1. INTRODUCTION

Hindustan Petroleum Corporation Limited (HPCL), (hereinafter referred as Owner), has been authorised by PNGRB for setting up infrastructure and operation of City Gas Distribution Network for the GA of Sonipat (except areas already authorized) & Jind), districts of Haryana. Natural gas will be transported to residential, commercial, industrial (PNG) and automobile consumers (CNG) in the city.

Tractebel Engineering pvt. ltd. (TE), a subsidiary of Tractebel Engineering S.A. has been appointed as Project Management Consultant (hereinafter referred as PMC), by HPCL for providing Design, Engineering & PMC services for a mentioned project

Odorant mixed in natural gas is important for identifying leakages in the associated equipment during transportation of piped gas in the operational CGD area.

Tractebel Engineering pvt. ltd. is now inviting tenders for procurement of “ODORISATION UNIT”, Supply, installation, commissioning and 5 (five) years CMC (Comprehensive Maintenance Contract) for this project.

The present document covers the technical specifications for the enquiry.

Rate of CMC (Comprehensive maintenance charges) per visit basis during period of 4 years, after completion of warrantee period i.e min one year from the date of installation of odorisation skid.

A Supply as per above scope of work:

1 01 No. Supply of Odorising system with Steel storage containers of capacity 500 water litres with all instrumentation required for safe operations, including controller, odorant tank with all instruments (PT, LT, TT, LSH (High &Low), Level gauge etc.) for safe operation, Automatic Dosing System with pump (1Working +1Standby) and Injection probe assembly(1W+1SB) with all accessories including Erection Hardware, impulse piping, tubes, piping, Cabling, fittings, root valves, isolation valves, injection point with all required valve/equipment assembly, junction boxes, cables from field Instruments to Field JB, Field JB to controller, Controller to client system for Flow signal, power cable, Cable lugs, cable trays, cable glands, Steel for foundation / supports of equipment, suitable shade, Quick coupling arrangement for tank filling, Protective & safety equipment such as Face shield mask, Rubber hand Gloves (2 set), O-sent (2 litre) with dispenser, Earthing etc.

Erection & commissioning spares (list to be furnished with the Bid)

B. REMARKS / COMMENTS

1. GENERAL NOTES

VENDOR's compliance

Vendor shall submit his bid in full compliance with the requirements of this MR and attachments.

Vendor must include the following statement in his bid:

We certify that our bid is fully complying with your enquiry dated……………,and referenced…………………..

Compliance with this material requisition in any instance shall not relieve the Vendor of his responsibility to meet the specified performance.

2. COMPLIANCE WITH SPECIFICATION

The VENDOR shall be completely responsible for the design, fabrication, testing, inspection, preparation for shipment and transport of the item strictly in accordance with the Material Requisition and all attachments thereto.

3. VENDOR'S SCOPE

Vendor's scope of work includes all the items with its internals and accessories as shown on the data sheets,

specifications and all unmentioned parts necessary for a satisfactory operation.

4. INSPECTION

The Owner shall appoint Third Party Inspection Agency for carrying out the inspection at bidder’s works as

per approved ITP/QAP/QCT and TPIA charges shall be borne by the Owner.

5. APPLICABLE DOCUMENTS

General prescriptions, requirements and information are listed in annex C of this Material Requisition.

6. VENDOR'S DOCUMENTS

Vendor shall supply the documentation as listed under point D of this Material Requisition.

1. GENERAL

Odorant mixed in natural gas is important for identifying leakages in the associated equipment during transportation of piped gas in the operational CGD area.

Owner is now inviting tender for procurement & installation of “ODORISATION UNIT” of odorization system.

The present document covers the technical specifications for this tender.

2. STANDARDS AND CODES

The design, construction, manufacture, supply, testing and other general requirements of the odorizing system should be strictly in accordance with the data sheets, applicable codes, and should comply fully with relevant national / International standards, Indian Electricity Act, Indian Electricity Act, Indian Electricity Rules, regulations of Insurance Association of India and factories Act while carrying out work as per this specification.

Equipment shall generally be designed in accordance with the relevant Institute of Gas Engineers (IGE) codes and the following principal codes of practice.

2.4 Instrumentation

If there is any conflict in respect of specification, process data sheets, related standards, code etc. Package Supplier shall refer the matter to Owner for clarification and only after obtaining the same he should proceed further.

2.5 National code

PNGRB : PNGRB notified on 9th March, 2016 (with Principal regulation notification no. G.S.R 612(E), dated 27th August, 2008, amended vide G.S.R 750 (E) dated 14.10.2009, F. No. M(I)/T4S/CGD/1/2010 dated 16.12.2014

3. SCOPE

This particular technical specifications covers the minimum requirements for the design, engineering with dosing calculation, fabrication and assembly with suitable shade for complete field mounted skid, inspection, testing, supply of odorization system which operate in auto mode, transport and unloading at respective site, interconnection with other system, erection, installation, testing and commissioning at site of odorisation unit, including first fill of odorant tank, any minor civil & electrical works.

CMC shall be paid on per visit basis during period of 4 years, after completion of warrantee period i.e min one year from the date of installation of odorisation skid.

3.1 Odorizing system consisting of regulators with SSV(Slam Shut Valve), storage container (stainless steel-304) with filled odorant, electronic control unit, dosing system with stand by injection unit (1Working+1Standby) having 1W+1SB pumps, flow meter & flow transmitter, necessary tubing, pipe valves, safety relief valves, venting system, serial communication port splitter complete with all auxiliaries for efficient and safe controller serial communication and requirement mentioned here with in documents.

