upland development will be accelerated.

Planning and program refinement as well as setting-up monitoring and evaluation system of upland development programs would form part of the project requirements and deliverables.

Result of Focus Group Discussion: Province of South Cotabato Difficulties (kalisdanan) in the implementation of the UDP Projects

Ø The water system project was put on hold because during validation by the Engineering Office it was found out that only three (3) HH were presently staying in the area out of the so many listed.

Wala na dayon anf implementasyon kay 3 na lang ang nabilin nga mulupyo sa lugar.

Ø The project on road rehabilitation was not implemented because the area is a protected area and the Protected Area Management Board is opposing the project.

Wala nadayon ang implementasyon tungod kay nasulod ang proyekto sa protedted area.

Ø There are still problems when it comes to mobilization of members for bayanihan especially the natives. If the UDP can provide food during this activity. Ø It is a problem when they work for the community because they can't work in the farm and the sustenance of their family will be jeopardized.

A. Feedback on the difficulties to the UDP Project (Mga kalisdanan nga nasinati sa

UDP Project): 1. Problems encountered by the participants: § It is a problem when they work for the community because they can't work in the

farm and the sustainance of their family will be jeopardized § The nursery project in the Barangay Kidog was not yet implemented because

there is no water system in the area 2. It was explained that only projects listed in the CWP but were not implemented can

still be for included in the AIP 3. All UDP projects have been supported by the municipality. However, only those

barangays who are fast enough to implement their project can access of the funds. Those who are slow in the implementation are left with nothing.

§ The Bailey bridge in Barangay Buto has to be repaired every year. The budget for the repair of the bridge is coming from the LGU. If it will be replace with concrete can it be included in the AIP.

CWP Review and Project Development Phase Province of South Cotabato

CWP Review Workshop

This is the Phase II activity following the Municipal Consultation. Outputs of the Synopsis of the Findings/Result of the Consultation Meeting Session were presented to the participants. The mapping activity validates the project Progress Monitoring Report by identifying the project implemented and not implemented in the Barangay Base Maps, and projects listed as not implemented or for implementation updated. The next activity under the CWP Review Workshop was reviewing the Vision and the CWP and visualizing its applicability in the next five (5) years. Elements of the CWP Cluster Vision were identified to simplify comprehension and better understanding. The keywords were related as Economic, Socio-Political, Environment and Infrastructure. Revisiting the CWP Review and project Planning Workshop shows the CWP project progress and development status of the projects as planned and listed in the CWP vis-à-vis actual implementation undertaken. The review of the community vision re-affirms the stated "needs and wants" of the people two years ago when they formulated it in the CWP, thus, this will provide UDP the opportunity to evaluate and assess the status of the six (6) major components in the area. The CWP Review and Project Development Workshop enhanced the knowledge and skills of the community to conduct an internal evaluation and prioritizing of projects to be implemented according to its needs. They also gained the attitude of making a real development and priority laden Operational Plan and not a "wish list". The 2003 Operational Plan was also formulated. Listed in the 2003 Operational Plan ware the five (5) identified projects (CWP and non-CWP) with corresponding cost and the counterpart funding requirements of the Local Government Unit (Municipal and Province), Barangay and Partner Financial Institutions (PFIs).

Barangay Development Council Meeting Report For the Province of South Cotabato

I. Prepatory Activities

Before the the scheduled Barangay Development Council Meeting took place, a briefng with the UBA on how to present the the 2003 Operational Plan to the BDC. The said briefing was made together with the UCO, AT, and MSO. The following were given point to point coaching, namely:

a) How to handle the Barangay Council member who is not symphatetic to UDP Projects;

b) How to network with kagawads who are with the project and request them to talked with other BDC members (non-kagawads)

c) Identify the kagawad who will sponsor the motion d) Keep a low profile if the discussion is in favor of the Operational Plan.

II. During the BDC Session

After the usual pleasentaries, the PF introduced the purpose of the request to calendar the presentation of the 2003 OP, the UBA presented the OP. As expected the Kagawads who participated during the CWP Plan Review, were the one’s who orchestrated the discussions and started the discussions of its salient points. Since most of the Barangay Captains were also informed about the project or a participant of Phase II, they also gave some insights. (They were reminded by the PF that proper decorum must be observed by following the Parliamentary Proceedures to avoid technicalities.)

III. General Observation

There was little or no objections when the Operational Plan was presented, specially on the topic of the amount of the barangay counterpart for the listed projects. While some asked for clarification on as to “Why the barangay must put up counterpart fundings?” , there was a smooth motion and votes to adopt, allocate and endorse the 2003 Operational Plan by the BDC were unanimous.

Process on Role Clarification: The participants were asked to write in the white meta card “ how do they understand their roles in the Upland Development Porgramme”. ( Unsa ang inyong tan-aw ang inyong katungdanan o papel sa proyekto?) Their responses were brought forward for everybody to see and formulate their own opinion silently. After everybody have given their cards, it was observed that most of the UCO officers find it hard to write their idea in the card, hence another approach was done this time through a conversant manner. The responses at the board was read for everybody to comprehend and the MPTL, MSO, AT, Barangay Captain, a representative of the barangay kagawads present, UCO representative from each barangay, and UBA Presidents were asked to come forward to enlighten everybody on what they have written and pick another card that they see is important but they missed out. (facilitator writes the highlights/important things on the board) After everybody gave his or her piece, process to the response followed: § The facilitator clarified again the salient points mentioned by the respondent and

solicited responses and reactions from the body as to what they perceive and think on what was told to them. (Sa inyong tan-aw, naa pa mo ikadunggag sa ilang nasulti)

§ It was however emphasized to the participants that the barangay captain and

kagawads have their specific roles, responsibilities, and obligations as provided in the Local Government Code, the facilitator is not at liberty to discuss deeper because this might not be consistent with what the DILG have said. So as not to create confusion it is wise to take it as expressed.

§ The MPT Leaders were asked to enlighten their roles including the responsibilities

of the Municipal Government towards the implementation of the project. § A representative from the province was tasked to talk on his perception as to what

roles the province plays, this was not fully explored because of cautiousness by the representative.

§ After everybody have talked about their roles, the participants where asked to give

their perceptions on the roles of the actors other than themselves. Conversant manner, responses were written on the board.

The facilitator gave some leading ideas to the participants, for the following purpose:

1. Generate a common understanding and get the participants to say “Yes” with the question: Kasabot na mo kung unsa ang katunggdanan sa mga nagdumala sa proyekto?

2. Be able to draw constructive responses and critics on the roles that the

concerned actors missed to perform and have created confusion in the process.

3. Make the person concerned aware that the role of everybody is a vital link in

the synergy and dynamics process of the project;

4. Be able to draw up an Organigram (fig. 1) for everybody to understand the linkage
