SurveyMOTIVATION AND SIGNIFICANCEThis F&L survey is highly significant. Reasons:

1. The supply chain faces significant challenges under accelerated climate-change.2. Based on the data provided, F&L and CIT are capable to judge whether CIT’s

procedures that have been successfully applied to public protection projects can be also used to enhance your corporate level decision-making in terms of sustainability.

3. The World Meteorological Organization (WMO) is currently establishing ‘Land Transport’ as new Service Delivery Target and needs to understand the actual user needs of the transport, freight and logistics industry. Your input will align WMO services towards your demands and will help avoid wasting taxpayers’ money in unnecessary service products.

SETUP AND PERFORMANCE

CATEGORY 1 – EXPOSURE TO AND IMPACTS OF EXTREME WEATHER EVENTSIn this category, information required for the application of previously presented CIT methods (see e.g. Webinar, Hamburg Slideshow and Flyer) is acquired. They refer to vulnerabilities of various process-stages along supply-chains to extreme weather phenomena and resulting impacts. This is the essential prerequisite for the success of our cooperation between business and science.

CATEGORY 2 – DATAThe goal here is to gather records of damage/loss data which is the only way we can deduce where, when and under which conditions various damages are experienced as well as associated losses. F&L takes care of this very important task assembling these data from its members. Volume and quality of these data are decisive and the key to enabling us to give you analysis of future threats to your company.

CATEGORY 3 – USER NEEDS; ASSESSMENT OF SERVICES TO SUPPORT TRANSPORT, FREIGHT AND LOGISTICS INDUSTRIES IN COPING WITH RAPIDLY SHIFTING RISK LANDSCAPES DUE TO CLIMATE CHANGEThe World Meteorological Organization (WMO) is currently establishing ‘Land Transport’ as new Service Delivery Target and needs to understand the actual user needs of the transport, freight and logistics industry. Your input will align WMO services towards your demands and will help avoid wasting taxpayers’ money in unnecessary service products. The World Meteorological Organization can only properly address user requirements if it sufficiently well understands what industry actually is in need of. Information on climate change driven evolutions of extreme weather events, thereby induced hazard processes, damages to your business and future losses is in fact important on various time-scales from minutes ahead of time over years to decades.

We therefore kindly ask you to follow us on a journey through different time-horizons hoping to thereby encourage you seeking out weather-related services that should assist you in asserting your business in the face of shifting challenges and risks forced by accelerating climate change.

time-horizon 1: real time (min to hours) Please imagine facing immediate threats e.g. to your fleet during ongoing operations. Which kind of information, which content, through which channel, processed in which form, etc. should be conveyed to your drivers (to you) to be of most efficient support? Which service-packages would be most helpful in order to avoid multifarious direct fatalities, injuries, losses, damages, accidents, destruction of your assets and cargo, downtimes, etc.? Please think of various real-time threats your business is exposed to and be as explicit as you can in describing different service-packages.

a service product ‘impact-oriented weather forecasts’ that provides more information on potential effects and impact-oriented expertise aside from pure scientifically based forecasts - to make the predictions more actionable

time-horizon 2: short to medium-term (days to months)These situations allow more leeway to act, but still demand immediate measures to avert impending losses caused by weather extremes – e.g. droughts, threatening low water conditions and fears of diminishing navigability of waterways; heat-waves, blow-ups on roads and highways, impending extensive downtimes, impassable (prestressed concrete) bridges; shortages concerning human resources due to climate-induced sick waves; increasing frequencies of heavy and even more violent storms; Think perhaps of re-scheduling and re-routing your operations; switching to another mode of transport; etc.

Or imagine developing and getting into effect different strategies reserving e.g. human resources, storage, freight capacities, maintenance planning, etc. required to tackle short to medium-term challenges.

time-horizon 3: corporate level strategies (years to decades)Design and valuation of potential corporate development paths geared towards strategic targets. Forward-looking adjustments of enterprise philosophies towards only slowly unfolding future conditions are key to sustained success.

On this time-horizon decision-makers in transport, freight and logistics establish anticipatory strategies in order to safeguard major investments in supply chain operations securing sustainable success.

Regardless whether you decide to continue unaltered in terms of business partners, tasks, geographical focus and routines or whether you adjust - you must know how risk landscapes are going to shift under accelerating climate change.

Thus, climate is a decisive factor in economic decision-making that cannot be left out of account. Think about all the decision processes you encounter in your position and please describe in detail contexts as well as services that would most effectively assist you in implementing climate induced risk change.

Hence, focus is on time horizons on which foresighted, strategic business development takes place (new partners, new target regions, fields of activity, etc.). The design of corporate level strategies reaching far ahead requires e.g. knowledge about climate conditions that will prevail in the future along transportation corridors into potentially new target regions as well as within these themselves.
