17 th Legislative Body ____ Regular Session Series of 2015 Republika ng Pilipinas LUNGSOD NG DABAW Sangguniang Panlungsod RESOLUTION NO. __________ Series of 2015 RESOLUTION TO ENACT AN ORDINANCE NAMING THE MINI-PARK LOCATED AT J.P. LAUREL STREET CORNER DAKUDAO AVENUE NEAR THE BUHANGIN FLYOVER AS CARMEN M. SORIANO PARK WHEREAS, this pertains to the naming of the Mini-Park located at Buhangin Flyover As Carmen M. Soriano Park; WHEREAS, Doña Carmen Marfori Soriano was born in Ermita, Manila on January 27, 1907. Her parents were Simeon and Margarita Marfori; WHEREAS, at the age of 21, she married Atty. Jesus Soriano in 1928. They came to Davao City in order to manage the properties left by the parents of Doña Carmen Soriano; WHEREAS, Atty. Jesus Soriano was taken by the Japanese two days before the liberation of Davao City. He was never seen again. Doña Carmen was left with six (6) children, the eldest was only fourteen (14) years old and the youngest was only six (6) months old; WHEREAS, with fortitude, courage, and faith in God, Doña Carmen was able to restore the family business during the years her children were growing up. Despite the difficulties she faced, she was still gave all her children good education; WHEREAS, being optimistic and generous at heart, Doña Carmen reached out to the less fortunate especially to indigent mothers and small children. As President of the Davao City Women’s Club, the services of the Puericulture Center were improved and UNICEF aid was efficiently distributed among the needy and medical services were effectively rendered. In coordination with St. Theresa’s College, she also became involved in helping the handicapped and established Tahanang Walang Hagdan in Catalunan; WHEREAS, she was a part of several organizations such as being a charter member of the Girl Scouts of Davao Council, the Philippine Mental Health Association, Zonta Club of Davao, a board member of the orphanage SOS, and even organized the Ikebana Chapter of Davao City. RESOLUTION TO ENACT AN ORDINANCE NAMING THE MINI-PARK LOCATED AT J.P. LAUREL STREET CORNER DAKUDAO AVENUE NEAR THE BUHANGIN FLYOVER AS CARMEN M. SORIANO PARK

WHEREAS, this pertains to the naming of the Mini-Park located at Buhangin Flyover As Carmen M. Soriano Park;

WHEREAS, Doña Carmen Marfori Soriano was born in Ermita, Manila on January 27, 1907. Her parents were Simeon and Margarita Marfori;

WHEREAS, in 1988, she became the chairperson of the Davao Beautiful Foundation, Inc. and continued to help and inspire its members even after she retired as Chairman Emeritus and her subsequent demise. The rewards of her efforts are in the compliments that Davao visitors usually make. Visitors often comment that Davao City is the leanest city in the Philippines. The pinnacle of the success of her beautification efforts was the award won by the City in the year 2000 as the country’s cleanest and greenest city;

WHEREAS, as a part of Doña Carmen’s efforts to beautify the city, she conceptualized and started the landscaping of the mini-park located at J.P. Laurel Street corner Dakudao Avenue near the Buhangin Flyover;

NOW THEREFORE, be it resolved as it is hereby resolved, by the Sangguniang Panlungsod in session assembled, to enact an Ordinance naming the mini-park located at J.P. Laurel Street corner Dakudao Avenue near the Buhangin Flyover as Carmen M. Soriano Park;RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Secretary to the Sangguniang Panlungsod, the family of Doña Carmen Marfori Soriano, Davao Beautiful Foundation, Inc. and all other offices/departments concerned, for their information and guidance.Done this ________ 2015, Davao City, Philippines.

AN ORDINANCE NAMING THE MINI-PARK LOCATED AT J.P. LAUREL STREET CORNER DAKUDAO AVENUE NEAR THE BUHANGIN FLYOVER AS CARMEN M. SORIANO PARK

Be it ordained by the Sangguniang Panlungsod of the City of Davao, in session assembled that:

Section I. TITLE – This ordinance shall be known as the “An Ordinance naming the mini-park located at J.P. Laurel Street corner Dakudao Avenue near the Buhangin Flyover as Carmen M. Soriano Park.”

Section II. DECLARATION OF POLICY – According to paragraph 2 of the Revised Guidelines on the Naming and Renaming of Streets, Public Schools, Plazas, Building, Bridges and Other Structures “2. Public places under the jurisdiction of the local governments with the exception of barangays may be named or renamed by the local government unit concerned (e.g. a provincial road cannot be renamed by a municipal or city government)”

Section III. AUTHORITY – The Sangguniang Panlungsod of the City of Davao has the power to name the mini-park located at J.P. Laurel Street corner Dakudao Avenue near the Buhangin Flyover as Carmen M. Soriano Park.

SECTION IV. SEPARABILITY CLAUSE – If for any reason, any section or provision of this ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect;

SECTION V. EFFECTIVITY CLAUSE – This Ordinance shall take effect immediately upon approval.
