The issue

Small and medium-sized enterprises are key sources of dynamism, innovation, and flexibility. In OECD countries they account for over 95 percent of enterprises, generate two-thirds of employment and are one of the main sources of new jobs. Governments play an important role in stimulating more and stronger business start-ups, and in enabling companies to modernise and grow. They set the environment and policy framework in which new and small firms operate. In developing and transition economies, SMEs are key economic actors in resource allocation and industrial restructuring processes. They provide economic benefits, such as experimentation and adaptability to economic change and the growth of human capital. Governments have a three-fold role in turning initial stages of entrepreneurship development into employment and economic growth. This involves i) enhancing the conversion of informal entrepreneurship into formal businesses; ii) providing growth and innovation support for companies and start-ups; and iii) addressing skills bottlenecks. To implement an entrepreneurship agenda, national governments will need to partner with local governments, the private sector, and civil society organisations. In finding out what works best and where the likely pitfalls are, much can be learned from OECD countries, Latin America and transition economies.

The seminar

The capacity building seminar will begin with a half-day seminar open to a wider audience of policymakers and practitioners to review the impact of the crisis on SMEs and to discuss the emerging policy solutions:

Policy makers and practitioners directly involved in designing and putting in place entrepreneurship and SME development strategies (National, regional and local governments; business forums, e.g. chambers of commerce, trade federations, SME agents; the education and training sector; local and regional development agencies; ....).

How

The capacity building seminar will last for 3.5 days and will be based on a mix of short presentations by OECD and international experts followed by discussion, group work around practical case studies developed by participants and trainers prior to the seminar, and group work exercises.

Guided tour to the Buon Consiglio Castel and Aquila Tower (meeting point - see map at p. 15)

The Buonconsiglio Castle is the largest and most important monumental complex of the Trentino Alto Adige region. It was the residence of the prince-bishops of Trento from the 13th century to the end of the 18th century, and is composed of a series of buildings of different eras, enclosed by walls and positioned slightly higher than the city. Castelvecchio is the oldest nucleus, dominated by an imposing cylindrical tower; the Magno Palazzo is the 16th century expansion in the Italian Renaissance-style as commissioned by the Prince-Bishop and Cardinal Bernardo Cles (1485-1539); the Baroque-style Giunta Albertiana dates from the

end of the 17th century. At the extreme south of the complex is the Torre Aquila, within which is conserved the famous Cycle of the Months, one of the most fascinating secular pictorial cycles of the late Middle Ages.

The Torre Aquila is reached by following the walkway that was once the patrol bay along the eastern walls of the Castle. At the end of the 14th century, Prince-Bishop George of Liechtenstein, transformed the ancient structure by raising the tower, closing off the side facing the city and creating an ambient for personal use, away from the areas used for military purposes and official business of the Castello del Buonconsiglio.

In the main room, on the second floor, the walls are decorated with the famous Cycle of the Months, on panels separated by slender columns that nonetheless do not break the continuity of the months and the representation of the flow of time with the alternating of the seasons.

These frescoes are rare and valuable documentation, with particular reference to the Trentino, of the economic and social life between the end of the 14th and beginning of the 15th century, portraying the pastimes of the noble class, or the peasants busy in the fields doing the work that alternates with the seasons. The mutation of nature is carefully described throughout the frescoes: the bare landscape is covered in snow in the first months of the year, becoming rich with vegetation in the spring; the summer months signal the culmination of the agricultural activity, while the trees in the month of November are surrounded by fallen leaves.
