#6.Code enforcement: Town should be more lenient/reasonable when considering variances-most SB homes need or will undergo some improvements as such, most homeowners are trying to better their properties in function & aesthetics – for example – allow small porches for home access that will not infringe on neighbors but will create architectural character and increase value & beauty – keeping strictly inside a 50x100 lot w/o considering style/depth/lines/ architectural significance creates uninteresting, low-rent appearance. We need differences to create value!

Allow each homeowner to have one shed placed up against side of house for storage (approximately 4x8) this will reduce the amount of extraneous beach items that properties leave out and are unsightly – again, reducing clutter and increasing appearance and value in Town. Be reasonable – if owners want to improve property let them. Idea: create a boat exchange program: can list boats for sale or trade or search for boats wanted.

Trash/yard waste removal-Often skip our house-especially in fall & winter. Mediacom - Too expensive

Part 2, item 5: Explore Delmarva Power putting lines underground at their expense.

We need: 1) Town boat ramp, 2) more handicapped parking east of route 1 other than where handicapped access is. 3) another handicapped walkway farther north on beach. 4) cleaner canals. 5) get State to do better job of clearing, debris, trees, etc. from Assawoman Canal.

Town services #8, 9, 10. As a second homeowner, we do not use these services like the renters do & we pay the same amount for garbage. We should have a rebate. Beach services #5. Also, renters on ocean drive, have 5-car driveways, limiting parking for those who pay for passes. Their rental fees are too small. There are fewer & fewer places to park on the Oceanside. For those of us with passes, it is inequitable.

Part 1 – Water Quality – dissatisfied with current quality but satisfied with ongoing efforts to improve it. Support looking at different alternatives/methods that may be helpful. Part 2 #3 – lights at intersections of roads with York Road. Part 1 #5 Parking – appears more cars are parking behind York Beach Mall on empty lots & along roads. Are permits needed here? Should they be?

Part 2 #10 - #11 Very supportive of these events & the positive effect they have on the community. Also appreciate the art along ocean drive, yoga on the beach & the little libraries. Barbeques on the beach would be fun. Part 1 #2 Town street patrol – surprised how many drivers are oblivious to the one-way signs on Ocean Drive. Too many going the wrong way particularly in early morning and evenings, so maybe a patrol would help decrease the numbers.

Part I #6 Town code - properties too close to the sand and existing unstable property

Cigarette butts on pine needles - fire hazard. Trucks going too fast with big mufflers - noisy. On Tamarack, time restricted year round and monitoring traffic for speed.

Town landscaping – bright annuals in the center median around the Welcome signs-would do a lot to put our community in a bright light for newcomers and make it memorable as they drive through. Rt. 1 is currently nice but non-descript; nothing catches your eye. Colorful flags & hanging baskets of flowers bring the eye up, & could inspire people to look down streets & canals. Beautiful homes. Mediacom - the expense & quality & difficulty of Mediacom in general causes us to look into other alternative. Need competition to improve satisfaction of your residents

Town street maintenance-There is a plate over Canal Street at W. 8th that always seems loose when someone drives over it. Trash Removal-There must be a way to collect trash on the weekend without waking us all on Saturday mornings with beeping trash trucks. Recycles-Collecting on Friday leaves all of us who are here on weekends only out of the loop.

The police enforcement seems a bit predatory with traffic stops. Safety is always a priority but over-zealous traffic stops have been our experience. Mediacom is very over-priced for the service provided.

This Town is only one square mile with 275 year-round residents, it is not a big city. Please stop spending so much on staff & others. There work load is not much. Look how much time is spent non-productive. Do a check of ticket per man work hour.

Or when you are in the office indicate what you are working on. We are the best little beach in Delaware not a big city. Please this is not a free ticket.

Part 2 #3 Unless more is done to control traffic down Tamarack a massive amount of lighting is needed to help people walking & walking dogs at night. Part 2 #4 Handrails. I would support handicapped access on at least 2 other beach access points so installation concentrated on S. 3rd making it easier for those who need it & for parking. Town Government/Council performance has not been responsive enough to traffic concerns on the Black Gum/Cattail/Tamarack corridor. This is a major concern that will affect all our properties.

Our main concern is the influx of traffic on Black Gum, Cattail & Tamarack. As more housing is built on Muddy Branch/Kent etc. along with the expanded use of GPS our community is going to be further inundated with more community traffic. We need to be planning for this. A first step is a three-way stop at Tamarack & Canal; secondary, during the summer months we should go back to extended hours, folks are not allowed to turn onto Black Gum-the extra time was beneficial to morning pedestrians. As of now, one can barely walk my neighborhood without fear of getting hit day or night. This is beginning to be all the time with the increase in traffic.

Seems as though patrolling Route 1 is not with the same frequency as previous years. Are we down in our number of police!

Part 2 #5 A number of years ago Ron Wuslich tried to get support for buried wires. The Town responded by having a Delmarva representative give a spiel at a meeting. He “poo-pooed” the idea. Amazing tactic, inciting the enemy to shoot up the idea.

Let’s get with the times and enter the 21st century remove the nuisance speed bumps and install speed cameras. It’s more effective for speed control and provides more income for the Town.

#11. Mediacom services – Mediacom is the worst cable company I have ever used (including Comcast). They are difficult to get to provide maintenance services and the quality of their services are unpredictable. Why are there no other options for SB?

SB is a well-run Township! Congratulations on all your hard work and dedication.

Part 1#1 Debris cleanup at end of canal needed. Town services # 11 multiple outages. Pricing high. Beach services # 2 More variety of snacks, pricey. Part #2 Lighting – along Canal and by park.

Local boat ramp access.

Part 1 #1 I am not aware of any improvement in the last 12 years. The oyster system farming is working, we have participated for 10 yrs. The status of the air pumping on Petherton is on I know. Lawn waste is constantly in the canal by lawn service! Part 1: #II Mediacom sucks all the time. They suck “even more” during peak demand June-Aug!

Part II #8. New Street signs are not as easy to see as the old ones were.

Clean the beach, professionally I have owned in SB since 1984 and I have never seen the beach cleaned. Never.

Part 1 #II Phone service problems for years!

Maintenance is good w/only two people. Police seem very good w/crowds though overstaffed – Is Town clerk a full time position?

Use the growing power to fight with other Towns to figure out ways to decrease insurance costs.

1. Town services-Water Quality in the canals is becoming an issue. #11. Mediacom’s Internet interruptions are frequent & difficult to get repair service. Wanted to schedule repair one month after call. This should be unacceptable. Consider webcast of Town meetings.

Code enforcement officer should be more available to meet residents for general questions. Reconsider the need to expand the Council office. Police department expansion may be necessary but expansion of Council offices may not be necessary.

We don’t know much about the Town Council so are not qualified to answer those questions. Wish list: Recycling twice a week in summer to cut down on overflow that is unsightly.

We’re not so thrilled with the larger rental houses surrounding us now. We bought 22 years ago, appreciating the single family atmosphere and diversity in houses. Now, the huge houses seem to be taking over.

Love the SB website video! Canal grasses are overgrown-dredge more often- don’t allow police cars to hide on private property for traffic control. Kudos to the “adopt a book stands”! Thanks for selling old street signage. Recruit volunteers during the summer weekend hours at Town Hall to assist visitors.

Part II #10 We like the July 4th Parade, boat parade and polar plunge. The movie on the beach is too much.

We are very concerned about the water quality in the canals, just as we were in 2011. SB’s Leadership elected needs to focus on improving water quality and provide support and leadership to all those interested in working on this issue. Second guessing is non-productive.

Part I: is a little confusing. Since somewhat satisfied is a 4 and satisfied is a 3. “Satisfied” is better than “somewhat” in my book. Part II: Canal Road could use better lighting.

I am very impressed with the Town improvements, promotion, and events. Especially since this Mayor and Council appear to be working well together. We need to keep moving the Town forward if we want to remain the Best Little Beach in Delaware – and America!

Part 1 #1 It would be a pleasure to look at clearer water. #II Mediacom is behind the times no NFL network.

Part 2 # 1 - When are we going to truly become a "family beach" and restrict smoking on the beach?

Mediacom – the worst in all respects/always issues & takes forever to get an appointment.

Part 2 #1- I never see smoking on beach. Re Item 2- In 25 years I have not seen an alcohol-related incident on the beach. I would like to know Council members supporting these positions as it would affect my vote. Tax increases are serious matters and should be avoided unless a situation is urgent.

1. Fix York Road turn from Fenwick with better on road painting. 2. Code enforcement of trees/bushes on Town right of way and on houses at end of streets because sight lines are impaired. 3. Allow bulkheads to be raised.

For safety and to slow down traffic in front of my home Town needs a 3 way stop sign Canal and Tamarack Drives, I have asked the Town & Mayor about this for 10 years and never get a response. I think it’s because certain people down below 8th & Canal don’t want to stop. I believe another intersections in SB is a 3-way stop.

Part 2 #3-Yes, Make light solar where feasible but do not increase volume or amount of lighting. Part 2 #1 We hate smoking but don’t want our guards to have to enforce that restriction. SB is a little more casual (alcohol okay) as long as done responsibly. We like that.

Consider beach bonfire permits. Consider beach year-end-party (Dewey has music, food, alcohol & port-a-johns. PS: (Appoint Pat Voveris as “Mayor for Life”-She is doing a great job!)

Mediacom - I find the service and pricing terrible as compared to the offerings at my home in VA. Town Council - my concern is the communication of proposed regulation. This includes better details on why new rules are being proposed or existing ones changed. More frequent pick-up or larger recycle bins.

PT 2. #3 Solar lights are not as bright as regular lights so do not add to light pollution.

There needs to be a large “No outlet” sign at the corner of Cattail and Black Gum.

Town storm drainage! My road (Rebecca) drains into my drive way under my house I wonder about codes & inspection of adjacent house. That contributes to my drainage problem.

Canal water quality - poor. Police should go down streets every day.

Excellent snow removal services provided. Good job.

Ordinances to stop sign proliferation and junk (excessive) vehicle/boats) in driveways. This would help improve property values. This Ordinance is definite; shops need to the cleaned up (Dollar Store) outside and rejuvenated. They are looking rough.

Town Services #1. We would like to swim in the Canals. #5. Pools in streets at high tides, flooding! Town Government #6. FEMA issues are a mess! Police & Emergency services - #5. There is no noise control and the Town residents complaining to police on an ad hoc basis.

This is a poorly-designed questionnaire. Part 1 selections are biased toward “satisfied." You should give such questions a unique number! Here they are, for example, 5 Questions numbered “4”, Crosstabs most be a nightmare to analyze.

Unless alcohol on the beach becomes a problem - let it be. Love the little library - adds charm to the community. Beach entrances - difficult for elderly or anyone with knee, hip, or leg issues. Maybe additional modified handicap entrances - even a couple with stairs which may be easier for some to navigate.

Ordinance for vacant lot maintenance?? Kewanne St. lot is so overgrown with pine trees and even worse - Virginia Creeper! Habitat for rodents, snakes, etc. This overgrowth has happened in the last 5 years. Prior to that it was fine with low growing brush

I live on the south end of S. Anchorage. Cars speed down the street like a raceway. Need radar patrol.

1. Town services – item Black Gum Drive floods after rain and sewer does not drain, after any rain. 2. Town services – item II – Mediacom does not provide reliable service. Multiple problems with reception due to deteriorating cables leading to home. Plus inconsistent service calls and price changes. 3. Beach service – vendors. What vendors! We saw food truck once. 4. Beach services access – need more disabled access this summer. 5. Beach service parking – need to limit private home parking to allow visitors adequate parking.

1. The Town-required beach parking tags from 5/15 to 9/15 but only provided lifeguards between Memorial Day and Labor Day. The guards should be provided form 5/15 to 9/15 or only require tags between Memorial Day and Labor Day. 2. Parking on Ocean Drive and side streets east of RT 1 should be expanded to accommodate visitors. Too many homes have expanded parking to include entire properties. At least 20 feet per property should be for visitors during the summer so they can park. 3. Beach access for handicapped should be expanded problem - American Disability Act rules should be researched. 4. Shower, like at Bethany Beach, should be added at end of ramps. The primary reason most people visit SB is to enjoy the ocean beach. Focus on that, so they are happy.