3.2 Complete instrumentation works including design, procurement, supply, installation and inspection at manufacture / suppliers premises, hook-up, support for testing and calibration of all instruments. The scope includes installation, testing and commissioning at site and also includes supply of spares, accessories, installation material etc. arranging all types of equipment for testing and calibration purposes as required at site.

3.3 The Odorizing System should be capable of injecting a pre-determined quantity of odorant “proportional to gas flow rate” in to the natural gas pipeline network and should be capable of Measuring and Sensing the odorant level on Real-Time basis, send & store the data to the owner’s server. It is required that system should generate the alarm for any abnormalities & send it to Owner on real time basis for corrective action.

3.4 The Odorizing System should be designed with a view to minimize operator intervention. The maintenance frequency of the system shall be as per OEM recommendations converted into Annual Operation Maintenance Plan (AOMP). Bidder has to submit the operation and maintenance plan at the time of submission of technical bid.

3.5 A suitable portable odorant concentration-measuring device shall be quoted separately for measuring the PPM of odorant (as define) in Natural gas to check the concentration at various pipeline locations. The hand held instrument shall be equipped with electro chemical sensor suitable for measuring TBM in Natural gas in mg/m3, with range of 0 – 50 mg/m3 and resolution of digital display of 0.1 mg/m3 along with Calibration gas, ATEX approval, and internal storage of minimum 5000 measurement data.

3.6 Automatic Dosing System with stand by pump (1W+1SB) and Injection probe assembly (One working and one stand by). For any emergency situation such as main odorising system stops due to power failure/ECU failure, vendor has to provide Emergency dosing pump / arrangement for automatic continuous odorisation. Emergency dosing pump must register the amount of odorant dosed into the pipeline during failure of the main system. A suitable metering arrangement shall be made.

3.7 It is anticipated that the flow rate and pressure of natural gas will be fluctuating. Hence, Bidder should design the Odorizing System with optimum degree of flexibility, reliability, and operability to accommodate the varying composition of feed, other unexpected contaminants, flow rate and pressure.

3.8 The Odorizing system facilities should consist of standardized modules, which are assembled into a complete system. Each system should be designed in packaged frame, housing etc. The design life of the odorizing system shall be 40 Years (Minimum).

3.9 The installation shall be designed considering the maximum flow rate at design pressure. The system shall be capable of carrying out dosing even with a filled level of 10% in odorant tank.

3.10 The odorising system control unit should be able to sense the flow signal in the form of 4-20 mA or in the serial (RS232/422/485)/Ethernet/TCP/IP communication protocol to inject the odorant in the proportional to flow mode.

3.11 Explosion proof 24 V DC supplied intrinsically safe certified SOV shall be used as an actuating device for pneumatic operation.

3.12 The odorising system unit should be able to communicate with owner third party devices such as flow computer /PLC/ RTU/ SCADA/ DCS with Modbus protocol (RS232/RS485 & Ethernet, TCP/IP) for monitoring of odorization parameters such as level, tank pressure, expansion tank pressure, pump stroke /displacement etc. It is required that the system should be able to store log/event of the system & generate alarm for any abnormality & send to owner on real time basis for corrective action.

3.13 Odorant Storage Container with Odorant and should have positive pressure (max. 2.0 kg/cm2) before first fill of odorant. The odorant tank shall be constructed to ASME specifications. The tank shall have fitting, hoses, NRV and other necessary valves, etc for safe filling, as well as volume indication, pressure relief, and pressure gauges. Manual pumping or any other method or N2 cylinder (if milkman concept) can be used for refilling the odorant and it is scope of Bidder.

3.14 Supply of suitable Odorant absorber (ABSORBENT 10 or equivalent) as a neutraliser for spillage handling of Odorant. Each will be in 10 Kg containers.

3.15 The supply, laying, termination of signal cables, control cable from flow computer panel / Data concentrator / Electronic control unit of each metering stream to odorizing electronic control unit, field unit including cable tray (whenever required) & cable laying in trench shall be in Bidder’s scope.

3.16 Bidder shall maintain uniformity in selection for makes of similar instruments and their accessories for operational convenience ease of maintenance and spare parts inventory point of view.

3.17 Bidder to supply all field instruments required to make the odorising unit functional and also a wall mounted control panel. Bidder shall be responsible for proper interfacing between field instruments and control panel. Bidder to also note that gas flow rate signal shall be available at the flow computer of the metering system in the same control room and bidder to take that signal into the controller of odorization panel.

3.18 Transporting & unloading to CLIENT/OWNER designed stores/locations including unloading of odorisation system on foundation at site.

3.19 Supply of all the cables (instrument & power), CONTROLLER, Serial Communication port, tubing, Cable trays, drawings, documents, P & ID, BOM required, accessories, with all the related connectivity to existing network (tubing etc.)

3.20 Odorising system should have the provision of automatic washing in order to prevent smell during dismantling of equipment for maintenance i.e. sending odorant from the system equipment, Tubing etc back to odorant tank.

3.21 All instrumentation required for safe operations, Quick coupling arrangement for tank filling & electronic controller unit along with all Tubing, cabling, Protective & safety equipment such as Face shield mask, Rubber hand Gloves (2 set), Oscent (2 litre) with dispenser shall be supplied.

