PROGRAM DESCRIPTION

Program Goals:

1. To assist families of children with extra support needs to access inclusive child care that meets the families’ needs.

2. To support child care, preschool and out-of-school care programs to implement and develop inclusive principles and practices

to enhance all children’s experiences.

Target Population:

1. Children and youth who require additional support to attend child care or preschool

2. Licensed/registered or license-not-required child care program or preschool located in Burnaby or Vancouver

Eligibility Criteria:

1. Children and youth from birth to 19 years

2. Residents of British Columbia

3. Children who live in and/or attend a child care program in Vancouver or Burnaby

4. Children who have a developmental delay or disability in physical, cognitive, communicative or social/emotional areas and also

may require extra support services to be included in a child care program.

Key Services offered by Supported Child Development (SCD) Program

⇒ Assist families to find options and available spaces in child care programs

⇒ Develop individual program plan to meet the child’s needs

⇒ Consultation on implementation of inclusive principles and practices for child care programs

⇒ In-services and workshops on a variety of topics for child care programs

⇒ Toys and materials for families and child care programs from the SCD Lending Library

⇒ Funding disbursement for additional staffing support

Analysis – Demographics:

The proportions of presenting needs across all children in both regions have remained approximately the same, except in two categories. Last year in

both regions we saw a significant decrease in Communication and a significant increase in Participation. This year that data changed back and we see

a significant increase in Communication and a decrease in Participation in both regions. This change is due to the fact that during this past year we

received an increased number of referrals from families, Speech and Language Pathologists and child care programs identifying communication as

the primary presenting need. There have been significant improvements made in entering a presenting need for all children. The percentage of

children with no presenting need entered dropped from 10% to 3%.

Satisfaction – Families

Increase satisfaction of Vancouver and

Burnaby families by improving their

satisfaction in the following areas:

• Understanding of the supports and

services their child receives from

the SCD program.

• Overall the services received with

BCCFA have met the needs of the

family.

• All families on the waitlist will receive letters

with their completed Support Guide annually

outlining the services they are waiting for.

• All old letter templates will be removed from

the P-Drive and staffs’ personal files.

• Updated practice of using these letters will

be reviewed at staff or team meetings;

templates and guidelines will also be

included in the staff handbook.

• Clinical Leads will provide support at clinical

case review meetings to support individual

needs.

A new support guide letter template was created

which all Consultants used to provide the service(s)

families are waitlisted for when sending out

completed support guides. Clinical Leads reviewed

this work at case review sessions from September

2018 – March 2019. Intake Consultants continue to

do this on a yearly basis.

All staff removed these templates from their

personal files as directed at the July 11, 2018 SCD

staff meeting. At the same time the SCD admin

staff archived all old templates, leaving only the

current one for staff to use.

The updated practice of using these letters was

handbook in August 2018.

Increase child care program staff

competency in supporting children

their knowledge gained from SCD

Consultants through training sessions.

• Consultants will be responsible to ensure

that each child care program on their

caseload identifies their training goals on

the designated form prior to delivering any

training sessions.

• SCD Consultants will follow up with their

child care program staff after any In House

Training they attend to reinforce the

learning and strategies.

• Continue to use newsletters to provide

information about training opportunities

as well as supporting information and

other resources.

Consultants or child care programs completed a

training form identifying training goals before any

training was provided. This form is saved in our

program files for ongoing reflection of each child

care program’s training goals. This form is reviewed

when child care programs discuss future training

needs or make requests. Clinical Leads initiate these

conversations to follow up on the role of

consultation in child care programs at regular case

reviews.

Consultants provide follow up with their child care

program staff after In House Training to reinforce

the learning and strategies provided. An email was

sent to all Consultants on September 17, 2018 to

review the purpose of the training form. Clinical

Leads continue to check in on these follow up visits

at regular case reviews.

