Bottom Line Surveillance Needs Transparency

The Binary Concept of Legal or Not Legal doesn’t regulate surveillance

CCTV systems are not fulfilling their legal obligations in terms of notification,

The use of council surveillance clearly violates rights, exploits people and cars for money.

The Term CCTV on Signs is also a mis-direction as many of these systems are no longer closed circuit.

The council in fact share their video with policy TFL, a control centre etc. Automatic Number Plate recognition, etc..

Key Recommendations

1. Enforce the Data Protection Act by enforce notification

2. Develop Levels of Surveillance Assurance to augment the DPA that map to the use of RIPA

3. Surveillance must be Cost Effective & Community Serving: Further Research is REQUIRED

Enable citizens to drive regulation and gain benefit from surveillance

Develop third party services in line with international standards that can processes surveillance for police reports and drive increased efficiency in security.