3.22 Inspection by third party.

3.23 Required tools & tackles and resources are in the scope of Bidder. A list of such special tools & tackles (if any) shall be submitted along with the bid.

3.24 Bidder scope shall start from connection of natural gas from main gas pipe line tap-off with necessary valves, tubing, and fittings for operation of odorisation system, Regulator, dosing point connection tubing, valves and fittings to the main gas pipeline. FRLS sheathed armoured electrical/control cables laying which includes having in the pipe conduit as and when required, connection to control room and electrical panel including necessary cabling.

3.25 Supply of FRLS sheathed, armoured cable of length up to 100 meters is in Bidders scope. Bidder shall also quote per meter price of cabling for payment beyond 100 meters, if executed.

3.26 Vent connection from odorizing unit with scrubber, flame arrestor, valves with scrubber and vent stack 3m above the unit top is also included in this scope of Bidder.

3.27 The unit shall be skid mounted and shall be complete with foundation bolts.

3.28 Any additional requirement necessary for smooth operation of the system will be in Bidder’s scope at no extra cost to CLIENT/OWNER. Bidder shall provide warning instruction on each container for safe use.

3.29 The Bidder shall provide civil foundation drawing & weight of skid within two weeks of placement of order. In case the requisite information regarding foundation and other fixing inserts etc. to be provided by owner as required for proper installation of equipment is not indicated by the Bidder within two weeks from the placement of order, such facility shall be arranged/provided by the Bidder at their own cost.

3.30 The Bidder shall not alter the scope of work as detailed in tender and approved drawings without written permission of owner.

3.31 The Bidder should prepare the design basis required to meet the demands as per the SOR line items and liaise with CLIENT/OWNER to obtain necessary confirmation and approval.

3.32 The skid shall be complete in all respects, ready for installation and commissioning at the respective site. There shall be minimum work to be done at site. All field mounted instruments shall be supplied loose to avoid damages of the same during transportation of the skids.

3.33 The main pipeline size for the Gas Inlet and the Odorant injection provided in the process data sheet tentatively. All end connection shall be 1”/ ¾” NPT Female (Min.). The entire tubing up to Gas pipeline for Injectors or inlet Tapping is in the Bidder’s Scope. Any adaptor required for other size is in the Bidder’s scope. The Line size will be indicated elsewhere in the tender is tentative and will be confirmed at the time of detail engineering.

3.34 The gas inlet at define pressure will be provided from the metered section at any one point for Odoriser (Size for tapping: as per flow). Any pressure difference and pressure reduction if required for inlet gas to odorizing system shall be the responsibility of the Bidder.

3.35 All direct mounted, instruments shall be installed in such a way that they have better readability and accessibility. All capillary type instruments shall have the capillary supported properly and shall have protection of capillary against mechanical damage.

3.36 Accessories used for mounting all pressure, differential pressure instruments shall have block and bleed, by pass, drain/vent valves etc. as per the installation sketches, and shall have accessibility.

3.37 All items in the skid shall be properly supported to avoid vibration.

3.38 Special supports, as required, shall also be supplied by bidder.

3.39 All impulse lines shall be supported at regular intervals.

3.40 All welding shall be carried out as per the relevant code with proper electrodes. Any testing (non-destructive) like UT, RT, DP test on root weld and final weld shall be carried out as applicable. All consumable shall be part of Bidder’s scope of supply. Any pre/post weld treatment as required by the codes shall be carried out.

3.41 Separate routing or physical separation shall be maintained between signal cables and shutdown/power cables.

3.42 The presence of Bidder’s representative shall be required to ensure safety precaution during the first filling of Odorant in tank post installation of system at site with no extra cost to CLIENT/OWNER

Pressure regulator shall be provided, with SSV (Slam Shut Valve) and safety feature, for reducing inlet pressure to provide

a. Blanketing pressure inside the tank b. Pump Functioning (if required) c. Inlet gas pressure reduction for blanketing

The pressure relief valve shall be designed or set to open at a predetermined set pressure to protect storage tanks from being subjected to pressures that exceed their design limits.

The odorant injection probe with sight flow glass shall include stainless steel probe, visual odorant sight indicator, and an also valve for location at the pipeline.

3.43 Bidder’s scope of supply shall include but not limited to the following:-

Supply of complete odorization system including secondary containment skid with all instruments, equipment and associated accessories mentioned in this document.

All instruments/equipment, pumps, SOVs etc. which is located in hazardous area shall be ex-proof .

Supply of all instruments, controller serial communication port, valves, PSV/SRV/CRV etc. and accessories required for complete odorization system. Supplier to furnish P&ID and list of instruments.

Supply of various installation materials including but not limited to the following:

A. Impulse piping/tubing and fittings B. Instruments valves & Manifolds, Regulators C. Junction Box, câble gland, Plugs, cables and accessories etc.

Supply of scrubber, flame arrestor at all vents, isolation valves, gauges, associated cabling, SS tubing, and other accessories required for proper functioning of the system.

Manuals relating to installation, operation and maintenance, test certificates should necessarily be sent along with the equipment, besides being furnished after placement of orders.

Whenever clearances are to be taken before placement of order, it would be necessary to submit only one technically acceptable offer for CLIENT/OWNER’s approval. The details of the instruments and materials involved shall be brought out in the contract document and to be firmed up during the residual engineering stage.