Town Services & Staff: Extraordinarily efficient and effective! Always improving! Have been coming to SB since I was a child and I am a strong supporter of SB.

The canals should be dredged and made safe for swimming. Despite all the objections of the environmentalists, the canals should be clean and safe for swimming.

Thank you for keeping us a great “Little Beach” I appreciate your sincerity and dedication.

Permitting process - I hear it’s cumbersome! Recycling waste removal - Need bigger Trashcans. Yard waste removal - Needs to be 4X per year. Mediacom - Too expensive

#11-Mediacom Services-They are awful. They have a monopoly on the Town, they know it; and therefore, their service is awful. We went for a week without WIFI or cable and they didn’t care nor did they agree to reduce our bill. Get rid of them or at a minimum provide choices. We will come late on a Friday night to no cable or Internet. It’s frustrating and unacceptable.

We’ve had our 2nd home here for 11+ years and the Town people are lovely!... except Mediacom. I actually thought alcohol was prohibited until I saw the question in the survey. I’m surprised by the alcohol questions, we are here every weekend in summer; don’t drink on beach but never noticed an issue.

Mediacom. This service is expensive, extremely slow, and does not offer services competitive with other makers. “On Demand” is laughable. Why???

We buy and build here because we like it. Don’t screw it up!

1. Beach patrol - I have seen more and more rafts in the water. Also many swimmers “far out” past breakers - puts swimmers and Town at risk! Don’t use high tide time and temperature. 2. Overhead wires – should have put in an estimated cost! People will respond w/o impact of future of Town - mostly for looks. 3. Activities – Town government should not be in the business of trying to have things so community can have something to do. Polar Bear Plunge can be done by individuals - and what is that charity the tax dollars should support?

There seems to be an issue of not living within the revenue…. And doing more to increase taxes. Things like bonuses for signing a contract, additional police member, and now look at spending money to put overhead lines underground. We can’t sustain this pace w/o increasing taxes. “Live within your means”

Beach services-We do not go to the beach so will not comment.

The Town is perfect as is, why change?

Park for residents and a park for dogs.

Our house is located on S. 8th St. I do not understand why a beach entrance is not at the end of this street. It is one of the longest runs between entrances.

Rating for “Satisfied” (3) and “Somewhat Satisfied” (4) seem to be backwards “satisfied should be a higher rating than “somewhat satisfied”

#6 A fund should be started and added to each year to cover the cost of burying overhead power lines, including phone and TV wires.

Vendors on beach are totally unnecessary, we are becoming more like Ocean City with every summer. Not in vision statement below.

I think a reminder to all concerned that support lights and flood lights facing canals on other people's property is a serious source of light pollution. Simple homes lights should be adjustable for safe entry and exit of homes.

Like to bury wires if not too expensive.

Why can’t we drive through Cat Hill any time? Our taxes paid for the roads – crazy to stop home owners from using our own roads. We love our little Town – good work!

Canals - some are worse than others. Lighting along Canal Drive

#1 – Canals continue to be significantly polluted. #3- Pebbled street shoulders need to be consistent on all streets. #5 – Layton Drive & other low-level streets need better drainage. #6 There are still many houses & properties in disrepair – “eye sores”. #11 – we need a more effective representative to improve the Mediacom services. #2 we need more follow through in addressing our concerns.

We are very pleased with the Internet communications particularly during emergencies. Some trash container holders are in great need of repair. Some driveways/walkways with standing water are unsightly and contribute to mosquito-breeding. There are docks that are in need of repair, as well as sheds & outside showers.

We like the Town directory

Town Water Quality-Canals are dirty and algae is not raked early enough. Beach access - Many elderly and residents who have chronic Illnesses are not able to go the beach because of steep walkways. Even families with young children have difficulty getting to the beach. We need more ramps so everyone in the community can enjoy our beautiful beaches. Only one handicap ramp and there is not enough parking there. All the ramps are too long and steep and mats are very hot.

Mediacom-Service, price and available channels are completely unacceptable Internet, TV and phones are constantly going out, with interrupted sound & service. Customer services and repair response is a disgust. After many years of suffering through we have changed to Direct TV and are very satisfied. I have never spoken to one person in this community that is satisfied with Mediacom!!

Beach service access - need more handicapped board walks; Town services - Mediacom - too expensive - service is not reliable - constantly going out

It would be helpful to have trash cans beside the poop bag stations. I always pick up after my dogs, but also pick up other trash especially along Canal Drive, beer cans, coffee/soda cups, all kinds of trash. Many people walk, drive or bike along Canal and unfortunately not kind and/or respectful when they toss out trash.

Canal water quality – algae growth, O2 levels, storm drainage – street always floods, Mediacom – service interruption.

South Anchorage – a long street. There is no signage in regard to picking up after your dog and no bag dispensers. Offenders ignore the dog issue and I am always cleaning up after others. I have made this request multiple times.

I am always fearful of canal overflow; are we in need of further dredging?

We need yard waste pick up weekly, June-Sept. Do we need trash pickup 3 times/weekly? We feel twice weekly would be enough.

Water quality in the lagoons still needs to be improved.

Communication #3. I currently am not receiving emails. Hopefully that has been fixed, recently.

Parking - the "please don't block our walkway" signs. What does this mean? If I have space to walk around is that ok?

Consider additional stop signs at corner of Canal and Tamarack Dr. - 3 way stop – to slow oncoming cars. Can we get permission to leave our kayaks at the Sea Colony racks? Pay a small fee? Thanks!

My yard waste was not all picked up even though I had it tied & bundled according to specifications. I don’t think there should be any vendors on the beach. The street lights create too much glare and are very invasive without a downward facing shade.

Trash removal – excellent! A.J. is such an asset to the SB community.

Some yards are cluttered with junk which detracts from the beauty of the coastal area.

My comments are fairly limited since this is our first year summer. I filled out the survey but with limited knowledge & experience.

Beach services parking. Parking space should be made available on both sides of Seaside Dr. A space is needed for emergency vehicle maneuvers, more parking from Seaside Dr “on the loop” to “inner loop”

When we bought our house there was no cable TV, just satellite. We called Mediacom and setup an account and ordered cable. They did not do the work as originally scheduled then through a miracle my wife had a Mediacom employee do the work after talking to him when he was on a call at a neighbor’s house.

Recycling – often miss our street- Seaside Mediacom – poor quality –tiling, word skipping not the box or TV. Beach – access walks in terrible condition from Sea Side. Parking – not enforced on sea side of Route 1 & speed – does not seem to be enforced past couple of years.

I. Town services – #1. We should put more money into improving canal water quality. #II. Every time I turn on Mediacom, it seems that I lose channels.

Town services – item II. No competition from other cable companies leads to poor performance.

I have a concern that Friday night meetings exclude participation of part-time residents, who are the majority of taxpayers. I have expressed an opinion for many years that a non-weekend schedule could potentially expose the Council to discrimination claims by disgruntled property owners. I am not accusing of intentional discrimination, but the net effect of excluding a majority of taxpayers who cannot attend in most cases during Mon-Fri could be viewed as discriminatory, if ever challenged in court, especially on tax-related matters.

#11 Mediacom - The quality and/or strength of the signal for cable TV is poor. Picture is pixilated quite frequently.

Mediacom is terrible. Especially customer service response availability. Could use more enforced patrol during Fridays/Saturdays during July & August on noise control (from rentals). Please no lights at end of Canal Road! Interferes with wildlife.

Artesian water – Boats not respecting “no wake zone” seems like every year it gets worse. This past winter before leaving for Florida we winterized our beach house, drained pipes, turned water off, and kept the heat at 50 degrees. Unfortunately we still had a pipe freeze below our shut off valve on the first floor. We participate in the SB community watch program and the leak was found on Monday, March 9th by Bob Dougherty. He notified the SB police and they turned the water off at the street and called Artesian to notify them. Artesian sent a “high consumption notification” to our Wilmington address on March 17th a full 8 days after they were notified. The mail was forwarded to Florida and we received it three weeks after the leak was found. I called Artesian and was informed that 418 thousand gallons of water at a cost of $3,867.49 was used. I was stunned and asked if there was anything else we could have done to protect our property. The customer service person said we could have had the water shut off at the street at a cost of 50.00 (recently raised to 100.00) and 50.00 (now 100.00) to turn back on. I asked if customers were notified of this option and was told no. I asked if we could be charged at cost since it didn’t seem fair for Artesian to profit at our expense and was told no. I asked what Artesian did to protect customers from this situation and got no response. They offered a payment arrangement as the only option. I would like to suggest the SB look for other providers that are customer focused and interested in preserving a natural resource. A recent article in the News Journal (August 20, 2015, Artesian rewords shutoff letters) is another example of their lack of customer focus. I also called numerous times with no return calls when trying to deal with this issue. If we have to keep Artesian then I suggest SB require them to offer free shut off service to seasonal residents that want it. This incident has financially impacted us with property damage, high-water bill and-reduced rental income due to repairs required. It also impacts SB with reduced rental tax income and it impacts everyone when so much water is wasted. It would be interesting to survey the SB residents to see what

their opinion of Artesian is and how many had a similar experience this past winter.

The Town hall should not be closed for lunch! Employees should park away from front door.

Elizabeth Way and Elizabeth Court need at least some type of street lights.

Town landscaping is important; street lighting is necessary; someway to clean/shower when leaving beach would be nice.

Town storm drainage - Henlopen Drive- storm drain pipe was replaced (undersized) from 16" round to 8" round which is causing major flooding in front of our properties. 2 storm drains are connected to this pipe. This was a horrible job. Was in touch with Georgetown, they said it should have been replaced with the correct size. 117-115-116-118 Henlopen Drive all backs up into crawl spaces

Canal water quality – Nothing has charged in 10 years. Efforts are in effective fine storm drainage – too slow to correct problems. Mediacom – Service & customer service suck! Town Council Performance – Certain members serve their personal opinions vs the public’s. Police Town street patrol – Patrolling on west of RT 1 streets non-existent since May 2015.

Town enhancement committee. Work looks great, but enough is enough just maintain what we now have.

We owned a house for 11 years and totally enjoyed the Town & beach. Rentals were increasing. Hurricane Sandy flooded our house & flood claim & Sussex County permitting were very painful. Our family lives in different locations now, So we are selling our SB house. We settle in October hopefully. But we will come back every year as renters!

1. Town services- canal water quality at canal ends the water is really polluted/especially between Carlisle & York Roads. This has been a problem for many years, surely there is a resolution. 2. Town storm drainage – constant problem on Carlisle and York Roads for 25 years!

2. We don’t need more street lights, (light pollution) any lights should be solar & LED or very low electricity use. Part 2 4. Burying wires raises another can of worms in flood uses! 8. Cleanliness-can’t improve on perfection!

We are strongly against any expansion of Town Hall. Large meetings can be held in churches or schools or under a tent in good weather if necessary. Good design can manage the interior spaces to accommodate police & Township needs. I’d rather see money go for expansion of the Assawoman Canal Trail! I love the section done so far. I’d also love to see a play area for small children or Town Hall property.

#3 Need solar Street Light on Anchorage Drive. Can you explain why Middlesex considers “their” beach a private beach!

1. Please make improving canal water cleanliness and quality an urgent priority. 5. Please schedule regular maintenance of drainage sewers/line and post scheduled publicly. II. Please require Mediacom to stop leaving yard, water ways and drive ways with cable. (perhaps there is some other vendor, not sure) 4. The abundant issuance of speeding tickets has not sufficiently addressed the speeding problem on Route 1. Please consider proposing to lower speed limit to 25 mph year round.

Please provide specific data and more transparency about the need to expand the Town Hall/police quarters once the specifics are clearly articulated. Homeowners must be informed. As a homeowner, I’d like to see possible solutions identified that are cost neutral to the Town dog waste – left in driveways and yards continues to be problematic. Will the Town please do more to inform and educate SB residents and guests of their obligation to pick up after their dogs? As a dog lover – I realize – this is not about our pets, but rather the dog owners and walkers.

