ABOUT ROK- FOR
RoK-FOR is a coordination project within the FP7 Capacities/
Regions of Knowledge that connects forestry and environment
sectors of five regions in Europe

GENERAL OVERVIEW
The project aims at creating new partnerships for actors of the
regions by linking the economy and know-how of the regions, in
the chain of production, based on environment and natural resources
A common European action program for sustainable forest
management and related development activities is being compiled for
the five partner regions
Research, production and development projects within the sectors of
bio-energy, bio-based products and wood-based construction will
be initiated. One of the essential objectives of the project is to
organize financing for new projects
The election of the sectors is based on the Lead Market Initiative
(EU, 2008)
EU recognized six Lead markets: Sustainable construction, bio-
based products, renewable energy, re-cycling, protective textiles, e-
health

RoK-FOR project implementation
First phase (18 months): Preparation of JAP
Information (SWOT, research capacities, enterprises, policies,
programmes) from the regions collected and analyzed,
stakeholder panels to collect core info for making RRAs, new
linkages formed and the joint action plan JAP with Business plan
prepared (Solsona, June 2011) and elaborated (Zagreb, Oct 2011)
Second phase (18+ months): Starting implementation of JAP
New activities started with help of the new contacts and research.
Consortium will help in finding funding for the activities both on
regional and on European scale. Joint projects can start before the
"official" implementation of JAP starts.

RoK-FOR JAP initial stage 2011-2013
Goal of the initial stage of the JAP implementation in 2011-2013 is
to extend the activities to involve key regional stakeholders
also beyond the RoK-FOR project consortium partners and to
ensure sustainability of these contacts beyond the project
duration.

Stakeholder panels (identifing challenges, key stakeholders networking, linking RoK-FOR project with ongoing
processes and projects and relevant policies)
CROATIA
1st Panel entitled "Forest Biomass-Where are we now and where are we
heading?"- held on Dec 2010 at Zagreb (12 participats)
2nd Panel held on April 2011 at Vinkovci, in the way of identifying challenges
concerning renewable energies on local level (Vukovar Srijem County) -24 prs
SERBIA
Two stakeholder panels took place also, the 1st in Novi Sad (Nov 2010) and the
2nd in Belgrade (April 2011), all together 62 participants
Cunclusions and findings derived from Stakeholder panels, primarily were
used for creation of Regional Research Agendas (RRA). Further, common
themes and topics for international cooperation were addressed in the JAP

Fact Finding Tour (06 - 08 June 2011)
RoK-FOR Mentoring Expert Group ’s official visit to the Croatia & Serbia (official meetings with local stakeholders and field trips: Zagreb, Vukovar-Srijem County in
Croatia, Vojvodina Province in Srbia)
• Purpose: identifying the concrete needs in Croatia and Serbia in trems of
bioenergy and production of wood biomass, by using field trips and discussions
with the municipal decision makers and developers
• Experts from Finland are specialised in wood biomass production,
harvesting and logistics, heat entrepreneurship and energy production
technologies
• Results: A practical offers for searching partners for cooperation and solving
determined problems. Proposed participation in Interreg IVc project for both
countries

Mentoring seminar on Regional cluster development
Zagreb, Oct 26 2011
• Objectives: practical examples of cluster formation and functioning,
regional approach.
• Presented topics: theoretical aspects of clusters, existing clusters in
Croatia, developing process of wood based cluster in Serbia, some
examples of forest and energy clusters (development) in EU, about
options and strategies for cluster creation, example how science,
industry & policy can work together
• Paricipants: representatives of clusters from Croatia and some from
EU, experts in field of clustering from EU, local stakeholders from
Croatia and Serbia, other interested people

Benchmarking BIOCLUS visit to Styria -

RoK-FOR interlink (Nov 14-17, 2011)
• Purpose: linking some of key-stakeholders from Crotia and Serbia
already active in ROK-FOR with Austrian stakeholders and/or
enterprises in terms of:
a) Logistics of bio-mass, machinery, technology, etc.
b) Organizational solutions of bio-energy facilities from micro to large plants
c) Whole value chain from wood chips production to the consumers
d) Short rotation plantations
e) Cooperation of small-scale forest owners in forest management as well as
in running smaller and larger bio-energy plants.
• Established fluent communication with representatives of BIOCLUS and
IN2WOOD projects, and mutually expresed interest regarding a specific proposal
at the next Regionas of Knowledge call

2nd RoK-FOR conference: "Forest Biomass for Renewable Energy:
Building Regional Cooperation and Clusters for New Opportunities"
27 Oct 2011, Zagreb
• The goal of the Conference was to present to public the highlights of the Joint
Action Plan for interregional cooperation developed within the project and displayed
forest sector potential in renewable energy and clustering
• The event consisted of interesting presentations enriched with key-note
speakers, panel discussion, planning for the future, and first of all lots of
discussions among the participants.
• Main topics were: regional aspects on wood/ bioenergy clusters & bioenergy
issues and across the EU, RoK-FOR Joint Action Plan for pan-European
cooperation within forest based Lead Markets
• Press conference was organised