Onsite Training of Purchaser’s Personnel for 2 (Two) days each installation locations for Odorant Handling, Re Filling, Operation & Maintenance, safety & general educational awareness programme for odorising, emergency & contingency plans etc of the Odorising System all inclusive rates. Training procedure & plan has to be submitted and training has to be completed before final commissioning and Handing over system to client.

All instruments shall be field proven both with respect to design and materials. No prototype instrument or instrument or instrument of an experimental nature shall be accepted.

Before ordering, approval shall be taken from CLIENT/OWNER for all the instruments and materials. Any item ordered which do not conform to the Contractual requirement, identified at any stage of the project, and shall be liable to rejection. Replacement/modification cost and project delay arising out of this shall be liable to rejection. Replacement/modification cost and project delay arising out of this shall be deducted from the Package Supplier’s account.

Vendor to provide training for minimum two (2) owner designated persons for each station.

NOTE: This TECHNICAL SPECIFICATION specifies the system with odorant pump. Vender may offer other design, if any, which is already working successfully elsewhere. Additional hardware (valve, etc.) which may be required due to different design shall be supplied by the bidder.

4. CLIENT/OWNER SCOPE OF SUPPLY

CLIENT/OWNER Shall supply following:

4.1 The flow signal from flow computer /PLC/RTU or its local Data concentrator in the form of 4-20 mA or in the serial (RS232/422/485)/Ethernet/TCP/IP communication protocol to sense and operate the odorizing system in the proportional to flow mode.

4.2 200-240V AC, 50Hz ±3 UPS & Non-UPS power supply.

4.3 Necessary approval and work permit to carry out the job as required.

6. OPERATIONS & CONTROL PHILOSOPHY

The Odorizing System should be designed with minimum operator intervention. Any system requirement at site for proper operation shall be consider in the Scope of supply and design. The maintenance frequency of the system shall be as per SOR/MR.

7. DESIGN PHILOSOPHY

It is anticipated that the natural gas feed composition, flow rate and pressure will be fluctuating. Hence, Supplier should design the Odorizing System with optimum degree of flexibility, reliability, and operability to accommodate the varying composition of feed, other unexpected contaminants, flow rate and pressure.

The Odorizing System facilities should consist of standardised modules, which are assembled into a complete system. Each system should be designed in packaged frame, housing, etc. The design life of the Odorizing System should be minimum 40 years.

Vendor shall recommend the necessary changes in the system for the particular alternate odorant.

As per PNGRB Notification: “A pre – determined quantity of suitable odorant shall be dosed into the gas stream. The dosing should be such that it is safe for human as well as materials and equipment used in CGD system”.

Dosing Rate : Maximum 25 mg/Nm3 adjustable to meet PNGRB requirement

8.1 Storage Container

8.1.1 Bidder shall supply storage tank as mentioned in SOR/MR for odorant storage. The design and calculation of storage tank shall be approved by NABCB approved TPIA at no extra cost to CLIENT/OWNER. The storage container should be made up of SS 304 or higher grade complete with inlet, outlet, valves, level gauge, level switch (high and low), level transmitter, pressure gauge and suitable odorant filters, non-return valves, pressure regulation valves with safety alarm, pressure relief valve along with manual gas vent valve.

8.1.2 As Natural Gas is to be used for blanketing purpose, the tubing connecting the NG pipeline (Designed pressure 49 Bar Max) to the odorant tank should be provided with redundant pressure regulator that can reduce the pressure to blanketing pressure. Regulator with SSV shall be used for avoiding entry of high pressure to storage tank from pipeline through connecting tubing and fittings. System should be capable enough to continue odorant dosage even when the system trip due to regulator failure or any other failure. Bidder to specify the blanketing pressure in odorant storage tank so that CLIENT/OWNER can monitor that the blanketing pressure does not exceed the defined pressure during normal operation. All interconnect tubing between the odorant tank and the system shall be of SS316.

8.1.3 The odorant tank shall be constructed to ASME SCE VIII DIV.1. The tank shall have all necessary valve for safe and proper filling, the tank filling should be bottom filled in such a manner to minimize the generation of static energy during filling to, as well as level gauge for volume indication, pressure relief, and pressure gauge with remote excess of all.

8.1.4 No odorant shall be vented from the storage container or the pneumatic/hydraulic system/circuit direct into the atmosphere in any case. The vented gas has to be routed through neutralizer/scrubber such that the maximum concentration of odorant is not exceed beyond 0.5ppm at the vented at a measuring distance of ½ feet.

8.1.5 All associated fittings, valves, pressure regulator, instrumentation accessories and steel tubing shall be designed considering the designed pressure 49 bar and thickness shall be calculated considering the corrosion allowance for a design life of 40 years.

8.2 Level Gauge

Level gauge should be welded to the end connections provided in the odorant tank. Closed at both ends and should be connected to the odorant tank at both top and bottom. MOC of the float chamber should be SS 304 or of higher grade. The visible range should be able to show odorant level as per the volume of the tank.

A magnetic flapper assembly type level gauge shall be required. Position of the float inside the chamber to be indicated outside by bicolored flappers embedded with magnet by 180 Degree rotation and setting into uniform colour along the traverse of the float.

Bidder to submit the datasheet for CLIENT/OWNER approval. All the glass gauges have to be protect by suitable means to protect the glass from accidental breakage due to external activity/impact.

