• Surrogacy “legalized” in civil code in the State of Tabasco, Mexico in 1997

• Populat given close of India in 2013, Thailand in 2014

• Surrogacy closed to homosexuals and foreign IPs in December 2015

• IPs with contracts allowed to continue until October 2016

• Surrogacy agencies retreated but MIRACLE Surrogacy stayed the course

• Ultimately moved all operations to Cancun
