As we were developing the Cultural Plan we held six Town Centre Open Houses. At each open house we had a cultural mapping station where people could list the cultural spaces, organizations and artists in Surrey. We found that there were over 120 arts and heritage organizations in the City, many more than expected. We also learned that most of these were small informal groups that were just developing and that the more established groups were struggling to sustain their organizations and level of activities due to uncertainties in funding. These organizations are essential to the development of a vibrant, creative city and we found that in many other cities these types of organizations receive municipal funding support in the form of cultural grants.

Research Considerations for Comparative Analysis

• Describe the current grant programs and eligibility criteria.• Analyze these programs to determine the current level of funding provided to cultural organizations• Describe the benefits of cultural granting programs and why they are important.

• Who should be eligible to apply; should the cultural granting program support individuals (artists), community organizations,registered not-for-profit societies, or less formal emerging organizations? Should the grant recipient(s) be Surrey based and must their proposed activity be Surrey based? Should geographic location of the activity in Surrey be a factor?

• Should the cultural granting program serve a particular demographic (e.g. youth)? Should the program promote particular cultural sectors? Should any cultural sectors or activities be excluded (e.g. school groups)?

• Should the program support/strategically prioritize particular activities (e.g. cultural promotion such as Culture Days events, sustaining existing cultural organizations, building community capacity through leadership development or fundraising events, one time project funding, audience development initiatives)?

• Would the intake process be once per year or on-going? Who would review the applications and how would the funds be awarded? How would these grant decisions be announced? Would successful applicants receive the full funding up front or would funds be distributed according to certain milestones and deliverables?

• Would there be a minimum or maximum level of funding awarded to each recipient annually? Would the grant applicant be required to have matching funds or in-kind contributions towards the proposed activity?

• Would there be an appeal process for unsuccessful applicants?• Would grant recipients have to complete a final report? Would there be any other methods or supervising the grant

spending? Would there be a category for multi-year funding awards?

Used 2011 information. Understand the investment on a per capita basis. We had lots of questions about eligibility and strategic investment. Then we look at the logistics of operating the program; the timing, the evaluation process, distribution of the funds, etc.

General investment strategies and eligibility criteria include:   Capacity Building Funds The following guidelines apply for Capacity Building funds: - not-for-profit organizations (registered and non-registered) - based in Surrey - intended for organizations’ development, including but not restricted to: attending training, workshops and conferences; applying for registered not-for-profit status; Board development; and strategic planning - organizations may apply for up to $2500   Project Funds The following guidelines apply for Project funds: - not-for-profit organizations (registered and non-registered) - individuals may partner with not-for-profit organizations (registered and non-registered) - activity must be based in Surrey - timeline for project may extend beyond 12 months and up to 16 months - organizations may apply for up to fifty percent of project budget; matching funds and/or in-kind contributions are required Operating Funds The following guidelines apply for Operating funds: - not-for-profit organizations (registered) - based in Surrey - two years of successful operation - a sustainment plan with diverse revenue sources needs to be demonstrated - organizations may apply for up to twenty percent of annual budget; matching funds and/or in-kind contributions are required - after a number of years of successful Surrey Cultural Grant Program funding, organizations may be invited to apply for multi-year funding

Eligible applicants unable to attend may contact City staff to receive the application form. - The proposed deadline for applications will be set for January in 2013, with the evaluation of applications occurring in February, results being announced in March, and funds being distributed in April 2013. After this first cycle, timelines may be adjusted. - Applications will be vetted by City staff to determine application meets criteria and information is complete and evaluated by a Committee of qualified peer representatives from the community. The Committee’s recommendations will be forwarded to Council for approval. - City staff shall notify all applicants, by regular mail, of Council’s decision, and shall advise them of the Appeal Procedure. - Appeal Procedure: Appeals of Council's decisions will be considered only from organizations that have been denied funding or where significant new information will be presented which was not available during the review process. Organizations must notify City staff in writing, within ten business days from the date that the notifications were mailed, that they wish to appeal Council's decision. The applicants must give a clear explanation of why they feel they qualify for an appeal. The appeal request will be presented to Council for a decision on whether the appeal will be considered, and the applicant shall be notified accordingly.
