Sustainable and eco-friendly methodologies in Asia to boost implementation of IWRM in the field
Tadashige KAWASAKISecretariat, Network of Asian River Basin Organizations (NARBO)Deputy Director, Water Resources Engineering Department, Japan Water Agency
Outline and Achievements of NARBO
Outline of NARBO
NARBO’s Achievements in a decade
NARBO was established by Japan Water Agency, Asian Development Bank and Asian DevelopmentBank Institute in 2004 aiming to improve Water Governance and achieve IWRM throughout Asia bycapacity development of River Basin Organizations (RBOs). Now, NARBO has 93 members from 19countries.
Established concrete and functionableplatform to share practical experience onIWRM and collect and summarizepractitioner’s voice in Asia. Added value and Achieved internationalinfluence.
Now, NARBO is called
as ‘Regional Public Goods in Asia’,
NARBO’s activities in 2015-2017
Capacity Development of member organizations
Telling Asian Practitioner’s voices and experiences to the world
Shared regional good practicesand the latest practicalmethod to improve IWRM inthe field through trainingcourses and informationsharing by publications andwebsite.
Summarized Asian Practitioner’s voice and conveyedand shared Asian experiences and viewpoints to theinternational initiatives such as HELP (High-level Expertand Leaders Panel on Water and Disasters), IFI(International Flood Initiative), OECD Water GovernanceInitiatives and so on.
Practitioner’s Voice in the Field
NARBO has been trying to bridge the gaps between internationally agreed recommendations and field activities.
‘The Voice of Asian Water Management Practitioners’Strategic directions for NARBO members (water management practitioners)
Water management fitting local conditions Developing quality infrastructure
Sharing experiences, best practices and lessons learned
• Designing and constructing "Quality infrastructure" and its proper operation and maintenance • Fostering domestic businesses• Selection of the appropriate technology
“IWRM Guidelines for Practitioners”
More practical and sustainable approach which fis with local conditions.
“IWRM Guidelines for Practitioners”
Good practices consist ofi : Situation / Problem
explains issues with its background
briefly.
ii : Methodologyintroduces how they have tackled.
iii: Solution and Key for Successtells the extracted common philosophy
which should be applied at other region.
Good Practice of the Laguna Lake (Philippines)
Formulation of Development and Management Plans (DMPs) for the Seven Lakes by the Laguna Lake Development Authority (LLDA), Philippines
The Seven Crater Lakes in the Philippines are experiencingdeterioration at varying degrees depending on the stressescaused by increasing human needs for food and sustainedlivelihood. LLDA is being the lead agency that has themandate to conserve, protect and restore the Seven Lakeshad initiated the formulation of Development andManagement Plans (DMPs) for each lake.
Situation/Problem
Achievement Integration of Ecosystem Services Shared-Value
Assessment (ESSVA) Identification of Bio-Physical and Socio-Economic
Characteristics of each lake Involvement of stakeholders from Planning,
Implementation and Monitoring and Evaluation of DMPs
Key for Success
Political will and commitment Basin management plan and clear vision Participation and coordination mechanisms Capacitate stakeholders Good knowledge of the natural resources Water allocation plans Comprehensive monitoring and evaluation
Good Practice in Philippines (Coconet)
‘Coconet’ made from the fibers of coconut by focusing on its features such astough and biodegradable is used for civil engineering on slop stabilization etc.
Key for Success Effective utilization of
local materials Encouragement of
local industry
Already adopted at infrastructure development (Slope protection and canal lining)
Good Practices in Indonesia & Lao PDR
Community Empowerment for water quality improvement
Countermeasure against Massive Erosion along River
Key for SuccessUse of low-cost domestic methods and materials is important for sustainable development
Soda-mattress work
Key for SuccessAdditional income for dairy farmers from biogas-digester slurry and compost selling, reduction on energy cost in addition to water quality improvementBiogas digester Biogas products (Gas, electricity and organic fertilizer)
SSCM in Asian countries
Countermeasure against lack of wastewater treatment bySlanted-Soil-Chamber Method (SSCM)
The Slanted-Soil-Chamber Method (SSCM) is the decentralized water purification technology and was originally developed to purify the wastewater. After long time field experimentation in Japan, it has been experienced to purify (1) organic matters in Nepal and Vietnam and (2) metal matters like arsenic etc. in Bangladesh. This is the extraordinary method to purify the water with cheapest, easiest and less energy.
Summary and Commitment
For sustainable economic development and improvement of people’s life with Ecohydrology, practitioners are requested to
i : Recognize a science-based, detailed and comprehensive understanding of water and ecosystem dynamics as well as IWRM,
ii : Apply and Introduce appropriate methodologies which fit local socio-economic conditions,
iii : Develop local industry for self-sustaining of necessity materials, and iv : Improve literacy by sharing knowledge through ‘Water Education’
at all level.
NARBO commits to promote activities in the field through
i : Disseminate “IWRM Guidelines Part 3” with good practices and demonstrate how they are effective and reasonable,
ii : Strengthen capacity of RBO and its staff, and iii : Link RBOs and international organizations / forum by translating into
local and support development and implementation of local project.
Eventually contribute to achieve sustainable development and SDGs 6 & 11