The signs on Ocean Drive are not visible at night. We don’t need any more street lights. Leave the drinkers and the smokers alone.

More “no parking” signs on some of the eastside streets during summer season. Bicycle police or parking enforces during summer season for cars parking faced the wrong way as illegally.

Town Services #8 -Needs to be picked up over the weekend. Town Services #10 Needs to be weekly in the summer

Town services Recycling- In the summer “HIGH” season, would like to see recycling pick up 2 times per week. People seem to have more recycling than trash. Tenants clean out their refrigerators on Sat., recycling bin stays full throughout the next, tenant’s stay – Make it Sat. afternoon pickup if only 1x per week.

Town services Mediacom – in the past, have had issues with slow service & Mediacom using out dated equipment & delays in getting service. Again consider other providers.

Town services#11. We waited 3 weeks for Mediacom to repair outside and then message tells repair scheduled for 8 am to 8 pm! If we weren’t available then they wouldn’t come – no chance to speak to a person! #5 can something be done for a poorly drained unimproved lot which resembles a shallow pond after rain! (Henlopen east of RT1) Communication: please include information on SBPOA in any communication to all just as important – may be nice to have historical society. People need another source of info on our SBPOA & neighborhood watch & program.

Town service# 1 We had strongly said that Council should have approved $ to continue. Water quality evaluation program! Lighting: SB should have policy which emphasizes no light pollution – i.e. Any Town lights should only be visible from below or not reflect light up. I would also like to see a code restricting lights on properties in the same way. One of our best assets is the night sky! Town events – how about more events off season?

8. Recycling: Friday pick-up is very difficult for weekenders; cannot put out 5 days in advance. Demands cost of a large enclosure at curb. Shift to Saturday am in off season. Put out & get-in same day. 4. Beach access: consider partial walkways on street side of dune. And mobi’s on beach side. 2. Vendor: cycle from end to end too long when he didn’t have many customers. 2. Website: requires more frequent updates; minutes of meetings need to be posted within a few days of meetings, so one can observe issue resolution and new business. 6. Tax increase: these are capital budgeting-issues. Until we use our existing surplus, we shouldn’t need to increase taxes, particularly, after we are running ahead. It’s priorities.

You might ask us if we’d prefer items 3 & 4 and part of 5 versus a new Town Hall & police buildings.

Increase one way signs on Ocean Drive to prevent “wrong” way drives especially on Saturday & Sunday.

We are very dissatisfied with our cable service and would like another option.

New police chief is terrific; have not seen many street patrols more speed control is needed. Noise restrictions at night & contractors working prior to 8 am needs addressing.

Great job by Town Council keeping Town quiet. Believe taxes should not be increased.

The Town needs less bureaucracy not more. Cut and save not tax and spend should be your motto. New buildings were constructed four years ago along with a large tax increase. We do not need additions or the associated costs. In the winter there is a sparse population. We can fend for ourselves without the 24 hour police. The Town does not need more regulations!

1. My property is at the end of Petherton Canal and water is horrible. 2. Beach patrol uniforms do not seem professional. I think all members of the patrol should wear distinctive swim suits such as red with SB printed on swim trunks and sweat shirts and caps.

Town Services #6-Many setback violations-sheds etc. 11-does not apply police & emergency service 2-Rarly see police patrol

#1.It’s impossible to resolve a lot of it. #5 – No resolution possible. #7. Haven’t used – don’t know.

Main issue is neglect of canal on Tern Drive. Badly in need of dredging especially on end of canal (along Bayshore). Almost too shallow to put a boat in, can’t see the bottom even when water is only a foot deep – says something about the quality of the water! Was not in this state several years ago. Slowly deteriorating without any apparent attempts to fix.

Please enforce/adopt a "no smoking" policy as Bethany did recently.

Beautiful little city to call home!

Remain very dissatisfied with speed of traffic on Kent Ave. passing cars along homes on Kent Ave., the Town should assert its influence with county/state to get something done. 35 MRH too fast and virtually ignored.

#8. Waste recycle removal-Our household can stay up to 14 people &1 recycle bin is not enough. When we asked for a 2nd bin, we were denied. Now we put recycle materials in the trash, which defeats the purpose of being able to recycle.

Allowing pets on the beach by 9/15 or 10/1 would be wonderful, even if you limit the hours after 4 or 5 PM. I think our beach is plenty big enough and from what I’ve experienced, most people are responsible (about picking up after their dogs). Thank you for your consideration!

Trash/recycling - pick up is inconsistent. I think recycling should be picked up more than once a week and not only on Saturday. As a seasonal homeowner who comes down only on weekends, I cannot put my recycling out on Monday (upon departure) for them to pick up Saturday. Sometimes I leave it under my house and they will pick up and sometimes they don't.

More inclusiveness, it seems that a handful of residents control what goes on in Town.

Part 2 #1 would love to ban smoking on the beach.

No Police noise control during bike week. Don’t think we should have automated phone answering at Town Hall. Explore Town-wide Internet access.

Lighting should be solar powered and low light as to not cause light pollution. Locate at street to beach entrances and on the corner above street signs. I live on North 4th St. and feel that a beach handicap ramp should be built at North 4th entrance and handicap parking spots also marked.

There are no dog poop bag dispensers near North 4th Street and they should be installed at each beach entrance. Add beach Wheelchairs. They can be stored in storage shed and left at the lifeguard station during the day. WIFI on the beach

We need to address water quality now! Cut basic (all) trees etc. growing into/over the bulkheads.

The food concession on the beach is below expected levels. The quantity & especially the quality of food, ice balls is far below par.

Mediacom stinks; is overpriced; non responsive. How does Sea Colony negotiate a better contract? Mediacom needs some competition or at least to be held to a minimum standard to do business in SB; this is a long problem.

Overall survey – “somewhat satisfied” should have been to me to rank below “satisfied.” Part 4 – Zebra (pedestrian) crossing RT 1 needs to be address & signed. To “stop” or “not to stop” my view is we are heading toward a major problem if either “SB” or “DNREC” does not provide some clarity. Witnessed way too many close calls in 2015.

The Town’s appearance would be improved by increased enforcement of the code maintenance provisions applicable to buildings, solid waste bins, fences and weed growth. This should improve rentability and saleability, as well.

The headings on Town services are confusing. “Somewhat satisfied” has an assigned value of 4 and “satisfied” has a value of 3. In other words the assigned values indicate that “somewhat satisfied” means more satisfied than “satisfied” these words mean the opposite according to dictionaries.

I have worked 4 cable companies for 30 years. Please allow me to help negotiate with Comcast & Mediacom to finance a more competitive service when contact is within 12 months of expiration.

Please consider opening beach for dogs Sept 15. The Council should cease all actions that supersede FEMA flood requirements and raise insurance rates above prevailing government rates

#11 (Town Services)-Mediacom. Like many “monopoly” services, the lack of competition results in high prices & less programming flexibility & responsiveness.

We live on Black Gum Drive and the storm drain needs to be cleaned out. Recycling is difficult because the Town requires us to bring our recycle can in when we are not there. Mediacom needs same competition down there.

Really need some type of public restroom facility near beach. A lack of facilities makes going to the beach extremely difficult for families with young children and elderly people

Town services – 8 – recycling pickup should be 2 times per week in June, July, Aug, beach services – 4 need mobi-mats on both sides of the dune. Future Town needs- 6 – you need to seek ways to reduce costs.

SB needs to take a stand against offshore drilling.

Emergency service response time slow; hard to find things on website; absolutely canal water quality is poor.

Need to make pedestrian crossing on Route 1 safer – signs or push-button lights; vehicles do not stop for pedestrians here as they do in other places. Need more transparency in Town government; more information easier to find on website, documents to be discussed by TC need to be made available to citizens.

Not living here full-time means that some responses to survey are without full knowledge of other concerns. Investing in some additional lighting & better beach access is important to safety & convenience for both adults & kids. Speeding in SB is not tolerated-Thank You!

Better control of through traffic (especially trucks) on Tamarack Dr. year-round.

Town Services: 6: Frequently see dog off leash, 11#: too frequent “loss of service”, Beach Services: 5: We need lines to make best use of limited spaces. People leave too much space between, cars, often having 3 or 4 “half spaces” left unusable. Future Needs #ee2: Perhaps better monitoring of bottles on the beach. A simple reminder for renters but perhaps a fine for property owners.

We have a beautiful community with outstanding office, police and beach staff. We bought our home in 2000 and love spending time there with family & friends.

Part 2 #3. The large street light on W. 5th St. is annoying. If street lights are deemed necessary, they should be about 8 feet tall and fit the community ambiance.

Telephone & electric poles & overhead lines should be changed to underground. This is needed for a more attractive neighborhood, and to keep up with standards that have been in other neighborhoods for many years. This could be done in phases to avoid high costs in a given year and still get the job done.

1#11, Mediacom-Just not very good service for what we pay It goes out once in a while for no reason. Part 2-1&2, I don’t have a problem with smoking/drinking as long as people pick up after themselves.

I think the Town runs very well for the most part.

More junk pick-up days - 4 x per year.

1. Recommend fill in the man-made drainage ditch along Assawoman Canal Cattail Rd. 3. Grass clipping along Cattail Rd. end up in drainage ditch leading to canal. 4. A bit “over done” with signage and road reflectors! 5. Many negative aspects regarding storm drainage along Cattail Rd. (health and environment) 6. Why is a permit required to replace an existing structure or HVAC system? 11) Mediacom - had to call for service many times this past summer. 3) (Town government) immediate neighbors should have input/information prior to implementation of projects.

Recommend more attention be paid to speed control west of Route 1; recommend alcohol prohibited only during guarded beach time; 3. (Police) overemphasized.

Although some attention is being paid to canal water quality, It does not seem that there are any solutions actually being explored. It may be my personal opinion but I think that greater efforts should be made to educate others on the causes of the problems, the prognosis for the future and the pros and cons of any prospective solutions.

There seem to be bigger and higher boats on the canal. I don’t know what if any impact larger water craft have on the water quality and other issues such as bulkhead maintenance it would be interesting to know if there are any studies on the impact of larger boats and also there seems to be larger boat lifts; these lifts impact the aesthetics of the canals.

SB needs to continue to balance the restrictions of DNREC and the property rights of the owners. Renovation & reconstruction has improved the environment more than the unintended consequences of onerous regulation & restriction. Therefore, if individuals can't afford to improve, then improvement does not occur

What is the plan if a storm takes-out the beach and the state and feds take too long (i.e. over a year) to repair/replenish?

Why are vendors allowed on beach? Lights on street corners would help-hard to read signs in dark. Please bury overhead wires-yes! We would like to help with canal water quality how do we get involved w/ oyster program or anything else?

As new homeowners (who are planning to move to SB in the next few years full time) we are delighted! Joe Hinks is wonderful to work with!

See picture… Brandywine Drive @ RT 1. This is the way the crossing was and should be returned. The crossing leads to N. 5th Street which is not a beach crossing. The old crossing which should lead to N. 4th Street has a beach crossing. It was also safer from turning traffic from Route 1. All the other side streets leading to Route 1 are setup with the crossing on the right side!

Canal Water: Water quality was disgusting-Algae was not cleaned up for a long time. Mediacom: Very expensive and for few channels… service very much not the best; Beach access: Trouble except for handicap ramp on at S. 3rd St

#1 Town Services – with emphasis on water quality, code enforcement should be more. Concerned about debris falling from trees that overhang the canals (even those that are high) also bushes that overhang and sometimes fall into the water and create a mess for others to clean up. Also, should residents be made aware of the fire hazard these overgrown tress create? 2. An example of trees shedding pine needles excessively, W. 4th street off Canal Drive # 300. In response to improved lighting and hurrying utility lines, the public utility company should be approached and possibly a grant to offset the cost

from the state government should be investigated. From a safety point, better lighting would help.

