Urban Planning and Monitoring in City Descarbonization

We need … Criteria

what do we intend to achievedepends on the purpose Standards Legal framework International, national-regional or local strategies…

Indicatorshow do we measure the accomplishment of criteria

Scale (like a ruler…or a rating…)to know if we are getting thereto compare with other citiesto discover where and what to improve to define new strategies

How good/bad is the present?

Monitoring• Important to understand if the city is

moving in the intended direction• Important to understand which sectors

contribute… (or not!)

Important to change the course of action!

• new strategies and urban investments: how to assess? Territorial Impact Assessment procedure to evaluate the likely impact of policies, programmes and projects on the territory highlighting the importance of the geographic distribution of consequences and effects contribute to better understanding of spatial impacts of policies support the decisional process towards the selection of the best options

Urban Planning and Monitoring in City Descarbonization new strategies and urban investments: how to assess?

As in all studies…should be performed the following main steps:• Quantification of the issue at stake• Definition of the "Territorial Baseline Scenario"• Evaluation of options and proposals vs. baseline• Involvement of experts and stakeholders

Decarbonizing transportation aims to reduce, mitigate, and even eliminate carbon emissions by adapting transportation infrastructures, conveyances, and operations.

Create synergies with and between existing European climate initiatives and stakeholders – such as the Covenant of Mayors, the European Institute of Innovation and Technology and its relevant Knowledge and Innovation Communities, the Green City Accord, the European Green Capital Cities, the Strategic Energy Technology Plan and its ‘100 Positive Energy Districts’ initiative and the European Innovation Partnership on Smart Cities

an example in the case of nature based solutions…• Are they always a good option?• Which are the related demands and consumption?• Will they change infiltration patterns?• Will they influence water quality?• Will they provide carbon sequestration?• Will they improve biodiversity?• Will they improve air quality?