8.3 Pressure Gauge

Pressure gauge accuracy shall be ± 1.0% of full range. Pressure Gauge Dial shall be white back ground with black figures marked on it, size shall be minimum 100 mm and case shall be SS316 as a minimum, bayonet bezel type. Blow out disc and solid front protection shall be provided and gauges shall be orientated such that they vent safely.

Pressure Gauge shall be weather proof and shall have externally zero adjustable micro meter adjustment without opening the bezzle.

All pressure gauges shall be liquid filled type. Over-range protection shall be 1.3 times the maximum scale range. Where a gauge is subject to greater pressure, a gauge protector shall be used.

On pulsating service, Snubber shall be fitted in the input connection. Siphon shall be fitted to pressure gauges on steam or hot condensable gas services.

Static pressure sensing connections on horizontal lines are normally made at the top. All tube fittings shall be of compression type with double ferrule. Two-valve SS316/SS316L stainless steel manifolds shall be provided for pressure Gauge. Valve and seat material shall be determined by the process requirement.

All pressure instruments shall be mounted so as to minimize the length of impulse lines.

To facilitate pressure gauge removal and alignment, gauges shall be connected to the piping by means of gauge adapter and not directly to into valves.

8.4 Level transmitters:

Level transmitter shall be provided on top of odorant tank & interface with controller cabinet. Bidder to submit the datasheet for CLIENT/OWNER approval. Accuracy shall be 0.1% or better. All transmitters shall be Exd IIB T4. Appropriate transmitter with ATEX certification to be provided for remote access.

8.5 Temperature transmitters:

Temperature transmitter shall be interface with Controller cabinet. Bidder to submit the datasheet for CLIENT/OWNER approval. Accuracy shall be 0.1% or better. All transmitters shall be Exd IIB T4. Appropriate transmitter with ATEX certification to be provided for remote access.

8.6 Pressure transmitters:

Pressure transmitter shall be interface with Controller cabinet. Bidder to submit the datasheet for CLIENT/OWNER approval. Accuracy shall be 0.075% or better. Appropriate transmitter with ATEX certification to be provided for remote access.

8.7 Flow transmitter:

Flow transmitter shall be interface with Controller cabinet. Bidder to submit the datasheet for CLIENT/OWNER approval. Accuracy shall be 0.075% or better. Appropriate transmitter with ATEX certification to be provided for remote access.

8.8 Pump:

The system shall utilize a positive displacement style pump that is constructed entirely of 316 stainless steel or higher grade. The pump shall have adjustable displacement and also adjustable no. of strokes that can be confirmed through panel as per the dosing volume required.

The pump shall be designed such that the actuation mechanism is not in contact with the odorant. The pump shall have inlet and outlet check valves which are designed to be accessible and may be removed and replaced easily without the removal of any tubing or piping.

The pump shall be capable of operation at a maximum flow rate. The pump shall be capable of dosing against network design pressure of 49 Bar-g. Bidder must indicate the normal gas consumption per stroke.

8.9 Pipe Work, Valves And Fittings

Pipe work should be designed tested and installed to ensure its safe operation at the worst conceivable condition of flow, pressure and temperature. All high pressure SS tubing work should be fully annealed (bright annealed) seamless conforming to ASTM A-269, SS-316 or higher.

The system should be “go-no-go” gauge-able to demonstrate that the fittings are properly tightened wherever possible, valves and control device should incorporate the same and connector system. The number of fittings used should be minimized. The bidder should ensure that personnel assembling the pipe work should be competent to commission the system.

The preferred valve types of isolation are ¼ (quarter) turn ball valves. Such valves shall have similar material as of the tube they are attached to. Ball valves must be of good quality and be appropriately selected for frequent use. Ball seat must be suitable for natural gas operation of gas composition as indicated above and odorant.

Valves and fitting subject to corrosion must be either inherently resistant, or be coated with a corrosion inhibiting paint or surface treatment.

End connections including fittings & valves shall be supplied with the unit. Details are to be confirmed at the time of the detail engineering.

Relief valves shall be designed considering the designed pressure 49bar-g and system shall be designed on the basis of what if analysis of failure of relief valves.

Any accessories required for Odoriser Control Unit and the field unit & interconnection is in the Vendor’s scope.

8.10 Secondary spill containment skid/tray:

Bidder to design, supply and install secondary spill containment skid/tray as per approved process & design parameters at no extra cost to owner.

Material of construction should be SS 304.

The secondary containment system must be leak proof (use of any epoxies/silicones or similar materials must not be used to achieve leak proofing of the containment) as per system design with provision of draining valve with plug/blind.

Secondary containment until must be either sloped or specifically designed to quickly and easily remove or leaking liquid.

Secondary containment must have sufficient capacity to contain 110% of the volume of the primary container (any space occupied inside the containment has to be accounted for volume during design calculations of capacity).

Secondary containment for multiple containers will be, 150% of the largest container’s volume OR 10% of the aggregate volumes of all containers, whichever is greater.

Placed on a foundation or base capable of providing support to the secondary containment system, resistance to pressure gradients above and below the system and capable of preventing failure due to settlement, compression or uplift.

Designed and installed to surround the tank completely and to cover all surrounding earth likely to come into contact with the hazardous chemical if the chemical is released from the tank(s) (i.e., capable of preventing lateral as well as vertical migration of the hazardous chemical).

Other items not listed here, but required to make the system operational.

8.11 Scrubber

A scrubber must be installed in Gas/Vapor vent line, to ensure odor is in control during venting.