Off Rt. 1 - Side streets (down canal streets like Evergreen, Petherton, Anchorage, Brandywine, etc. to McCabe’s) Very black at night.

Canal Water Quality: The canals are what really make SB unique, so I would like to see more proactive efforts by the Town to improve the water quality in the canals. Mediacom Services: Mediacom is very expensive relative to the services you receive (especially for Internet). I would like the Town to investigate other cable providers. More lighting is needed on South Anchorage Drive.

I wish SB was more of a community. We’ve lived on Sussex place since 1977 and know very few people, other than our immediate neighbors

I would like to see a public boat ramp.

Part 1. Beach services Beach patrol – serious lack of training and oversight! Vendors – carts running up & down are a nuisance, noise & smell. Police, etc. – side street speeds can get scary, especially on weekends. Part 2. No more lighting! bad enough with people’s ridiculous flood lights, outdoor lights on all night, etc. etc.

Mediacom is perhaps the worst provider in the country. It’s expensive, comparatively, offers less than others and has horrid service. Can’t we at least have a choice?

Need significant effect to improve canal water quality – we should be able to swim in our canals.

Anchorage Dr. - next door neighbor sold last year - rental folks are loud; law should be inside by 9 or 10:00 p.m.

Every year I complain about the utility cover on Canal, at the bottom of my driveway that has never been secured – every time a car drives over it, it “bangs/clangs” 24/7/365. No one in Town hall has ever been able to help us rectify this – no one owns this! Problem!

A lot of the items I do not have an opinion, or items I have not used or do not know enough to comment on.

Great job! Need bigger/more frequent recycling services; more bulk pick-up especially at end of season.

Noise Control-Anything to be done about barking days left outside early in the morning? Strongly support smoking ban on beach.

Services #11 - Mediacom way too expensive for what it offers Government/Staff #4 - Very disappointed in Town officials reaction & response to inquiry I had made regarding improving cell phone reception in the community. I was essentially ignored and the reception for AT&T & others is still very bad. Part 2 #8 – I believe we have way too much signage within our community - it is very excessive and in most cases unnecessary.

Still believe the Town should - at least - look into way of improving cell phone reception within our community.

Part 2, #3 Need to remove some existing lighting Part -2 item 5 – too expensive, too many players – we have tried before.

The 100% property tax rate increase needs to be removed, and spending adjusted to that income amount, less government, not more.

#II Mediacom – Our new installation experience on new home in August was a nightmare from customer service standpoint; should have been simple installation in pre-wired 4-yr. old home, but Mediacom had to return 4 times to get it right-each time giving us a 4-hour window that we had to wait-even though they messed up, “company policy” would not allow us to be expedited to front of list.

Please prohibit smoking on beach. Too many times we have been on the beach with children and a smoker will settle in next to us. Inconsistent with a family-oriented beach. Sea Colony has taken the lead in banning smoking on the beach-let’s follow suit in SB please.

Part 1: Town services as a whole I am very satisfied with in Town services! Questions 3 &4 - I’m not sure whether the appropriate line but staff should clean the tidal/drainage ditch along Cat Hill Road. Trash, beer cans, should be raked out on regular basis. A large build-up during hot months & should be raked out. If waste can't be placed in provided trash cans then think about adding waste can at location that are in open space.

Storm water runoff collects at intersection of Cattail & Tamarack Roads. Maybe the drain is too high! Thank you.

Part – 2 an additional street light is needed on Tern Drive.

Town Service – 2 at the intersection of RT 1 & York Rd north bound traffic can you see South Bound traffic when turning left into York Rd due to trees, planted in the median. Town Service #11 Mediacom is horrible – horrible. The best things they do is lie, cheat & steal. Millsboro office deflects all calls to some higher office in another state. You never get a call back, service people are bad & lazy. Ever wonder why there are so many satellite dishes on roofs in SB? Do something!

Town Council seems to be a “social club” that likes to spend other people’s money. Signage – too much signage on Ocean Drive, less is best.

Town Landscaping – only put in flower beds that you have the personnel to maintain. Street maintenance – sand on beach roads, can be hazardous to bikes, sand on York, near Route 1 starting to cover walkway.

Part 2 #3 Streets are too dark on bayside of Route 1. Part 1 Town service. Should do a better job at enforcing trees hanging over into canals.

Enforce the rental policy-those who do not declare but rent anyway is a loss of revenue. Cost of permits are outrageous.

II - Mediacom services need to be improved upon. Actually, we need Verizon to come in to break up Mediacom monopoly & perhaps that would improve the situation! Sometimes I must press remote many times for TV to come on; program voice (talking) is broken into & can't be heard. Service people are not always polite & leave items (from unpacking parts) on floor & leave w/o picking up. Would like service people to "speak" English.

One of the special activities in SB is to go down to the beach in the evening. The youngsters can play on the beach while the adults have happy hour with a glass of wine. The police lifeguards already have too much to do. Alcohol on the beach attracts visitors to SB.

The Town has too much money and the Council is looking for ways to spend it on things not necessary. We should not emulate Bethany Beach. Banners on telephone poles are not needed. Town Hall does not need to be expanded – use the Fire hall or library for large meetings. It is time for a tax cut!

Recycling is lazy and doesn’t always pick up.

Feel I cannot answer 7, 8 or 9. As for 1 & 2 very few smokers and most are very courteous about it in 20 years, I have never seen out of control drinking. Please do not get rid of these things!

Mediacom - poor service. Switch to Verizon FIOS. Town Council - did not adequately address BFE issue with homeowners on insurance.

Part 2, #2 the Town has never had a problem. I like a drink on the beach.

We need our canals cleaned up – not a new Town hall. Visitors want to swim, crabs, boat – not worried about a new Town Hall.

Town services: #5 very poor water drainage along Tamarack Drive. Beach services: #5, no parking for residents in afternoon during summer months.

The SBPOA should sponsor & pay for the family/social events. The Town should not. Parking on the Oceanside is adequate but last year was not well policed. Find a person with a bike, car park w/out a permit, in wrong directions, in driveways and blocking garbage access.

Overall, Town Council & employee performance is good, employees are responsive and knowledgeable. Friendly and helpful. Stop paying for canal water studies; it is what it is, man-made canals poorly designed and poor water circulation. Consider parking permits for entire Town (both sides); consider noise ordinance i.e. Barking dogs consider dog registration fees. Too many dogs running loose & owners who do not clean up.

I live here full-time and at night on my street it is very dark. I would like a street light. I do not agree with no access on Black Gum! I go to work in the morning and have to go all the way around to get home. It is a waste of time!

I adore this Town and I am really happy I moved here.

Canal Water Quality - where I live the quality of the canal water seems pretty good. When I'm walking on some of the streets alongside the canal, though, the water looks very dirty and almost like a film on it. Town storm drainage - when we have a heavy rain, we always had some standing water in the street &

our driveway. But since the street was graded & re-surfaced some years ago, we now always have a large pool of standing water in the street out front & in our driveway.

Part 2, #3 need street light on Bayshore drive at the turn from the 100 block to the 200 block. Very dark at that turn. Part 1, #9 trash removal: I fail to see why 3 pick-ups are, necessary for Jun-Jul-Aug, especially if we’re paying more in fees for these 3 pick-ups. Certainly 2 pick-ups, Wed/Sat, would be more than enough for last 2 weeks of June, all of July, and first 2 weeks of August. If rental properties are the issue for 3 pick-ups in June-Jul-Aug, then tack on a surcharge to the rental licensing fee to cover the extra pick-ups. Don’t burden the cost on the Town’s people. The trash truck makes very few pick-ups on my street on Thursday during Jun-July-Aug!

Town government/staff – Town services - inadequate signage for dead ends of streets or courts, this continues to increase traffic & risk to children playing. Too much through traffic and over spaces limit through Cat Hill.

Further limit our through traffic & speeding through Cat Hill. Higher speed bumps and patrols. Make streets through Cat Hill one way on some of the streets.

Mediacom services are expensive & there is no competition in this area for TV & Internet services. I would like to see competitions.

As a property owner of age, I feel it is important to have more access as on S. 3rd street; would be more than willing to give money for this.

I feel we need less intrusiveness with the SB owners. Better access to beach. Instead of handrails rise towards cost of boardwalk, i.e. handicap

Yard waste removal is spotty. Sometimes not ever picked up when scheduled!

(11)Have dropped Mediacom services – poor services. (9) During the off-season the Town trashcans closest to the south end of Ocean Drive are not emptied on a regular basis. This is a health hazard due to the amount of dog feces dropped there by our more polite visitors & Towns people.

More lighting on Ocean Drive Lighting at Logan & Ocean Dr. A police patrol full time.

1. Don’t see where water quality committee has done anything to improve water quality.

1 It is unacceptable that house setbacks apply to small backyard sheds. Most of the houses here have small lots, and the house takes up all of the setbacks. No other Town that I have lived in has such a crazy law. Many of the houses, including mine, have no garages, and have little spaces for storage. Building “up” as was suggested, could run upward of $40,000 to $50,000, not many can afford that. Although there are many sheds on lots now, they were supposedly “Grand-Fathered in”. is either slow or non-working at all. Everyone knows this!!! PLEASE get a carrier than can give us a decent Internet.

I would like all parking passes to be without tag numbers, each homeowner is given 4 they should be used as homeowner prefers. Homeowners should have access to driving on Black Gum Drive when closed in the AM with tag in car!

Mediacom Services - a very customer unfriendly company so now have Direct TV; Signage - the "for rent" , " for sale" signs are out of control and very ugly particularly on the Ocean Drive. There should be some standardization.

More street lights

11. Mediacom is so inferior to services that Comcast provides. On demand very limited, breaks up. Data charges/overage amount is ridiculous; phone service (Mediacom) can be sporadic. I cannot believe people say they are satisfied with Mediacom. You need to negotiate with other companies. 2. Street patrols are too much hiding under houses – it is like living in Nazi Germany! Pulling drivers over in their own driveways; frightening lights that officer refused to turn off! Noise control is sporadic; loud drunks on front porches are not difficult to hear!

I think Town should warn people to take care of their properties and driveways. House at corner of Periwinkle & Russell has high weeds on front side & bad appearance to be doing nothing about it. Other houses as well.

Drainage - When it rains the road on Petherton does not drain very well. Needs a drain put in. Mediacom - very hard to deal with and expensive.

Code enforcement has always been too strict. Permitting process is too much. I don’t think you need a permit for many things on the current list. We feel that “big brother” is always watching which does not feel good. Mediacom is too expensive.

There are too many regulations and rules. We have two other houses and they do not come close to the oversight that SB has over everything! People are mostly nice they will usually do the right thing. We need less regulation and oversight from the city.

Mediacom service is awful-3 out of 4 times we come there is a problem with the service. There have been cables running across our yard for almost a year.

Drainage – South Anchorage Drive. Experiences significant during rain events. Mediacom: programming is not great. Should be able to get Philadelphia and remote is cumbersome to use.

SB is a wonderful place to own a home and spend time.

Water runoff from Elizabeth Way and Court runs into all yards. Provide a storm drain and it may catch a good portion of the rainfall.

11. Mediacom continues to be a huge problem especially since I have service only May-Oct. There seems to be no consistency to inform or address from different staff persons at Mediacom. Call one day - one story – next day, another person – another story. Beach services complaint! 5. Parking – many

homeowners at the beach, especially those with the new huge Oceanside houses install driveways covering the entire lot on the street.

beach passes encourages giving passes to others outside SB. Thank you.

Code enforcement in the past has been spotty or non-existent. This is especially true on residential streets when new construction is underway. Contractors ignore time, site safety, site drainage, noise, etc.

1. Just because the “majority” of people expressing opinions favor a specific direction that does not mean it is proper, appropriate or correct. 2. The condition of the canal waters is disgusting and should be a priority to correct.

Boating community – spend more time and money dredging canals. Deeper water, more water, more movement, cleaner water.

Police & Emergency-Noise Control The police are doing a good overall job. In general the Town is quiet. The main exception is motorcycles. If cars have proper mufflers, why don’t motorcycles. “Bike Week” is so bad that we leave Town. SB & other Towns need strict noise ordinances specifically for motorcycles and enforce then.