Summary Analysis

Due to new staff hired into both SCD Programs this past year and some challenges with our current data entry process s there was a 5.7% decrease

in direct client-related intervention in Burnaby compared to last year. The new staff are now fully trained and skilled in stat entry and a new

database system, Salesforce, will resolve the data entry challenges for the second half of this fiscal year, October 2019 – March 2020. See 2019-

2020 Performance Improvement Plan- ‘Efficiency’.

Summary Analysis

We exceeded our target indicator (a) above in both regions again this year, indicating that child care staff has gained knowledge from the

strategies and suggestions provided by SCD Consultants. Burnaby’s satisfaction rate in indicator (b) above has been maintained at 100% over the

past two years. This is a direct result of Consultants’ continued hard work and commitment to visit and provide consultation every 4-6 weeks to

their child care programs combined with an increase in staffing which reduced Consultants caseloads from 45 to 40 active clients. Vancouver’s

satisfaction rate decreased again this year by 5%, for a total of 11% over the past two years; the satisfaction rate remains above the target level at

89%. Vancouver Consultants remain committed to regular consultation visits to their child care programs and the have also had a reduction in

their caseloads from 45 to 40 active clients. Increasing childcare staffs’ competency in supporting children with extra support needs continues to

be an area of strength but also a focus of ongoing improvement for the both SCD Programs. See 2019-2020 Performance Improvement Plan-

“Satisfaction- Child Care Programs”.

Summary Analysis

The parent/guardian satisfaction survey results show a decreased response rate from 28% to 20% in both Burnaby and Vancouver this year due to

staffing changes which affected the timing of the survey. For both communities there has been a slight increase in satisfaction in the target

indicator (a) which brings them both over the target level of 90%. For target indicator (b) there has also been a slight increase in satisfaction in

both Burnaby and Vancouver and they both remain well above the target level at 98% and 97% respectively. Burnaby saw a slight decrease in the

target indicator (c) which has their achieved outcome at just under the target indicator at 85%. Vancouver saw a 5% increase in target indicator (c)

which brought their achieved outcome meet the target of 90%. As always we will continue to implement strategies to improve satisfaction of

parents/guardians in our 2019-2020 Performance Improvement Plan- “Satisfaction – Families”.

Summary Analysis

Results in Burnaby showed a 7% increase and Vancouver showed a 12% increase in satisfaction this year related to target indicator (a) the

Consultants working collaboratively to determine goals and support strategies. Over the past year there were new staff hired in both communities

and all Consultants worked extremely hard on building and improving their consultation skills and maintaining regular consultation visits. During

these visits they provided follow up with their child care program staff after any In House Training they attend to reinforce the learning and

strategies. Results related to target indicator (b) the Consultants providing a variety of practical adaptations, strategies and activities to help meet

each child’s goals and objectives, in Burnaby maintained a satisfaction level of 100%, and Vancouver saw an increase of 5% to bring them up to

85%, just under the target level of 90%. This high level of satisfaction is directly related to the Consultants’ hard work and commitment to visit and

provide consultation every 4-6 weeks to their child care programs.

• Invest in a new electronic client record system, which

has a secure client portal embedded in the system.

The client portal will allow parents to log into their

child’s record to review documents and exchange

confidential information. This will improve

communication, knowledge exchange, access and

client experience.

Provide opportunities for new families to

gain increased knowledge of services

available to them through the SCD Program,

and to feel connected to the BCCFA by

offering intake play groups.

• SCD Intake team will seek input and advice from

other programs within the Centre who provide

parent groups prior to developing the format of the

intake play groups.

• SCD Intake team will plan intake play group format,

including length of sessions, frequency, resources

and required staffing. The focus of the play groups

Ensure SCD Consultants are engaging in

yearly communication with active child care

programs about their needs and preferences

regarding consultation.

• Consultants review questions from the child care

profile on a yearly basis with all active child care

programs, and summarize the conversation or

meeting in the “Facility” section of the

ECR/Salesforce system.

• Ask Child Care Centres if the Consultant connected

with them at least once during the year about the

program goals and the preferred ways to provide

consultation and resources.