The system shall have the provisions for purging odorant in a closed loop type during maintenance to avoid odorant venting into the atmosphere.

8.12 ELECTRONIC CONTROL UNIT (Main Odorizing Units)

AC Single Phase, 230V±10%, 50Hz±3% supply for electronic control unit shall be made available for the odorizing system through UPS & Non-UPS on site shall be provided by client.

Bidder has to provide Surge protection device of Make MTL/ Pheoenix in 230 V AC UPS Supply (provided by the client). This should be installed at the JB where incoming power supply will be terminated. Any problem in the input supply, the equipment should be protected. The surge protection devise shall be pluggable and testable with thermal disconnection and indication facility. It should be for input power supply as per IEC standard IEC-61643-12

Note: Vendor to confirm that the supplied Electronic Control Unit are suitable with the above power supply and indicate the maximum and minimum tolerable values of voltage for safe operation of Odorizing System. Vendors must include suitable voltage conditioning system (Voltage Stabiliser) in their scope to prevent failure from voltage fluctuations if supplied equipment need the same.

Electronic Control Unit should have the following specifications as minimum:

8.12.1 Electronic Control Unit should be provided with a Liquid Crystal Display (LCD) for ongoing Flow Monitoring, Operation Modes etc. It should be easy to read lighted display. Displays must remain active for at least 15 minutes after power failure. Necessary battery backup shall be provided in the system. Electronic unit shall have the external keypad for entering the data and provide password protection for unauthorised use.

8.12.2 Owner will provide dedicated UPS & Non-UPS supply for Odoriser Control Unit. The Power Supply cable up to electronic control unit, laying, terminations of power supply cable at Odoriser control Unit is in the Vendor’s scope.

8.12.3 Odoriser Electronic controller unit shall be provided with inbuilt GSM/ GPRS modem. Vendor shall demonstrate the communication (read & write) from Master control room (MCS) to Odoriser control unit installed at site. The vendor shall provide the necessary accessories required for proper GSM/GPRS communication

8.12.4 For the Odoriser auto Mode operation flow signal shall be provided in the form of analogue 4-20 mA / serial communication data inputs / pulse from Flow Computers/ metering device. The offered Electronic Control Unit is able to accept two nos. of pulses/4-20 mA signal/ serial inputs corresponding to instantaneous standard flow rates from each flow computer of dual steam metering system. For serial communication the protocol will be Modbus and all the necessary register addressing has to be done by the vendor.

8.12.5 Physical design should be of steel body with doors/panels with suitable paint to minimize corrosion and on-going wear and tear. The Electronic Control Unit should have locking arrangement. The panel/cabinet should be suitably designed to accommodate all required electronic equipment.

8.12.6 Necessary provision for proper mounting shall be provided. Cable entry shall be from bottom, therefore necessary removable Gland plate with matching hole as per supplied Cable glands shall be provided. Supplier shall considered approx. 100 mtrs cable length of each type for each site from each Flow Computer panel to control room & Odoriser unit.

8.12.7 The Protection Class of Electronic Control Unit shall be weatherproof to IP55.

8.12.8 Odorizing System should NOT BE SHUT OFF IN CASE OF:

a. Power failure

b. Failure of throttling valve/regulator

c. Low flow

d. Failure of any field instruments (Transmitters, temp. element, etc.)

8.12.9 The Electronic Control Unit should be capable of storing odorizing data and such data should be downloaded frequently into another portable computer to store the data. In order to meet the above requirement, 2 Nos. of RS232 Serial Communication ports shall be included in the Electronic Control Unit. One Port will be utilized for Portable Computer and another port will be utilized for future SCADA application. For this application, Vendor shall include in the scope all relevant software, together with the license, compatible to Microsoft Windows XP/2000 software.

8.12.10 The data of odorising unit shall be hook-up by the client in future by providing SCADA system and RTU. The odoriser electronics shall have facility to read & write the data remotely through SCADA. The electronics should have provision and dedicated communication card & port for connection to RTU for monitoring and control the transaction parameter. The detail requirements of SCADA will be communicated to the successful vendor during detail engineering. For selection of equipment compatibility for SCADA system vender shall considered the MODBUS RTU protocols, FCC-68, RJ 45 connection type, RS 232 D communication standard, Baud rate upto 19.2K, with configurable software.

8.12.11 All the cabling (Signal, Control, Power, Communication), Ex. proof JB, termination and mounting accessories from field to Control unit, Cable gland (Double Compression Type) shall be provided by Bidder. All the cable and tubing shall be mounted and dressed on the cable tray.

8.12.12 All the cabling (Signal, Control, Power) shall be armoured type.

8.12.13 CONTROLLER:

The system controller shall have provision for programming desired injection rate in mg/SCMH. The controller shall have a provision of both flow proportionate injection mode and time proportionate injection mode.

The controller shall have a provision of both flow programming desired injection mode and time proportionate injection mode. The controller shall have automatic monitor of system function and have capability to alarm in case of system malfunction. This alarm system will monitor flow signal, power supply, the volume verification system, and the injection pump. The information from the controller can be accessed via a communication cable.

The system should have a provision of siren for critical alarm such as Odorant volume, Pump failure, System stopped etc. Any other alarms needed for operation of Odorization system is to be provided by Bidder.