Recycling waste removal – having recycle picked up early Friday morning is difficult for those who have a second home here and come down Friday and leave Sunday. No way to get the recycle out Thursday night for Friday morning pickup.

Mediacom-Poor Customer service. Service not consistent; pricing packages make no sense. Appear to be designed so higher prices for combining seminar channels. Comcast is even better.

We liked the ice cone provider that uses real ice & syrup, not the current stuff. Thank you for all your hard work. We appreciate our time in SB!

Need to work with Army Corps of Engineers

7. Permitting Process 2-The process is fine-the fee to improve my property to FEMA specifications and increase the value of my home was ridiculous. I installed six flood vents on the ground floor. As a result was required to pay for entire floor square footage improvement. 11. Mediacom 2-2The Internet service is spotty, yet Mediacom finds no problem. Looking into FIOS to replace (Unfortunately they use Direct TV for TV service-Dish on house or in yard)

Since purchasing our house on Brandywine Drive we have thoroughly enjoyed SB. We rent our house mostly in summer months and spend time there when we can. We purchased a house with a dock as we have a boat and like to fish and do watersports. There are very few boat ramps/trailer parking areas in SB. Harpoon Hannah’s is the nearest location to accommodate my boat and provide parking-Entry fee $30, exit fee $30. I would really like to see the Town look into boat access for boats needing concrete ramps & parking. Thank You.

9, 10, 11 People don’t go to the beach to spend tax payer money

Many items are not relevant to my use or interests. No relevance to my life.

Communications #3 too many, important items get lost in the E-Mail traffic. Speed control in Town needs improvement.

No need for expansion of Town Hall or police department. No need for police on beach in the summer during lifeguard hours unless an incident occurs requiring their assistance.

We would like to have increased access to the beach for our dogs, it would be good to be able to walk the dogs (on leash) at the beach after lifeguard hours.

Part 2 #3 we would be displeased if street lights were installed on Elizabeth Way. The home behind us on Anchorage has a very bright flood on the back of their home which we and our guests dislike. Being able to see the stars is amazing; let’s not change the whole characteristic of being at the beach.

Part 2 #11. More movie on the beach nights. There should be some sort of playground area for kids…we are supposed to be family oriented!

Having a movie night at almost the same time as fireworks doesn’t make sense. Movie doesn’t end before fireworks begin. Headlights of beach patrol vehicles block viewing of fireworks in Sea Colony & Bethany. Are there really that, many violations?

Drainage - complained last survey about storm drainage on every street. Major project. All eyes and monies to that. Mediacom - lousy. Canceled mine. Beach access - ramp from walkways to beach would be nice. Need to address serious items like flood control. All your houses are at risk using BB voluntary unmanned fire department. Took them 20 minutes to respond after my call about my neighbor's house. (Burned to the ground) 6 streets from fire department!

Part 2 # 4 – S. 3rd St. is the only handicap accessible ramp and it is not in good shape – always covered with sand; people in wheelchairs cannot use the ramp to access the beach. (Walkers, canes, and people with gait issues also cannot access the beach from the ramp). Part 1 #11 Mediacom is horrible, unreliable & costly.

We have never had a problem with renters on our street until this year. Many weeks there were up to 8 cars for one house. Do we have any ordinance in place for how many cars can be at a rental property at any given week? We love SB and have watched it grow for the better over the last 25 years. Keep up the great work!

Large lettering on Town benches – remove and put metal plaque on plate with dedication.

We would like an indoor shower on our first floor, but one builder says we can’t. This is crazy since we have outdoor showers.

Traffic on Black Gum off of Kent! Too much and too fast will increase with new development on Kent.

Overhead wires/lines - very interested in burying overhead wires/lines. Also improved street lighting.

Part 1 #11 Mediacom – slow Internet, frequent outages, inflexible, hard to contact or deal with, not customer – friendly. Part – 1, Vendors on beach – on some days, food/drink vendor cannot be seen & frequently disappears for hours at a time. Part 1 police patrols- speed monitoring on Route 1 is excessive, given no houses along Route 1. In comparison, speed monitoring on Black Gum (where

#4 – Mobi-Mats should only be on 4 dune crossings/with handrails

Plymouth Rd – every time it rains, the street floods. Under 6" of water and will not drain.

Town officers have differences of opinion, please refrain from attacking each other in paper, or at any time. Settle differences with respect.

Work with state of Delaware & representatives to install speed cameras on Route 1. Waste of time & expensive & gives us a bad reputation to give out speeding tickets continuously. Also will increase revenue to Town. No points. Events notice in newspaper waste of time. Most of time notices of no major value. Work with state to remove left turn arrow in Route 1 and Evergreen. Encourages through traffic.

Room with window facing front of building off Council chamber now used for storage should be the Mayor's office. Mayor shouldn't have to do work at home. Odd lots and cemetery on Black Gum Drive should be developed as mini-parks, appropriately move graves. Need to work with DNREC for launching facilities for kayaks at end of Black Gum Drive. Now it is slimy & dangerous. A great facility.

Water murky despite algae removal

#5 Burying overhead wires/lines – they look terrible and are a problem during storms. Should phase in removal. Perhaps 10% per year and start with blocks with most buried lines from houses to poles.

Should require permit only parking on all streets within 100 or 200 feet of Route 1. People who are not locals or renters are starting to realize they can park for free there & walk across to the beach.

Some questions are not something I have any knowledge about.

I believe we should entertain ourselves & our children & grandchildren in simple ways.

Town services #II. Mediacom is expensive & difficult to deal with, largely because it is a monopoly. We should have another choice of carrier. Would love to see free Wi-Fi.

Why is SB the only area jurisdiction that has not banned smoking on the beach?? Whenever anyone smokes on the beach, it generally affects almost everyone because of the strong winds and badly hurts the "pristine" environment we are all looking for at the beach. Please, please ban all smoking sooner rather than later.

Regulate parking passes on bayside from Memorial Day to Labor Day. Since you are going to post the survey results on the website it would be nice if you actually stated what the website address is.

Recycling removal. We use the place on the weekends and with the Friday pickup it is not possible to set the bin out.

The Town currently does not adequately enforce the NO wake policy. Outside or mention in Zephyr – even phone calls have not resulted in enforcement. Mediacom is the most careless Internet provider in existence. They are not competitively priced and their service is totally unreliable. Further, their customer service is pathetic.

4. A few “NO wake” signs around the canals would be nice. Many folks violate this policy. An improved violation reporting ability would be great. Can’t depend on DNREC for enforcement.

1. We don’t see the police patrol the streets as often as in past years. 2. The solar lights installed around Town are nice, we’d like to limit light pollution. The stars in the sky are nice! 3. Burying power lines is a waste of resources.

Communication services – needs to provide better information during emergencies like hurricanes on flooding situations on SB website. Should assign a face book page to SB.

Need to explore how to reduce speeding – in Cat Hill…. Also, need to explore how to get cars to stop at stop signs in Cat Hill which contributes to the speeding.

Part 2 No. 1 Finally!

Police and Emergency Services - Police do a super job. BUT I would always like to see more patrols on Coastal Highway to slow speeding and give tickets to slow down motorists. Especially at crosswalks where people do not have a pedestrian right of way.

What are the number of complaints in regards to cigarettes & alcohol? Are we making an issue that doesn’t have data to support the ban? Who is going to regulate this? Lifeguards/police? I think they have more important things to do.

Recycling was spotty, this summer – there were weeks without pickup. Mediacom is too expensive, particularly for somewhat seasoned residents.

I am very much against prohibiting alcohol on the beach. One of the joys of living in SB is enjoying a cocktail in the evening.

Traffic in Cat Hill a major concern.

Town government has not responded to multiple concerns regarding traffic on Tamarack and Canal Roads. Removable speed bumps, more stop signs are needed; we have witnessed many & near misses between cars & pedestrians.

Are other jurisdictions looking to bury their overhead lines? Route 1 needs better lighting. Still hard to spot those crossing or walking after dark.

Canal water quality – algae, no swim zone.

Services-1 Water quality- appreciate volunteer efforts but there, has been no improvement. We should hire expert consultant for recommendation & implement. Code enforcement-still many properties poorly maintained fences falling into canal, weeds, “ABANDONED PROPERTY.” Mediacom-poor quality, poor service, high cost.

Tax increase-no, use the reserve. Heard rumor of expanding Town Hall-that does nothing to improve the Town.

Mediacom is beyond awful-Sporadic service interruptions, customer service is a joke-glad to help in 10 days or more, etc.

Dog situation at the end of S. Bethany is unreal-not sure what the Town can do, but enforcing dogs on leash, picking up poop, etc. Maybe ask the State beach patrol to enforce?

#8 more frequent recycling pickup in season. #10 More frequent yard waste pickup in season. #11 Mediacom * high $, low quality (speed & service) #2 vendors- want Melvo snow balls back.

Would love to be able to have permitted bonfires on the beach.

The traffic on Black Gum, Cattail, and Tamarack is dangerous. Please find a way to reduce the drive-thru traffic. Thank you.

Town services/ # II (Mediacom). It seems Mediacom has a monopoly in providing cable. Their prices have risen very quickly and cost for the most basic package is very high about $75/month). Can something be done?

Taxes rather than a tax increase to support things like improved beach access or burying overhead lines. Why not consider a one-time charge per household to support these things.

Recycling waste removal very difficult for weekend residents to put out; would prefer Saturday or Sunday pickup.

Part 2 #2. Do not implement a no alcohol policy. Enforce no bottles; enforce underage drinking but adults should be able to drink responsibly on beach. A nice thing about SB is that it is not a “party” beach yet adults are free to drink responsibly.

Need another handicap access to the beach

When a family group owns a home you can only get two beach tags for certain vehicles and only two general passes. We have 4 families using the house and only 2 passes, not fair. We pay the same taxes as everyone else even though we don't use the house as a year-round residence.

A dog park

I suggest for beach passes they be used based on property address & not license plate #.

Item 4 prices for mobi-mats & handrails – were these prices competed? Item 1 - No need for this. Item 2 - In the 20 years we have been here I have never seen bad behaviors from people drinking at the beach, no need to change.

The mobi-mats help but it is very difficult for seniors to access the beach, or cross the dunes. Handrails would be very beneficial. A walkway (5.3) even better.

Town services: Sandpiper Village often gets missed on recycling pick up. Speed control – we need better speed control in Sandpiper Village. Sea Side Drive gets a lot of vehicle traffic and pedestrians/kids are always in street – very dangerous.

Lifeguards – the lifeguards are not as professional as they should be. I understand the need to take breaks. On normal surf days, I am not concerned. However, on high surf, dangerous days, they maintain same routine. They should have a rotation on those days to maintain two guards in the chair. I witnessed an event this year where a parent had to run 50 yards right by the lifeguard chair to save a five year old child. The single lifeguard was not even aware this occurred. Bottom line – they don’t react to changing situations, no sign of enhanced vigilance on rough days.

New homes should not be lit up like a Christmas tree, multiple outside lights shine in other property owners’ windows, and we like to see the stars.

1. Water quality should be as good as Little Assawoman Bay. 4. We do not see any maintenance being done for streets. 5. Some drain lines appear to be undersized. Standing water. Some lots do not drain. Access - more mobi mats are required. 1. Council members speaking as Council without authorization. 2. Major issues not being addressed – canal water, lighting, street maintenance natural gas lines & future parking issues, future beach costs due to new housing development near SB.

Part 2 #3. Light is required at Boone & York road. 2. Light lamps should be changed to avoid light pollution. 3. A cost effective lighting program should be developed for all beach access points – a plan should be developed. Not sure handrails are necessary. General comment-some questions are too vague. Should have “Do not know/no comment” response. “somewhat satisfied” – is this less than “satisfied”

Services #8 Recycle isn’t efficient for Friday only. Messes are left on Saturday, Monday might be better. 8,9,10 often miss emptying some cans (sometimes) #1 better this year than last. Summer is impossible they all admit it! Beach services; why can’t there be

Perhaps a Town meeting (advertised) for “peoples” suggestions, gripes inquiries, etc. without any response at the meeting. Sort of like this survey, but where people can communicate with one another, and everyone hear one another’s idea.

