The Greater Good
“The value of control information or boundary marking is jeopardized by any disturbance to a monument, so protection is key.”
‐Wisconsin State Cartographer’s Office
Introduction Thanks to Mike Blumhoff, Diane Arendt, Dave Doyle, Lisa Van Horn, Dave Zenk, and many NGS speakers for contributions.
Reminder that I am not a land surveyor… but I do have a master’s degree in data preservation.
Great Lakes Region HM Consortium Indiana, Illinois, Michigan, Minnesota, Ohio, Wisconsin, and also Iowa, Kentucky, Pennsylvania and New York. Conference calls held quarterly. Annual in‐person meeting.
Great Lakes Region HM Consortium GLRHMC Meeting, September 6‐17, 2014 Tomah, WI.
Discussions about bench mark recovery efforts arose. Lisa Van Horn represents Wisconsin for the National Society of Professional Surveyors (NSPS) Board of Governors. Lisa once found and reported every mark in her county…
...but that was over 20 years ago.
Invitation to speak at the Fall 2014 NSPS business meeting. “Help us help you.” “Bring a talk we can share in our own states.”
Geodetic Leveling
Geodetic Leveling Large amount of funding, plus lot of time to execute.
Select vendor, contract, field work, data processing, data submission, and publication by NGS.
Research existing monuments and scout their condition. Select route to pass through, or install new, monuments. Install new monuments and take precise measurements. Verify data, submit to national database.
National Spatial Reference System (NSRS).
Geodetic Leveling Scout existing bench marks.
Geodetic Leveling Determine route for line; about 1 monument per mile.
Geodetic Leveling Install new monuments.
Geodetic Leveling Take precise measurements, process data.
Illinois Geodetic Leveling Program Years 1‐6
2,407 miles of leveling 2,217 new bench marks 486 existing bench marks
Program Year 7 (current) 846 miles of geodetic leveling
install 800 new bench marks
Total by Summer, 2015 3,500 up‐to‐date bench marks 282 horizontal marks elevated
GPS on Bench Marks
GPS on Bench Marks NGS GPS on Bench Marks Campaign
Anyone with survey‐grade GPS receivers can help improve the NSRS by collecting GPS observations at geodetic bench marks and sharing gathered data. Find local bench mark, collect 4 hour occupation, share data via NGS On‐Line Shared User Service (OPUS).

Illinois GPS on Bench Marks 426 blue balloons used to compute Geoid 12A. Sited in older railroad grades, may not exist.
282 triangles horizontal marks recently elevated.
Plan to level to 46 marks this year, and want GPS occupations for 87. Would yield 415 current 3D marks for NGS geoid calculations.
Illinois GPS on Bench Marks Few bench marks remain in orange areas. Overlay counties, ILHMP lines, geoid model… 700 miles of additional leveling easy to identify.
Some horizontal points exist, but not verticals. There is now a need to search for control via NSPS and shared OPUS solutions.
International Great Lakes Datum IGLD: Historic Bench Mark Recovery
Targeted GPS on bench marks effort. Identified ~120 potential bench marks near water stations.
More time‐ and cost‐effective than leveling. Less accurate than leveling
Decrease overall number of new marks required.
Report a Recovery
Recovery Reporting Condition of marks in NSRS can be reported
• To NGS via On‐line Form or DS World (free software)
Recovery Reporting Download datasheet, note location and description. Travel to location, take observation notes and photos. A pointless exercise unless you report your findings!
Illinois Recovery Reporting• Bench mark LC0397 set in 1959

Recovery Reporting Recovery reports are useful, even if the bench mark condition is still as previously reported. Carry knowledge forward over years or decades. Revise location description if buildings, trees, tracks, roadways have been removed or altered.
Upload photos of condition and surroundings to verify. Identify as a candidate for statewide or regional efforts
GPS Occupation or Leveling
Inspire preservation by communicating “I’m still here!”
Recovery Reporting Condition of marks can be reported directly to some states, like Wisconsin.
Miscellaneous Methods
Casual Reporting Phone call or email.
Report planned activities that will destroy a bench mark. States with active Height Modernization Programs can assist in moving threatened bench marks before they are destroyed.

"Increasingly, efforts by individuals from the popular pastime of geocaching are playing a significant role in the attempt to preserve and protect these essential components of our national infrastructure." – Dave Doyle, NGS

The Greater Good(Standing on the Soapbox)
Survey Monument Preservation Local engineers and surveyors can no longer be simply users of these data points, they must become advocates for bench marks. Best educated about different kinds of marks. Detailed knowledge of existing marks in their area. Most effective work force for recovery reporting.
Already making routine field observations.
Survey Monument Preservation Local engineers and surveyors can no longer be simply users of these data points, they must become advocates for bench marks. First to become aware of planned construction. First to benefit from efforts to build state network.
In Illinois, 60% of marks destroyed; program efforts are revising known elevations for 30% of remaining bench marks.
We can’t level through or occupy it, if we don’t know it exists.

Survey Monument Preservation Survey monuments support a wide array of activities.
RTK and CORS networks Water level gauge systems Surveying, engineering, and construction activities Verify of remote sensing data like LiDAR, orthoimagery
Enable long‐term, on‐the‐ground monitoring over years and decades.
Survey Monument Preservation Advocates can contribute to the national database via activities that have a sliding scale of cost and time. Geodetic leveling GPS occupations Monument recovery reporting Coordinating with Geocache community Phone call to report imminent destruction.