8.13 Odorant loading / unloading system:

Vendor shall provide Odorant Loading / unloading System for the filling of Odorant in to the Storage Containers. Manual pump (portable type) or any other method, with proper safety features and with necessary connecting Hose & connector / coupler should be provided and shall be suitable for uses in Hazardous area. If refilling through Milkman concept then filling system shall have Nitrogen Blanketing System to avoid leakages of Odorant to Atmosphere during loading / Unloading. Necessary Nitrogen Cylinder may be provided for blanketing.

Vendor shall provide detail procedure and the arrangement for filling the Container with Odorant. It is the responsibility of the Vendor to fill the odorant (to be supplied by Vendor for first time filling) in Container/ tanks at site during final commissioning. The Handling, transportation, storage, filling and final commissioning shall be in Vendor’s scope.

Vendor shall Supply “Active Carbon Saw Dust” & “Sodium Hydrochloride” for Odorant 10 Kg each in Container for Odor and neutraliser for spillage handling of Odorant. The container shall be suitable for handling and Storing of these Chemicals for uses.

8.14 Measurement interfacing equipment (meter to odorizer):

The system shall be capable of accepting either an analog input proportional to the flow rate, or a pulse input proportional to the flow rate for multiple meters.

8.15 Verification

The system shall have an accurate means of measuring the volume of odorant injected. The system shall have electronic means of indicating the verification device is working properly.

The system shall have means to test the operation of the verification device. 

8.16 System Audit Trail:

A system audit trail shall be available which will record all events specific to system performance. This data will accumulate with the use of a board memory device which may be accessible for remote downloading, or local downloading, as well as accessible communication links in conjunction with proprietary software.

The audit trail device shall be capable of recording system data for 90 days prior to downloading. The system audit trail software shall be windows compatible and capable of handling records for several

odorant systems. The software shall be capable of easily providing odorant record for each odorant system. These records

shall be for daily operation or hourly operation, and shall include any and all pertinent information specific to that systems operation including odorant use alarms, high and low odorant rates, parameter changes.

8.17 Certification & Approvals for Hazardous Areas:

The system shall be suitable for Class I, Division 1. Group C/D service and shall be certified by approval agency.

Bidder shall conduct HAZOP study and submit document of the same.

8.18 System Mounting

System enclosure will be corrosion resistant and weather tight, with a secure locking system. System shall include electronics controller isolation from mechanical components via an additional

separate enclosure within the system enclosure for the controller. Enclosure shall have field connections for

I. Flow signal, alarm, and communications in conduit of ½ “ or other approved size II. Chemical in III. Chemical out IV. Actuation gas (if any) V. Actuation exhaust (if any)

The system enclosure shall be a complete package which includes structural steel base frame, odorant storage tank, pump panel, controller, scrubber and containment skid that can contain volume 110% of the capacity of odorant storage tank.

The Odorization system shall be configured in such a manner that the controller electronics shall be housed in a water tight enclosure.

Interconnection between the electronic and mechanical enclosures shall be of FRLS armoured cable. The electronic enclosures shall be constructed such that system operation data may be read without

opening the electronics enclosure.

8.19 Testing And Commissioning

All materials and equipment shall be factory tested before shipment in the presence of CLIENT/OWNER’s representative. No material shall be transported to site until all required tests have been carried out and equipment is certified as ready for shipment. Acceptance of equipment or the exemption of inspection or tests thereof, shall in no way to solve Bidder of the responsibility for delivering equipment meeting the requirements of the specifications.

8.20 NDT of welds including radiography, UT, MPT, DPT etc.

8.21 Thickness testing of storage tank material.

8.22 Testing to demonstrate set point accuracy and actuation time for all self-actuated valves.

8.23 Seat tightness test for Pressure Regulators and pressure relief valve.

8.24 The Equipment shall be tested at factory prior to shipment to site. Bidder to submit the QAP FAT (Factory Acceptance Test) & SAT (Site Acceptance Test) document for approval. FAT should be carried out to demonstrate the functioning of all equipment trips and control system.

8.25 The ODORIZER UNIT hydro testing. Hydro testing shall be carried out at minimum test pressure 1.5 times of design pressure witnessed by NACB approved TPIA, who will also certify the compliance of the tanks to the design and specifications.

8.26 Leak test (at 7 barg) of complete ODORIZER UNIT with air/N2.

8.27 ODORIZER UNIT functional testing considering pressure regulation, limiting and safety characteristics.

8.28 Any other tests which are not mentioned above, but required to assess the overall performance of the skids.

8.29 Bidder should give 2 week notice to the Purchaser for the date and location of the tests so that the equipment may be witnessed if desired.

8.30 Bidder shall perform the usual standard tests to maintain quality control procedures. These test certificates shall be submitted, for review, before starting inspection by Purchaser, Bidder shall be responsible for testing and

complete integration of the system. Detailed procedures of test and inspection shall be submitted by the Bidder for review before order and mutually agreed upon.

8.31 Bidder shall arrange inspection by the CLIENT/OWNER representative at Bidder’s shop as and when asked by CLIENT/OWNER. For this inspection manpower, consumable, equipment and utilities as required shall be in Bidder’s scope.

8.32 Upon delivery to the site, all the equipment should be assembled in a complete system. Thereafter, final site acceptance test would be carried out, such tests should be witnessed and signed by the Company representative. The Bidder should rectify and replace all defects, faults, failures etc. and all costs should be borne by Bidder. The costs should include accommodation, travelling, expenses etc.