#11 Mediacom is a hopeless company for TV content, download speed, and service response. Much worse than average in Consumer Report surveys. Get Comcast to bid on the contract. No idea why Town Council has not been “demanding” of Mediacom for more and better service.

Please bury the wires to vastly improve the Town appearance. Start with the Oceanside of Route 1 which has greatest rental appeal.

Canal water quality – not great – recycling – weekly all year – have more recycling then trash. Town street patrol – adequate but don’t really see them much.

#4 Sandpiper village. Beach access needs to be improved – needs overtook that walkway this summer, the steps and the handrails are very rickety.

Part 1 # 4 Bristol Rd (street used for drainage no edge of road R/W. Part 1 #5 one way valves A 6” & A 8” have been installed causes 6” to become 4” some large house gutters) 8” to 6” see no help for saltwater flooding and a lot! Fresh water flooding! (research should have been done) # 6 signs on road R/W should be removed at once by Town staff. (don’t wait for complaint – takes too long (police) signs examples (last year a 18 footer placed on Route 1)

Smoking & drinking on beach keeps coming up (give people who feel strongly about this one beach (hire an enforcer & keep government out of the rest of our lives. Please keep SB a small beach Town not a Fenwick or a Bethany Beach (already too many street signs) put up against the will of affected people. Fix Bristol & York Roads.

Beach services - Parking - The owners of houses on the beach side of Route I keep taking away more & more parking spaces by paving (or graveling) more parking on their own properties and eliminating street parking. There should be a limit on curb cuts for each property so those owners cannot unilaterally take away parking spaces from the rest of the Town.

We think the above parking issue is the most critical issue to address so the beachside owners do not continue to take away parking from everyone else.

Government – I know we do not have to worry about schools but in the long run you will be dealing with the same/issues as NJ and other home rule states. You cannot keep taxes stable without looking at the sharing of services or merging. There is no reason for 5 Towns in a 5 mile radius.

Services # 4/5. Bristol Road is in bad shape needs repairing & raising to make better use of service lines! Gave up on Mediacom went to Direct TV. Beach 4. Access – Create more “handicap” access points doing multiple mobi-mats from street all the way up to over dune to level beach. One near north end & one near south end of Town would greatly improve handicap access. Current “handicap” access near 2nd street is inadequate & does not meet the needs of many handicap folk like me who would like to use the beach more. The mobi-mats are a less expensive alternative to the full ramp concept.

Mediacom-Terrible response time for service

Part 2 #3 street lights can be very distracting, we don’t need more, we need to reduce this glare from the ones we have. For the next survey, instead of listing only options for more street lights, suggest an option for reducing glare on the ones we have with no increase in the number of lights.

Recycling, yard waste – hard to put out during the week if nobody is there, especially since you get fined for leaving it out on the street for too long. Easier to put everything in the trash! Parking near the beach is becoming a problem since all of the homeowners are expanding driveways & walkways, and making the private beach more crowded. Many parking on Henlopen Drive on the unimproved lot. Need ticket.

#7 Permitting process. Code enforcement constable needs to, if he doesn’t already, communicate ordinance changes that are being considered, but not yet implemented, to applicants so that they can plan appropriately. Examples includes higher elevation with freeboard, potential bulkhead height changes, as well as proposed new BFE’s.

Town government/staff-Town’s handling of FEMA BFE increase seemed very suspect. Very little communication to owners on the topic, unless it seemed convenient.

Town services – Water Quality. It would be oh so wonderful if we could actually swim in the lagoon. It is beautiful to look at but would be so delightful to be able to cool off and swim in! Mediacom - We have nothing good to say about Mediacom. I don't actually know anyone who does. Their service is dreadful, their customer service is worse. Please, please why do we have to use them?

Future Town needs: We love our Town of SB and enjoy sharing it with our families. Unfortunately, it is very difficult for them to access the beach. The walkways are too difficult to walk on. Is there some way we could have wooden walkways, as those blue (I think they are blue) mats did not help much. Some of our relatives who are more elderly would love to be with grandchildren on the beach, but cannot. Even some of our elderly neighbors cannot make the hike. Thank you so very much for the survey. Your work is greatly appreciated for keeping our Town such a treasure! Thank you again!

We finally have a police chief who is responsive to the Town’s need-as opposed to the past chief who had a personal agenda

Town services - Better overseeing of hired mowers spewing grass in our canals. Better street drainage of water after and during rain storms - too much flooding

Part 2, # 1 Yes but how would such restrictions be enforced? And by whom? Cigarette butts constitute the largest single item of litter on our beaches.

11) Mediacom has returned to our property 7 times. Still, the Internet service does not work adequately.

Too much traffic is moving though Cat Hill, need additional restrictions.

Yard waste removed – would like more pick-ups. Mediacom – only reason we use no viable option (poor). Speed control – not our police’s fault too many to catch, not enough police to cover it all (drive like maniacs). Code enforcement –stricter control.

Stricter property maintenance laws!

Storm drainage-York Road needs attentions – raise it would be best. Permitting – requiring permit for repairs. Discourages well-kept properties. Recycling – Fridays are a bad day for weekenders.

Consider allowing owners to raise bulkheads. Keep working on improving water quality in canals.

You guys do a great job keeping SB clean and safe. Our beach house is a haven for us, thanks to you!

As far as more lighting – we have a home on Elizabeth Way and it is so dark on that street! A few light posts would be nice especially during the off season.

We love SB, and thank those who are responsible for making it the best beach Town in Delaware and Maryland!

11. Mediacom – please change the cable provider the fees are too high and poor service. Thanks for everything.

Please have sidewalks or road markers for walking. Add a playground/tennis courts/basketball. SB needs recreation. I support the canal trail.

Part 2 # 3. More lighting needed at Kewanee St. and South Ocean Drive. Thanks!

Canals are very important to SB so do whatever to improve water quality. Permits fees are not equal to work to be done, need to encourage property improvements and maintenance by reviewing fee charges for simple maintenance. Mobi-mats for all beach access areas.

The bay area is fast becoming a marsh. It needs dredging.

Town should mail parking permits as convenience to owners. Permits should not be restricted to individual license tags

#1. Reduce the taxes; #3 spend less on flowers in the Route 1 Medians. #2. If it takes taxes, consider burying electric Iines #3. The beach is already crowded don’t provide more access

Invest in a beach cleaner to clean sand each morning especially on weekend.

Stop parking on Elizabeth Way.

Town Service # 1) It’s polluted #4) New Castle is in bad shape. #5) New Castle Drive doesn’t drain-especially in front of my house. #10) Very unreliable pickup. My yard waste has been missed more than once. #11) Internet goes down all the time. Cable sometimes, Equipment services break a lot.

#11 Mediacom- High Price/Poor Service (Mediacom) Network is not strong enough to support the seasonal influx of users; Town should at least ask for a competitive proposal (Comcast or Verizon) Communications #4 Coastal Point publishes the Town meetings each week but by the time the paper comes out many of the events have already happened-need to get the schedule to Coastal point at least two weeks in advance.

Police #1 Dogs at times – bark and bark when home occupants are away. Can you patrol with this in mind? Police #2 The cats on Anchorage are a public health nuisance!!! Most Important-- Please do not let cars/trucks park way into streets. The streets are narrow, and these vehicles limit-visibility for the hundreds of children, walkers and bikers!!! A code change is necessary!

The amount required to request a variance is much too high. The Town government is putting homeowners at a significant disadvantage when some variances would be minor or would facilitate an improvement to the Town.

Canal H2O – still bad – street run off etc. – wish there were some way to have it drain into the bay not the little canals – or – clean it up first. TV New box went out during Pope’s visit – always trouble with the reception! Discontinued telephone because it was off more than it was on – we need better receptions for cell phones AT&T. Thanks for all you all do!

No playground for children. Refresh holiday decorations. Longer morning hours of thru traffic suppression in Cat Hill.

Town – 1 not near canals, #II Mediacom signal lost sometimes – no reason.

Dragging sand on beach

Some way disabled people using walker could get to the beach and use it.

Yard waste removal – spring should have more frequent pickup. Summer, fall & winter is ok at every other week. Mediacom - poor quality, high prices. Need a competitive service. Verizon FiOS?

Taxes are getting to high. Too much government. Property has been in family since 1956.

June bugs- work with realtors to avoid unsupervised teenagers in rentals.

We also would like the Town to encourage Oceanside homeowners to use shells as driveway cover. Small pea-sized sand colored stones are also nice. This really would help the appearance of beach homes. "Crushed sea shells" are great!!

I witnessed a “pee” tent on the beach this year - first time - they should be banned from our beach – I told the lifeguards – disgusting – he did nothing. I told the people not to “pee” on our beach.

I think the Town is doing a great job! I appreciate the leadership effort. I think the police department & maintenance people do a fantastic job. Thanks for everyone efforts!

Anchorage Drive continues to suffer flooding issues every time it rains. I’ve been here for 30 years and have even sent photos and video to the Town. This is costly to the owners who reside on the canal side because the water falls toward us. Our driveways suffer continued degrading and the hard work I put into my front yard requires constant upkeep.

We would like to see a playground, perhaps adjustment to the Town Hall & Evergreen. Something simple for the smaller children.

Try to get new TV Cable service. We went to Direct TV as did many others. We have Comcast back home, very happy with service.

#11 Mediacom Internet service is not strong.

More lighting needed in SB – Kewanee to Logan streets.

Park 2 #4 Suggest handrails on every other access path and more rails on the remainder.

Need pole lighting by beach walkways-subtle not bright.

Part 2 #4 another disabled walkway at south end of beach. Town services #2 we miss the color and variety of the annual flowers in the median divide and along the walkways. It is totally “black” as is, it looks like a bunch of weeds!

Does the Town have an “emergency” fund in the event of a once in a century storm. Are we continuing to add to it?

Do not like being known as “speed trap,” prefer use of police/cars/sign/dummy to slow traffic.

Police services. 1. All I see is the police car sitting in the median strip to catch speeders. 2. Need more pro-active patrol on bayside streets. 3. Possible bicycle on scooter patrol. 4. Improve police uniforms to blue.

I am not an old curmudgeon but found the female lifeguard bathing suits way too skimpy-sort of ridiculous!

The Town Council makes decisions in a vacuum – often not considering the ramifications of the impact on second homeowners. Also, why consider alcohol ban on the beach if it is not a problem! I have never witnessed a problem in nearly 30 years. I still enjoy having a drink on the beach. Also police can be overzealous – they jumped out behind bushes off of Canal to catch people with no seat belt & not fully stopping at a stop sign! Slightly bizarre!

Have recycle pick up on Saturday. We come down on weekends on Friday evening and miss the recycle pickup.

Parking & launch area for kayaks into Assawoman Canal. No real area to put in kayaks from Cat Hill.

Permitting – building restrictions are too strict, especially the arbitrary limit on bathrooms. Vendors – beach vendors, trucks are loud – not enough of them, not enough choices, poor quality. Council – ruined the FEMA/FIRM issue. Will cost homeowners thousands each year in higher flood insurance. Mediacom – Worst cable provider ever!

Would love to see wood stairs to beach eventually.

Town Services; #1 Pine needle accumulation at end of canals is excessive and should be removed periodically as done in the past. #11 Switched to Direct TV for somewhat better service.

A change in the Town code is needed to address the issue of street corner vegetation on private property. The four foot height currently in place impedes the sedan and SUV driver's visual access to cross traffic causing a serious safety hazard. Currently one must extend the front of the sedan into the intersection to see if traffic is present on the cross street. A good example is exiting W. 9th St. onto Canal Dr.

Because so much of Town revenue is based on “the beach” why doesn’t the Town spend some money & purchase a beach rake! Cost of a beach rake approximately $7K – this will eliminate holes in the sand from digging youngsters & possibly a law suit from a broken bone that the Town will have to spend. This is good for both full-time residents & visitors alike. Looking, for positive beach experiences.

Recycle & Yard waste sometimes misses our house. Trash always picks up. Parking @ beach-Not in favor of day passes for out of Towners vehicles-I pay Town tax and there’s no room at beach to park. Storm drainage-I think we have 20 drains on our street (end) New Castle.

Do not ban alcohol on the beach. That is the main reason we bought in SB. Smoking-Better signs about butts, littering. Keep reminding people about dogs-there are some that let their dogs loose and they don’t pick up from them.

Part 2 # 3: Other than main roads (like Route 1) all lighting – should be minimal and low light. LED bulbs and anything over 40-60 watts is too bright. Too much light at night. Lighting code should prohibit more than 75 watt bulbs outside of houses. No spotlight. Too much lighting is diminishing the “quiet” feel of the Town. Part 2 #8: sign poles in Town should be wood only. No plastic. Ugly and cheap looking. Fewer signs would be a huge improvement. Too many signs. The plantings in the Route 1 median are great! Nicely done! Same with canals. Part 2 #5: please do bury the utility lines. Would be safer, more reliable and look great.

1. Too much paved surface. Paved roads are causing puddling/flooding. The old gravel roads were so much better nicer looking, and kept cars driving more slowly. Please go back to gravel. 2. Route 1 crosswalks are so dangerous due to speeds. Cars should have to stop for walkers in the crosswalks. Please do continue to monitor speeds on Route 1. The police do a great job. 3. Keep things simple and taxes low. That is the Town’s secret to success! Thanks to everyone at Town hall for the work you do, great job.

The movement by an extreme minority to ban alcohol on the beach is misguided and without justification, we have lived on the Oceanside for thirty six years and have never seen any abuse, we already have laws in place to handle any possible abuse, if people consume alcohol on the beach, they always clean up after themselves. If not, our law enforcement people are more than capable to handle any problems.

I understand the desire to change the street signs and to impact the overall look of the Town, but the street signs also serve a purpose in identifying our streets. I’m certain that I am not the only one who is challenged to be able to read the signs while driving. These obliterate the N and S indicators and there is no illumination as there was in the old signs. Honestly, that is the only criticism I have, otherwise I’m quite proud of our Town!!

I would like to see more control of non-resident drivers using Black Gum cutting thru our Town. Also trash and recycle pickup is sometimes too early.

There didn’t seem to be any questions about improving Town Hall. I thought this is one of the “BIG” issues in Town. I am not in favor of improving Town Hall or police station.

With crime increasing in the surrounding areas I would be in favor of lighting on the west side. They should work in the winter & maybe not in summer (daylight saving time).

Canal water; could be better – get owners to stop fertilizing! Our street always has standing water 2 days after rain. Mediacom sucks there needs to be FIOS or other competition.

Small playground for tots.

Canal water quality – needs a lot more improvement! Stop shower runoff drains from emptying into our canals. Improve runoffs from heavy rain, etc. Town storm drainage – too much water. Stands on streets not property drained. Several lots retain water from non-developed homes that don’t address the runoff because of being filled before construction.

Have opportunities for protection of the landscaping in median strip of Route I due to police cars. Change the time allowed for new building construction of homes, to below for peaceful summer – months, i.e. everything under roof before-summer season. Inside work ok!

Water quality should support fish and crabs and should not be hazardous for human contract. Mediacom service is spotty with frequent Internet and cable outages or slow speed on Internet. Improvements should be paid for via an assessment rather than a tax increase which is perpetual.

Lighting on Bayshore Drive poor, not sure about other side roads.

Canal H20 quality is a result of DNREC not dredging Assawoman Canal to 31, hence, not enough water flow! Only dredged to 11/2.

Pt 2, #3 - walking path by Route 1 is great but could use some low-level lighting at night

I.8 The Friday morning pickup is very inconvenient for weekend residents who don’t get to the beach before Friday evening. Our trash bin was built before recycling so we can’t leave it out. Part I.II Mediacom is terrible. We stopped using them & now use Direct TV. They have unburied lines on our neighborhood “Cat Hill” which have literally been lying across something for over a year!

The empty lot next to us consistently has rain water that takes longer than 48 hours to drain. It is in great need of re-grading. The Town spends the time to check on grass that is too high, but the water issue seems to be ignored.

I/We love SB. In my opinion the "Town" events aren't news. I suggest putting the money (and more) into getting canals swimmable/fishable.

Part 2 - #3 - Lighting is definitely needed on Canal Drive. South of Tamarack Rd, Cattail Rd. walkway, especially during summer months, can be treacherous.

FEMA/ CODE COMPLIANCE. Want to replace compressors & we’re told by contractor we need to have an elevation certificate done. We have flood insurance and our house is elevated 8'. Compressors are currently 2' above ground and can go higher.

We would like better drainage in Cat Hill. Could drains be installed in the road to facilitate this? Lighting - it is very dark on the streets at night, especially Evergreen and Canal. Dog owners have a tough time walking their dogs when it is so dark, especially in winter.

Would like to see a "no wake" sign placed on the island facing Jefferson Creek at the Snap Gut. Or place one in the middle of the water. Residents and vacationers go through that area, on a regular basis, at a high level of speed. The “no wake” signs at the beginning of each street are not enough. Thank You

All the streets need more lights.

I am very disappointed in the increases in feral cats. They look sick. I'm afraid to let my grandkids play in the yard. You can't let your dogs out without a leash. Why not include cats? Please take care of this issue. Thank you.

Town Services #5- How about eliminating “passed” driveway? Storm drains also need to be made level with ground. Drain on Anchorage Drive is ineffective!

a) Incorporate a dog park b) Implement more convenient locations for pick up & disposal of dog waste c) more bulk trash pickup dates d) keep bikes off of pedestrian pathway.

1. 11 use Direct TV, think it is better service and more HD channels.

Fix passage of canal connecting to Indian River body of water.

Don’t know what you can do about motorcycle/ loud muffler noise. Keep family centered environment and activities.

The Town is great. The only down side is the seasonal walkers & bike riders that take up the whole street; would they walk or bike like that at home?

Part 1 #11. Consider replacing Mediacom with Comcast or give homeowners a choice?

Legislate and police/enforce prohibited shark fishing off beaches occupied by bathers. This occurs during non-guard hours and people are not obeying shark safety measures pulling shark onshore/improperly removing hooks.

Part 1 #8.Landscaping: continue to invest in landscaping projects they have increased the attractiveness of SB so much! The addition of planters on beach trash receptacles was a salient addition. Part 2 #3. Current lighting is sufficient and supports the residential, private, nature of our “quite resort.”

Beach: Post “no” parking signs to prevent blocking beach access ways. Also – no bike, stroller, etc. to the left on walkways.

Mediacom – absolutely terrible service last 2 years. We have service June-September and they don’t show up for appointments. Sometimes requires multiple call-backs. At least a dozen calls this year. Has to lay down cable – why? Awful. Beach service – access – difficult, long walk for seniors. (Handrails not necessary at each beach access) placing the parking signs by handicap spot toward south end of ocean is very confusing – please fix this; unsuspecting parkers are getting tickets, mark each spot! Part 2 # 1 smoking – there is no problem now. Same w/alcohol.

Definitely water spigots to rinse sand off; how about block party sponsorships in summer. 1. Thank you for the survey/and the email updates, 2. Please be sure all efforts for grants to improve our community are being searched out & applied for.

Beach services-parking. Some people park taking two spaces-either not conscience or inconsiderate. Also I notice some people have parking permits that don’t own property in SB. We have a nice Town, good management, a wonderful beach with great guards & safety wise police force.

Alcohol policy - prevent and enforce no glass. Tax for burying wires - not rental tax, only property tax

Enforce control of invasive plants and out of control landscaping. Allow grandfathering of non-conforming improvements/setback as it was in the past. If others have done it you should allow it.

Fine people that don’t pick up after their dogs. Limit noise restrictions until 9 am in summer. We don’t need trash pickup every day. Saturdays are a burden to people who come down too late – trash truck starts at 6 AM

#6 Storm drain filled with leaves and pine needles not removed on any schedule – Elizabeth Court.

No More street lighting. It causes light pollution.

Part 2 #3: I live here all year round. This Town is “DARK” in winter-Houses…streets. LED lights are so cheap to operate. If we had one at each house as Salt Pond does it would be much safer for us as walkers.

Traffic driving from Kent Avenue onto Route 1 is growing each summer. Very unsafe for kids and families walking or biking. The Town has no place for children to play. Beach parking getting harder each year. 1. Can we park on both sides of streets? 2. Lifeguards park by Route 1 not Oceanside?

Lighting is needed on Canal Drive from Tamarack to end of Canal. Speed bumps like Bethany Beach & Sea Colony need to be installed along the short cut from Route 1 –Evergreen, Canal. Tamarack, Cattail & Black Gum. This will make roads safer & cut down traffic.

This area should be extended for next survey. Part 1 # 5- Insufficient drainage. 2. Items 6 & 7 too many situations/codes and permits. Homeowners need latitude. 3. Item 10 Bagging of yard waste is expensive and onerous. Beach side parking is inadequate to accommodate residents, let alone visitors. Communication Services: Town website and Email News Updates contain too much trivia and minutiae. Pare down to essentials. * Item 11. Mediacom service is UNSAFE, unreliable, over-priced, non-responsive * Appearance of Town streets, plantings, public areas definitely improved.

1. Stop preoccupation with trash enclosures-much ado about nothing. 2. Reduce self-congratulatory comments. Emphasize those from residents. 3. Encourage more restaurants. 4. Insist on improved service & responsiveness from Mediacom it is overpriced and very unreliable. There is no local customer service. What purports to be Customer Service is a joke. 5. Potable H2O quality is bad with sewage smell & taste; this is truly a health hazard. Artesian is unresponsive!!

Since I visit my lot every 3 weeks to cut grass the one hour spent each time does not afford me a close look at the performance in the current Town services category

Part 2 #1: I know it to be P.C. as a smoker, I’ve never left trash on beach. It’s so big brother please don’t cave on this. #2#2 – I’m not a drinker but, again, really! Beer beach-what is wrong w/this! Never experienced bad behavior from alcohol! Let it go!

Town Services, Code Enforcement - We were putting in a new sliding glass door and code enforcement came. They were going to shut us down if we didn't pay $150.00 cash to him on the spot. For all we know that money went right into his pocket. That was so uncalled for.

Beach Access - some of the pathways to get to beach are so steep. Hard to get up and down, especially when carrying beach chairs, umbrellas, etc. Beach Services - beach parking is horrible. How about diagonal parking? Would fit more cars.

More kids activities. Many years ago gave sponsored tennis lessons, swim lessons, beach bonfire

My sister and I rarely use our beach house (a total of 7-10 days this year). So we simply don’t notice or use the current Town services well enough to rate them. We think everything seems to be running fine. Spending money to make the dunes more accessible when the dunes wash away every few years seems wasteful.

I have owned a home in SB since 1983. The water quality in the canals has deteriorated tremendously since we purchased our place. Something really needs to be done to significantly improve water quality. 1) Outside showers and storm water runoff from roofing arches should not be piped into the canals. This should be stopped by an ordinance and those violating should be fined.

2) There needs to be something done to improve circulation in the canals 3) All contractors should be instructed by owners not to direct grass clippings towards and into the canals when mowing the grass and owners should not be allowed to use fertilizer on their yards as this causes nitrogen & phosphorus to enter the canals after rain storms.

Would placing cement barriers (Jersey barriers) like the ones they use on highway work zones in front of the most southern end of the dunes Jamaica, Kewanee and Logan street areas during the fall and winter months when hurricane and nor’easters are prevalent save the dunes and the added expense to repair them? They would then be removed during the spring and summer months.

Would like to know of alternatives to Mediacom and/or Internet only access.

Part 1 #1 Canal water-I know this is a difficult issue & appreciate work on this. Could do better with spring algae clean up. 2 Trash-Yard waste pick up does not accommodate weekend residents. 8 Recycling should be once a week all year long, summer should have 2 recycle & 2 trash pick-ups I see many recycle bins over-flowing in summer (Grateful that people are recycling).