9. PAINTING, MARKING AND SHIPMENT

9.1 Bidder shall use stainless steel material unless otherwise approved. All exposed carbon steel parts if used to be painted shall be thoroughly cleaned from inside and outside to remove scale, dirt and other foreign materials by wire brushing and sand blasting as applicable. Minimum acceptable standard in case of power tool cleaning shall be Sa 3 and in case of blast cleaning shall be Sa 21/2 as per ISO 8501-1 or Swedish Standard SIS 0055900. Also, stainless steel surfaces both inside and outside shall be pickled and passivated.

9.2 Nonferrous materials austenitic stainless steels, plastic or plastic coated materials, insulated surfaces of equipment and Pre-painted items shall not be painted.

9.3 All threaded and flanged opening shall be protected to prevent entry of any foreign materials.

9.4 All field mounted instruments shall be supplied loose to avoid damages during transportation.

9.5 ODORIZER UNIT shall bear proper shipping markings.

9.6 ODORIZER UNIT and all the instruments in the ODORIZE UNIT shall have a SS name plate attached firmly to it at a visible furnishing the following information:

10.34 Operation and maintenance manuals-2 sets (all in original) of odorizing unit. The instruction manual should describe in details the construction and recommended procedure for maintaining, operating and troubleshooting of the Odorizing Unit should also include cross-sectional drawings, exploded views of all spare parts along with part nos., quantity installed per Odorizing unit. The manual should provide detailed catalogues for all bought out items.

10.35 Bidder shall furnish all manuals necessary to test, operate and maintain the system.

10.36 The soft copies (in CD, DVD, etc.)-2 no. of above mentioned documents shall also be provided to the purchaser at the time of delivery of each skid.

10.37 Note: Final drawings from the Bidder shall include dimensional details, foundation details, and weight, mounting details and any other special requirements etc. for the ODORIZER UNIT. All dimensions in general shall be in millimetres.

11. HEALTH, SAFETY & ENVIRONMENT 11.1 Bidder shall apply and obtain work permit from Owner for the work to be performed at CLIENT/OWNER site.

After completion of work a joint inspection shall be done at work place.

11.2 Bidder shall submit documents required for the establishing competences a person deputed to execute job including medical fitness if job requirement.

11.3 Bidder’s Representative should not be without Identity Card at Owner sites/office as well as Sites. The I Card shall be provided by Bidder.

11.4 Bidder shall carry out the work within the duty hours agreed with Owner. No Work shall be carried out without permission of Company representative beyond the official duty hours.

11.5 Bidder shall ensure that all tools, appliances, machines, vehicles, or other equipment, are in safe working condition at all times and comply with current regulations and, where appropriate, are used only be authorized and competent persons. This provisions includes all emergency response life-saving equipment.

Any breach of the HSE requirement shall be deemed by the company to be a material breach of the terms of the contract between the parties and the company shall be entitled to take appropriated action including instructing the Bidder to (a) Remedy the breach; (b0 Suspend the work or (c) Terminate the contract.

All activities shall be carried out as per owner documented procedure and HSE requirement and deviation from it shall be dealt with very strictly.

ANNEXURE-2 SCOPE OF COMPREHENSIVE MAINTENANCE OF ODORIZATION SYSTEM

The bidder’s scope for Comprehensive maintenance Charges includes but not limited to:

As per the frequency defined in AOMP approved by OWNER. Rates to be quoted in SOR for each Visit.

Leakage Testing: - Checking up of each tubing connections for any leakages using soap solution. In case any leakage is found, the same to be replaced.

Tubing’s should be opened, cleaned and reaffixed.

Replacement of odorant neutralizing agent (to be supplied by Bidder without any extra cost implication to OWNER), if the same are saturated/exhausted, in the existing system (only if applicable).

Checking of all the cable for its joints and any cuts in the cabling exposed to atmosphere. If the joints are loose or there is cut in the cable, then replacing the portion of the cable. (Cable and cable glands to be supplied by the Bidder).

Cleaning of display parts of PG, LG, etc.

Replacement of any spare, if required.

Checking up the electronic panel, components and cables for its proper functioning. In case of malfunctioning of the same, it should be repaired. Spares required, if any, shall be provided the Bidder.

Checking up of Controller parameters like odorant injection, pump strokes, pump displacement, Odorant level, battery voltage, flow signal %, date & temperature or any other parameter. In case of any of these not working properly, it should be checked and problem should be rectified.

The electro-mechanical components like solenoid valves, relays, filters etc. should be checked and if having any problem, they should be changed.

Calibration of Pressure gauge.

Testing of PSV/CRV/SRV- Bidder shall test PSV/CRV/SRV as per the frequency advised and provide the calibration certificate verified by the component authority authorized under SMPV rules or under DISH as per factories act 1948.

Thickness measurement of the odorant storage tank and any other tank to be used in system for odorant handling.

The execution of aforesaid scope of work till completion shall be entirely Bidder’s responsibility and regardless of the number of days spent on site, the execution of the scheduled work in total shall be treated as ONE VISIT ONLY.

Any other work not mentioned herein, however required for proper repair and maintenance and smooth functioning of Odorizer unit, shall be done by Bidder to the satisfaction of OWNER.

On-call basis/Emergency visit: This shall include any repair service provided on call of breakdown from OWNER other than contractual schedule maintenance.

The Bidder shall carry out the modification and up graduation of system as per direction of OWNER as and when required.