4. Speed controls-I think patrolman are a bit too aggressive in stopping speeding. It should be minimum of 40 MPH to stop. 11. Mediacom-Rips off owners that just want WIFI!!! $74.00 a month!!! Keep raising rates. I had 2 $10 increases this year!

Don’t fix what is not broken. Been here for 35 years. It’s been great.

Eliminate exclusivity for Mediacom.

Beach vendor horrible. The drivers pull umbrellas out of blue boxes and get under them next to their trucks. They say “it’s too hot to work.” New avenues need to be explored for vendors. I complain every year along with neighbors and every year it is the same 2) You are lucky if you see them 2x in a 6 hour day.

Part 2 #6. Improvements should come out of the reserves. If the reserves run short a tax increase would be acceptable. #3 Cat Hill is very dark, solar/or pole lights –whichever is most effective. #4 – Not every entrance needs handrails. Noise control – unless things have changed, in the past, I was told there is no enforceable ordinance.

1. The lack of willingness of the Town government to acknowledge & tackle the traffic volume & speed through Cat Hill.

Town services – Mediacom. We were so disappointed and frustrated with Mediacom that we switched to Direct TV. No longer a problem. We are very happy with Direct TV. Police & emergency services – I listed 4 because we had an “incident” where a guest was jumped & thrown into the canal on 4th of July 2015 weekend. As far as we were concerned it was attempted murder as the guest was kicked in the head before being thrown in the canal. He could have drowned. The police did not take the incident

seriously said they didn’t have “resources” very disappointing.

1. The Town should consider other cable & Internet providers. 2. The Town should consider late night speed cameras.

We are so grateful for all of the time & work our Town Council puts into the Town of SB.

8. Recyclers - everyone then skips us. 10. Yard waste dislike having it hang around for 2 weeks 11. Extremely substandard Internet delivery. SB needs a booster. 2. Dislike vendors & their carts driving up and down beach. 5. Parking on South Ocean is too congested. Barely room to move cars-dangerous to walkers. 5. Too many noisy & late night parties in rentals.

Beach walkways need improvement: too steep, mobi-mats are slippery – we need to consider wooden walkways that won’t form ruts (like sand does) in rain. Passages between walkways have too many weeds. Many times our family picked up “burrs” on feet & legs. FYI: peanut eaters leave shells on beach: makes me nervous for those with peanut allergies.

Part 2 #1. Smoking doesn’t bother me (I’m not a smoker), but I would support if it's a problem. 2. Keep the beer on the beach! After visiting for 5 years I bought in SB for several reasons a) laid back and can have a beer on the beach b) family friendly c) love the parking restrictions so outside groups don’t take over our beach d) love the police presence on Route 1 and through community e) there has never been an issue that I saw all summer with alcohol. 6. Instead of a “tax increase” I would like to see a special assessment. That way it doesn’t become a permanent payment when we are adding specific new things.

1. More vendors on the beach. Through summer sometimes it would take an hour between trips for the iceee…. My wife & kids spend all summer in SB. 2. Do not put “public” parking on or around our beach.

I would like the residents to vote on limiting construction (except emergencies) to the off season. It is really amazing during the season, many other communities do this.

Canal water quality. Water quality no longer supports marine life in the canals’ endings (crabs, mullet men, etc.) as it once did. I believe more needs to be done.

Beach access 4. Two to three additional handicap beach access approaches similar to the 3rd street access.

Steps should be made to reduce this amount of traffic on Black Gum Drive.

Trash removal-Residents leave out cans and recycling bins. Can’t be put out for fear of Town. Garbage lands in canal. Residents should have flexibility in leaving recycling bin out without fear of Town. So that garbage/recycle can be picked up! Canal water quality needs algae issue addressed, gross buildup on our canals is much worse than it was in 1990. Bury all electrical works, phone/cable and Beg Verizon for FIOS in the Town. They had it in Long Neck! Why-because a Verizon executive has a home there. SB needs to pull some strings. Fiber to the home increases home values by 3% over night.

I love the Town of SB!

1. Expand junior lifeguard program to the entire summer and do better age appropriate activities. Say for teens and non-teens. 2. Better communication of events during summer using Email, Email is not consistent and not easy to read.

3. Recycling should come more often is summer. 4. Mediacom is poor service.

Beach smoking - I am a former healthcare worker and I have been ashamed that SB was the ONLY beach around that allowed smoking! It is disgusting when our children are playing on the beach and dig up cigarette butts. Communication services - thank you for the emails that keep us informed about emergencies such as flooding, evacuation, etc. You do a great job!

Not in favor of vendors. Cigarette smoke travels with beach breezes. It is offensive. Since dunes installed- hard for older people to get to beach. There should be curfews for noise on streets. On my street, children have skateboard ramps and parents allow them to use very early morning & after 9 at night. Sometimes still at 10:45 pm

It would be nice to have water spigots to clean feet, etc. when coming off the beach.

Canal water quality, already receiving focus; and rising sea level are already Town concerns. Believe they should continue to be and should receive even more attention in the future. Overall-keep it up, good work!

Could we get a dog park on the beach-just designated space, south of last house wouldn’t cost $, no fencing needs.

Trash pickup is archaic! One bulk pickup day or two a year is ridiculous! My trash at home takes everything every week! Definite bias toward owners who rent out our homes. We live 8 hours away and can't be there on a specified date to throw out yard waste or a large item. We pay our taxes just like everyone else! Need to revamp trash pickup in general.

Recycling company is terrible! I thought it was maybe because we weren't there on the weekends that often and they didn't notice the can was full but when I spoke with my neighbors who are down every weekend and they were complaining about the same thing. It is hard to tell renters to recycle when can is always heaping full. We just gave up trying.

Mediacom is very undependable – long waits for service calls. At both houses in SB, telephone service has been out for long periods.

I would like to see the Town install boat ramps with paid access to defray the costs.

1) I know great effort has been made, but our canals H20 quality must improve. II. Mediacom has a monopoly – not at all ok. 2) Let Melvo back in SB & improve food offerings. 1) &2) Both are difficult to mandate. 4) Speed control could be improved west of Route 1.

Town events – Bonfire, our own 4th of July Parade, pancake breakfast at Town Hall, more movies on the beach, beach BBQ, beach volleyball.

I live here year round & feel lighting on Route 1 is sparse in Winter - not sure if Town or state responsibility. I appreciate all the Town, the police & residents do - great place to live!

In regards to speed control. The Median has nice flowers on the strip, however why do we continue damage by the police vehicles? Find other means of hiding the patrol case.

Mediacom service has improved but still not totally reliable. Underground utilities would be great - some poles are unsightly. Landscaping has improved but we can do more. Canal water quality is a long term battle.

Part 1 Town Government I believe that there are entirely too many town ordinances. I think that reducing the number of Council meetings could reduce the need for the Council to bring up new legislations. I think that any new capital improvement exceeding 25K should be approved by the majority of owners; additional buildings increase maintenance costs. Make do with what we have.

We bought here more than two decades ago because of the "small Town" feel. Since then the taxes have more than doubled and the Town government operations and intrusions have grown exponentially and we don't see the benefits. The Town is favoring tourists and renters to the detriment of residents and owners we don’t need any more regulation, marketing, landscaping, or mansions, we need to be left alone to enjoy our homes, beaches and canals.

The website for the Town seems to be all about drawing tourists - how about webcams so we can see beach conditions and canal heights during storms? - Maybe more useful than art on the trashcans and renaming a street "The Promenade" (how pretentious!)

1-11 Mediacom service is often interrupted. Hard to get a live person on phone. Vendors - often ran out of Italian ice. Mushy & melted-would keep them & allow Melvo also.

Love movie night-Continue! The Lifeguards are great

#1 – we have had a lot of problems with our Mediacom service the past 3 years. The Internet reception is very sporadic. Mobi-mats-I am not in favor of the mobi-mats. I find them very hard to walk on. I’d rather walk on the sand. Our guests & family members agree with me. I find it difficult to walk over the dunes, but I don’t know what the solution is.

I was not impressed by the lifeguards this year. They were inattentive to the people in the water. In the 15 years we’ve owned, I’ve seen a decline in the professionalism of the guards. Kudos to the beautification committee! Love the naturals on the beach entrances and the canal ends are looking great.

Code enforcement – could do better follow up with code violations.

The Town needs to keep to a budget and not overspend in any area.

Burying overhead wires - would be great to have the wires buried

Very important to involve homeowner approval before adding street lamp by home. I do not support adding more.

Town services # 4 and 5. The recent speed bumps on Evergreen Road now shoot rain water directly onto my property’s driveway and it causes significant flooding that almost reaches my house, would be great if the Town could address this.

Town storm drainage- improve drainage on New Castle Drive. Beach patrol – 2014/2015 guards peed up by snow fence – not bathroom. Guards are not engaged/paying attention. Street lighting needed – New Castle is too dark!

Congratulations to current/former Council members for their dedicated efforts to the practice of Sea Level Rise and flood control members!

Vendors - Should not be allowed on beach as they detract from natural beauty. Other options for refreshments include bringing your own or buying on Route 1 establishments. Parking should be limited to the 4 passes per owner. Hopefully this will control the parking better.

I find it very disturbing that SB is advertised so much. I believe this will bring undesirable guests to our beach. This comment is not racially oriented. I‘m referring to behavior.

Canal water quality - May have improved over the last 4 years, but still has a long way to go. Mediacom Services-Too many service interruptions. Lighting is needed along Canal Drive and the “west” streets that connect to Canal (W.1st through W. 9th)

The cat situation is a concern - as many more cats are seen daily at a house on Anchorage, unfortunately cats are free range and can roam and damage property – this needs to be changed – could a Town ordinance be enacted?

Town services, code enforcement – I’ve noticed flags (lanyards) in the space between the canal and homes, obstructing view of canals and little Assawoman Bay. I thought such items were prohibited by code.

Boats on power lifts are increasing, therefore, increasing obstructing views of canals and wetlands.

The canal water quality needs to be improved. We have owned our home since 1981 and the water quality has declined and declined. There has to be a solution and we need to find it.

The Anchorage Forebay is inadequate. The Town needs to ask DelDot to pipe the storm water to a retention pond on the state owned lands south of Town.

1 & 2 of Part 2: non-smoking – very very important some people smoke cigars on the beach. Very annoying. Same with cigarettes. #4 part 2: handrails are badly needed. It’s almost impossible to get to the beach.

Town service # 11 Mediacom rates over five years have climbed considerably. Why do I have to pay for service throughout the winter when we close the house-from November to April?

11. We need digital services/i.e.-FIOS or a “Dome” like Tower Mediacom is unreliable. 4-See pt. 2

#11 - Mediacom has a monopoly, prices increasing, with few upgrades to deteriorating infrastructure = poor TV & Internet signal quality. Can the Town cause Mediacom to develop and publish a 3-5 year upgrade plan? #6 & 7 - We are at the beach, windows fail & wood rots! The more the Town requires building permits for maintenance work, the higher the cost to fix and creates a barrier to keeping up home appearances. Maintenance should not require a permit, only new construction or additional square footage additions. New code changes are too much!

Code enforcement. Neighbor has abandoned auto and weeds growing. House is abandoned as well. This is an unsightly house and yard reflects poorly on the whole community. Reduces home values.

Need to control back beach, non-residents who park their bicycles on SB property near the beach. This and non-resident drop offs are impacting beach area.

Rt. 1 Patrol - During high traffic times the police should help with pedestrians crossing Route 1. The light at New Castle does not respond to the button. I would love to see more stoplights that are only activated by pedestrians. No alcohol policy - Should not take effect. Our beach is quiet and one of the few that has this.

Recycling - should be moved back to Saturday. Many residents come down for the weekend and cannot get it out Friday morning. There should be more Town-sponsored events for kids. We love SB - keep up the good work!

interaction w/Police was to report a threat from a contractor who turned out to be a friend of an officer so was dismissed as absurd by the officer-we know this because the contractor called us to tell us he knew who reported him. #4.
